A team led by FSE fellow David Lobell has found a valuable, untapped resource in historical data from crop yield trials conducted across sub-Saharan Africa. Combined with weather records, they show that yield losses would occur across 65 percent of maize-growing areas from a temperature rise of a single degree Celsius, even with sufficient water. Data from yield tests in other regions of the world could help predict changes in crop yields from climate change.

A hidden trove of historical crop yield data from Africa shows that corn - long believed to tolerate hot temperatures - is a likely victim of global warming.

Stanford agricultural scientist David Lobell and researchers at the International Maize and Wheat Improvement Center (CIMMYT) report in the inaugural issue of Nature Climate Change next week that a clear negative effect of warming on maize - or corn - production was evident in experimental crop trial data conducted in Africa by the organization and its partners from 1999 to 2007.

Led by Lobell, the researchers combined data from 20,000 trials in sub-Saharan Africa with weather data recorded at stations scattered across the region. They found that a temperature rise of a single degree Celsius would cause yield losses for 65 percent of the present maize-growing region in Africa - provided the crops received the optimal amount of rainfall. Under drought conditions, the entire maize-growing region would suffer yield losses, with more than 75 percent of areas predicted to decline by at least 20 percent for 1 degree Celsius of warming.

"The pronounced effect of heat on maize was surprising because we assumed maize to be among the more heat-tolerant crops," said Marianne Banziger, co-author of the study and deputy director general for research at CIMMYT."

"Essentially, the longer a maize crop is exposed to temperatures above 30 C, or 86 F, the more the yield declines," she said. "The effect is even larger if drought and heat come together, which is expected to happen more frequently with climate change in Africa, Asia or Central America, and will pose an added challenge to meeting the increasing demand for staple crops on our planet."

Similar sources of information elsewhere in the developing world could improve crop forecasting for other vast regions where data has been lacking, according to Lobell, who is lead author of the paper describing the study.

"Projections of climate change impacts on food production have been hampered by not knowing exactly how crops fair when it gets hot," Lobell said. "This study helps to clear that issue up, at least for one important crop."

While the crop trials have been run for many years throughout Africa, to identify promising varieties for release to farmers, nobody had previously examined the weather at the trial sites and studied the effect of weather on the yields, said Lobell, who is an assistant professor of environmental earth system science and fellow at Stanford's Program on Food Security and the Environment.

"These trials were organized for completely different purposes than studying the effect of climate change on the crops," he said. "They had a much shorter term goal, which was to get the overall best-performing strains into the hands of farmers growing maize under a broad range of conditions."

The data recorded at the yield testing sites did not include weather information. Instead, the researchers used data gathered from weather stations all over sub-Saharan Africa. Although the stations were operated by different organizations, all data collection was organized by the World Meteorological Organization, so the methods used were consistent.

Lobell then took the available weather data and interpolated between recording stations to infer what the weather would have been like at the test sites. By merging the weather and crop data, the researchers could examine climate impacts.

"It was like sending two friends on a blind date - we weren't sure how it would go, but they really hit it off," Lobell said.

Previously, most research on climate change impacts on agriculture has had to rely on crop data from studies in the temperate regions of North America and Europe, which has been a problem.

"When you take a model that has been developed with data from one kind of environment, such as a temperate climate, and apply it to the rest of the world, there are lots of things that can go wrong" Lobell said, noting that much of the developing world lies in tropical or subtropical climates.

But he said many of the larger countries in the developing world, such as India, China and Brazil, which encompass a wide range of climates, are running yield testing programs that could be a source of comparable data. Private agribusiness companies are also increasingly doing crop testing in the tropics.

"We're hoping that with this clear demonstration of the value of this kind of data for assessing climate impacts on crops that others will either share or take a closer look themselves at their data for various crops," Lobell said.

"I think we may just be scratching the surface of what can be achieved by combining existing knowledge and data from the climate and agriculture communities. Hopefully this will help catalyze some more effort in this area."

Lobell is a Center Fellow at the Program on Food Security and the Environment, a joint program of Stanford's Woods Institute for the Environment and Freeman Spogli Institute for International Studies.

Armed only with law textbooks, six Stanford law students and faculty advisor and senior research scholar Erik Jensen landed in Kabul, Afghanistan on Feb. 6 on a mission that would last six days.

The group made up Stanford's Afghanistan Legal Education Project (ALEP), a student-led law school project funded by the U.S. State Department that creates textbooks on Afghanistan's legal system specifically for the instruction of Afghani students.

Working with the American University of Afghanistan (AUAF), the project is creating a new generation of lawyers to shape Afghanistan's future.

Since it was founded in 2007 by Stanford law alums Alexander Benard J.D. '08 and Eli Sugarman J.D. '09, the project has published four textbooks. These include an introductory text to the laws of Afghanistan and textbooks on commercial, criminal and international law. Students are currently writing a textbook on constitutional law.

"The whole project is indigenously oriented," Jensen said. "The textbooks are written in response to needs and demands of Afghan students, and we try to contextualize our work as much as we can to the politics, economics and social order in Afghanistan."

The purpose of the recent trip to Kabul was to explore the future and progress of the project. Students attended classes that are currently taught using ALEP textbooks, got feedback from Afghani students and professors and interacted with administrators at the AUAF to see where the project is headed.

"Sitting in on the classes and meeting with the students was for us a priority, because that's the best way we can get feedback on our books and make the project better," said Daniel Lewis LAW '12 and ALEP co-executive director.

After meeting with the president of AUAF, the group agreed that the ultimate goal for the project is to build a complete law school curriculum.

"The time frame is uncertain, but we're expanding really quickly," Lewis said.

In addition to rolling out the new textbook, ALEP plans to introduce new classes in the fall on Islamic law and the informal justice system in Afghanistan, taught by a collaborating Afghan professor and an affiliated postdoctoral fellow. Workshops on practical skills such as negotiation and writing are also on the horizon, as well as translations of the books into Dari and Pashto.

The group met other notable Afghan and American officials, including the dean at the Kabul University School of Law, university professors from the most populated provinces and Ambassador Hans Klemm, coordinating director of rule of law and law enforcement at the Embassy of the United States in Kabul.

"All the high officials we met with were extraordinarily supportive of the project," Jensen said.

"We'd gone over there expecting it wouldn't really be easy getting our books out there [past AUAF], or that there would be some hostility," Lewis said. "But that really wasn't the case. The feedback was that they were excited to have another resource that was new and updated."

Other universities are not the only other audiences attracted to the project's textbooks, which are available publicly, and for free, online.

"Over the past year or so, people have been downloading them [the books] and using them, some of which we know about and some of which we don't," said Rose Ehler LAW ‘12, another ALEP co-executive director.

The U.S. military has also used the textbooks to familiarize officers with Afghani law. According to Jensen, retired Gen. Stanley McChrystal was "very familiar" with the textbooks.

The Afghan Ministry of Justice, leading judges and legal academics have also expressed interest in the project, according to Lewis.

"It was fascinating to be [in Kabul] as Stanford law students talking to these really important people in Afghanistan...in a knowledgeable way," Lewis said.

But strengthening the AUAF law school and spreading legal education are only the beginning of ALEP's goals.

"The development of the rule of law is historical process. It takes time; there are fits and starts," Jenson said.

"The problem is when you are at Afghanistan's level of development, it will go through years and years of fits and starts...and as society goes through these episodes, it will need a new cadre of leaders to lead to positive episodes," he added.

ALEP seeks to contribute to the formation of these future leaders, not only in the legal profession but also in the country as a whole. By using analytical methods to teach students critical thinking, they hope to bridge the gap between American style legal education and the Afghan reality.

"They [the Afghan students] will see opportunities that we can't see from Stanford, but they can see on the ground in Afghanistan," Jensen said, describing the project as one that is about imagining alternatives so as to prevent oppression.

The law students' person-to-person contact with the Afghani students made it clear that this project extends far beyond what can be seen on paper.

"The passion that we all saw in the students in Afghanistan just increased our passion for the project at Stanford...the heart and soul of the Stanford group is derived from the heart and soul of the Afghan students."

"Everybody on the trip came away saying, ‘Wow, we're actually doing something that's useful here,'" Lewis said.

The trip left the group optimistic about the project's future.

"Student demand is high; we've been successful at retaining some of the best faculty, and we hope that that the [AUAF] law school becomes a center of educational excellence," Jensen said.

Despite the fact that ALEP is no longer the "sole source" of Afghan law textbooks, Jensen is confident about the books' prospects.

"I look forward to the marketplace of competition...I think our books will show themselves to be the best."

Pradnya Palande's passion for improving human health through scientific research began during her graduate studies, and has continued to the present day through her work with Reliance Life Sciences (RLS) of India. Palande, a 2010-2011 Corporate Affiliates Fellow, holds a master's degree in zoology, with a specialization in animal physiology and a minor in biotechnology. "I used to dream of getting a job in the biotechnology industry," she says. Within just a few short months of graduating, Palande began working for RLS, and she has enjoyed serving the company for the past nine years.

RLS belongs to the Reliance Group, one of India's largest corporate entities. It conducts research in a wide variety of areas, such as stem cell therapy, molecular medicine, and industrial biotechnology, and it offers products ranging from therapeutic proteins to tissue-cultured plants. "RLS is a life sciences company in the truest sense," Palande states. In her role as a team leader for the company's biopharmaceuticals division, which is headed by Dr. Venkata Ramana, she conducts literature searches and strategic planning for new research projects, and also supports regulatory audits. In addition to her primary duties, Palande is dedicated to her role as secretary of the safety observation committee. "RLS believes in safety and a safe working culture," Palande emphasizes. "It is a perfect place for me to work."

During her year at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC), Palande is conducting cancer-related research in a laboratory under the direction of Cliff L. Wang of the Department of Chemical Engineering. Her Shorenstein APARC advisors are Rafiq Dossani, a senior research scholar, and Karen Eggleston, the director of the Asia Health Policy Program. Palande and her fellow researchers in Wang's lab are studying the population dynamics of cancer cells. In the process of cancer development, Palande explains, it is thought that cells often develop high mutational activity before accumulating mutations that lead to cancer. Mutations—changes in the genome sequence—can be advantageous, benign, or harmful to cells. Palande is examining whether a high mutation rate provides a survival advantage to cancer cells. For this, she is studying the activation-induced cytidine deaminase (AID) enzyme, which plays a key role in the development of immune response in the human body. The goal of the project is to provide insight into the nature of cancer development, and also to give direction for the prevention of chemotherapy resistance due to AID activity.

"Before I leave for India, I would like to complete my project successfully in a way that will instigate future research in cancer biology," Palande says. Upon returning to RLS, she intends to apply some of the concepts that she has gained while conducting research at Stanford. She also hopes to build upon the Stanford management classes that she has been auditing, studying the subject in more detail with the intention of utilizing it in her work at RLS.

"It has been a great privilege for me to work at Stanford, and it has been an amazing experience," she states. "Interacting with people from various backgrounds has been enlightening. Also, I am quite impressed by the professionalism of people [in the United States], their helping nature, and their free way of life. I love it." She adds that through her Stanford research and classes, her horizons have been broadened.

As passionate about the natural world as she is about scientific research, Palande looks forward to traveling more before returning to India. "I love traveling to be close to nature," she says. Also something of an adventurer, she has taken a rock-climbing course and has tried skydiving. Inspired by the range of activities in the United States, she plans to take an activity class, such as dance, after returning to India. "I want to keep myself as active and healthy as possible," she says with a smile.

As the United States struggles to emerge from recession, India and China's continued robust growth is the subject of much interest and concern. Council on Foreign Relations (CFR) Senior Fellow Adam Segal will talk about his new book Advantage: How American Innovation Can Overcome the Asian Challenge, analyzing Asia's technological rise, questioning assumptions about the United States inevitable decline, and explaining how America can preserve and improve its position in the global economy by optimizing its strength of moving ideas from the lab to the marketplace.

In his book, Segal argues that the emergence of India and China does not mean the end of American economic and technological power. Instead, the United States should now leverage its many advantages.

Through his research, Segal concludes the United States has an advantage over Asia in the realm of the software of innovation. “In America, your ideas can make you rich. Intellectual property is protected, and individual scientists are able to exploit their breakthroughs for commercial gains,” he writes. “It is time to realize that software in its most expansive sense offers the most opportunities for the United States to ensure its competitive place in the world.” The challenge is “to recover a culture of innovation that was driven underground, overshadowed by sexy credit default swaps and easy spending.”

Adam Segal is the Ira A. Lipman senior fellow for counterterrorism and national security studies at the Council on Foreign Relations (CFR). An expert on security issues, technology development, and Chinese domestic and foreign policy, Dr. Segal currently leads study groups on cybersecurity and cyber conflict as well as Asian innovation and technological entrepreneurship. His new book Advantage: How American Innovation Can Overcome the Asian Challenge (W.W. Norton, 2011) looks at the technological rise of Asia. Dr. Segal is a research associate of the National Asia Research Program and was the project director for a CFR-sponsored independent task force on Chinese military modernization.

Before coming to CFR, Dr. Segal was an arms control analyst for the China Project at the Union of Concerned Scientists. There, he wrote about missile defense, nuclear weapons, and Asian security issues. Dr. Segal has been a visiting scholar at the Massachusetts Institute of Technology’s Center for International Studies, Shanghai Academy of Social Sciences, and Tsinghua University in Beijing. He has taught at Vassar College and Columbia University. Dr. Segal is the author of Digital Dragon: High-Technology Enterprises in China (Cornell University Press, 2003), as well as several articles and book chapters on Chinese technology policy. His work has recently appeared in the International Herald Tribune, Financial Times, Washington Quarterly, Los Angeles Times, and Foreign Affairs. Dr. Segal currently writes for the CFR blog, “Asia Unbound".

Dr. Segal has a BA and PhD in government from Cornell University, and an MA in international relations from the Fletcher School of Law and Diplomacy, Tufts University. He reads and speaks Chinese.

Paul Wise is a clinical professor of pediatrics and a CHP/PCOR core faculty member. His work focuses on children's health policy; health disparities by race, ethnicity and socioeconomic status; and the interaction of genetics and the environment as these factors influence child and maternal health.

Before coming to Stanford in July 2004, he was a professor of pediatrics at Boston University and vice-chief of Social Medicine and Health Inequalities at Brigham and Women's Hospital. He previously served as director of emergency and primary care services at the Children's Hospital of Boston, and as director of the Harvard Institute for Reproductive and Child Health at Harvard Medical School. He has also served as a special expert at the National Institutes of Health and as special assistant to the U.S. Surgeon General.

Wise has worked to improve healthcare practices and policies in developing countries. He is involved in child health projects in India, South Africa and Latin America, targeting diseases such as tuberculosis and AIDS. He currently chairs the steering committee of the NIH's Global Network for Maternal and Child Health Research, and he has served on many other boards and committees including the Physicians' Task Force on Hunger and the American Academy of Pediatrics' Consortium on Health Disparities. He has received honors from organizations including the American Public Health Association, the March of Dimes, and the New York Academy of Medicine.

He received a BA in Latin American studies from Cornell University, an MD from Cornell University and an MPH from the Harvard School of Public Health. He completed a residency in pediatrics at Children's Hospital Medical Center in Boston.

Dr. Paul Wise is dedicated to bridging the fields of child health equity, public policy, and international security studies. He is the Richard E. Behrman Professor of Child Health and Society and Professor of Pediatrics, Division of Neonatology and Developmental Medicine, and Health Policy at Stanford University. He is also co-Director, Stanford Center for Prematurity Research and a Senior Fellow in the Center on Democracy, Development, and the Rule of Law, and the Center for International Security and Cooperation, Freeman Spogli Institute for International Studies, Stanford University. Wise is a fellow of the American Academy of Arts and Sciences and has been working as the Juvenile Care Monitor for the U.S. Federal Court overseeing the treatment of migrant children in U.S. border detention facilities.

Wise received his A.B. degree summa cum laude in Latin American Studies and his M.D. degree from Cornell University, a Master of Public Health degree from the Harvard School of Public Health and did his pediatric training at the Children’s Hospital in Boston. His former positions include Director of Emergency and Primary Care Services at Boston Children’s Hospital, Director of the Harvard Institute for Reproductive and Child Health, Vice-Chief of the Division of Social Medicine and Health Inequalities at the Brigham and Women’s Hospital and Harvard Medical School and was the founding Director or the Center for Policy, Outcomes and Prevention, Stanford University School of Medicine. He has served in a variety of professional and consultative roles, including Special Assistant to the U.S. Surgeon General, Chair of the Steering Committee of the NIH Global Network for Women’s and Children’s Health Research, Chair of the Strategic Planning Task Force of the Secretary’s Committee on Genetics, Health and Society, a member of the Advisory Council of the National Institute of Child Health and Human Development, NIH, and the Health and Human Secretary’s Advisory Committee on Infant and Maternal Mortality.

Wise’s most recent U.S.-focused work has addressed disparities in birth outcomes, regionalized specialty care for children, and Medicaid. His international work has focused on women’s and child health in violent and politically complex environments, including Ukraine, Gaza, Central America, Venezuela, and children in detention on the U.S.-Mexico border.

Abstract:

This paper describes a risk analysis approach for assessing the progress of another country's nuclear weapons program over time. To handle the dynamics inherent to nuclear weapons development, we embed a semi-Markov decision process into a Bayesian network. The Bayesian network accounts for distributions on the time to transition between possible states of the nuclear weapons program. Our approach enables analysis of the country's nuclear weapons program decisions by identifying how each decision maker would direct the program given the domestic, international, and security influences affecting the country. We demonstrate the model with a case study of Pakistan's nuclear weapons program.
