Abstract: 

The recent events in Chelyabinsk serve as a reminder that while rare, encounters with near-Earth objects (NEOs) can have significant consequences for humanity. Understanding and mitigating the risks posed by asteroids is important to the scientific and policy-making communities as observation and mitigation missions are considered. Qualitative and quantitative studies have been done to assess such risks, and some reasonable point estimates have been proposed. However, due to the low probability/high consequence nature of asteroid risks, these measures provide limited actionable insights and may even lead to false confidence when interpreted inappropriately. Project Fox aims to provide a probabilistic model that evaluates the collective threat from asteroids events by evaluating the full distributions over consequences. Results of initial modeling efforts show that the catastrophic risks from asteroid impacts are significant, and that the majority of risk for global effects resulting from NEO impacts is attributable to a range of diameters smaller (and more frequent) than previously known.

Jason C. Reinhardt is a national security systems analyst, and is currently pursuing a Ph.D. in Risk Analysis, focusing on nuclear weapons arsenal management. Specifically, he is developing quantitative risk models to examine the trade-offs faced by nuclear armed nations in the process of disarmament. He is also pursuing research aimed at modeling and quantifying the catastrophic risks posed by near earth asteroid encounters. Other research interests include game theoretic applications to risk analysis and management, as well as adversary models. While at CISAC, he hopes to engage subject matter and policy experts to strengthen his modeling and analysis of nuclear weapon arsenal risk.

Prior to beginning his current studies, Jason managed a group of experts at Sandia National Laboratories that focused on technical studies to guide policy and decision makers across government. He joined Sandia National Laboratories in August of 2002, and has worked on a diverse set of projects both as an engineer and as an analyst, including the development of instrumentation for in-situ atmospheric measurement, embedded systems design, borders security analyses, and nuclear counter-terrorism strategy development.

He has worked extensively with the Department of Homeland Security on nuclear matters, and has also worked with the Department of Energy, the Department of Defense, the intelligence community, and within the national laboratory enterprise on a diverse array of national security projects. He has participated in the planning and hosting of international conferences and engagements, briefed congressional representatives, and served as a subject-matter expert on the topics of border security and nuclear and radiological defense.

Jason holds a B.S. in Electrical Engineering from the Purdue School of Electrical Engineering at Indianapolis, and a M.S. in Electrical Engineering from Stanford University.

Seminar series

The Liberation Technology Seminar Series is set to continue this fall with a remarkable set of speakers. The series debuts on Thursday, September 26, 2013 and will continue until December 5, 2013. The last season focused on domestic issues given the debates around SOPA and the use of technology in the U.S. Presidential elections. This emphasis this fall will be tilted towards international initiatives. 

The series will begin with Canada’s effort at direct diplomacy with people abroad using technology and move on to crowd-souring of a law by the Parliament of Finland. Talks will also cover the political impact of the internet in Malaysia, a review of the world’s most ambitious open government project by a state government in India, and an ambitious Stanford project to bring design thinking to accountability projects internationally. On the domestic front, we have timely presentation on mass surveillance in the United States and a discussion on Code for America’s initiatives to build civic engagement by coders. Finally, we are set to have a look at the history of information technology in social initiatives by our own Terry Winograd who retired from the Department of Computer Science last year. 

Students can take this as a one credit course by attending at least seven out of the ten seminars. The course is listed as CS 546 / POLISCI 337S.

Technology, accountability and democracy in South Asia and beyond

Over the last few years, there has been unprecedented focus on corruption and accountability across South Asia.  Accountability movements have resulted in a variety of initiatives including special monitoring bodies, transparency laws, monitoring mechanisms, judicial reforms and refining government processes.  These initiatives bring different understandings of problems and approaches, with varied strengths and weaknesses.  Despite these differences, they are increasingly converging on the use of technology to augment a growing set of accountability strategies.

The availability of new devices, the power of the Internet, the reach of mobile phones, and citizen activism give us reason to believe that the use of technology has real promise in advancing the accountability agenda. Yet the claim of technology’s promise is not without its critics. The use of technology has created new avenues for corruption despite claiming to combat it. Technologies rolled out in the name of advancing citizenship also create avenues for greater surveillance and disenfranchisement.  Many initiatives are not controversial, but their effectiveness is yet to be evaluated rigorously. Finally marginalized people, who need tools for accountability more than anyone else, have significantly lower levels of engagement with it.  The promises and problems of technology’s relationship with accountability require closer examination.

This conference proposes to bring together people who are engaged in these questions as activists, officials, academics and innovators to examine how technology is currently being used for accountability projects and to build meaningful platforms for the future. We specifically seek to bring together people with experience in accountability movements (with or without the use of technology), young innovators and researchers in order to promote rich multidisciplinary conversation and to build new collaborations.

One of the most persistent criticisms of technology for democracy projects is that they focus heavily on the tools without paying attention to the complexity of their use and the fact that accountability is a political project steeped in power relations.  In order to ensure that technical imagination goes hand in hand with a sophisticated understanding of the problems and strategies necessary to make technology a tool for progressive change, we propose to invite seasoned civil society activists and leaders from the government who have had a successful track record in managing positive change to meet individuals who are just beginning to consider technology as a response to the same problems. The conference will thus foster an exchange of ideas between innovators and experienced activists so that innovators can share their tools and experiences while also deepening their understanding of technology’s relevance and challenges for potential uses on the ground.  In turn, experienced political, social and economic leaders will gain ideas on how elements of technology can be introduced into in their work.  With this in mind, the conference format provides for opportunities to learn about technology projects, meet with platform creators, and participate in workshops to gain tools suitable for diverse campaign needs. 

The conference will be based on four broad themes: (1) Citizen activism for free and fair elections (2) Combatting “last-mile” corruption in public services (3) Gender, technology and accountability and (4) Building safeguards around India’s Aadhar project.  For further details including application, please download the call for papers here.

Speaker bio:

Jonathan Rodden is a professor in the political science department at Stanford who works on the comparative political economy of institutions. He has written several articles and a pair of books on federalism and fiscal decentralization. His most recent book, Hamilton’s Paradox: The Promise and Peril of Fiscal Federalism, was the recipient of the Gregory Luebbert Prize for the best book in comparative politics in 2007. He frequently works with the World Bank and the International Monetary Fund on issues related to fiscal decentralization.

He has also written papers on the geographic distribution of political preferences within countries, legislative bargaining, the distribution of budgetary transfers across regions, and the historical origins of political institutions. He is currently writing a series of articles and a book on political geography and the drawing of electoral districts around the world.

Rodden received his PhD from Yale University and his BA from the University of Michigan, and was a Fulbright student at the University of Leipzig, Germany. Before joining the Stanford faculty in 2007, he was the Ford Associate Professor of Political Science at the Massachusetts Institute of Technology.

Martin Carnoy is the Vida Jacks Professor of Education at Stanford University School of Education. Prior to coming to Stanford, he was a Research Associate in Economics, Foreign Policy Division, at the Brookings Institution. He is also a consultant to the World Bank, Inter-American Development Bank, Asian Development Bank, UNESCO, IEA, OECD, UNICEF, International Labour Office.

Dr. Carnoy is a labor economist with a special interest in the relation between the economy and the educational system. To this end, he studies the US labor market, including the role in that relation of race, ethnicity, and gender, the US educational system, and systems in many other countries. He uses comparative analysis to understand how education influences productivity and economic growth, and, in turn, how and why educational systems change over time, and why some countries educational systems are marked by better student performance than others'. He has studied extensively the impact of vouchers and charter schools on educational quality, and has recently focused on differences in teacher preparation and teacher salaries across countries as well as larger issues of the impact of economic inequality on educational quality.

Currently, Dr. Carnoy is launching new comparative projects on the quality of education in Latin America and Southern Africa, which include assessing teacher knowledge in mathematics, filming classroomsm and assessing student performance. He is also launching major new project to study changes in university financing and the quality of engineering and science tertiary education in China, India, and Russia.

Dr. Carnoy received his BA in Electrical Engineering from California Institute of Technology, MA and PhD in Economics from the University of Chicago.

Alexander Lee's research focuses on the historical factors governing the success or failure of political institutions, particularly in South Asia and other areas of the developing world. His dissertation examined the ways in which colonialism changed the distribution of wealth in Indian society, and the ways in which these changes affected the development of caste identities. Additional research areas include the study of colonialism and European expansion in a cross- national perspective, and the causes of political violence, especially terrorism. His work has been published in World Politics and the Quarterly Journal of Political Science. Alex earned his PhD from Stanford in 2013. What if scientists engineer a virus that could help doctors design vaccines to prevent a global pandemic – but a blueprint of that very virus gets into the hands of terrorists who use it to build a biological weapon?

Should – and can – governments step in to mandate controls on such bioengineering? Or is it more effective to rely on the private sector to police itself and develop potentially life-saving biotechnologies without the shackles and bureaucracy of big government?

It’s a classic dual-use dilemma.

These are among the public policy questions Megan Palmer will tackle as an incoming More information on the Perry Fellowship. She intends to research the complex governance challenges accompanying increased access to biotechnology and how countries are directing their innovation and security strategies to favor centralized or distributed control of access to information and materials.

“Developments in biotechnology have been heralded as fueling an industrial revolution in the life sciences with significant economic potential,” said Palmer, who received her PhD in bioengineering from MIT. “Yet biotechnology can both pose and mitigate key security concerns, such as bioweapons development vs. deterrence and preparedness.”

Joining Palmer as Perry Fellows are Karl Eikenberry and Brad Roberts.

Eikenberry is a retired U.S. Army lieutenant general and the U.S. ambassador to Afghanistan who led the civilian surge directed by President Obama from 2009 to 2011. Roberts, until recently, was the deputy assistant secretary of defense for nuclear and missile defense policy in the Office of the Secretary of Defense.

“Karl, Megan and Brad are an exceptional trio, with expertise ranging from counterinsurgency to nuclear weapons to biosecurity,” said Amy Zegart, co-director of the Center for International Security and Cooperation. “We are delighted that they will be joining the CISAC community and enhancing our efforts to tackle the world's most important security challenges."

Policy Scholars

Perry fellows reside at CISAC for a year of policy-relevant research on international security issues. They join other distinguished scientists, social scientists and engineers who collaborate on security problems that cannot be solved within any single field of study. The fellowship was established to honor Perry, the 19th U.S. secretary of defense and former CISAC co-director, and to recognize his leadership in the cause of peace.

Eikenberry will focus on foreign interventions and counterinsurgency doctrine, as well as U.S.-Asia Pacific strategy and the rise of China and the future of NATO. He will also write and talk about the state of the humanities and social sciences in the United States.

Eikenberry, who has master’s degrees from Harvard in East Asian Studies and Stanford in political science, has become a vocal advocate for the humanities, which are on the wane as students turn toward computer science, technology and engineering. A graduate of the U.S. Military Academy, he also earned an interpreter’s certificate in Mandarin Chinese from the British Foreign Commonwealth Office and has an advanced degree in Chinese history from Nanjing University in China.

Eikenberry wants students to know that his humanities and social sciences education underpinned a long and meaningful career as an Army officer, diplomat and scholar.

“The humanities and social sciences help us understand the complex historical, geographic, economic, social, cultural and political roots of conflict, and they enable us to better consider the consequences of our policy decisions,” he said.

Roberts intends to explore the question of how to balance efforts to sustain an effective deterrent for the 21st century with efforts to eliminate nuclear weapons altogether.

“Each U.S. president since the end of the Cold War has emphasized the importance of adapting the U.S. nuclear deterrent away from Cold War requirements and toward the future,” Roberts said. “But what does that mean in practice?”

Perry was a tenacious Cold War proponent of nuclear weapons as deterrence. Today, he is a supporter of Global Zero – the movement for a world without nuclear weapons. But how to get there has been a point of contention fueling CISAC research for years.

“How do we balance the effort to sustain an effective deterrent for 21st century purposes with the effort to reduce the number and role of nuclear weapons, while encouraging others to join us in taking steps toward the elimination of nuclear weapons?” Roberts said.

Roberts, who first worked with Perry in 2008 when the former secretary of defense chaired the Congressional Commission on the Strategic Posture of the United States, said the fellowship would provide him the opportunity to develop his thinking on the issue of nuclear strategy and write a “short book for a broad audience.”

Palmer, who was previously a CISAC affiliate while doing postdoctoral studies in the Department of Bioengineering at Stanford, will assess how public sector investments and government regulations related to genetic engineering are legitimized in terms of their prospective economic benefits and national security tradeoffs.

“It’s the intersection of biology and technology and how one navigates public policy,” she said. “How do you think about the changing landscape of power and politics as it becomes increasingly easier to engineer biology? It poses all sorts of complex governance challenges.”

Teachers and Mentors

CISAC’s mission is also to teach and mentor the next generation of security scholars and the three fellows meet that mandate.

Eikenberry will co-lead CISAC’s annual undergraduate honors college in Washington, D.C., in which a dozen seniors meet with politicians, journalists, military analysts, lobbyists and experts from the leading private and government agencies in the nation’s capital. The former general will continue as a pre-major advisor for six undergraduates.

Roberts is also looking forward to getting back to an academic environment.

“The fellowship also enables me to return to a significant mentoring role with students, for which there was very little time in government,” he said.

Before joining the government in 2009, Roberts worked full-time at the Institute for Defense Analyses in Alexandria, Va., and served for 15 years as an adjunct professor in the graduate school of international studies at George Washington University. He has also mentored young analysts in the United States and abroad under the auspices of the Project on Nuclear Issues at the Center for Strategic and International Studies.

“In the nuclear policy community, I am part of a bridging generation – not a founding cold warrior but also not of the generation that has no memory of the Cold War – and I am enthusiastic for the opportunity to work with younger scholars to build expertise needed for the future,” Roberts said 

Palmer directs policy-related activities at Synberc site, a synthetic biology research consortium of UC Berkeley, UC San Francisco, Stanford, Harvard and MIT. She is also a judge for the International Genetically Engineered Machine (iGEM) competition, where 200 undergraduate teams from around the world design and build living organisms over the course of a summer.

“Because biology is by nature globally distributed, it is critical to train the generation of practitioners to work together to develop best practices that can be diffused across organizations – and borders,” she said.

Abstract
This talk reports on a study about the impact of crowdsourcing on a law-making process in Finland. In the studied process, the reform of off-road traffic law was opened for public participation in Finland. The citizens were first asked to share their experiences and problems with off-road traffic and the regulating law on an online platform. Then the participants were asked to share solutions for those problems. Crowdsourcing resulted into 500 ideas, over 4,000 comments and 24,000 votes, which were analyzed and evaluated both with citizens and experts and using an algorithmic consensus tool. The talk discusses deliberative aspects in crowdsourcing and the usefulness of blended expertise, i.e. the mixture of the crowd's and experts' knowledge, in law-making.

Koret Distinguished Lecture Series: Lecture I

This year marks the 60th anniversary of the Korean Armistice Agreement but the situation on the Korean peninsula remains tense and uncertain. Eight months after stepping down as the Republic of Korea’s Minister of Foreign Affairs and Trade, Kim Sung-Hwan will address the difficult challenges to achieving sustainable peace on the Korean Peninsula.

Minister Kim will examine North Korea’s policies toward South Korea and the United States in light of major developments on the Korean Peninsula since the end of the Korean War in 1953. He will also address international efforts to stop North Korea’s development of nuclear weapons. He will share his insights into the current situation in North Korea, including the differences in North Korea’s policies and behavior since Kim Jong Un succeeded his late father Kim Jong Il two years ago as the supreme leader. Minister Kim will conclude by offering his policy recommendations for dealing with the North Korea of today.

Minister Kim completed thirty-six years as a career diplomat in the Republic of Korea’s foreign service in March of this year. His final two positions in government were as Senior Secretary to the President for Foreign Affairs and National Security (2008 to 2010) and as Minister of Foreign Affairs and Trade (2010-2013). Earlier assignments in the ministry headquarters included vice minister (2010) and deputy minister for planning and Management (2005). From 2001 to 2002, he served as director-general of the North American Affairs Bureau, in charge of the Republic of Korea’s relations with the United States. Overseas, Minister Kim’s postings included service in the United States, Russia and India. He was Ambassador to the Republic of Austria and Permanent Representative to the International Organizations in Vienna (2006-2008) and Ambassador to the Republic of Uzbekistan (2002-2004). In July 2012, UN Secretary General Ban Ki-Moon appointed Minister Kim as a member of the High Level Panel on the Post-2015 Development Agenda. Minister Kim graduated from Seoul National University and studied at the School of Slavonic and East European Studies, University of London. Currently, Minister Kim is Chair of the Institute for Global Social Responsibility and Distinguished Visiting Professor at the Graduate School of International Studies at Seoul National University.
