More than 450 nuclear tests were carried out by the Soviet Union in the isolated steppes of eastern Kazakhstan from 1949 to 1989. When the Soviet Union collapsed, the Russians pulled out and left the Kazakhs to their own devices – literally. Enough fissile material for a dozen or more nuclear weapons was left behind in mountain tunnels and bore holes, virtually unguarded and vulnerable to scavengers, rogue states or potential terrorists.

In a remarkable, yet closely held feat of collaboration between the United States, Russia and Kazakhstan, engineers and nuclear scientists from the three countries spent 15 years and $150 million to secure many of the tunnels and test areas at the sprawling Semipalatinsk Test Site. Siegfried S. Hecker, a senior fellow at Stanford's Center for International Security and Cooperation and professor (research) in the Department of Management Science and Engineering, launched the project while director of the Los Alamos National Laboratory. He used his personal ties with Russian scientists to prod them into working with the Americans and Kazakhs after a visit to the test site in 1998 left him stunned by the lack of security and the presence of scavengers.

It was one of the greatest nuclear nonproliferation stories never told, until the White House and Pentagon revealed some details in 2012, which David Hoffman and Eben Harrell of Harvard’s Belfer Center made public over the weekend in an in-depth report: Plutonium Mountain. In October 2012, officials from Kazakhstan, Russia and the United States dedicated a monument that simply reads: The world has become safer.

Hecker – who teaches the popular Stanford class, “Technology and National Security” with former Secretary of Defense William J. Perry – answers questions about the extraordinary Semipalatinsk mission. He also talks about next steps to secure the site.

Q: Why were you concerned about plutonium or highly enriched uranium scattered around the former Soviet test site? Did you see it as more than just an environmental and health problem?

Hecker: The atmospheric nuclear explosions resulted in environmental contamination because everything is vaporized in such an explosion. However, I was familiar with additional experiments we Americans performed at our Nevada Test Site and, in fact, some in bore holes at Los Alamos which left these materials much more intact and easily attainable, thus presenting proliferation or terrorism concerns.

Q: Why did you suspect the Soviets of conducting similar tests?

Hecker: We knew the Soviets had at least as robust a nuclear test and experimentation program as we had. If Nevada became an independent country tomorrow, the way the Soviet site now belongs to Kazakhstan, I would be very concerned. Besides, we had kept a close eye on what was going on at Semipalatinsk during the Cold War. It turned out that we had good reason to be concerned.

Q: You were director of the Los Alamos National Laboratory. Why did you get personally involved in this project?

Hecker: The great thing about being at Los Alamos was that you have so many bright people around you who kept track of everything going on in the security world. It was our scientists who had been tracking the Soviets for decades who brought these issues to my attention. These problems involved more than science; they involved politics and diplomacy, and with those they needed help. They also needed someone who understood the problem and could get action in Washington.

Q: Was this the first time you got involved with the Russian nuclear complex?

Hecker: No, on Aug. 17, 1988, 25 years ago, I was sitting in the Nevada Test Site control room for the detonation of one of our nuclear devices. What was remarkable is that across from me was Viktor Mikhailov, leader of a Soviet scientific delegation and later minister of atomic energy. We were conducting an experiment to verify that the other side could adequately monitor the size of nuclear explosions. It was part of the Reagan-Gorbachev set of initiatives to end the Cold War and grew out of technical discussions on the sideline of meetings to negotiate verification measures for the Threshold Test Ban Treaty.

Q: How did this experience play a role in the Semipalatinsk project?

Hecker: We worked together with the Russian nuclear weapons scientists for the first time in Nevada and in a reciprocal nuclear test at Semipalatinsk on Sept. 14, 1988. These events began the essential process of building the personal trust necessary to work side by side to tackle problems like those at Semipalatinsk.

Q: You visited the Russian nuclear weapons labs in early 1992, right after the dissolution of the Soviet Union. Did they tell you about the problems at Semipalatinsk then?

Hecker: No. They had fond memories of the nuclear testing days at Semipalatinsk. They thought it was tragic that Russia lost such an important asset to the now-independent country of Kazakhstan. They believed the real estate and its problems now belonged to Kazakhstan. The Russian government did not want to be stuck with a bill to clean up the test site and believed the highly publicized environmental issues were greatly overblown.

Q: But surely they must have known that there was a proliferation risk with all the plutonium and highly enriched uranium that was left behind from their tests?

Hecker: In the 1990s, the Russian nuclear weapons labs had bigger problems. They were worried about survival and how to pay their people. One has to put the Semipalatinsk issue in perspective. During one of my many visits to the Russian labs the scientists told me that they had not been paid for nearly six months. They also did not think that someone would look for nuclear materials in such a desolate place.

Q: How did you confirm your suspicions that the problems at Semipalatinsk were more than an environmental problem?

Hecker: We got some discomforting reports from Kazakh scientists that prompted us to investigate this issue further.

 

Q: How did you get involved with them?

Hecker: The U.S. government began a project in the early 1990s with the Kazakhs to close the testing tunnels and eliminate the nuclear testing infrastructure at Semipalatinsk under the Nunn-Lugar Cooperative Threat Reduction program. That was the first major U.S.-Kazakh effort. We also involved the Kazakhs in an extension of programs we developed with the Russians on nuclear materials security. That brought Los Alamos and other Department of Energy laboratory scientists to the nuclear reactor on the Caspian Sea; to one in Almaty, Kazakhstan’s capital at that time; and to research reactors at the test site.

Q: Did Kazakh scientists who visited Los Alamos and confirm your worst fears?

Hecker: As part of the Nunn-Lugar program, the U.S. established what was called an International Science and Technology Center program with the Kazakhs to help scientists make the post-Cold War transition to civilian work. That program brought Kazakh scientists to work with my colleagues at Los Alamos. It was a January 1998 visit by Kairat Kadyrzhanov, director of the Kazakh Institute of Nuclear Physics, which confirmed my fears. He told me not only about finding radioactive hot spots on the test site, but also about not being able to control the metal scavengers digging up copper cables to sell. And he invited me to Semipalatinsk.

Q. What did you find during your April 1998 visit to Semipalatinsk?

Hecker: I was alarmed to find unmanned guard posts and virtually no security at the site. My Los Alamos colleagues and I became convinced that Semipalatinsk was not only a serious proliferation problem, but also an urgent one. The copper cable thieves were not nomads on camelback, but instead they employed industrial excavation machinery and left kilometers of deep trenches digging out everything they could sell. We were concerned that some of that copper cabling could lead to plutonium residues.

Q: How did you convince Washington and Moscow that we had a problem that needed to be addressed on a trilateral basis?

Hecker: Washington was easy. We briefed then-DOE Assistant Secretary Rose Gottemoeller and Under Secretary Ernie Moniz. They were very supportive of our efforts. We also had a great advocate for our effort in Andy Weber in the Office of the Secretary of Defense. Moscow was more difficult. The Ministry of Atomic Energy was reluctant to get involved.

Q: What persuaded them to take action?

Hecker: I traveled to Sarov, the Russian Los Alamos, and showed director Rady Ilkaev the photos I had taken at Semipalatinsk. I asked if he was sure that they didn’t leave anything of concern behind. He talked to Ministry of Atomic Energy officials that night and sent the scientists who conducted some of the most important experiments at the site to see me the next morning. The Russian scientists knew this was important and they convinced Moscow that we should work together to mitigate the risks at the test site.

Q: Why did you need the Russians if you had good relations with the Kazakh nuclear establishment and the test site was now under their jurisdiction?

Hecker: Semipalatinsk is huge, almost the size of New Jersey and five times as big as the Nevada Test Site, so we wouldn’t know all the places to look. It would be like looking for a needle in a haystack. Besides, we would have little idea of how dangerous it was to dig around without knowing what we should expect to find. Only the Russians knew where to look and what to look for.

Q: Did the Russians scientist cooperate?

Hecker: The Russian scientists were terrific. Without their cooperation, none of this could have been done. Director Ilkaev cleared the way with Moscow. The two key scientists from Sarov, Dr. Yuri M. Styazhkin and Dr. Viktor S. Stepanyuk, felt it was their moral duty to help solve the problems they left behind. They spent the better part of the next 15 years working on this problem. Unfortunately, Dr. Styazhkin passed away and was not able to celebrate with us when we had a small gathering of scientists at the site last September, just before the official unveiling of the monument in October.

 

Q: What about the American side?

Hecker: The key technical person was my Los Alamos colleague, Dr. Philip Hemberger. He took over the daily scientific leadership and provided the trusted interface with the Russian scientists. He also spent a better part of the next decade, and his career, working on this problem. The Defense Threat Reduction Agency (DTRA) managed the project with oversight from Andy Weber in the Pentagon.

Q. What was physically done to secure the sites?

Hecker: One site required an enormous sarcophagus, at another huge metal vessels were filled with concrete and special materials, and some of the tunnels were filled with concrete. The entire region in question at the test site was equipped with video cameras, seismic sensors and drones feeding information back to a sophisticated control room. 

Q: Why did the operation take so long?

Hecker: The test site is huge. The Soviets conducted nuclear tests and other experiments there for 40 years. It involved their two weapons laboratories and multiple defense agencies. They were in a hurry, especially in the early years, and likely did not keep complete records. And, some of the key people were no longer alive. There were three countries involved and a lot of bureaucracy and diplomatic tussles, but the personal trust between the scientists helped to overcome the logjams.

Q: Was the length of time not related to lack of cooperation from the Russian side since they were reluctant to get involved in the first place?

Hecker: Yes, there was reluctance, but some of it was quite justified. For example, they were concerned that if we start digging around in some of the suspected areas, but then pull out U.S. support, we would leave the area more dangerous than it was before because now we had shown the scavengers where to look. They wanted to move step by step – identify an area, take samples and analyze the risk, then remediate if necessary. Trust was built along the way and they continued to roll out one problem area after another.

 The trust and personal relationships developed among the scientists in all three countries were crucial."

Q: Who paid for all of this?

Hecker: The Americans paid the entire bill. The project was managed by professionals from DTRA supported by Nunn-Lugar funds appropriated by the U.S. Congress.

Q: But why only American money?

Hecker: The Russians were in no position to pay at the beginning of the project, as 1998 was a year of financial meltdown for the Russian economy. If we waited for them to pay, the copper cable thieves may have beat us to the nuclear materials. Likewise, the Kazakhs did not have the financial means and they believed they were not responsible for creating the problem. On the other hand, the U.S. initiated the Nunn-Lugar program to reduce the nuclear risks we face from the proliferation of nuclear weapons or materials resulting from the disintegration of the Soviet Union. Washington, spanning three presidential administrations, was prepared and willing to pay. It was money well spent.

Q: Is the problem fully resolved now?

Hecker: No, it likely will never be. As the Russian scientist, Viktor Stepanyuk, wrote in one of his papers about the mission: “The `definitive reduction’ of proliferation risks … on the territory of the former STS (Semipalatinsk Test Site) can be realized only though comprehensive set of activities comprising physical protection, security, information and legal protection.” I believe it will require the attention of all three countries for a long time to come. During my visit to Semipalatinsk last September and in subsequent discussions, we agreed to hold a trilateral technical workshop early next year on the long-term future of Semipalatinsk.

Q: What were the secrets to success behind the Semipalatinsk Project?

Hecker: The Semipalatinsk project serves as a remarkable example of how scientists can work together and how their efforts should be reinforced by governments to address serious proliferation problems. The trust and personal relationships developed among the scientists in all three countries were crucial. American Nunn-Lugar funds were crucial and the effective project management by DTRA was essential as the project expanded.

Q: Do you see cooperation with the Russians as particularly important?

Hecker: Yes. The U.S. and Russia have special responsibilities to lead the world’s efforts in nuclear safety and security. They own the bulk of the world’s nuclear weapons, nuclear materials and nuclear facilities. The others pale in comparison. Semipalatinsk was only one example of how Russian and U.S. scientists cooperated to make the world safer. Russian and American scientists believe strongly that we have much more work to do. But the strained relations between Moscow and Washington are impeding our efforts. I hope the Semipalatinsk story reminds them that nuclear cooperation is in the interests of both sides.

Q: Finally, with success at Semipalatinsk, what keeps you awake at night now?

Hecker: Most certainly, the nuclear hotspots around the world, namely, North Korea; Iran and Israel in the Middle East; and Pakistan and India in South Asia. Of equal concern, however, is getting all countries to take nuclear safety and security seriously. They require constant vigilance – one is never done. There are no simple technical fixes. International cooperation at all levels is required to ensure that world-class nuclear safety and security is practiced at all nuclear sites around the globe

“Do we have to accept deforestation to feed the world?”

That was one of the provocative questions that Stanford Woods Institute Senior Fellow and land use expert Eric Lambin posed during a recent presentation of research with far-reaching implications for policymakers, businesses and consumers. Among the findings Lambin discussed with Stanford students and faculty during a Stanford Department of Environmental Earth System Science seminar: There is much less potentially available cropland (PAC) globally than previous estimates have suggested. Perhaps surprisingly, however, we don’t need to clear more land, including forests, to plant hunger-alleviating crops, Lambin said.

Previous PAC estimates by international organizations such as the World Bank have been consistently too high, according to Lambin giving decision-makers “carte blanche” to approve a variety of uses for large tracts of land.

By 2030, the additional land worldwide that will be needed for urban expansion, tree plantations and biofuel crops will equal the additional land that will likely be devoted to food crops, according to Lambin. This rapid transformation of the face of the planet makes it essential to get a handle on realistic PAC estimates. To do so, Lambin took a “bottom-up approach” that incorporated factors such as soil quality, land use restrictions, labor availability and occupation by smallholders. Lambin also considered trade-offs such as the carbon stocks lost and natural habitat destroyed by land conversion.

Lambin’s resulting PAC estimates in regions ranging from Argentina to Russia are, on average, only a third of other generally accepted estimates. Along the way, Lambin discovered some surprises. For example, what initially looked like good news – the fact that some countries have gone from net deforestation to net reforestation in recent years – turned out to be less hopeful. Lambin found that most countries in the developed and developing worlds that have stopped cutting down their forests have increased their imports of timber and wood products, often from tropical countries. This “outsourcing of deforestation” is one of several troubling global land trends.

On the other hand, Lambin pointed out that production of crops essential to alleviating hunger have increased in recent years, but their overall land use has not, due to more efficient and intensive agricultural methods. This net gain contradicts assertions that more land, including forests, needs to be cleared for farming in order to alleviate hunger, he said.

The real culprit for such land conversion, according to Lambin, is growing adoption of a Western diet heavy with meat, sugar and vegetable oils. Deforestation for agriculture is often driven by multinational companies that cultivate in tropical regions to export fatty and oily food products to urban markets in rich countries and emerging economies. These companies control a majority of global food supply chains and, in turn, local land use decisions. “Globalization has reshaped land governance,” Lambin said.

Globalization is not a bogeyman, though. In fact, Lambin said, it can be an engine for progress on these issues by allowing for new forms of market-based governance that effectively promote sustainable land use. Market mechanisms such as eco-certification labels and nongovernmental campaigns can promote and incentivize responsible land use, he noted, pointing to coffee farmers he studied with School of Earth Sciences Research Associate Ximena Rueda. The farmers increased tree cover on their plantations with the extra profit they reaped from eco-certified beans.

In July, Stanford's Center on Democracy, Development, and the Rule of Law (CDDRL) will welcome its ninth class of Draper Hills Summer Fellows hailing from 24 countries around the world. The program is an integral part of the CDDRL's effort to train practitioners who are working on the front lines of political change in places where democracy is underdeveloped or at risk.

The 2013 class was selected from over 500 applicants and represents some of the most courageous and innovative democracy leaders around the world. Their experience and track record of success earned them a spot in this highly competitive program.

From Burma to Ukraine, the 2013 fellows are leading organizations and programs - often at tremendous odds - to advance democratic practices, combat corruption and uphold human rights.

For 11 years Zing Mar Aung was a political prisoner in Burma for her involvement in the pro-democracy movement. After her release in 2009, Mar Aung dedicated her energy to building Burmese civil society by co-founding a number of civil society organizations - including the Yangon School of Political Science - to increase civic engagement. In recognition of her contributions, Mar Aung received the International Women of Courage Award in 2012 by former U.S. Secretary of State Hillary Clinton.

As the Russian government tightens its grip on civil society, the country's only independent polling center - the Levada Center - has come under attack. Working as a researcher and public commentator, Denis Volkov frequently publishes opinion pieces on the protest movements and serves as a spokesperson for Levada. Labeled as a "foreign agent" by the Russian government, the Levada Center fears closure for its independent analysis and authoritative voice.

Sultan Sooud Al Qassemi commands a significant online presence with upwards of a quarter million Twitter followers. In the height of the Arab Spring, Al Qassemi - who hails from the United Arab Emirates- became a leading commentator on Arab politics and reform for a growing online audience. In 2011, Time magazine chose Al Qassemi's Twitter feed (@SultanalQassemi) amongst its 140 Best Twitter Feeds list. His analysis is also published in Middle East-based newspapers, as well as Foreign Policy, The Guardian and The Financial Times.

The three-week fellowship program begins on July 22 and is taught by a team of interdisciplinary Stanford faculty members who include leading political scientists, lawyers and economists who are pioneering innovative research in the field of democratic development. 

One of the few programs of its kind in academia, the Draper Hills Summer Fellows Program combines the rich experiences of practitioners with academic training to maximize the impact of their work to advance democratic change.

Fellows live together on the Stanford campus where they connect with peers, exchange experiences and participate in shared activities. The program is funded by the generous support of Bill and Phyllis Draper and Ingrid von Mangoldt Hills.

The program will accept applications to the 2014 program beginning in September.

Climate change is already affecting crop production around the world through rising temperatures, changes in rainfall patterns and increasing CO2 in the atmosphere. A new Stanford study published June 14 in Environmental Research Letters examines extreme heat effects on crops during the flowering period and finds the world's staple crops are increasingly at risk.

We are beginning to see exposure to reproductive extreme heat for wheat in Central & South Asia and for rice in South Asia. Maize (corn) harvested area exposed to extreme heat is projected to grow from 15% in the 2000s to 44% by 2050. By 2050, all crops will see increased exposure, especially in tropical areas. For rice, the primary growing areas in South, Southeast and East Asia will become increasingly risky, whereas for wheat, Russia, Central Asia, and the Middle East will continue to be problematic.

Amy Zegart, one of the nation’s leading experts on national security, intelligence and foreign policy, has been appointed the next co-director of the Center for International Security and Cooperation.

Zegart, a CISAC faculty member and senior fellow at the Hoover Institution, will take up her new role July 1. She succeeds Mariano-Florentino Cuéllar, who was named director of the Freeman Spogli Institute for International Studies, CISAC’s parent organization.

“Amy Zegart is an award-winning scholar, an accomplished professional with public and private sector experience, and a trusted voice on national security and foreign policy,” said Cuéllar. “Her multi-disciplinary scholarship, diverse experiences, and commitment to getting it right will complement the Freeman Spogli Institute's growing focus on governance problems, and will make her a dynamic leader for CISAC as the center continues its vital work on international cooperation and security.”

Zegart, once named one of the 10 most influential experts in intelligence reform by the National Journal, said she intends to continue expanding the center’s focus on emerging security issues, such as cybersecurity, drones and challenges to governance while building on CISAC’s distinguished reputation in nuclear security.

“The international threat environment is changing faster and in more profound ways than anyone could have imagined 10 or 20 years ago,” said Zegart, who is also a professor of political economy (by courtesy) at the Stanford Graduate School of Business, where she co-teaches a course on managing political risk with former Secretary of State Condoleezza Rice.

“CISAC will continue to be at the forefront of addressing these new challenges with the same secret sauce it’s had since its founding in 1983: world class talent; a commitment to teaching the next generation; and a deep belief that bridging the natural and social sciences is vital to solving the world’s most dangerous problems,” she said.

 CISAC, more than any other institution, provided a scholarly environment that was intellectually challenging and personally supportive at the same time. That’s quite a rare cultural combination."

Zegart’s research examines the organization of American national security agencies and their effectiveness. She served on the Clinton administration's National Security Council staff and as a foreign policy adviser to the 2000 presidential campaign of George W. Bush. She has testified before the Senate Intelligence Committee, provided training to the Marine Corps, and advised officials on intelligence and homeland security matters. From 2009 to 2011 she served on the National Academies of Science Panel to Improve Intelligence Analysis. Her commentary has been featured on national television and radio shows and in The New York Times, Washington Post, and Los Angeles Times.

Zegart writes  regular commentary for Foreign Policy about national security issues. In this excerpt from one of those posts about the privatization of American intelligence and the growing businesses of political risk management, her approach accentuates her ability to bring complex issues to a general audience:

In the old days, the ‘free world’ and ‘Soviet bloc’ were two different universes. Not anymore. Now everything is connected. Sweden’s Ikea has stores in Russia. My CIA alarm clock was made in China. Unrest in Cairo can cause legging shortages in California. And communications happen everywhere. Wifi can be found in Bedouin tents, on the top of Mount Everest, and on buses in rural Rwanda. Kenyan fisherman may lack electricity, but they can check weather conditions and fish market prices on their cell phones. All of this connectedness means that political risks – civil strife, instability, insurgency, coups, weak legal standards, corruption – have more spillover effects. What happens in Vegas does not stay in Vegas.

Zegart recalls being fascinated with politics since she was a kid. She spent her childhood tracking election night tallies and writing her congressman. When she was 13, she followed on TV the late Chinese leader Deng Xiaoping’s historic visit to the United States in 1979 and was thrilled when he donned a cowboy hat at a Texas rodeo.

“I was enthralled,” Zegart said. “My mother, an antique dealer who can find anyone and anything, tracked down a local Taiwanese graduate student and convinced her to teach me Mandarin after school.”

She would continue studying Chinese at Andover, majored in East Asian Studies at Harvard, and would win a Fulbright Scholarship to travel to China and study the 1989 Chinese democracy movement and Tiananmen Square tragedy. Zegart then earned her M.A. and Ph.D. in political science from Stanford and became a full professor of public policy at UCLA’s Luskin School of Public Affairs as well as a fellow at the Burkle Center for International Relations.

Zegart notes she’s been connected to CISAC for more than two decades. She first showed up at the center’s former Galvez House headquarters during her first quarter as a Stanford graduate student. She kept coming back even after she got her Ph.D.; both of her award-winning books were germinated in presentations she gave to CISAC seminars.

“CISAC, more than any other institution, provided a scholarly environment that was intellectually challenging and personally supportive at the same time,” Zegart said. “That’s quite a rare cultural combination.”

This academic year, she co-taught with Martha Crenshaw the popular CISAC-sponsored class International Security in a Changing World, which culminates in a U.N. Security Council simulation in which students debate a pressing global issue.

CISAC has a tradition of appointing co-directors – one from the social sciences and the other from the natural sciences – to advance the center’s interdisciplinary mission to conduct and promote cutting-edge research to make the world a safer place.

“Amy brings to CISAC a wealth of expertise in international security issues, a deep commitment to scholarship and a sincere desire to strengthen and expand the center’s activities and impact,” said David Relman, CISAC’s other co-director, a Stanford microbiologist and professor of infectious diseases, as well as expert on emerging biological threats. “We share an interest in emerging technologies and the effective international mechanisms that address 21st century challenges and threats.”

Zegart is the author of two award-winning books. Flawed by Design, which chronicles the development of the Central Intelligence Agency, Joint Chiefs of Staff, and National Security Council, won the highest national dissertation award in political science. Spying Blind, which examines why American intelligence agencies failed to adapt to the terrorist threat before 9/11, won the National Academy of Public Administration’s Brownlow Book Award. She has also published in International Security, Political Science Quarterly, and other leading academic journals. She serves on the editorial boards of Terrorism and Political Violence and Intelligence and National Security. Her most recent book is Eyes on Spies: Congress and the United States Intelligence Community.

Before her academic career, Zegart spent three years at McKinsey & Company advising Fortune 100 companies about strategy and organizational effectiveness.

She serves on the FBI Intelligence Analysts Association National Advisory Board and the Los Angeles Police Department’s Counter-terrorism and Community Police Advisory Board and is a lifetime member of the Council on Foreign Relations.

China and the World

This multiyear project, coordinated by Thomas Fingar, Oksenberg-Rohlen Distinguished Fellow, at the Freeman Spogli Institute for International Studies at Stanford University, looks sequentially and systematically at China’s interactions with countries in all regions and across many issue areas. The project seeks to clarify China’s objectives and policies to achieve them, but it also seeks to identify and explain the goals and policy calculations of other countries that see opportunities and perils associated with China’s greater activism on the world stage.

Phase one of the project examined China’s engagement with Japan, the Republic of Korea (ROK), and the Democratic People’s Republic of Korea. Scholars and foreign policy practitioners from China, Japan, the ROK, Russia, and the United Stated discussed these questions at a two-day workshop in Beijing in March 2012. Participants from several Southeast Asian countries also attended the workshop to ensure that questions explored were broad enough to facilitate comparisons and the search for patterns and learning across issues and areas at the follow-on regional workshop held in Singapore in November 2012.

The Singapore workshop, phase 2, discussed China's objectives and policies with respect to Southeast Asia, but focused primarily on the ways in which China's approach and actions are perceived by individual countries in the region and what regional countries seek to achieve with respect to China. Implicit in some of the presentations was the notion that China was trying to restore its traditional primacy in the region and to prevent any country inside or outside of Southeast Asia from exercising greater regional influence. Other participants emphasized material goals, including access to resources, markets for Chinese goods, and fostering economic dependence on China. Participants agreed that China's influence and impact are large and growing, and that states in the region are pursuing different strategies to advance their own interests and maximize their own freedom of action.

The third workshop, to be held at Stanford University on June 20-21, 2013, will examine China’s relationship with South and Central Asia. While there is a focus on the bilateral relationship between China and India, the largest and most powerful regional actor, the conference will also look at other key bilateral relationships, such as with Pakistan, and at interactions on a regional level, including in the economic sphere. The workshop will explore the management of cross border issues such as migration flows, water, and energy resource development. The sessions on Central Asia will offer broader understanding of China’s intersection with other powers such as Russia and India in that region.

For more than thirty years, Shorenstein APARC’s Corporate Affiliates Visiting Fellows Program has offered a unique opportunity for affiliate organizations to nominate personnel to spend an academic year at the Center. Since 1982 — one year before the Center even existed — visiting fellows in the program have been sharing ideas, forming connections, and broadening perspectives, from the early years when a handful of visiting fellows were hosted at Galvez House to recent groups of close to twenty visitors each year meeting in Encina Hall’s Okimoto conference room. As a recent visiting fellow observed, “Academically, professionally, and personally, the different perceptions I have now will change the way I approach and understand my future work.”

The present cohort of visiting fellows represents organizations in China, India, Japan, and Korea, and each fellow brings years of practical experience and an international perspective that informs and enriches the intellectual exchange at the Center and at Stanford University. A majority of the current affiliate organizations have participated continuously in the program for the past five years, or even longer.

The program — ideal for mid-career managers who wish to deepen their knowledge on topics relevant to their work — has fellows participating in a structured program, which includes creating an individual research project; auditing classes; attending exclusive seminars; and visiting local companies and institutions. In addition to broadening their views through interaction with world-class scholars, visiting fellows can network with managers from different countries and corporations.

With such an array of activities, every day in the life of a visiting fellow is different, and every year differs as well. The core research goal remains constant, but the changing composition of each group — more female fellows, varied professional backgrounds, and new countries joining the mix — keeps the program exciting and unique. One of the earliest visiting fellows from one of the longest-standing affiliate organizations put it best: “Shorenstein APARC, Stanford University and, more broadly, the Silicon Valley are culturally unique, and this program offers a great opportunity to understand some of the ins and outs and different mindsets that make the region so successful.”

The wide variety of participants has possessed an equally broad range of interests. Over the past three decades, visiting fellows have pursued research on topics ranging from “The Deregulation of Telecommunications Industries in Japan and the United States” to “Northeast Asian Interdependence;” from “Corporate Governance & Energy Management” to “Advanced Tools for Complete Characterization of Biopharmaceutical Products” to “Risk Management in Large Commercial Banks in China.”

Once visiting fellows return to their home institutions, the Corporate Affiliates Program stays connected with alumni, allowing it to maintain close partnerships with not only its affiliate organizations, but also with all of the people who have passed through the program. The alumni network has grown to more than 350, with many individuals holding prominent positions in both the corporate and governmental sectors, working in countries around the world including Russia, France, Indonesia, and Australia. Recent alumni events held in locations like Seoul and Tokyo have kept the program in close contact even with those visiting fellows who came through the Center during the early years.

The Corporate Affiliates Visiting Fellows Program thrives by bringing together a diverse international group, and through the shared experiences of research and study at Stanford University. It creates long-lasting bonds and a new community — one that enriches the university and finds within itself new, constructive perspectives. Ultimately, the hope is that these experiences will over time contribute to stronger U.S.-Asia relations.
