For nearly two decades, most major developing countries have struggled to introduce market forces in their electric power systems. In every case, that effort has proceeded more slowly than reformers hoped and the outcomes have been hybrids that are far from the efficiency and organization of the "ideal" textbook model for a marketbased power system.

At the same time, growing concern about global climate change has put the spotlight on the need to build an international regulatory regime that includes strong incentives for key developing countries to control their emissions of greenhouse gases. In most of these countries, the power sector is a large source of emissions that, with effort, could be controlled.

The United Nations Framework Convention on Climate Change and the Kyoto Protocol included mechanisms that would reward developing nations that cut emissions, but so far the performance of these mechanisms has fallen far short of their potential.

Beginning in 2002, the Program on Energy and Sustainable Development (PESD) at the Stanford Institute for International Studies (SIIS) and the Indian Institute of Management in Ahmedabad (IIMA) have conducted a set of studies to examine the intersection of these two crucial challenges for the organization of energy infrastructures in the developing world. This research, funded by the U.S. Agency for International Development, examined power-market reforms and greenhouse-gas emissions in two key states in India. At the same time PESD was conducting a comprehensive study of electricity-market reforms in five developing countries (Brazil, China, India, Mexico, and South Africa) as well as detailed analyses of the greenhouse-gas emissions from three provinces in China in conjunction with other research partners.

PESD and IIMA presented their findings at a workshop on January 27-28, 2005, at Stanford University. The workshop brought together scholars studying the organization of the electric-power sector and other infrastructures in developing countries with energy policy makers, technologists, and those studying the effectiveness of international legal regimes, with the aim of not only focusing on new theories that are emerging to explain the organization of the power sector and the design of meaningful international institutions, but also identifying practical implications for investors, regulators, and policymakers.

The workshop offered diagnoses of what has gone wrong and what opportunities have nonetheless emerged. It focused on practical solutions and a look at the prospects for different technologies to meet the growing demand for power while minimizing the ecological footprint of power generation.

One of the key conclusions of the research and the workshop, as discussed by David Victor, director of PESD, is that electricity markets in the developing world have not progressed inexorably and consistently from a state-owned model to an open market-based model. Rather, much as the experience of the past ten years in the United States has demonstrated, reform of electric-power systems has proceeded differentially between parts of the industry and between jurisdictional units, with some segments of the power generation, transmission, and distribution systems still dominated by the state and some segments now fully responsive to signals from the market.

This hybrid condition-with portions of the electricity enterprise deregulated and other portions still fully regulated-has proven to be virtually universal and quite durable as well. For the most part, it also has proven beneficial to the overall operation of the system as well as to climate mitigation due to the fact that introduction of market forces to parts of the system tends to have a spillover effect, helping to improve efficiency in parts of the system that remain under state control.

Tom Heller, SIIS senior fellow, noted that the negotiations leading up to the

development of the Kyoto Protocol and subsequent discussions and experience have

demonstrated that the burden-sharing metaphor-expecting developing nations to

make a proportional investment and effort in reducing greenhouse-gas emissions-

will not be successful. Rather, as gross and per capita energy consumption increases in developing nations, which is occurring especially rapidly in China and India, policies and mechanisms that facilitate investment in efficient and clean energy production, transmission, and end-use infrastructures will need to be developed and rolled out.

The Kyoto Protocol provided a Clean Development Mechanism (CDM) to encourage such investment. However, the conclusion reached by practitioners developing such projects in China is that CDM is an inefficient and insufficient mechanism for fostering the magnitude of development projects that will be required to help mitigate the environmental effects of energy growth in the developing nations.

Two problems with CDM were raised at the workshop. First, the bureaucratic hurdles facing developers of CDM projects are daunting. To date no such project has received certification. Second, the Kyoto Protocol's current round of reductions targets expires in 2012, and uncertainty regarding the likely direction and form of future U.S. and European initiatives provides a disincentive to investment in CDM projects.

Alberto Chiappa, managing director of Energy Systems International, noted the good news is that in spite of these difficulties, investors are finding opportunities to develop projects to provide cleaner sources of energy and improve end-use energy efficiency. Professor P.R. Shukla of IIMA pointed out that there is a great need to align development and climate concerns if future mechanisms for climate mitigation in the developing world are to be successful.

Douglas Ogden, program officer at the Energy Foundation, noted that China has made a firm commitment to greatly increase the market share of electricity from renewable sources to 5 percent by 2010 and 20 percent by 2020 and in 2008 will adopt an automobile fuel-economy standard 20 percent more efficient than U.S. CAFE standards. Also, both China and India are engaged in developing natural gas markets in sectors traditionally dominated by coal.

Mario Pereira, director of Power Systems Research, discussed Brazil's current efforts to develop economical and efficient electricity supply through biomass-specifically ethanol derived from sugarcane bagasse. The ethanol industry was originally developed as a reaction to the oil shocks of the 1970s. Although the majority of electricity in Brazil is provided by hydroelectric projects, sugarcane ethanol has some important advantages. First, the sugarcane fields are geographically close to major centers of demand, and second, sugarcane thrives during drier periods of the year when hydroelectric production declines. The experience in Brazil thus demonstrates that renewables can provide an economically attractive source of energy for developing nations.

Looking toward the future, PESD has several projects under way pertaining to the

intersection of electricity-market reforms and global climate change. The program is expanding its research on power-market reforms through a set of case studies on independent power producer projects in ten developing nations and is also initiating a set of studies examining the introduction of natural gas to regions in India and China.

Much work remains to be done before the interface between electricity-market reform and global climate change is well understood. As energy markets in the developing world expand, addressing this question will become more and more important if we are to stabilize atmospheric levels of greenhouse gases.

When the Soviet Union dissolved on Dec. 25, 1991, the nuclear threat changed from the Cold War concern of ending civilization as we know it to one of securing "loose nukes" in chaotic Russia and other states of the former Soviet Union. I had the opportunity to visit the secret cities of the Russian nuclear complex six weeks after the collapse and to initiate a program of scientific collaboration between U.S. and Russian nuclear scientists. Together, we made remarkable progress in reducing the threat in the early and mid-1990's because of the trust we were able to build based on mutual respect, similar objectives, and a common heritage in the great early-20th century school of European physics.

Although the number of joint U.S. - Russian cooperative threat reduction programs increased and the U.S. funding rose dramatically at the turn of the millennium, real progress slowed as U.S. and Russian objectives began to diverge, and the programs became politicized and bureaucratized. Major opportunities to reduce the long-term threat were lost. Cooperation was re-energized by the tragic events of 9/11 and the emerging threat of nuclear terrorism. Today, both Presidents Bush and Putin agree that keeping nuclear weapons out of the hands of terrorists is their highest security priority. Yet, strategy and commitment on both sides appear incommensurate with the threat. I will discuss critical barriers to and opportunities for renewed cooperation to meet the threat.

Siegfried S. Hecker is currently a Senior Fellow at the Los Alamos National Laboratory. Dr. Hecker was Director of Los Alamos National Laboratory from 1986-1997. He joined the Laboratory as technical staff member of the Physical Metallurgy Group in 1973, following a postdoctoral assignment there in 1968-1970 and a summer graduate student assignment in 1965. He served as Chairman of the Center for Materials Science and Division Leader of the Materials Science and Technology Division before becoming Director. From 1970 to 1973 he was a senior research metallurgist with the General Motors Research Laboratories.

Dr. Hecker received his B.S. in metallurgy in 1965 and M.S. in metallurgy in 1967 from Case Institute of Technology and his Ph.D. in metallurgy in 1968 from Case Western Reserve University.

Dr. Hecker is a member of the National Academy of Engineering, Foreign Member of the Russian Academy of Sciences, Fellow of the TMS (Minerals, Metallurgy and Materials Society), Fellow of the American Society for Metals, Honorary Member of the American Ceramics Society, and Fellow of the American Academy of Arts and Sciences. Among other awards, Dr. Hecker received the American Nuclear Society Seaborg Medal (2004), the Acta Materialia J. Herbert Hollomon Award (2004), the Case Western Reserve University Alumni Association Gold Medal (2004) and Undergraduate Distinguished Alumni Award (2001), the New Mexico Distinguished Public Service Award, (1998); was named Laboratory Director of the Year by the Federal Laboratory Consortium, (1998); received an honorary Doctor of Science degree (Honoris Causa) from Case Western Reserve University (1998); received the Department of Energy's Distinguished Associate Award, (1997); the University of California's President's Medal, (1997); the ASM Distinguished Life Membership Award, (1997); an Honorary Degree of Scientiae Doctoris, Ripon College (1997); the Navy League New York Council Roosevelt Gold Medal for Science (1996); the Aviation Week Group Laurels Award for National Security (1995); the James O. In addition to his current research activities in plutonium science and stockpile stewardship, he works closely with the Russian Academy of Sciences and the Russian Ministry of Atomic Energy on a variety of cooperative threat reduction programs. Dr. Hecker is also actively involved with the U.S. National Academies, serving on the Council of the National Academy of Engineering, serving as chair of the newly established Committee on Counterterrorism Challenges for Russia and the United States, and as a member of the National Academies Committee on Nuclear Nonproliferation. He is a member of ASM International and TMS, the Minerals/Metals/Materials Society, having served both in numerous local and national positions, and a member of the Materials Research Society and the American Association for the Advancement of Science. He is a member of the Council on Foreign Relations and the Pacific Council. He serves on the Corporate Advisory Panel of the UK Atomic Weapons Establishment, is a member of the Advisory Group to the Cooperative Research and Development Foundation (CRDF), and previously served on the Board of Regents for the University of New Mexico.

Siegfried S. Hecker is a professor emeritus (research) in the Department of Management Science and Engineering and a senior fellow emeritus at the Freeman Spogli Institute for International Studies (FSI). He was co-director of CISAC from 2007-2012. From 1986 to 1997, Dr. Hecker served as the fifth Director of the Los Alamos National Laboratory. Dr. Hecker is an internationally recognized expert in plutonium science, global threat reduction, and nuclear security.

Dr. Hecker’s current research interests include nuclear nonproliferation and arms control, nuclear weapons policy, nuclear security, the safe and secure expansion of nuclear energy, and plutonium science. At the end of the Cold War, he has fostered cooperation with the Russian nuclear laboratories to secure and safeguard the vast stockpile of ex-Soviet fissile materials. In June 2016, the Los Alamos Historical Society published two volumes edited by Dr. Hecker. The works, titled Doomed to Cooperate, document the history of Russian-U.S. laboratory-to-laboratory cooperation since 1992.

Dr. Hecker’s research projects at CISAC focus on cooperation with young and senior nuclear professionals in Russia and China to reduce the risks of nuclear proliferation and nuclear terrorism worldwide, to avoid a return to a nuclear arms race, and to promote the safe and secure global expansion of nuclear power. He also continues to assess the technical and political challenges of nuclear North Korea and the nuclear aspirations of Iran.

Dr. Hecker joined Los Alamos National Laboratory as graduate research assistant and postdoctoral fellow before returning as technical staff member following a tenure at General Motors Research. He led the laboratory's Materials Science and Technology Division and Center for Materials Science before serving as laboratory director from 1986 through 1997, and senior fellow until July 2005.

Among his professional distinctions, Dr. Hecker is a member of the National Academy of Engineering; foreign member of the Russian Academy of Sciences; fellow of the TMS, or Minerals, Metallurgy and Materials Society; fellow of the American Society for Metals; fellow of the American Physical Society, honorary member of the American Ceramics Society; and fellow of the American Academy of Arts and Sciences.

His achievements have been recognized with the Presidential Enrico Fermi Award, the 2020 Building Bridges Award from the Pacific Century Institute, the 2018 National Engineering Award from the American Association of Engineering Societies, the 2017 American Nuclear Society Eisenhower Medal, the American Physical Society’s Leo Szilard Prize, the American Nuclear Society's Seaborg Medal, the Department of Energy's E.O. Lawrence Award, the Los Alamos National Laboratory Medal, among other awards including the Alumni Association Gold Medal and the Undergraduate Distinguished Alumni Award from Case Western Reserve University, where he earned his bachelor's, master's, and doctoral degrees in metallurgy.

In most of those countries, the power sector is the largest single source of emissions. The United Nations Framework Convention on Climate Change and the Kyoto Protocol included mechanisms that would reward developing nations that cut emissions, but so far those systems have functioned far short of their imagined potential. A growing chorus of analysts and policy makers are expressing dissatisfaction with those existing mechanisms and clamoring for alternatives.

This meeting will offer diagnoses of what has gone wrong and what opportunities have nonetheless emerged. It will focus on practical solutions and look at the prospects for different technologies to meet growing demand for power while minimizing the ecological footprint of power generation. It will engage scholars who are studying the industrial organization of the electric power sector (and other infrastructures) in developing countries as well as those who study the effectiveness of international legal regimes. It will engage practitioners, including regulators and energy policy makers. Our aims are not only to focus on new theories that are emerging to explain the organization of the power sector and the design of meaningful international institutions, but also to identify practical implications for investors, regulators, and policy makers.

Presentations will include recent results from the research of Stanford Program on Energy and Sustainable Development. We will present the main findings from a comprehensive study of power market reform in five developing countries (Brazil, China, India, Mexico and South Africa). We will also show the results from a detailed analysis of the greenhouse gas emissions from two key states in India and three provinces in China--a study conducted jointly with the Indian Institute of Management in Ahmedabad. In addition, we will present new conclusions from ongoing work that focuses on strategies for engaging developing countries in the global climate regime. Among the topics considered will be the prospects for accelerating the introduction of natural gas into electric power systems--especially those in China and India where the present domination of coal leads to relatively high emissions.

Since Vietnam, the US Army has focused an unprecedented degree of effort on capturing lessons learned in training and on the battlefield and communicating them to other affected units. The Center for Army Lessons Learned (CALL), established after Operation URGENT FURY, is the prime example of the Army's efforts to institutionalize the process of learning during the Cold War. CALL continues to function and provide lessons learned in the current Global War on Terror, while other grassroots organizations have sprung up within the Army to target the learning needs of specific segments of the force. One such organization is CompanyCommand.com, an online professional forum of Army leaders dedicated to outstanding leadership at the small-unit level. This talk will discuss the evolution of organizational learning in the Army since Vietnam, and examine how organizations like CALL and CompanyCommand complement one other in the pursuit of excellence.

Captain Raymond A. Kimball is a native of Reading, Pennsylvania, and was commissioned through the United States Military Academy in 1995. After completing initial officer and flight training, he was assigned to the 1st Battalion (Attack), 10th Aviation Regiment, at Fort Drum, New York in November 1996. While assigned to the 10th Mountain Division, he served as an aeroscout platoon leader and logistics and support officer. In those positions, he participated in the full range of Army operations, from home station training to counter-drug operations along the Mexican border to peacekeeping in Bosnia-Herzegovina. In May of 2001, after completing further officer training, he reported to the 3rd Infantry Division, where he was assigned to the 3rd Squadron, 7th U.S. Cavalry. He took command of F Troop, 3-7 Cavalry in July of 2001. The troop consisted of 88 soldiers and $6 million in equipment and was responsible for all aspects of support and maintenance for the squadron's sixteen scout helicopters. In January of 2003, the troop deployed as part of 3rd Squadron, 7th Cavalry, to Kuwait in support of Operation Iraqi Freedom. During combat operations the troop supported 870 flight hours over a period of twenty-one days while moving 700 kilometers through enemy territory without the loss of a single soldier. He gave up command of F Troop in June of 2003 and returned to the United States to begin graduate studies in history at Stanford. In addition to his coursework, he serves as a research assistant to the Preventive Defense Project in CISAC. For the past two years, he has also served as a Topic Lead and advisor to CompanyCommand.com. His next assignment will be as an Associate Professor of History at the United States Military Academy. His awards include the Bronze Star, the Army Commendation Medal, the Army Achievement Medal, and the Humanitarian Service Medal. He is married to the former Mindy Hynds of Vacaville, California; they have one son, Daniel.

Alberto Díaz-Cayeros is a Senior Fellow at Stanford University's Freeman Spogli Institute for International Studies (FSI), and co-director of the Democracy Action Lab (DAL), based at FSI's Center on Democracy, Development and Rule of Law (CDDRL). His research interests include federalism, poverty relief, indigenous governance, political economy of health, violence, and citizen security in Mexico and Latin America.

He is the author of Federalism, Fiscal Authority and Centralization in Latin America (Cambridge, reedited 2016), coauthored with Federico Estévez and Beatriz Magaloni, of The Political Logic of Poverty Relief (Cambridge, 2016), and of numerous journal articles and book chapters.

He is currently working on a project on cartography and the developmental legacies of colonial rule and governance in indigenous communities in Mexico.

From 2016 to 2023, he was the Director of the Center for Latin American Studies at Stanford University, and from 2009 to 2013, Director of the Center for US-Mexican Studies at UCSD, the University of California, San Diego.

In a May 14 lecture hosted by the Center on Democracy, Development and the Rule of Law, Francis Fukuyama, PhD -- professor of international political economy at Johns Hopkins University and renowned author of The End of History and the Last Man -- discussed the problem of weak, underdeveloped nation-states; the effectiveness of various approaches to strengthening such states; and the importance of culture, context and history in the task of state-building. His lecture, titled "State-building: A Framework for Thinking about the Transfer of Institutions to Developing Countries," drew a full room of attendees to the Bechtel Conference Center in Encina Hall

A former member of the RAND Corp. and the U.S. Department of State who has written widely on issues of democratization and international political economy, Fukuyama first presented a framework with which nation-states can be evaluated according to two key criteria: the strength of the state, and the scope of its functions. The first refers to a state's ability to enforce its own laws and policies; the second refers to how involved the state becomes in carrying out various societal functions, ranging from basic functions such as maintaining law and order and protecting public health, to more "activist" functions such as running industries and redistributing wealth.

Fukuyama asserted that from a development standpoint, nation-states should be strong but should carry out only the minimum necessary functions. He said that only one country he has studied -- New Zealand -- has effectively moved toward this ideal in recent years. He noted that many struggling, developing nations, such as Brazil, Mexico, Pakistan and Turkey, are overly ambitious in their scope -- attempting to run vast industries, for example -- but are weak and unable to carry out their policies because of factors like corruption. Other states that Fukuyama identified as "failed states," such as Haiti and Sierra Leone, are both limited in scope and weak, attempting to carry out only the most basic governmental functions and not doing it very well.

Fukuyama then discussed and evaluated various approaches to strengthening developing nations. He noted that in recent years much emphasis has been placed on encouraging such nations to reduce the scope of their functions, through deregulation and privatization, but said the effectiveness of this approach is now in question. A more effective approach, he said, is helping weak nation-states build their own strong institutions, such as political parties, public health networks and central banking.

Unfortunately, Fukuyama said, sometimes the efforts of outside organizations to strengthen a country's institutions only make things worse, because solutions are imposed from outside rather than developed from within. "Ideally, we would want a country's own public health system to handle that country's problems with AIDS or malaria," he said. "But when you flood the country with your organization's own doctors and nurses and infrastructure, what do the local doctors do? They quit their government posts to get on the payroll of your NGO." In a few months or years, when the organization withdraws its support, Fukuyama noted, the system collapses, because it was not built to be self-sustaining.

At the end of his talk, Fukuyama emphasized the importance of understanding local culture, context and history in the task of state building. For example, he said, those who run programs aiming to reduce the spread of HIV/AIDS in Africa should consider working with traditional faith healers, as they are an important part of the healthcare system in Africa.

Francis Fukuyama is dean of faculty and the Bernard L. Schwartz Professor of International Political Economy at the Paul H. Nitze School of Advanced International Studies of Johns Hopkins University. His book The End of History and the Last Man was published in 1992 and has appeared in more than 20 foreign editions. It made the bestseller lists in the United States, France, Japan and Chile, and has been awarded the Los Angeles Times' Book Critics Award.

Fukuyama received a BA in classics from Cornell University and a PhD in political science from Harvard University. He was a member of the Political Science Department of the RAND Corporation from 1979-1980, then again from 1983-89, and from 1995-96. In 1981-82 and in 1989 he was a member of the policy planning staff of the U.S. Department of State. In the early 1980s he was also a member of the U.S. delegation to the Egyptian-Israeli talks on Palestinian autonomy. He is a member of the President's Council on Bioethics, the American Political Science Association, the Council on Foreign Relations, the Pacific Council on International Policy, and the Global Business Network.

Mexico's former foreign minister Jorge Castañeda spoke at Stanford Institute for International Studies (SIIS) on February 19, 2004 on "America and the World: Non-U.S. Perspectives -- A View from Mexico."

Castañeda, who served as Mexico's Secretary of Foreign Affairs from January 2000 to January 2002 spoke in capacity as the Visiting Payne Distinguished Lecturer for winter 2004. He is currently a professor of international affairs at the National Autonomous University of Mexico.

During his lecture, Castañeda cited the United States' unilateral actions against Iraq and the Bush administration's unwillingness to discuss ratifications to NAFTA as reasons for rising anti-American sentiments in Mexico.

The Payne Lectureship is named for Frank E. Payne and Arthur W. Payne, brothers who gained an appreciation for global problems through their international business operations. Their descendants endowed the annual lecture series at SIIS.

Ale Núñez was a Research Fellow at the Program on Energy and Sustainable Development. At PESD, her research focused on foreign investment in independent power projects in Argentina, Brazil and Mexico. Her academic interests include privatization and regulation of water and electricity infrastructure in Latin American countries, as well as economic history, sociology and legal theory.

Ale holds a Master of Laws (LL.M, 2003) from Harvard University, where she was research assistant to Duncan Kennedy, Carter Professor of General Jurisprudence. She graduated with honors from ITAM (LL.B, 2001), after having been research assistant to the Dean of the Law School, Dr. José Ramón Cossío Díaz, now an Associate Justice at the Mexican Supreme Court. She also worked in the litigation department of Morrison & Foerster LLP in Palo Alto, California, on patent infringement claims and political asylum cases, and was an active member of the firmwide Latin America Practice Group on Finance and Infrastructure.
