U.N. Secretary-General Ban Ki-moon on Thursday urged Stanford students to become global citizens, working together beyond borders for peace, security and a common prosperity.

"You may come from the United States or Korea, Japan or elsewhere, Arab countries, but you're now part of a global family," Ban said to a crowded auditorium during his campus visit. "Therefore, it's very important to raise your capacity as global citizens. Only then, I think we can say, we're living in a very harmoniously prosperous world."

Despite a troubling tally of crises around the world, Ban was hopeful about the future, and said he gains inspiration from the younger generation.

"Everything my life has taught me points to the power of international solidarity to overcome any obstacle," he said.

Ban's speech, sponsored by Stanford's Freeman Spogli Institute for International Studies and the Walter H. Shorenstein Asia-Pacific Research Center, kicked off a series of events celebrating the 30th anniversary of the center.

Ban was introduced by former Secretary of Defense William Perry, an FSI senior fellow, who lauded Ban for his work on women's rights, climate change, nuclear disarmament and gay rights.

Ban told the audience that the world was undergoing massive changes and outlined three ways to navigate the transition: sustainable development, empowering young people and women, and pursuing dignity and democracy.

"The level and degree of global change that we face today is far more profound than at any other period in my adult lifetime," he said.

"We have no time to lose," he added later.

California, he said, has led on clean air legislation, creating a cap-and-trade law to reduce greenhouse gas emissions.

"I am convinced national and state action can spur progress in global negotiations, creating a virtuous cycle," he said.

Sustainable development, Ban said, goes hand in hand with creating peace. Noting the problems in North Africa and the Middle East, particularly Syria, he said a country cannot be developed if there is no peace and security.

"Syria is in a death spiral," he said. He cited the toll the conflict has taken on Syria's citizens and surrounding countries since the uprising against President Bashar al-Assad began in March 2011. More than 60,000 people, mostly civilians, have been killed. Hundreds of thousands more have been displaced.

Ban spoke at Stanford as a hostage crisis also unfolded in the region.

In retaliation for military action by France in the West African nation of Mali, Islamist extremists in Algeria took several hostages at an international gas field Thursday. News organizations reported that the kidnappers and some hostages were killed in a raid by the Algerian government.

Ban spoke of the efforts by the United Nations to counter terrorism in Mali, where Islamist rebels last year took control in the north in the chaos following a military coup that ousted the elected government of President Amadou Toumani Touré.

"We must continue to work for peace," Ban said. "Our hard work cannot be reversed, especially for women and young people."

With half the world's population under the age of 25, Ban said the international community must support and empower that group.

Ban also said that fighting for equality for lesbian, gay, bisexual and transgender communities was important in advancing peace and prosperity around the world.

"I have learned to speak out for one essential reason," he said. "Lives and fundamental values are at stake."

Ban told the students to harness a spirit of hope as they confront the challenges of the world.

For him, he said, that spirit was sparked by a visit to California decades ago. He reflected on an eight-day visit to the state in 1962, when he stayed with a family, the Pattersons, in Novato on a trip sponsored by the Red Cross.

"In many ways, I still carry the same energy and enthusiasm and sense of wonder that I did when I first landed on Miss Patterson's doorstep half a century ago," he said.

"I came back knowing what I wanted to do with my life and for my country," he said.

Ban said he still keeps in touch with his host, his "American mom," 95-year-old Libba Patterson, who was in the audience and stood to applause.

"It was here in California," he reflected to the students, "that I first felt I could grab the stars from the sky."

Marking the publication of Lina Khatib's latest book Image Politics in the Middle East: The Role of the Visual in Political Struggle, this seminar focuses on the evolution of political expression in the Middle East over the past decade, highlighting the visual dimension of power struggles between citizens and leaders in Lebanon, Iran, Egypt, Libya, and Syria.

About the speaker:

Lina Khatib is a co-founder and Program Manager of the Program on Arab Reform and Democracy at the Center on Democracy, Development, and the Rule of Law at Stanford University. She joined Stanford University in 2010 from the University of London where she was an Associate Professor. Her research is firmly interdisciplinary and focuses on the intersections of politics, media, and social factors in relation to the politics of the Middle East. She is also a consultant on Middle East politics and media and has published widely on topics such as new media and Islamism, US public diplomacy towards the Middle East, and political media and conflict in the Arab world, as well as on the political dynamics in Lebanon and Iran. She has an active interest in the link between track two dialogue and democratization policy. She is also a Research Associate at SOAS, University of London, and, from 2010-2012, a Research Fellow at the USC Center on Public Diplomacy at the Annenberg School.

Lina is a founding co-editor of the Middle East Journal of Culture and Communication, a multidisciplinary journal concerned with politics, culture and communication in the region, and in 2009 co-edited (with Klaus Dodds) a special issue of the journal on geopolitics, public diplomacy and soft power in the Middle East. She also edited the Journal of Media Practice from 2007-2010. She is one of the core authors of the forthcoming Arab Human Development Report (2012) published by the UNDP.

She has written two books, Filming the Modern Middle East: Politics in the Cinemas of Hollywood and the Arab World (IB Tauris 2006), which is a study of the link between international relations and film, focusing on 25 years of cinematic representation of politics in the region (1980-2005), from the Arab-Israeli conflict to the Gulf War to Islamic fundamentalism, and Lebanese Cinema: Imagining the Civil War and Beyond (IB Tauris 2008). The book takes a socio-political approach to the study of Lebanese cinema over the last thirty years, focusing on the issues of Lebanese national identity, history, sectarian conflict, and memory of the Civil War.

Lina has recently finished writing a book titled Image Politics in the Middle East: The Role of the Visual in Political Struggle for IB Tauris. The book examines the power struggles among states, other political actors, and citizens in the region that are expressed through visuals, and focuses on case studies from Lebanon, Egypt, Syria, Libya, and Iran, with a focus on the role of the image as a political tool in the Arab Spring. She has also recently led a multidisciplinary research project on US public diplomacy in the digital age, in collaboration with the University of Oxford and the University of Wolverhampton, the outcome of which will appear in the Middle East Journal in 2012.

Before joining the academic field, Lina worked in broadcast journalism in Lebanon. She is a frequent commentator on the Middle East in the media with appearances on Al-Jazeera (Arabic and English), CNN, BBC, Sky News and other media outlets across the globe.

President Obama and Mitt Romney meet for their third debate to discuss foreign policy on Monday, when moderator Bob Schieffer is sure to ask them about last month's terrorist attack in Libya and the nuclear capabilities of Iran.

In anticipation of the final match between the presidential candidates, researchers from five centers at Stanford’s Freeman Spogli Institute for International Studies ask the additional questions they want answered and explain what voters should keep in mind.


What can we learn from the Arab Spring about how to balance our values and our interests when people in authoritarian regimes rise up to demand freedom?  

What to listen for: First, the candidates should address whether they believe the U.S. has a moral obligation to support other peoples’ aspirations for freedom and democracy. Second, they need to say how we should respond when longtime allies like Egypt’s Hosni Mubarak confront movements for democratic change.

And that leads to more specific questions pertaining to Arab states that the candidates need to answer: What price have we paid in terms of our moral standing in the region by tacitly accepting the savage repression by the monarchy in Bahrain of that country's movement for democracy and human rights?  How much would they risk in terms of our strategic relationship with Bahrain and Saudi Arabia by denouncing and seeking to restrain this repression? What human rights and humanitarian obligations do we have in the Syrian crisis?  And do we have a national interest in taking more concrete steps to assist the Syrian resistance?  On the other hand, how can we assist the resistance in a way that does not empower Islamist extremists or draw us into another regional war?  

Look for how the candidates will wrestle with difficult trade-offs, and whether either will rise above the partisan debate to recognize the enduring bipartisan commitment in the Congress to supporting democratic development abroad.  And watch for some sign of where they stand on the spectrum between “idealism” and “realism” in American foreign policy.  Will they see that pressing Arab states to move in the direction of democracy, and supporting other efforts around the world to build and sustain democracy, is positioning the United States on “the right side of history”?

What do you consider to be the greatest threats our country faces, and how would you address them in an environment of profound partisan divisions and tightly constrained budgets? 

What to listen for: History teaches that some of the most effective presidential administrations understand America's external challenges but also recognize the interdependence between America's place in the world and its domestic situation.

Accordingly, Americans should expect their president to be deeply knowledgeable about the United States and its larger global context, but also possessed of the vision and determination to build the country's domestic strength.

The president should understand the threats posed by nuclear proliferation and terrorist organizations. The president should be ready to lead in managing the complex risks Americans face from potential pandemics, global warming, possible cyber attacks on a vulnerable infrastructure, and failing states.

Just as important, the president needs to be capable of leading an often-polarized legislative process and effectively addressing fiscal challenges such as the looming sequestration of budgets for the Department of Defense and other key agencies. The president needs to recognize that America's place in the world is at risk when the vast bulk of middle class students are performing at levels comparable to students in Estonia, Latvia and Bulgaria, and needs to be capable of engaging American citizens fully in addressing these shared domestic and international challenges.

Should our government help American farmers cope with climate impacts on food production, and should this assistance be extended to other countries – particularly poor countries – whose food production is also threatened by climate variability and climate change?

What to listen for: Most representatives in Congress would like to eliminate government handouts, and many would also like to turn away from any discussion of climate change. Yet this year, U.S. taxpayers are set to pay up to $20 billion to farmers for crop insurance after extreme drought and heat conditions damaged yields in the Midwest.

With the 2012 farm bill stalled in Congress, the candidates need to be clear about whether they support government subsidized crop insurance for American farmers. They should also articulate their views on climate threats to food production in the U.S. and abroad.

Without a substantial crop insurance program, American farmers will face serious risks of income losses and loan defaults. And without foreign assistance for climate adaptation, the number of people going hungry could well exceed 15 percent of the world's population.

What is your vision for the United States’ future relationship with Europe? 

What to listen for: Between the end of World War II and the end of the Cold War, it was the United States and Europe that ensured world peace. But in recent years, it seems that “Europe” and “European” have become pejoratives in American political discourse. There’s been an uneasiness over whether we’re still friends and whether we still need each other. But of course we do.

Europe and the European Union share with the United States of America the most fundamental values, such as individual freedom, freedom of speech, freedom to live and work where you choose. There’s a shared respect of basic human rights. There are big differences with the Chinese, and big differences with the Russians. When you look around, it’s really the U.S. and Europe together with robust democracies such as Canada and Australia that have the strongest sense of shared values.

So the candidates should talk about what they would do as president to make sure those values are preserved and protected and how they would make the cooperation between the U.S. and Europe more effective and substantive as the world is confronting so many challenges like international terrorism, cyber security threats, human rights abuses, underdevelopment and bad governance.

Historical and territorial issues are bedeviling relations in East Asia, particularly among Japan, China, South Korea, and Southeast Asian countries. What should the United States do to try to reduce tensions and resolve these issues?

What to listen for: Far from easing as time passes, unresolved historical, territorial, and maritime issues in East Asia have worsened over the past few years. There have been naval clashes, major demonstrations, assaults on individuals, economic boycotts, and harsh diplomatic exchanges. If the present trend continues, military clashes – possibly involving American allies – are possible.

All of the issues are rooted in history. Many stem from Imperial Japan’s aggression a century ago, and some derive from China’s more assertive behavior toward its neighbors as it continues its dramatic economic and military growth. But almost all of problems are related in some way or another to decisions that the United States took—or did not take—in its leadership of the postwar settlement with Japan.

The United States’ response to the worsening situation so far has been to declare a strategic “rebalancing” toward East Asia, aimed largely at maintaining its military presence in the region during a time of increasing fiscal constraint at home. Meanwhile, the historic roots of the controversies go unaddressed.

The United States should no longer assume that the regional tensions will ease by themselves and rely on its military presence to manage the situation. It should conduct a major policy review, aimed at using its influence creatively and to the maximum to resolve the historical issues that threaten peace in the present day.

U.N. Deputy High Commissioner for Refugees T. Alexander Aleinikoff estimates that in the last two years, the UNHCR has taken in an additional 2,000 refugees every day, making it one of the most challenging periods for the U.N. body in decades. Meanwhile, the traditional methods to shelter, protect and aid those refugees don’t always keep pace with growing demands and emerging technologies.

"Many of us work in ways we have worked for many years, where things that have worked in the past continue to work in the present. But, meanwhile, the world has moved on," Aleinikoff recently told a gathering of nongovernment organizations from around the world. The UNHCR, he said, is looking at mobile phone technology, solar power and lighting, fuel-efficient stoves, microcredit loans and stimulating refugee livelihoods.

The agency needed an incubator to test out some of these innovative ideas. So Aleinikoff turned to CISAC, calling on its security experts to collaborate with the UNHCR on a handful of prototypes that would better protect and support the more than 42 million refugees, internally displaced and stateless people worldwide.

The request has led to a multidisciplinary partnership between the UNHCR and CISAC, with students from across the Stanford campus, professors and NGOs, as well as physicians, architects and other professionals eager to volunteer their time and expertise.

“This really matters; it’s about real people,” said Mariano-Florentino Cuéllar, CISAC’s co-director and a Stanford Law School professor teaching a class to coincide with the project. “I like to think we are creating a network of people who will stay engaged. I’m looking for people who say: This is exciting, this is doable, this is important, and I want to be a part of this.”

Cuellar has found dozens. Students, professors at the Hassno-Platner Institute of Design – better known as the d.school – as well as Bay Area NGOs and Silicon Valley designers have signed on, attending workshops and brainstorming sessions with UNHCR officials and Stanford students from around the world.

Some of the Stanford professors include Paul H. Wise, a professor of pediatrics at the Stanford Medical School and a CISAC affiliated faculty member; Francis Fukuyama, a senior fellow at the Freeman Spogli Institute for International Studies and a specialist in international political economy; and Bernard Roth, a professor of mechanical engineering and one of the founders of the d.school.

“I’m curious to see how it’s all going to play out,” Paul Spiegel, deputy director of the Division of Program Support at the UNHCR and a senior fellow at the Harvard Humanitarian Initiative, recently told the Stanford Law School class during a Skype chat from Geneva. “For us at the UNHCR, the most interesting thing is the multidisciplinary nature of this project. This is something we’ve never done before. So this is very innovative and different.”

Two dozens students with majors ranging from engineering to computer science, international policy studies, law and public health are taking Cuéllar’s class, Rethinking Refugee Communities, co-taught by Leslie Witt of the global design consultancy, IDEO.

“I got involved in the project out of intellectual curiosity and because of the prospect of seeing our ideas applied in the field,” said Danny Buerkli, a second year master’s student in international policy studies. “While most of us are not experts in humanitarian policy, we have the luxury of time to reflect and rethink how UNHCR deals with refugee situations. The project is a great way of exploring design thinking, humanitarian policies and working with a large institutional client all at the same time.”

Some of the students are preparing for a visit to a UNHCR refugee camp in Jordan for Syrians fleeing the violence in their homeland. They want to see operations firsthand to better visualize what’s needed on the ground.

Abstract
The so-called "Arab Spring" saw politically and economically disenfranchised citizens take advantage of new tools such as social media and smartphones to break the state’s monopoly on information, and mobilize mass protest. While governments were quick to employ familiar, time-tested mechanisms of repression against demonstrators in the streets and main squares, they fumbled at first in controlling this new digital dissent.  

Against an increasingly security-aware online community, the traditional tools
of blocking, filtering, and wiretapping had become less effective. Nervous regimes turned to the largely unregulated $5 billion a year industry in Internet surveillance tools. Once the realm of the black market and intelligence agencies, the latest computer spyware is now sold at trade shows for dictator pocket change.

Activists and journalists soon found themselves the target of e-mails promising exclusive or scandalous information.  We analyzed messages forwarded to us by suspicious users, and found spyware products apparently from Gamma International and Hacking Team, recognized players in the surveillance industry.  For the first time, we analyzed their products, chasing internet addresses and shell corporations across the globe.  As we published our findings, servers disappeared, and spyware was rewritten.

In this talk, we detail the cat and mouse game between authoritarian regimes and dissidents, as well as our ongoing efforts to map out the relationship between surveillance software companies and governments.

Nearly two years after the Tunisian uprisings launched a massive wave of regional protest across the Arab world, many important and highly contested questions remain. How has the protest wave affected the dynamics of regional politics? Has the protest wave ended, or is it likely to recur? What explains the timing, the accomplishments and the limitations of that protest wave? What does the survival of many Arab regimes, the frustration of revolutionaries, the rise of Islamist movements in electoral politics, and the spiraling conflict in Syria mean for hopes of democratization and peaceful political change?

About the speaker:

Marc Lynch is associate professor of political science and international affairs at The George Washington University, where he directs the Institute for Middle East Studies. He also directs the Project on Middle East Political Science, edits the Middle East Channel for ForeignPolicy.com and the Columbia University Press book series Columbia Studies on Middle East Politics, and is a non-resident senior fellow at the Center for a New American Security. When Kofi Annan announced his plans to step aside as special envoy for the conflict in Syria by the end of the month, he put much of the blame on the United Nations Security Council for the failure to make peace in the war-ravaged country.

"When the Syrian people desperately need action, there continues to be finger pointing and name calling in the Security Council," Annan said. "It is impossible for me or anyone to compel the Syrian government and also the opposition to take the steps to bring about the political process. As an envoy, I can't want peace more than the protagonists, more than Security Council or the international community, for that matter."

The uprising against Syrian President Bashar Assad began in March 2011 and rights activists say it has left more than 19,000 dead. Annan became the U.N.-Arab League envoy to Syria in February, with the goal of getting both sides to put down their weapons. He designed a six-point plan for peace, which was never fully implemented.

Stephen J. Stedman, FSI's Freeman Spogli Senior Fellow, and Larry Diamond — a senior fellow at FSI and the Hoover Institution as well as director of FSI's Center on Democracy, Development and the Rule of Law — offer their analysis of the impact of Annan's resignation.

Does the resignation of Annan, who is well respected among diplomats, signal that there is no hope for peace in Syria?

Diamond: I think it's been apparent for several weeks, at least, that the peace mission was doomed, that the Assad regime was not prepared to negotiate, and that the refusal of Russia and China to agree to any kind of meaningful pressure on the Assad regime has left violent resistance by the opposition and the society as the only option.

Syria is sinking deeper and deeper into all-out civil war, and only an escalation of military pressure and economic sanctions on the Assad regime and its principal leaders and supporters offers any hope of resolution. Sometimes, when one or both parties refuse to negotiate, the only way to end a civil war is for one side to win. Libya provides the most recent example of that. If Assad and his allies are going to negotiate a peaceful exit, it will only be because they are staring at the prospect of fairly imminent military defeat.

Could Annan have done something differently?

Diamond: It is very difficult to negotiate with a regime that is bent on repression and total domination, especially when you can't credibly threaten to impose formidable costs on the regime if it refuses to compromise. I don't think there was anything more that Annan could have done, because he had no leverage, no tools to work with, as a result of the inability of the Security Council to agree on tough sanctions.

Will the failure to make peace in Syria tarnish Annan's legacy?

Stedman: The failure to make peace in Syria should not and will not tarnish Annan's legacy. First, he is already a Nobel Peace Prize winner, and one failure in an extraordinarily difficult case does not diminish the rest of his diplomatic successes. With regards to Syria, no one expected him to succeed, but he needed to try and he needed to be seen to try. His position was special envoy of the Security Council, and if anyone is looking for a scapegoat they should start looking at the council.

Diamond: No, I don't think this will tarnish Annan's legacy. He had a nearly impossible mission; everyone knew that. The failure was a collective failure of the international system, not the failure of an individual mediator. Annan is a great man who has made major contributions to world peace and security. It's not his fault that a brutal regime, backed by the world's two most powerful authoritarian states, refused to negotiate.

From Argentina to Zimbabwe, the 2012 Draper Hills Summer Fellows are working on the front lines of democracy, development, and the rule of law —often under threat— to improve their respective societies and defend the principles of justice and freedom.

Twenty-five leaders from 23 countries compose this year's class. More than half are women championing and inspiring new democratic models by leading pro-democracy movements in Ethiopia, empowering female entrepreneurs in Bangladesh, and reforming the criminal justice system in Georgia. They are joined by Arab Spring activists from Libya and Syria who have been jailed and persecuted for their work upholding human rights principles.

Across Africa, this year's fellows are bolstering good governance, combating corruption, increasing access to justice, and regulating natural resources. The fellows also include judges, national representatives, and police commissioners from Asia and Latin America who are enhancing transparency in government, strengthening civil service administration, and promoting electoral transparency.

Selected from a pool of 460 applicants, the 2012 class will arrive at Stanford on July 22 to begin a three-week training program at Stanford’s Center on Democracy, Development, and the Rule of Law. Fellows live together on the university’s campus where they will connect with peers, exchange experiences, and receive academic training from a team of interdisciplinary faculty.

One of the few programs of its kind in academia, the Draper Hills Summer Fellows Program combines the rich experiences of practitioners with academic training to maximize the impact of their work advancing political, economic, and social change.

Academic sessions are delivered by a team of Stanford political scientists, lawyers, and economists who are pioneering innovative research in the field of democratic development. Faculty engage the fellows to test their theories, exchange ideas, and learn more about the situations they study from afar. Guest speakers from private foundations, think tanks, government agencies, and the U.S. justice system provide a practitioner’s perspective on pressing issues. Site visits to Silicon Valley firms round out the experience, allowing fellows to explore how technology tools and social media platforms are being used to catalyze democratic practices.

Entering its eighth year, the Draper Hills Summer Fellows program includes a network of 200 alumni from 57 developing democracies. The program is funded by the generous support from Bill and Phyllis Draper and Ingrid von Mangoldt Hills.

The crisis in Syria has revived sectarian tensions in neighboring Lebanon, fueling internal divisions reminiscent of the period leading up to the 1970's civil war. Lina Khatib, manager of CDDRL's Program on Arab Reform and Democracy, writes in The Guardian about the recent events and underlying tensions that have escalated conflict between Lebanon's Shia and Sunni communities. Khatib argues that a loss of confidence in state institutions and a weakened leadership makes Lebanon vulnerable to escalated civil strife.
