Kathleen Stephens, former U.S. Ambassador to the Republic of Korea, will join the Korean Studies Program (KSP) at Stanford University’s Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) as the program’s 2013–14 Koret Fellow.

"Kathy Stephens was perhaps the most popular American ambassador ever with South Koreans, because of her long experience, deep knowledge, and great love for Korea and its people," says Shorenstein APARC director Gi-Wook Shin. "As one of the United States' most experienced and senior professional diplomats, she will make a major contribution to the research, educational, and outreach efforts of the Korean Studies Program and Shorenstein APARC in the coming year."

Ambassador Stephens aims to write a book about aspects of Korea’s modern journey, with particular attention to South Korea’s political development, to the impact of cultural and social change on its politics, and to the role of the United States. The book will draw from her experience over the decades working in and on Korea, buttressed and expanded upon by research using both English and Korean-language sources. In the winter quarter she will teach Issues in U.S.-Korea Relations, a Center for East Asian Studies (CEAS) course.

Ambassador Stephens recently completed thirty-five years as a career diplomat in the U.S. Foreign Service. She was Acting Under Secretary of State for Public Diplomacy and Public Affairs in 2012, and U.S. Ambassador to the Republic of Korea, 2008 to 2011.

Ambassador Stephens has served in numerous posts in Washington, Asia, and Europe. From 2005 to 2007 she was Principal Deputy Assistant Secretary of State for the Bureau of East Asian and Pacific Affairs (EAP). While Deputy Assistant Secretary of State in the Bureau of European and Eurasian Affairs (EUR) from 2003 to 2005, she focused on post-conflict and stabilization issues in the Balkans. Other Washington assignments included Director for European Affairs at the National Security Council during the Clinton Administration, Senior United Kingdom Country Officer in the European Bureau, and Director of the State Department’s Office of Ecology and Terrestrial Conservation in the Bureau of Oceans, Environment and Scientific Affairs.

Ambassador Stephens’ overseas postings have included Deputy Chief of Mission at the U.S. Embassy in Lisbon, Portugal (1998–2001), and U.S. Consul General in Belfast, Northern Ireland (1995–1998) during the consolidation of ceasefires and negotiation of the Good Friday Agreement. Earlier foreign assignments included consular and public affairs officer in Guangzhou, China, chief of the internal political unit in Seoul, principal officer of the U.S. Consulate in Busan, Korea, and political officer in fracturing Yugoslavia.

Ambassador Stephens has received numerous State Department awards, including Linguist of the Year in 2010, and the 2009 Presidential Meritorious Service Award. Other awards and recognition include the Korean government’s Sejong Cultural Prize (2013), the Korean YWCA’s Korea Women’s Leadership “Special Prize” Award (2010), and in 2011 the Pacific Century Institute’s Building Bridges Award, the Outstanding Achievement Award from the American Chamber of Commerce in Korea, and the Kwanghwa Medal of Diplomatic Merit from the Korean government. Her book, Reflections of an American Ambassador to Korea, based on her Korean-language blog, was published in 2010.           

Ambassador Stephens was born in El Paso, Texas and grew up in Arizona and Montana. She holds a BA (Honors) in East Asian studies from Prescott College, an MA from Harvard University, and honorary doctoral degrees from Chungnam National University and the University of Maryland. Ambassador Stephens studied at the University of Hong Kong and was an instructor at the Outward Bound School of Hong Kong. She was a Peace Corps volunteer in Korea in the 1970s.

The Koret Fellowship was established in 2008 through the generosity of the Koret Foundation to promote intellectual diversity and breadth in the KSP by bringing leading professionals in Asia and the United States to Stanford to study U.S.-Korea relations. The fellows conduct their own research on the bilateral relationship, with an emphasis on contemporary relations, with the broad aim of fostering greater understanding and closer ties between the two countries.

From executive boardrooms to national capitols, leaders are debating the relative merits of contending models and strategies for attracting, developing, and empowering innovation talent--the people who drive economic growth and value creation through innovation.
 
On June 28, 2013, the Silicon Valley Project of the Stanford Program on Regions of Innovation and Entrepreneurship (SPRIE) convened a circle of over 50 policymakers, executives and Stanford community members from 12 countries for an interactive roundtable on innovation talent at the Stanford Graduate School of Business.

The roundtable featured six sessions, giving participants the opportunity to explore various aspects of the topics, including learning about "Accelerating the Next Generation of Innovation Talent" from Cameron Teitelman, Founder and CEO of StartX, and Divya Nag, the Founder of StartX Med. Participants also learned about the role of neural structures and their implications for marketing, innovation, leadership and decision making from Baba Shiv, the Sanwa Bank, Limited Professor of Marketing at the Stanford Graduate School of Business.

  • What strategies are places such as London, Taiwan and Israel employing to become hotbeds of innovation that attract innovation talent?

The panelists and speakers included professors, senior executives, and representatives from the diplomatic missions of Israel and the United Kingdom. In a panel moderated by Greg McKeown, CEO of THIS Inc., Evan Wittenberg, Senior Vice President of People at Box, and Kyung H. Yoon, CEO of Talent Age Associates, spoke about their experiences effectively hiring and managing innovation talent. One participant at the roundtable reflected that "it was quite a remarkable group of speakers and I was able to grasp many important insights that could be applied."

Germany has always been too strong or too weak for Europe. Now it is Number One again, but what a difference 70 years of democratic development and European integration have made. Merkel's Germany is no "Fourth Reich", and the political class knows it. If she isn't "triangulating" like Bill Clinton, Merkel "leads from behind" like Obama. After two murderous grabs for hegemony, Germany is an accidental great power - so strong because France, Britain, Italy and the rest are so weak.

About the topic: This talk will present findings from a new survey of public attitudes about peace walls in Northern Ireland. In 1969, an Army Major who oversaw the construction of Northern Ireland’s first peace wall said: “This is a temporary measure…we do not want to see another Berlin wall situation in Western Europe…it will be gone by Christmas.” In 2013, the wall still remains and almost 100 additional walls and barriers now complement the original. A draft government report, leaked in January 2013, suggests that these peace walls should be brought down by 2022. Understanding public attitudes towards such a potential move is critical for both policy-makers and practitioners on the ground, and may help shape the formulation and implementation of future peace walls policies.

About the Speaker: Dr. Cathy Gormley-Heenan is the Director of the Institute for Research in Social Sciences at the University of Ulster in Northern Ireland. As a senior lecturer in public policy and politics, her research interests include the framing and reframing of policy issues, the politics of divided societies, state crime, and British and Irish politics. She is the author of Political Leadership and the Northern Ireland Peace Process, as well as a co-author of the edited volumes Teaching Politics and International Relations, and The Anglo-Irish Agreement, Rethinking Its Legacy. She serves on the editorial board of the journals Politics and State Crime and is a member of the UK’s Economic and Social Research Council's Peer Review College. She also serves on the national executive committee of the UK's Political Studies Association (PSA).

Shui Yung Chang (張水庸) is currently a Visiting Scholar at the Center on Democracy, Development, and the Rule of Law at Stanford University from the Ministry of Foreign Affairs of the Republic of China (Taiwan). 

Mr. Chang is a career diplomat who joined the Foreign Service in 1992 and has served in various capacities in Asia, Europe, Africa, Australia and America. His overseas posts for the Foreign Service include Vice Consul in Johannesburg, South Africa; First Secretary in New Delhi, India; and Director in Miami, Florida, United States. In Taipei he held the positions of Desk Officer of African Affairs; Section Chief of the Institute of Diplomacy and International Affairs (formerly known as Foreign Service Institute); Secretary of the Coordination Council of North American Affairs; Director of the Public Diplomacy Coordination Council on home assignment and served as the External Affairs Officer and translator to the Premier Office of Executive Yuan, R.O.C.

Mr. Chang graduated from National Taiwan University with a Bachelor of Arts in Foreign Languages and Literatures in 1991. He continued his education on History of Art at University of Pretoria, South Africa 1996-1997, and obtained Master of Arts in Strategic Studies from Australian National University, Australia in 2005. He also received his certificate on diplomacy from Oxford University, United Kingdom in 1995. 

Mr. Chang speaks fluent Taiwanese, Mandarin and English. His research interests include Asia studies, International Affairs, Taiwan Foreign Policy, Public Diplomacy, Democracy and Development. In his career he also actively involved in the promotion of culture, academy and humanitarian work for Taiwan. Over the years, Mr. Chang has travelled widely across countries and continents on his official trips and personal tours with family. He is married to Ms Maya Chen and has two children, Sonia and Sophia Chang. They currently reside in Taiwan.

Carla Ferstman is Director of REDRESS. She is currently on sabbatical leave and is a Jennings Randolph Senior Fellow 2012-2013 at the United States Institute of Peace. She joined REDRESS in 2001 as its Legal Director and became its Director in 2005. She was called to the Bar in British Columbia, Canada where she practiced as a criminal law barrister. She has also worked with the UN High Commissioner for Human Rights on legal reform and capacity building in post-genocide Rwanda, with Amnesty International's International Secretariat as a legal researcher on trials in Central Africa and as Executive Legal Advisor to Bosnia and Herzegovina's Commission for Real Property Claims of Displaced Persons and Refugees (CRPC). She has an LL.B. from the University of British Columbia, an LL.M. from New York University and is a doctoral candidate at the University of Oxford. Ms. Ferstman has published and is a regular commentator on victims' rights, the International Criminal Court and the prohibition against torture.

Abstract:

Political parties that represent old regime interests in moments of democratization are normally thought exclusively to play a "negative" role, blocking democracy and only conceding it when sufficiently challenged. Summarizing research for a book on the historical rise of democracy in Europe, this presentation will focus on British and German democratization in the nineteenth and twentieth centuries to make the case that under certain conditions, old regime conservative parties play a decisive and counter-intuitive role that makes democratization more settled over the long run.

Speaker Bio:

Daniel Ziblatt is Professor of Government at Harvard University. He has been named a Sage Publications Fellow for a project on "Conservative Political Parties and Democratization in Europe" and in 2012-2013 is on leave at the Center for Advanced Study in Behavioral Sciences at Stanford University.

His research and teaching interests include democratization, state-building, development, comparative politics and comparative historical analysis, with a particular interest in Europe. He is the author of Structuring the State: The Formation of Italy and Germany and the Puzzle of Federalism (Princeton University Press, 2006), the winner of three prizes from the American Political Science Association, including the 2007 Prize for the Best Book published on European Politics. He is co-editor of a 2010 special double issue of Comparative Political Studies entitled "The Historical Turn in Democratization Studies." Recent papers have appeared in American Poiltical Science Review, Comparative Political Studies, and World Politics.  His most recent papers have received APSA's 2011 Mary Parker Follett Prize from the Politics and History Section of APSA, APSA's  2009 Luebbert Prize for the best paper published  in comparative politics, the 2008 Sage prize for best paper presented in comparative politics at the APSA meeting, and two  prizes in 2010 from the Comparative Democratization Section of APSA.  Ziblatt has been a DAAD Fellow in Berlin, an Alexander von Humboldt visiting fellow at the Max Planck Institute in Cologne and the University of Konstanz, Germany, and visiting professor at the Ecole Normale Superieure, Paris in 2010. He is currently completing a new book entitled Conservative Political Parties and the Birth of Modern Democracy in Europe, 1848-1950 (Cambridge University Press) that offers a new interpretation of the historical democratization of Europe.

Speaker Bio:

Augusto Lopez-Claros became the director of global indicators and analysis in the World Bank–IFC Financial and Private Sector Development Vice Presidency in March 2011. Previously he was chief economist and director of the Global Competitiveness Program at the World Economic Forum in Geneva, where he was the editor of the Global Competitiveness Report, the Forum’s flagship publication, as well as a number of regional economic reports.

Before joining the Forum he was an executive director with Lehman Brothers (London) and a senior international economist. He was the International Monetary Fund’s resident representative in the Russian Federation during 1992–95. Before joining the IMF, Lopez-Claros was a professor of economics at the University of Chile in Santiago. He was educated in England and the United States, receiving a diploma in mathematical statistics from Cambridge University and a PhD in economics from Duke University. He is a much-sought-after international speaker, having lectured in the last several years at some of the world’s leading universities and think tanks. In 2007 he was a coeditor of The International Monetary System, the IMF, and the G-20: A Great Transformation in the Making? and The Humanitarian Response Index: Measuring Commitment to Best Practice, both published by Palgrave. He was the editor of The Innovation for Development Report 2009–2010: Strengthening Innovation for the Prosperity of Nations, published by Palgrave in November 2009.
