Among the growing number of recent cases where international actors have become engaged in trying to rebuild a shattered state and construct democracy after conflict, Iraq is somewhat unique. The state collapsed not as a result of a civil war or internal conflict, but as a result of external military action to overthrow it. We are still very much in the middle of an internationally assisted political reconstruction process in Iraq, and we will not know for a year or two, or maybe five or ten, the outcome of the postwar effort to rebuild the Iraqi state. Nevertheless, some important lessons can be identified.

Prepare For A Major Commitment

Rebuilding a failed state is an extremely expensive and difficult task under any circumstance, and even more so in the wake of violent conflict. Success requires a very substantial commitment of human and financial resources, delivered in a timely and effective fashion, and sustained over an extended period of time, lasting (not necessarily through occupation or trusteeship, but at least through intensive international engagement) for a minimum of five to ten years.

Commit Enough Troops

One of the major problems with the American engagement in Iraq is that there were not enough international troops on the ground in the wake of state collapse to secure the immediate postwar order. As a result, Iraq descended into lawless chaos once Saddam's regime fell. The United States Army wanted a much larger force on the ground in order to secure the postwar order, something like 400,000 troops rather than the total invasion force of less than 200,000 that was ultimately authorized. Of course, what is needed is not simply enough troops but the right kind of troops with the proper rules of engagement. It does no good to have troops on the ground if they simply stand by and watch what is left of the state being stolen and burned. One lesson of Iraq is that international post-conflict stabilization missions need to be able to deploy not just a conventional army but a muscular peace implementation force that is somewhere between a war-making army and a crime-fighting police, between a rapid reaction and riot control force.

Mobilize International Legitimacy and Cooperation

In the contemporary era, a successful effort at post-conflict reconstruction requires broad international legitimacy and cooperation, for at least two key reasons. First, the scope and duration of engagement is typically more than any one country-and public-is willing to bear on its own. The broader the international coalition, the greater the human and financial resources that can be mobilized, and the more likely that the engagement of any participating country can be sustained, as its public sees a sense of shared international commitment and sacrifice. Second, when there is broad international engagement and legitimacy, people within the post-conflict country are less likely to see the intervention as the imperial project of one country or set of countries. All other things being equal, international cooperation and legitimacy tends to generate greater domestic legitimacy-or at least acceptance-for the intervention.

Generate legitimacy and trust within the post-conflict country

No international reconstruction effort can succeed without some degree of acceptance and cooperation-and eventually support and positive engagement-from the people in the post-conflict country. Without some degree of trust in the initial international administration and its intentions, the international intervention can become the target of popular wrath, and will then need to spend most of its military (and administrative) energies defending itself rather than rebuilding the country and its political and social order. Unfortunately, these qualities were lacking in the occupation of Iraq, and the Iraqi people knew it. From the very beginning, the American occupation failed to earn the trust and respect of the Iraqi people. As noted above, it failed in its first and most important obligation as an occupying power-to establish order and public safety. Then it failed to convey early on any clear plan for post-conflict transition.

All international post-conflict interventions to reconstruct a failed state on more democratic foundations confront a fundamental contradiction. Their goal is, in large measure, democracy: popular, representative, and accountable government, in which "the people" are sovereign. But their means are undemocratic: in essence, some form of imperial domination, however temporary and transitional. This requires a balancing of international trusteeship or imperial functions with a distinctly non-imperial attitude and some clear and early specification of an acceptable timetable for the restoration of full sovereignty. As much as possible, the humiliating features of an extended, all-out occupation should be avoided.

Hold Local Elections First

One of the toughest issues on which to generalize concerns the timing of elections. Ill-timed and ill-prepared elections do not produce democracy, or even political stability, after conflict. Instead, they may only enhance the power of actors who mobilize coercion, fear, and prejudice, reviving autocracy and even precipitating large-scale violent strife. In Angola in 1992, in Bosnia in 1996, and in Liberia in 1997, rushed elections set back the prospects for democracy and, in Angola and Liberia, paved the way for renewed civil war. There are therefore compelling reasons, based in logic and in recent historical experience, for deferring national elections until militias have been demobilized, new moderate parties trained and assisted, electoral infrastructure created, and democratic media and ideas generated. International interventions that seek to construct democracy after conflict must balance the tension between domination for democracy and withdrawal through democracy. In these circumstances, two temptations compete: to transform the country, its institutions and values, through an extended and penetrating occupation (à la British colonial rule), and to hold elections and get out as soon as possible. The question is always, in part, how long can international rule be viable? In Iraq, for better or worse, the answer-readily apparent from history, and from the profound and widespread suspicion of American motives in the region and among Iraqis themselves-was: not long.

Disperse Economic Reconstruction Funds and Democratic Assistance As Widely As Possible

Both for the effectiveness and speed of economic revival, and in order to build up local trust and acceptance, there is a compelling need for the decentralization of relief and reconstruction efforts, as well as democratic civic assistance. The more that the international administration, as well as private donors, works with and through local partners, the more likely that their relief and reconstruction efforts will be directed toward the most urgent needs, and the better the prospect for the accumulation of political trust and cooperation with the overall transition project. In Iraq there was a particularly compelling need for the creation of jobs, which might have been done more rapidly by channeling repair and reconstruction contracts more extensively through a wide range of local Iraqi contractors, instead of through the big American mega-corporations.

Proceed With Some Humility

This encompasses perhaps the ultimate, overarching contradiction. It is hard to imagine a bolder, more assertive, and self-confident act than a nation, or a set of nations, or "the international community," intervening to seize effective sovereignty in another nation. There is nothing the least bit humble about it. But ultimately the intervention cannot succeed, and the institutions it establishes cannot be viable, unless there is some sense of participation and ultimately "ownership" on the part of the people in the failed and re-emerging state. This is why holding local elections as early as possible is so important. It is why it is so vital to engage local partners, as extensively as possible, in post-conflict relief and economic reconstruction. And it is why the process of constitution making must be democratic and broadly participatory.

Adherence to (or compliance with) a medication regimen is generally defined as the extent to which patients take medications as prescribed by their health care providers. The word "adherence" is preferred by many health care providers, because "compliance" suggests that the patient is passively following the doctor's orders and that the treatment plan is not based on a therapeutic alliance or contract established between the patient and the physician. Both terms are imperfect and uninformative descriptions of medication-taking behavior. Unfortunately, applying these terms to patients who do not consume every pill at the desired time can stigmatize these patients in their future relationships with health care providers. The language used to describe how patients take their medications needs to be reassessed, but these terms are still commonly used.1 Regardless of which word is preferred, it is clear that the full benefit of the many effective medications that are available will be achieved only if patients follow prescribed treatment regimens reasonably closely.

Two of the 10 Stanford University undergraduates who completed CISAC's Interschool Honors Program in International Security Studies this year earned awards for their theses.

Sheena Elise Chestnut, a political science major, received a Firestone Medal for her thesis, "The 'Sopranos State'? North Korean Involvement in Criminal Activity and Implications for International Security." The Firestone Medal recognizes the top 10 percent of Stanford University's undergraduate honors theses.

Jessica McLaughlin, a management science and engineering major, received the William J. Perry Award for her thesis, "A Bayesian Updating Model for Intelligence Analysis: A Case Study of Iraq's Nuclear Weapons Program." The Perry Award recognizes excellence in policy-relevant research in international security studies.

In a June graduation ceremony outside Stanford University's Encina Hall, CISAC faculty member Mariano-Florentino Cuéllar, CISAC Postdoctoral Fellow Tonya L. Putnam, and CISAC Co-Director Scott D. Sagan presented students with certificates and thesis awards.

At a CISAC Directors' Seminar on June 1, Chestnut and McLaughlin presented their award-winning theses to an audience of 50 fellow students, faculty members and guests. Chestnut also gave a special seminar at CISAC in May, hosted by APARC and the Preventive Defense Project at CISAC.

Those selected attend a two-week CISAC honors college in Washington, D.C., complete an internship with a security-related organization, attend a year-long core seminar on international security research and produce an honors thesis with policy implications for international security. After fulfilling their individual department course requirements and completing the honors program, participants graduate in their major with an honors certificate in international security studies.

Dr. Kwon will examine the electoral effects of issue salience of unemployment. While increasing employment volatility has spawned exciting research, evidence of how unemployment affects voter choice is inconclusive. Professor Kwon refines partisan voting theory by focusing on issue salience of unemployment and the dynamics of voter choice. Voters are more likely to make a transition to support Left parties when they identify unemployment as the most important and salient issue, while there is no effect of issue salience of unemployment on loyal Left voter behavior. His study also examines voter heterogeneity in the link between issue salience and the probability of transition to Left. Analysis of a transition model using the 1997 Korean presidential election survey finds supporting evidence.

Hyeok Yong Kwon (Ph.D., Cornell University) is an assistant professor in political science at Korea University. Before joining Korea University, he taught at Texas A&M University. His research interests include political economy, voting behavior and mass public opinion, and political methodology. His recent works explore economic insecurity and the dynamics of voter choice in comparative perspective. Also, he works on the relationship between government partisanship and welfare spending in OECD countries. Previous publications include "Targeting Public Spending in a New Democracy: Evidence from South Korea" British Journal of Political Science (2005) and "Economic Reform and Democratization: Evidence from Latin America and Post-Socialist Countries" British Journal of Political Science (2004).

The pace of policy reform is important in new democracies, where the status quo policies, established by non-democratic regimes, may be far from the preferences of popular majorities. Slowing policy reform slows down governmental implementation of democratic policy mandates. This, in turn, may offset (at least partly) the positive effects of broader participation and greater accountability.

Whether the net impact of procedural reform is to accelerate or to slow policy reform depends on the particular procedures involved, and the political context. In this paper, the authors consider a procedure that, on the surface, appears likely to accelerate reform, thereby promoting change in the policy status quo. This is a sunset rule.

This paper focuses on the sunset rule adopted in South Korea, at the end of the Kim Young Sam administration. Kim's support for the sunset rule at the end of his term is puzzling. Why would a lame duck president support a rule that would seem to limit the life of the regulations passed in his own term?

In 1920, the Irish Republican Army reportedly considered a terrifying new weapon: typhoid-contaminated milk. Reading from an IRA memo he claimed had been captured in a recent raid, Sir Hamar Greenwood described to Parliament the ease with which "fresh and virulent cultures" could be obtained and introduced into milk served to British soldiers. Although the plot would only target the military, the memo expressed concern that the disease might spread to the general population.

Although the IRA never used this weapon, the incident illustrates that poisoning a nation's milk supply with biological agents hardly ranks as a new concept. Yet just two weeks ago, the National Academy of Sciences' journal suspended publication of an article analyzing the vulnerability of the U.S. milk supply to botulinum toxin, because the Department of Health and Human Services warned that information in the article provided a "road map for terrorists."

That approach may sound reasonable, but the effort to suppress scientific information reflects a dangerously outdated attitude. Today, information relating to microbiology is widely and instantly available, from the Internet to high school textbooks to doctoral theses. Our best defense against those who would use it as a weapon is to ensure that our own scientists have better information. That means encouraging publication.

The article in question, written by Stanford University professor Lawrence Wein and graduate student Yifan Liu, describes a theoretical terrorist who obtains a few grams of botulinum toxin on the black market and pours it into an unlocked milk tank. Transferred to giant dairy silos, the toxin contaminates a much larger supply. Because even a millionth of a gram may be enough to kill an adult, hundreds of thousands of people die. (Wein summarized the article in an op-ed he wrote for the New York Times.) The scenario is frightening, and it is meant to be -- the authors want the dairy industry and its federal regulators to take defensive action.

The national academy's suspension of the article reflects an increasing concern that publication of sensitive data can provide terrorists with a how-to manual, but it also brings to the fore an increasing anxiety in the scientific community that curbing the dissemination of research may impair our ability to counter biological threats. This dilemma reached national prominence in fall 2001, when 9/11 and the anthrax mailings drew attention to another controversial article. This one came from a team of Australian scientists.

Approximately every four years, Australia suffers a mouse infestation. In 1998, scientists in Canberra began examining the feasibility of using a highly contagious disease, mousepox, to alter the rodents' ability to reproduce. Their experiments yielded surprising results. Researchers working with mice naturally resistant to the disease found that combining a gene from the rodent's immune system (interleukin-4) with the pox virus and inserting the pathogen into the animals killed them -- all of them. Plus 60 percent of the mice not naturally resistant who had been vaccinated against mousepox.

In February 2001 the American SocietyforMicrobiologists' (ASM) Journal of Virology reported the findings. Alarm ensued. The mousepox virus is closely related to smallpox -- one of the most dangerous pathogens known to humans. And the rudimentary nature of the experiment demonstrated how even basic, inexpensive microbiology can yield devastating results.

When the anthrax attacks burst into the news seven months later, the mousepox case became a lightning rod for deep-seated fears about biological weapons. The Economist reported rumors about the White House pressuring American microbiology journals to restrict publication of similar pieces. Samuel Kaplan, chair of the ASM publications board, convened a meeting of the editors in chief of the ASM's nine primary journals and two review journals. Hoping to head off government censorship, the organization -- while affirming its earlier decision -- ordered its peer reviewers to take national security and the society's code of ethics into account.

Not only publications came under pressure, but research itself. In spring 2002 the newly formed Department of Homeland Security developed an information-security policy to prevent certain foreign nationals from gaining access to a range of experimental data. New federal regulations required that particular universities and laboratories submit to unannounced inspections, register their supplies and obtain security clearances. Legislation required that all genetic engineering experiments be cleared by the government.

On the mousepox front, however, important developments were transpiring. Because the Australian research had entered the public domain, scientists around the world began working on the problem. In November 2003, St. Louis University announced an effective medical defense against a pathogen similar to -- but even more deadly than -- the one created in Australia. This result would undoubtedly not have been achieved, or at least not as quickly, without the attention drawn by the ASM article.

The dissemination of nuclear technology presents an obvious comparison. The 1946 Atomic Energy Act classifies nuclear information "from birth." Strong arguments can be made in favor of such restrictions: The science involved in the construction of the bomb was complex and its application primarily limited to weapons. A short-term monopoly was possible. Secrecy bought the United States time to establish an international nonproliferation regime. And little public good would have been achieved by making the information widely available.

Biological information and the issues surrounding it are different. It is not possible to establish even a limited monopoly over microbiology. The field is too fundamental to the improvement of global public health, and too central to the development of important industries such as pharmaceuticals and plastics, to be isolated. Moreover, the list of diseases that pose a threat ranges from high-end bugs, like smallpox, to common viruses, such as influenza. Where does one draw the line for national security?

Experience suggests that the government errs on the side of caution. In 1951, the Invention Secrecy Act gave the government the authority to suppress any design it deemed detrimental to national defense. Certain areas of research-- atomic energy and cryptography -- consistently fell within its purview. But the state also placed secrecy orders on aspects of cold fusion, space technology, radar missile systems, citizens band radio voice scramblers, optical engineering and vacuum technology. Such caution, in the microbiology realm, may yield devastating results. It is not in the national interest to stunt research into biological threats.

In fact, the more likely menace comes from naturally occurring diseases. In 1918 a natural outbreak of the flu infected one-fifth of the world's population and 25 percent of the United States'. Within two years it killed more than 650,000 Americans, resulting in a 10-year drop in average lifespan. Despite constant research into emerging strains, the American Lung Association estimates that the flu and related complications kill 36,000 Americans each year. Another 5,000 die annually from food-borne pathogens -- an extraordinarily large number of which have no known cure. The science involved in responding to these diseases is incremental, meaning that small steps taken by individual laboratories around the world need to be shared for larger progress to be made.

The idea that scientific freedom strengthens national security is not new. In the early 1980s, a joint Panel on Scientific Communication and National Security concluded security by secrecywasuntenable. Its report called instead for security by accomplishment -- ensuring strength through advancing research. Ironically, one of the three major institutions participating was the National Academy of Sciences -- the body that suspended publication of the milk article earlier this month.

The government has a vested interest in creating a public conversation about ways in which our society is vulnerable to attack. Citizens are entitled to know when their milk, their water, their bridges, their hospitals lack security precautions. If discussion of these issues is censored, the state and private industry come under less pressure to alter behavior; indeed, powerful private interests may actively lobby against having to install expensive protections. And failure to act may be deadly.

Terrorists will obtain knowledge. Our best option is to blunt their efforts to exploit it. That means developing, producing and stockpiling effective vaccines. It means funding research into biosensors -- devices that detect the presence of toxic substances in the environment -- and creating more effective reporting requirements for early identification of disease outbreaks. And it means strengthening our public health system.

For better or worse, the cat is out of the bag -- something brought home to me last weekend when I visited the Tech Museum of Innovation in San Jose. One hands-on exhibit allowed children to transfer genetic material from one species to another. I watched a 4-year-old girl take a red test tube whose contents included a gene that makes certain jellyfish glow green. Using a pipette, she transferred the material to a blue test tube containing bacteria. She cooled the solution, then heated it, allowing the gene to enter the bacteria. Following instructions on a touch-screen computer, she transferred the contents to a petri dish, wrote her name on the bottom, and placed the dish in an incubator. The next day, she could log on to a Web site to view her experiment, and see her bacteria glowing a genetically modified green.

In other words, the pre-kindergartener (with a great deal of help from the museum) had conducted an experiment that echoed the Australian mousepox study. Obviously, this is not something the child could do in her basement. But just as obviously, the state of public knowledge is long past anyone's ability to censor it.

Allowing potentially harmful information to enter the public domain flies in the face of our traditional way of thinking about national security threats. But we have entered a new world. Keeping scientists from sharing information damages our ability to respond to terrorism and to natural disease, which is more likely and just as devastating. Our best hope to head off both threats may well be to stay one step ahead.

In fact, the more likely menace comes from naturally occurring diseases. In 1918 a natural outbreak of the flu infected one-fifth of the world's population and 25 percent of the United States'. Within two years it killed more than 650,000 Americans, resulting in a 10-year drop in average lifespan. Despite constant research into emerging strains, the American Lung Association estimates that the flu and related complications kill 36,000 Americans each year. Another 5,000 die annually from food-borne pathogens -- an extraordinarily large number of which have no known cure. The science involved in responding to these diseases is incremental, meaning that small steps taken by individual laboratories around the world need to be shared for larger progress to be made.

The idea that scientific freedom strengthens national security is not new. In the early 1980s, a joint Panel on Scientific Communication and National Security concluded security by secrecywasuntenable. Its report called instead for security by accomplishment -- ensuring strength through advancing research. Ironically, one of the three major institutions participating was the National Academy of Sciences -- the body that suspended publication of the milk article earlier this month.

The government has a vested interest in creating a public conversation about ways in which our society is vulnerable to attack. Citizens are entitled to know when their milk, their water, their bridges, their hospitals lack security precautions. If discussion of these issues is censored, the state and private industry come under less pressure to alter behavior; indeed, powerful private interests may actively lobby against having to install expensive protections. And failure to act may be deadly.

Terrorists will obtain knowledge. Our best option is to blunt their efforts to exploit it. That means developing, producing and stockpiling effective vaccines. It means funding research into biosensors -- devices that detect the presence of toxic substances in the environment -- and creating more effective reporting requirements for early identification of disease outbreaks. And it means strengthening our public health system.

For better or worse, the cat is out of the bag -- something brought home to me last weekend when I visited the Tech Museum of Innovation in San Jose. One hands-on exhibit allowed children to transfer genetic material from one species to another. I watched a 4-year-old girl take a red test tube whose contents included a gene that makes certain jellyfish glow green. Using a pipette, she transferred the material to a blue test tube containing bacteria. She cooled the solution, then heated it, allowing the gene to enter the bacteria. Following instructions on a touch-screen computer, she transferred the contents to a petri dish, wrote her name on the bottom, and placed the dish in an incubator. The next day, she could log on to a Web site to view her experiment, and see her bacteria glowing a genetically modified green.

In other words, the pre-kindergartener (with a great deal of help from the museum) had conducted an experiment that echoed the Australian mousepox study. Obviously, this is not something the child could do in her basement. But just as obviously, the state of public knowledge is long past anyone's ability to censor it.

Allowing potentially harmful information to enter the public domain flies in the face of our traditional way of thinking about national security threats. But we have entered a new world. Keeping scientists from sharing information damages our ability to respond to terrorism and to natural disease, which is more likely and just as devastating. Our best hope to head off both threats may well be to stay one step ahead.

APARC's 2004-2005 Shorenstein Fellow, Soyoung Kwon, discusses Europe's new perspective on Pyongyang.

PALO ALTO, Calif. -- The European Union is increasingly showing a new independent stance on foreign-policy issues as the logic of its industrial and economic integration plays out in the international arena.

Already the EU has taken a distinct and independent approach to both the Israel-Palestinian conflict and the nuclear crisis in Iran. Now it has broken ranks over the Korean Peninsula, fed up and concerned with the failure to resolve the ongoing crisis over North Korea's development of nuclear arms.

Reflecting this new stance, the European Parliament this week passed a comprehensive resolution on the Nonproliferation Treaty (NPT) and nuclear arms in North Korea and Iran:

  • It urges the resumption of the supply of heavy fuel oil (HFO) to North Korea in exchange for a verified freeze of the Yongbyong heavy-water reactor, which is capable of producing weapons-grade plutonium, to avoid a further deterioration in the situation. At the same time it is calling for the European Council and Commission to offer to pay for these HFO supplies.
  • It urges the Council of Ministers to reconsider paying 4 million Euros of the suspension costs for KEDO (the Korea Energy Development Organization) to South Korea to ensure the continued existence of an organization that could play a key role in delivering energy supplies during a settlement process.
  • It demands that the Commission and Council request EU participation in future six-party talks, making it clear that the EU will in the future adopt a "no say, no pay" principle in respect to the Korean Peninsula. Having already placed more than $650 million worth of humanitarian and development aid into the North, it is no longer willing to be seen merely as a cash cow. This view was backed in the debate by the Luxembourg presidency and follows a line initially enunciated by Javier Solana's representatives last month in the Parliament's Foreign Affairs Committee.
  • It urges North Korea to rejoin the NPT, return to the six-party talks and allow the resumption of negotiations.

The EP cannot substantiate U.S. allegations that North Korea has an HEU (highly enriched uranium) program or that North Korea provided HEU to Libya. It has called for its Foreign Affairs Committee to hold a public hearing to evaluate the evidence. "Once bitten, twice shy" is the consequence of U.S. claims that Iraq possessed weapons of mass destruction.

The world order is changing; the EU -- like China -- is emerging as a significant global power economically with the euro challenging the dollar as the global currency (even prior to the latest enlargement from 15 to 25 member states, the EU's economy was bigger than that of the United States). Speaking at Stanford University earlier this month, former U.S. foreign policy adviser Zbigniew Brzezinski pointed out that the EU, U.S., China, Japan and India will be the major powers in the new emerging global order. Since the new Asia will have three out of the five major players, he stressed the importance of engaging with it.

How will those already in play respond? Some may claim that statements by North Korea welcoming the EU's involvement and participation are merely polite, inoffensive small talk that cannot be taken seriously. Yet there have been a spate of pro-EU articles appearing in Rodong Sinmun, the daily newspaper of the Central Committee of the Korean Workers Party, since 2001.

Of 128 EU-related articles between 2001 and 2004, a majority praised Europe's independent counter-U.S. stance, emphasized its increasing economic power and influence, and heralded its autonomous regional integration. Rodong Sinmun portrays the EU as the only superpower that can check and balance U.S. hegemony and America's unilateral exercise of military power.

North Korea's perception of the EU is well reflected in articles such as: "EU becomes new challenge to U.S. unilateralism"; "Escalating frictions (disagreements) between Europe and U.S."; "European economy (euro) dominating that of the U.S."; "Europe strongly opposing unilateral power play of U.S.," and so forth.

Concurrently, North Korea has pursued active engagement with the EU by establishing diplomatic relations with 24 of the 25 EU member states (the exception being France). It is not necessary to read between the lines to recognize North Korea's genuine commitment to engagement with the EU based on its perception of the EU's emerging role on the world stage.

The Republic of Korea has publicly welcomed the prospect of EU involvement, while China wishes to go further and engage in bilateral discussions with the EU on its new policy toward the North. Russia will follow the majority. The problem is with Japan and the U.S.

In Japan, opinion is split by hardliners in the Liberal Democratic Party who view problems with North Korea as a convenient excuse to justify the abandonment of the Peace Constitution. They don't want a quick solution until crisis has catalyzed the transformation of Japan into what advocates call a "normal" country.

The U.S. expects an EU financial commitment, but not EU participation. The neocons believe that EU participation would change the balance of forces within the talks inexorably toward critical engagement rather than confrontation.

The question is whether the EU's offer will point the U.S. into a corner or trigger a breakthrough. Will U.S. fundamentalists outmaneuver the realists who favor a diplomatic rather than military solution? Only time will tell.

On April 7, The Rt. Hon. Lord Christopher Patten of Barnes delivered the Spring 2005 Payne Lecture before a large audience in the Bechtel Conference Center.

Lord Patten's address - The Transatlantic Family: Counseling, Mediation, or Divorce - although focused on American-European relations, extended to a myriad of global issues facing the transatlantic partnership. The lecture drew on Patten's exceptional public service experience, notably as the last British Governor of Hong Kong (1992-1997), EU Commissioner for External Relations (1999-2004) and Chancellor of Oxford University (2003-present).

Patten began by rebutting the notion that the U.S. is or should be an imperial power. Speaking about America, Patten observed: "You bucked what some historians going back to Thucydides believed to be almost a dictate of natural law, and refused to translate power into territorial aggrandizement and conquest. There is no real American settlement abroad. Most Americans who live overseas inhabit rich countries, not poor ones. Your universities do not, unlike Milner's Oxford, train an imperial cast of administrators. You don't seize territory though you're concerned about military bases and energy sources." America has pursued the most successful great power strategy since Augustus's Rome, Patten argued, not through imperialism, but by a tri-part policy of building institutions of global governance, persuading Europe to turn its back on xenophobic nationalism, and using American economic power and development assistance to foster market-based prosperity abroad. "That was the world in which I grew up, a world where there was stability, peace and growing prosperity year after year, but there wasn't much gratitude for the superpower."

From the very beginning many Europeans showed ingratitude and demonstrated "a particular European condescension masquerading as sophistication" Patten remarked. France in particular has displayed "petulant ingratitude". Even during the Clinton presidency, he added, there were some rows, though on the whole it was a storm-free relationship. Since 2001 however Americans and Europeans have perceived a growing gap between them on several issues, including the Middle East Peace Process, changes in US policy over North Korea, and abrogation of the ABM Treaty. The Bush administration's position on the Kyoto Protocol, in particular, impacted European public opinion negatively. By the time the Iraq crisis unfolded, Patten asserted, it appeared to confirm for many Europeans that America has turned to unilateralism. Patten emphasized that unlike President Bush who, he argued, won the 2004 Presidential election as a war President, in Britain Tony Blair, if he wins the general elections on May 5th this year, will do so not because of the war but despite it. Patten also expressed the fear that the Iraq experience will make it far more difficult to secure public support for any course of action, which will involve asking the public to put their trust in governments, and in the intelligence community in particular. About the wider Middle East he stated: What is a geostrategic issue for the United States is Europe's backyard.

Turning to what should be done to prevent the fracturing of the Transatlantic Alliance, Patten stressed that a rupture would be bad for Europe, the United States and the world at large "because whether you are talking about matters political or economic, the world is best served when transatlantic relations are in good shape". To prevent the relationship from deteriorating Americans and Europeans should first manage the relationship better. "We shouldn't take one another by surprise", he observed. Europe should also spend more on security, especially on better airlift capacity and special forces. "If we're going to be treated seriously as a partner, we have to be able to punch a little closer to our economic weight from time to time", Patten said; "too often Europeans are reluctant to accept that the maintenance of the international rule of law does sometimes require the use of force", he added. America and Europe should also spend more on development assistance, and the promotion of democracy, the rule of law and good governance. The objective of spreading democracy to the countries of the Arab League is not an impossible one. More broadly, Patten observed that "We need to identify those areas where it's imperative that we work together". Europe is never likely to be a significant contributor to a political settlement in Korea, he argues, but it can play a big role in Africa, the Balkans, in the Middle East, in Iran, and in dealing with Russia. On the latter, Patten was decisive: "If we want peace and stability in Moldova, in the south Caucuses, in the Ukraine, then Russia is going to have to stop creating trouble. It's got to abandon its present attitude to spheres of influence, and this is a point which we should put pretty bluntly, in my judgment, to President Putin. We talk in Europe regularly about a strategic relationship with Russia based on shared values. I have to say I don't see much evidence of the shared values."

The approach to global governance since World War II has been remarkably successful, Patten concluded. Recent surveys about attitudes in international affairs show that the majority of Americans, even after the Iraq war, want Europe to play a larger part in sharing world leadership. Patten expressed hope that that is a challenge Europeans will live up to. Europeans should be America's "super partners", Patten concluded, rather than its "supine followers" or "super snipers".
