Interest in nuclear disarmament has grown rapidly in recent years. Starting with the 2007 Wall Street Journal article by four former U.S. statesmen-George Shultz, Henry Kissinger, William Perry, and Sam Nunn-and followed by endorsements from similar sets of former leaders from the United Kingdom, Germany, Poland, Australia, and Italy, the support for global nuclear disarmament has spread. The Japanese and Australian governments announced the creation of the International Commission on Nuclear Non-Proliferation and Disarmament in June 2008. Both Senators John McCain and Barack Obama explicitly supported the vision of a world free of nuclear weapons during the 2008 election campaign. In April 2009, at the London Summit, President Barack Obama and President Dmitri Medvedev called for pragmatic U.S. and Russian steps toward nuclear disarmament, and President Obama then dramatically reaffirmed "clearly and with conviction America's commitment to seek the peace and security of a world without nuclear weapons" in his speech in Prague.

There is a simple explanation for these statements supporting nuclear disarmament: all states that have joined the Nuclear Non-Proliferation Treaty (NPT) are committed "to pursue negotiations in good faith on effective measures relating to cessation of the nuclear arms race at an early date and to nuclear disarmament." In the United States, moreover, under Clause 2 of Article 6 of the Constitution, a treaty commitment is "the supreme Law of the Land." To af1/2rm the U.S. commitment to seek a world without nuclear weapons is therefore simply promising that the U.S. government will follow U.S. law.

A closer reading of these various declarations, however, reveals both the complexity of motives and the multiplicity of fears behind the current surge in support of nuclear disarmament. Some declarations emphasize concerns that the current behavior of nuclear-weapons states (NWS) signals to non-nuclear-weapons states (NNWS) that they, too, will need nuclear weapons in the future to meet their national security requirements. Other disarmament advocates stress the growth of global terrorism and the need to reduce the number of weapons and the amount of fissile material that could be stolen or sold to terrorist groups. Some argue that the risk of nuclear weapons accidents or launching nuclear missiles on false warning cannot be entirely eliminated, despite sustained efforts to do so, and thus believe that nuclear deterrence will inevitably fail over time, especially if large arsenals are maintained and new nuclear states, with weak command-and- control systems, emerge.

Perhaps the most widespread motivation for disarmament is the belief that future progress by the NWS to disarm will strongly influence the future willingness of the NNWS to stay within the NPT. If this is true, then the choice we face for the future is not between the current nuclear order of eight or nine NWS and a nuclear-weapons- free world. Rather, the choice we face is between moving toward a nuclear- weapons-free world or, to borrow Henry Rowen's phrase, "moving toward life in a nuclear armed crowd."

There are, of course, many critics of the nuclear disarmament vision. Some critics focus on the problems of how to prevent nuclear weapons "breakout" scenarios in a future world in which many more countries are "latent" NWS because of the spread of uranium enrichment and plutonium reprocessing capabilities to meet the global demand for fuel for nuclear power reactors. Others have expressed fears that deep nuclear arms reductions will inadvertently lead to nuclear proliferation by encouraging U.S. allies currently living under "the U.S. nuclear umbrella" of extended deterrence to pursue their own nuclear weapons for national security reasons. Other critics worry about the "instability of small numbers" problem, fearing that conventional wars would break out in a nuclear disarmed world, and that this risks a rapid nuclear rearmament race by former NWS that would lead to nuclear first use and victory by the more prepared government.

Some critics of disarmament falsely complain about nonexistent proposals for U.S. unilateral disarmament. Frank Gaffney, for example, asserts that there has been "a 17 year-long unilateral U.S. nuclear freeze" and claims that President Obama "stands to transform the ‘world's only superpower' into a nuclear impotent." More serious critics focus on those problems-the growth and potential breakout of latent NWS, the future of extended deterrence, the enforcement of disarmament, and the potential instability of small numbers-that concern mutual nuclear disarmament. These legitimate concerns must be addressed in a credible manner if significant progress is to be made toward the goal of a nuclear-weapons-free world.

To address these problems adequately, the current nuclear disarmament effort must be transformed from a debate among leaders in the NWS to a coordinated global effort of shared responsibilities between NWS and NNWS. This essay outlines a new conceptual framework that is needed to encourage NWS and NNWS to share responsibilities for designing a future nuclear-fuel-cycle regime, rethinking extended deterrence, and addressing nuclear breakout dangers while simultaneously contributing to the eventual elimination of nuclear weapons.

The term laser weapon implies the use of a laser as part of a so-called directed energy weapon (DEW). In that case, the laser energy is causing the target damage. Military research led to the development of experimental lasers with continuous output powers up to 140 kW in 1966 and two Megawatts in 1980. However, those systems were huge and not part of laser weapon systems.

Since the 1980s the development in the military continued. Remarkably, civilian lasers, developed for industrial machining, have now reached output powers, which can be useful for DEW applications, too. Recently, several prototypes came into operation. On the one hand, there are industry-funded projects that use civilian of-the-shelf industrial lasers. On the other hand, there is government-funded research, which aims at high power laser systems. Major defense companies in the United States and elsewhere are working on both tracks.

Anti-satellite (ASAT) laser engagements would be a revolutionary laser application, as they would in principle enable an option of attacks on satellites with only minor debris. At the moment, attacking satellites implies the use of missiles with kinetic or explosive warheads. A kinetic impact creates debris, which would be harmful to the attacker's space assets, too. For that reason, space faring nations are discouraged from using kinetic energy attacks.

This fact enacts a kind of "natural" arms control. Lasers could change this situation, if they are used to heat up satellites just to a point where their electronics are damaged or only to impair their sensors. Hence, attacks on satellites would be more likely, if laser DEW with anti-satellite capabilities are fielded in peacetime. In a time of crisis, this would create additional political instabilities, as satellites are important early warning and reconnaissance assets.  A deployment of laser ASATs could eventually lead to an arms race in space. In order to make this scenario less likely arms control mechanism could be implemented.

This talk will focus on the technological background of laser ASATs. After a short introduction into recent technological developments, it will be examined whether current laser technology has the ability to endanger satellites. To achieve this, a physics-based method has been devised to assess laser DEW engagements. Damage mechanisms as well as possible distinctions between industrial laser setups and laser weapons will be examined in greater detail.  Options for controlling laser ASATs and obstacles for the implementations of such controls will be introduced.

Jan Stupl is a Postdoctoral Fellow at CISAC. His research concerns the current developments in laser technology regarding a possible application of lasers as an anti-satellite weapon (ASAT), as well as the proliferation of ballistic missiles. The research on laser ASATs focuses on damage mechanisms, the potential sources and countries of origin of laser ASATs and ways to curb their international proliferation. Regarding missiles, Jan is interested in the methods which are used to acquire ballistic missiles and possible ways to control this process.

Before coming to CISAC, Jan was a Research Fellow at the Institute of Peace Research and Security Policy (IFSH) at the University of Hamburg, Germany. His PhD dissertation was a physics-based analysis of future of High Energy Lasers and their application for missile defense and focused on the Airborne Laser missile defense system. This work was jointly supervised by the IFSH, the Institute of Laser and System Technologies at Hamburg University of Technology and the physics department of Hamburg University, where he earned his PhD in 2008.

Jan studied physics at the Friedrich-Schiller-University in Jena, Germany and at Warwick University in Coventry, UK. He concluded his undergraduate physics degree with a thesis in laser physics, receiving a German National Diploma in Physics in 2004. His interest in security policy and international politics was fuelled by an internship at the United Nations in New York in 2003.

Clay Moltz joined the National Security Affairs faculty of the Naval Postgraduate School (NPS) in June 2007. Since November 2008, he has held a joint appointment with the Space Systems Academic Group at NPS. He currently teaches Space and National Security, Nuclear Strategy and National Security, International Relations, and Northeast Asian Security. Prior to his appointment at NPS, he served for 14 years in various positions at the Monterey Institute’s Center for Nonproliferation Studies, including: deputy director from 2003-2007, director of the Newly Independent States Nonproliferation Program from 1998-2003, and founding editor of The Nonproliferation Review from 1993-98. He was also a faculty member in the Monterey Institute’s Graduate School of International Policy Studies.

Dr. Moltz received his Ph.D. and M.A. in Political Science from the University of California, Berkeley. He also holds an M.A. in Russian and East European Studies and a B.A. in International Relations (with Distinction) from Stanford University. Dr. Moltz worked previously as a staff member in the U.S. Senate and has served as a consultant to the NASA Ames Research Center, the Department of Energy’s National Nuclear Security Administration, and the Department of Defense’s Office of Net Assessment. He held prior academic positions at Duke University and at the University of California, San Diego.

Jan Stupl is an affiliate and a former postdoctoral fellow at CISAC.  He is currently a Research Scientist with SGT, a government contractor, and works in the Mission Design Division at NASA Ames Research Center (Mountain View, CA). In the Mission Design Division, Jan conducts research on novel methods for laser communication and space debris mitigation and supports concept development for space missions.

Before his current position, Jan was a postdoctoral fellow at the Center for International Security and Cooperation (CISAC) at Stanford University until 2011, investigating technical and policy implications of high power lasers for missile defense and as anti-satellite weapons (ASAT), as well as the proliferation of ballistic missiles. Dr. Aristotle Kallis is a senior lecturer in European Studies at Lancaster University, UK and a well know expert on interwar fascism. Dr. Kallis works specifically on Italian Fascism and German National Socialism, both individually and in comparative terms.  He researches fascism in generic terms - as an intellectual phenomenon with various national permutations - and explores its links to indigenous nationalist traditions. His research on fascism has also extended to different areas, such as totalitarianism, propaganda, eugenics and genocide. His current project is devoted to Fascist Rome in the 1922-43 period. This project, which combines urban, cultural and intellectual history, examines the way in which Fascism attempted to re-create 'space' and symbolism in Rome with a view to transforming the city as a statement of its universal utopianism. It analyses the Fascist intentions (placed in a wider framework of urbanistic debates, both inside Italy and across Europe/ the world) and examines the extent to which they were translated into practice in the two decades of Fascist rule.

Event Summary:

Professor Koll's presentation describes the "dekulakization" process in Estonia during the 1940s as a systematic class struggle campaign aimed at breaking up the cohesion of the perceived ruling rural bourgeoisie, so as to make Soviet influence in the region easier. Tools of the campaign included taxation, forced reduction in farm size, redistribution of livestock and equipment, political persecution, severe social stigmatization, and in some cases deportation to Siberia. The difficulty in identifying "kulaks" from an egalitarian countryside full of similarly small farms was addressed by enlisting locals to identify, to a surprising extent, perceived kulak members of their own communities. These were often neighbors, and sometimes family. Still, there remained a hazy line between perpetrators and victims, as Koll illustrates with a case study toward the end of her talk. Koll also discusses the role of German occupation during the early 1940s, and the German POW camps that followed, in the dekulakization process. In her concluding comments, Professor Koll notes the ambiguous nature of a campaign aimed at dividing a population across invisible lines, which nonetheless left no option for passive observation and made everyone choose a side. Koll notes that the effects of class warfare persist to this day among the rural Estonian population, in the pervasiveness of alcoholism and strong distrust between neighbors.

A discussion session following the presentation raised such issues as how locals came to be in the position of identifying kulaks; whether there were regional variations in deportation rates; what aspects of the Estonian environment facilitated dekulakization; where the Estonian case falls on a continuum of collectivization; and what the success rates was of appeals by families accused of being kulaks.

Anu Mai Kőll is Professor of Baltic History, Culture and Society and Director of the Centre for Baltic and East European Studies at Sődertőrn University in Stockholm, Sweden. She has written works on Swedish and Baltic agrarian history, economic history and the history of  Soviet repression in the Baltic countries. Her recent research focuses on the impact of persecutions and local people’s participation in repression on civil society after World War II in the Baltic countries. Another field of interest is agrarian politics 1880-1939 in the Baltic Sea Area, where the analysis of family farming, agrarian cooperation and land reforms has been conducted in comparative perspective. She has also studied economic nationalism in the Baltics, with other Central and Eastern European economies. Her publications include Economic Nationalism and Industrial Growth. Please join the Forum on Contemporary Europe for a first assessment of the September 27 German elections by FSI Senior Fellow Josef Joffe.

Josef Joffe is publisher-editor of the German weekly Die Zeit, and was previously columnist/editorial page editor of Sddeutsche Zeitung (1985-2000). Abroad, his essays and reviews have appeared in: New York Review of Books, New York Times Book Review, Times Literary Supplement, Commentary, New York Times Magazine, New Republic, Weekly Standard, Prospect (London), Commentaire (Paris). Regular contributor to the op-ed pages of Wall Street Journal, New York Times and Washington Post; Time and Newsweek.  In 2005, he co-founded the foreign policy journal "The American Interest" in Washington (with Zbigniew Brzezinski and Francis Fukuyama).

His most recent book is Überpower: America's Imperial Temptation (2006, translated into German and French). His articles have appeared in Foreign Affairs, The National Interest, International Security, The American Interest and Foreign Policy as well as in professional journals in Germany, Britain and France. He is the author of The Limited Partnership: Europe, the United States and the Burdens of Alliance, The Future of International Politics: The Great Powers; co-author of Eroding Empire: Western Relations With Eastern Europe.

 

Event Synopsis:

As Professor Joffe describes, political scientists predicting the outcome of the recent German elections based on economic factors were surprised by the victory of the Center Right, expecting a "Red-Red-Green" (Social Democrats-Left-Green Party) coalition instead of Merkel's "Black-Yellow" (Christian Democrats and Free Democrat) coalition party. He sees the outcome more as a loss for the Social Democrats, Lefts, and Greens - who should have done better in tough economic times, and capitalized on left-leaning ideology in Germany - than as a decisive victory for the winners.  He disagrees with the New York Times' declaration of a "mandate for change" in Germany for several reasons:

  1. The proportional representation party system based on coalitions rather than majorities makes it impossible to enact wholesale change
  2. The "stalemate system" features too many centers of power and makes change difficult
  3. Germans like these features of their political system too much to change them

Professor Joffe asserts that the outcome of the elections is a good one for Germany. A victory by the "Red-Red-Green" coalition would have brought about years of instability under a grand coalition that would be characterized by high taxes and spending, pacifism, and the status quo, and which would soon have broken down. In the coming years, Joffe predicts a medium-term exit of German troops from Afghanistan, resistance of US calls for more troops in the Middle East, a pro-Israel stance, and little to no change in domestic policy.  He believes there should be greater focus on preventing the collapse of social support programs, but admits this does not fit into the electoral cycle of domestic politics and will likely be overlooked.

In conclusion, Joffe views the election outcome as the best possible one given alternatives, and as a message to Angela Merkel that Germans are realistic and want German politicians to be less timid.

A discussion session following the talk addressed such issues as: Will Germany revise its position toward Turkey's EU integration under Merkel's leadership? Will the election outcome affect the competitive position of German business? How are rising debt levels in Europe felt by Germany? How do the German people feel about their economic situation and competitiveness?

Few realize that foreign donors currently disburse funds of at least $ 50 million annually on behalf of the integration of the ASEAN region.  This amount is more than the triple the size of ASEAN’s official annual budget of $ 14 million.  Goals of this foreign support include speeding the establishment of a customs unit, strengthening regional intellectual-property regimes, and empowering civil society to further ASEAN’s plan to create a fully integrated regional community by 2015.  The “ASEAN-US Technical Assistance and Training Facility” alone has a budget of US$ 20 million for the period 2008-2012.

Few also realize the extent to which ASEAN’s far-reaching dependence on donor support—financial help and expert advice—has diminished the organization’s ownership of the regional integration process.  In this lecture, Prof. Dosch will argue that foreign donors have begun to steer Southeast Asian regionalism. 

What motivations and assumptions inform the support of Southeast Asian integration by foreign donors?  Do they cooperate—or compete—in pursuit of this goal? Do the projects they favor reflect one-size-fits-all formulas that neglect the extreme political and economic diversity of Southeast Asia?  The talk will address these and other rarely asked questions that challenge the conventional image of ASEAN as a model of successful external diplomacy for regional development.

Jörn Dosch is Chair in Asia Pacific Studies and Director of the East Asian Studies Department at the University of Leeds, UK. He was previously a Fulbright Scholar at Shorenstein APARC and an assistant professor at the University of Mainz, Germany. Dosch has published some 70 books and academic papers on East and Southeast Asian politics and international relations  Recent titles include The Changing Dynamics of Southeast Asian Politics (2007) and “ASEAN's Reluctant Liberal Turn and the Thorny Road to Democracy Promotion,” The Pacific Review (December 2008).  He has also worked as a consultant for UNDP, the German Foreign Office, and the European Commission.  Recently he evaluated the European Union's cooperation programs with ASEAN and several of its member states.  His 1996 PhD in political science is from the University of Mainz.

Rising leaders from some of the world’s most complex and challenging nations, including China, Russia, Ukraine, Iraq, Kenya, Nigeria, South Africa, and the Democratic Republic of the Congo, have just completed a three-week seminar at Stanford as Draper Hills Summer Fellows on Democracy and Development. This year’s extraordinary class of fellows included members of parliament, government advisors, civic activists, leading jurists, journalists, international development experts and founders of non-governmental organizations (NGOs).

Each year, several hundred applicants apply to FSI’s Center on Democracy, Development, and the Rule of Law (CDDRL), the convener of the program, for the 26-28 slots available to study and help foster linkages among democracy, economic development, human rights, and the rule of law. Now in its fifth year, the program has received generous gifts from William Draper III, a Silicon Valley entrepreneur, in honor of his father, Maj. Gen. William H. Draper, Jr., a chief advisor to Gen. George Marshall and chief diplomatic administrator of the Marshall Plan in Germany, and Ingrid von Mangoldt Hills, a former journalist, in honor of her husband, Reuben Hills, a leading San Francisco philanthropist and president and chairman of the board of Hills Bros. Coffee.

Draper Hills Summer Fellows are innovative, courageous, and committed leaders, who strive to improve governance, enhance civic participation, and invigorate development under very challenging circumstances," said CDDRL Director Larry Diamond. “This year’s fellows were absolutely extraordinary, learning from us we hope, but also teaching all of us about the progress they are making and the obstacles they confront in a diverse set of countries.  We were not only sobered by the difficulties they must address on a daily basis but also uplifted by their accounts of programs that are working to deepen democracy, improve government accountability, strengthen the rule of law, energize civil society, and enhance the institutional environment for broadly shared economic growth.”

The three-week seminar is taught by an all star faculty, which in addition to Diamond, includes CDDRL Deputy Director Kathryn Stoner, Stanford president emeritus and constitutional law expert Gerhard Casper, FSI Deputy Director and political science professor Stephen D. Krasner, Erik Jensen and Allen S. Weiner from the Stanford law school, Avner Greif from the Department of Economics, Peter Henry from the Graduate School of Business, FSI Senior Fellow Helen Stacy, former FSI Director and current Program on Food Security and the Environment deputy director Walter P. Falcon, Mark C. Thurber, acting director of FSI’s Program on Energy and Sustainable Development, and Nicholas Hope, director of the Stanford Center on International Development.

Other leading experts and practitioners who engaged the fellows included democracy and governance expert Francis Fukuyama, who joins CDDRL as Olivier Nomellini Senior Fellow in July 2010, National Endowment for Democracy President Carl Gershman, United States Court of Appeals Judge Pamela Rymer, International Center on Nonviolent Conflict founding chair Peter Ackerman, the center’s president, Jack DuVall, former Peruvian president Alejandro Toledo, and former Secretaries of State George Shultz and Condoleezza Rice.

Faculty devoted the first week of the seminar to defining the fundamentals of democracy, good governance, economic development, and the rule of law, and in the second week turned to the issue of transitions and the feedback mechanisms between democracy, development, and a predictable rule of law. The third week examined the critical – and often controversial – role of international assistance to foster and support democracy, judicial reform, and economic development, including the proper role of foreign aid.

Against this backdrop, fellows emphasized domestic imperatives for fostering growth, social inclusion, and transformation, centering on the importance of political will and sound institutions.  In session after session, they wrestled with the concrete and all too common impediments to progress—from corruption, cronyism, and authoritarian regimes, to the fragility of conflict-ridden, multi-ethnic polities.  As an activist from strife-torn Iraq said, “Democracy is not just a way of governing. It is a way of living, a way of thinking about life.”“Democracy is not just a way of governing. It is a way of living, a way of thinking about life”

In spirited debates, in the formal seminar sessions and beyond the classroom to the Munger residence where the fellows stayed, the fellows stressed how they had all taught and learned from each other.  A rising leader from South Africa aptly summarized, “We have dispelled each other’s myths.”

As the Draper Hills Fellows expressed their profound gratitude to their faculty and mentors, they reinforced the importance of staying in touch through a virtual online community – a “common space” as defined by a member of parliament from Ukraine, that would let them look forward and look back, perhaps a decade from now, at case studies of success and failure, and the all important roles that political will and leadership played in determining outcomes.  “Stay tuned,” said Diamond and Stoner-Weiss. “Important lessons are still to come.”

As the presidential electoral turmoil in Iran continues, pitting supporters of challenger Mir Hussein Moussavi against President Mahmoud Ahmadinejad, President Obama has gotten it right, Larry Diamond and Milani say, "by signaling America's support for peaceful protest, human rights, and the rule of law." More explicit language, or action, would only play into the hands of Iran's conservative elements. But the world has more than 100 other democracies, Diamond and Milani note, arguing "It is time that their voices were heard and their actions felt in Tehran."

Notices of the demise of Iran’s Green Revolution are premature. Without question, the tyrannical triumvirate — Ayotallah Ali Khamenei, President Mahmoud Ahmadinejad and the Revolutionary Guard — have dealt a crippling blow to the popular movement protesting their electoral coup of June 12.

Thousands of Iranians have been arrested and savagely tortured — from street protesters to election campaign organizers for Mir Hussein Moussavi, the likely victor in that contest. Many are now being forced to “confess” to having been agents of the United States or Britain.

We have seen this play before, not simply in Iran but in other tyrannies that suppressed mass movements for democratic change with massive violence and terror.

But Iran in 2009 is not China in 1989, Burma in 1990 or Belarus in 2006. The crisis in the Islamic Republic has exposed and widened massive cracks within the ruling elite. Such divisions are always a sign of an impending crackup of dictatorship.

Despite the rush to bury Iran’s reformist movement as another lost cause, Iran remains at a possible political tipping point. Democracies around the world have a duty — not simply to themselves, but to their strategic interests — to weigh in. They must not be deterred by threats to shun talks over Iran’s nuclear program.

President Obama has gotten it right by signaling America’s support for peaceful protest, human rights and the rule of law. More explicit language, not to mention action, would only play into the hands of the most cynical and vicious conservative elements in Iran. Moreover, with no diplomatic ties and all but no trade with Iran, there is little more the U.S. could do right now to pressure the regime.

But there are over 100 other democracies in the world. It is time that their voices were heard and their actions felt in Tehran.

Britain shares with the U.S. the handicap of a past history of negative interference in Iran. But Britain has diplomatic and economic ties to the regime, and breaking or suspending those will weaken Ayatollah Khamenei and his reactionary allies.

Moreover, Britain can have a unique kind of impact in Iran: For more than a century, Iranians have believed in the omnipotence of the “British hand” in the affairs of their country. Any indication that Britain is no longer willing to do business with the Islamic regime will hearten the Iranian people and undermine the regime’s aura of invincibility.

Germany, France and Italy are major trading partners with Iran. They have little history of colonial interference in Iranian affairs. Their decision to refuse to recognize the Ahmadinejad regime would have an immense effect. More compelling still would be a similar declaration from the entire Group of 8 at its impending summit.

The smaller and less powerful democracies can also have an impact. It would be preposterous for Iranian hardliners to attribute ulterior strategic motives to actions by the Scandinavian countries or the Netherlands, Ireland, Canada or Slovenia. If a coalition of such countries were to condemn the crackdown, call for a release of political prisoners and demand full respect for human rights — and back up these positions with a downgrading of diplomatic and trade ties — this would send a powerful message to both sides in Iran.

Many democracies around the world, including the above, have diplomatic ties with Iran. It is important that they maintain their embassies in Tehran. But they should now refuse to recognize the legitimacy of Ahmadinejad’s government.

The most powerful coalition of democracies in the world, the 27-member European Union, is now debating whether to withdraw their ambassadors from Tehran in protest over the detention of the British Embassy’s Iranian personnel.

The withdrawal of E.U. ambassadors would send a stunning message to the Iranian hardliners that coups and bloody suppression of peaceful protests carry a heavy price in international standing.

With the simple diplomatic act of denying legitimacy — something nearly all democratic forces in Iran are now asking of the world — the democracies of the world can give a needed boost to the forces of democratic change in Iran and earn the lasting gratitude of a movement that will eventually triumph.

Stanford President Emeritus Gerhard Casper, the Peter and Helen Bing Professor in Undergraduate Education, professor of law, and FSI Senior Fellow, and James J. Sheehan, the Dickason Professor in the Humanities and a professor of history (emeritus), have been awarded the Great Cross of the Order of Merit with Star (Grosses Bundesverdienstkreuz mit Stern), among the highest tributes paid to individuals for service to the Federal Republic of Germany. The award is offered for many types of service, including political, economic, social, intellectual, and philanthropic contributions. German President Horst Köhler personally presented the award to Casper and Sheehan in an award ceremony in Berlin on June 8, 2009.

While in Berlin, Casper also delivered the keynote address in commemoration of the 150th anniversary of the death of Alexander von Humboldt, the German naturalist and explorer. Von Humboldt, the younger brother of the Prussian minister and philosopher Wilhelm von Humboldt, traveled extensively in Latin America and published a series of widely read volumes over the ensuing 21 years. A later, five-volume work, Kosmos, attempted to unify the various branches of scientific knowledge. The title of Casper’s address (in translation) was “A Young Man from ‘Ultima Thule’ visits Jefferson: Alexander von Humboldt in Washington.” In medieval geographies, “Ultima Thule” may denote any distant place located beyond the “borders of the known world” and was Humboldt’s ironic way of referring to 19th century Prussia.
