According to Professor Muiznieks, since the early 1990s, the Baltic states have been seen as unfriendly in the eyes of Russians due to their "return to the West" attitude. Professor Muiznieks explains the key features of Baltic-Russian relations while looking at how these problems may be resolved in the future.

Synopsis

Professor Muiznieks begins by discussing the less than warm relations between the Baltic states and Russia. He explains how this is particularly due to the Baltic states’ desire to “return to the West” since the early 1990s and escape Russian influence after so many years of occupation. This is particularly evident in the EU and the UN where Poland and Baltic States form a sort of anti-Russian “axis.” However, the Baltic states’ membership of such organizations means a share of their secrets, which, as Professor Muiznieks explains, the Russians subsequently exploit for intelligence purposes.

At the same time, Professor Muiznieks cites another crucial security issue for the Baltic states, energy security. Currently, there is less oil transit through the Baltic states then there was before; Professor Muiznieks believes this has helped issues of corruption. However, he notes energy companies still play a significant role both locally and in relations with Russia. Looking the future, Professor Muiznieks believes that while there are options for the Baltic states to lessen their electrical dependence on Russia by looking to Scandinavia, the shutting of Lithuania’s nuclear plant will most likely mean Latvia and Lithuania will turn to Russia for further supply. To Professor Muiznieks, the current situation holds opportunities but also many risks.

Unfortunately, the strategic power-plays continue on another platform, memory wars. Professor Muiznieks feels World War II is the key point of debate between the Baltic states and Russia. While Russia sees the war as a great triumph, the Baltic states view the conflict as a catastrophe which led to further occupation. Professor Muiznieks discusses the fact that this battle plays out locally through monuments or textbooks but also internationally through border disputes and UN resolutions. He cites the European Court of Human Rights as a new strategic arena for this war because of its utmost authority on the continent and the fact that its rulings can cement one group as victims and force others to pay compensation.  However, Professor Muiznieks believes any truce is unlikely. For him, this conflict is too linked to many personal family histories and not government based enough to be put to a real end.

Professor Muiznieks also looks to “compatriots” as a focal point of Baltic-Russian relations. “Compatriots,” in this case, are Russian citizens living abroad, particularly in the Baltic states. This issue is serious because Russian speakers comprise over a quarter of both Latvia and Estonia’s populations. Professor Muiznieks explains that tension was caused in the Baltic states after Russia’s war with Georgia as to how Russian policy would change towards its diasporas. In addition, Professor Muiznieks reveals that there is further concern over the possibility that Russia is encouraging speakers abroad to take up citizenship to create legal basis for any action against other states in the future. Professor Muiznieks also argues that funding for these “compatriots” is perhaps to counteract increasing EU influence in the region.

Overall, Professor Muiznieks believes that the Baltic states are seriously suffering from the global economic crisis which in turn is making it difficult for them to counteract Russian policy and be effective. Professor Muiznieks argues this makes the Baltic states quite vulnerable.

In a lengthy question-and-answer session, a multitude of points were raised. One of the key issues addressed was where the Baltic States, and in particular Latvia, fit in the European framework. This led to discussion of several other issues such as Scandanivia's changing role in the Baltic States, the role of the Baltic States in NATO, and language integration. Finally, another possibility much emphasized was the potential creation of nuclear power plants as a way to offset surging prices for Russian energy.

A foreign policy firmly grounded in democratic values makes it possible for small states to stand up for their rights in the face of the shifting interests of large states, Estonia’s President Arnold Rüütel said Jan. 20.

“It is precisely action based on values that can provide answers in complicated situations,” Rüütel said. “This also makes it possible to distinguish long-term important issues from short-term changing interests.”

During a lunchtime speech at the Freeman Spogli Institute for International Studies, Rüütel thanked the United States for maintaining its policy of nonrecognition of the Soviet occupation of Estonia, Latvia, and Lithuania from World War II until 1991, when Baltic independence was restored in a bloodless revolution. “For us, this represents a powerful confirmation of a values-based foreign policy that remains crucial also today,” he said.

Rüütel, a onetime Communist who helped orchestrate Estonia’s transition to independence, spoke to about 100 students, faculty, and donors at an event hosted by management science and engineering Professor William J. Perry, who also is the Michael and Barbara Berberian Professor, a former U.S. Secretary of Defense, and co-director of the Stanford-Harvard Preventive Defense Project. Accompanied by an Estonian delegation, Rüütel also met with Institute Director Coit D. Blacker and visited the Hoover Institution, where archival specialist David Jacobs had prepared an exhibit of Baltic-related material.

The display included a series of informal photographs from the personal album of Nazi Foreign Minister Joachim von Ribbentrop taken during his visit to Moscow to sign the 1939 Molotov-Ribbentrop Pact, which was concluded just a few days before the beginning of World War II. The pact, which included a secret protocol dividing Eastern Europe into Soviet and Nazi spheres of influence, sealed the fate of the Baltic states for a halfcentury. Soviet officials denied the protocol’s existence until 1989. The unpublished photographs, obtained by U.S. forces after World War II, include a rare image of an enthusiastically grinning Stalin taken just after the pact was signed. “That’s a smile from the heart,” Rüütel remarked in Estonian.

Rüütel’s speech, which was translated into English, discussed Estonia’s two-year-old membership in the European Union and NATO. While the union gives opportunities for economic and social development in a globalizing world, Rüütel said, membership also offers Estonia a chance to contribute to international stability. And while NATO offers unprecedented protection, he continued, Estonia also is obliged to contribute to international security.

“NATO is not only a toolbox from which different tools can be taken,” Rüütel said. “It is an important mechanism for political and military cooperation among 26 states. We need it.” Public support for the organization remains at a steady 65 to 70 percent, he explained. “The NATO airspace control operation in the Baltic states certainly plays a role in this context,” he said. “Last year, U.S. planes contributed to it. We are grateful to the U.S. government.”

As a member of NATO, Estonia plans to increase its defense expenditure to 2 percent of gross domestic product by 2010, Rüütel said. The country also has participated in the “coalition of the willing.” Estonian soldiers fighting in Iraq alongside U.S. forces “have proved to be worthy combatants,” Rüütel said. “Responsible tasks lie ahead of us in Afghanistan. The Estonian parliament has decided to send up to 150 soldiers at a time there this year. Allow me to recall that there are 1.4 million inhabitants in Estonia.”

The president said that military operations can help to restore stability in conflict areas by providing security but that long-term success can be achieved only through the establishment of a free society based on democratic principles and the rule of law.

Rüütel also discussed his country’s role in combating international terrorism. “Estonia is determined to be a credible partner,” he said. “Among other things, this means making sure that our territory [is] not used by terrorists to prepare operations, to move money or for any other purpose.”

After the speech, Blacker asked about Estonia's relationship with neighboring Russia. A border agreement between the two countries remains unsigned. In response, Rüütel offered a history lesson about the consequences of the Molotov-Ribbentrop Pact after the Soviet Union forcibly annexed Estonia. Many of the country’s leaders were arrested, murdered or sent to death camps in Siberia, he said. Following the Nazi occupation of Estonia during the war, Soviet repression continued after 1945. In a country of 1.2 million inhabitants, about 70,000 people were deported to Siberia and more than 100,000 escaped to the West. As a result of World War II and its aftermath, he said, Estonia lost one out of every five citizens. “Practically, every Estonian family was somehow touched by these events,” he said. “This is something really difficult to forget.” Russia has failed to deal with its history in an honest way, he said.

Although Estonia cannot forget the past, Rüütel said his country is ready to cooperate with Russia and he expressed hope that a border treaty would soon be completed. “I would like to hope that Russia, one day, will understand that we are good neighbors living side by side with each other,” he said.

Praised by international organizations, Slovenia and Estonia constitute the most successful post-communist economies. These two states are likewise success stories when it comes to democratic consolidation and state-building. Slovenia has opted for gradual market reforms guided by social justice while Estonia quickly reformed its Soviet economy into one of the most liberal in the world. Still, I argue that their roots of success coincide. Crucial opportunities of civil initiatives were never repressed in Slovenia and Estonia during the Communist period as in several other Yugoslav and Soviet republics. Distinct national identities continued to form and re-form during these decades and became deliberated rather than repressed, later strengthening reform capacities in decisive areas. In Estonia, national identities were further emphasized by ethically dubious processes that locked large Russian-speaking minorities out of citizenship.

Li Bennich-Björkman is Johan Skytte professor in political science at University of Uppsala, Sweden. She has published on the organisation of creativity, Organising Innovative Research, (Elsevier/Pergamon Press, 1997), on educational policies, integration and political culture. A dominant theme in her present research on Eastern Europe and post-Soviet States has been how historical and cultural legacies relate to the divergent post-communist trajectories. A particular focus has been on the three Baltic States. Within this framework, Ukraine has been included. Recent research activities have concerned the impact of the European Union on elite values and political culture in Ukraine, Bulgaria and Romania. Her latest publication is a monograph published with Palgrave/Macmillan, Political Culture under Institutional Pressure. How Institutions Transform Early Socialization, (2007), dealing mainly with the Estonian Diaspora. Articles have appeared in the Journal of Baltic Studies (2006), East European Politics and Societies (2007) and Nationalities Papers (2007) as well as Higher Education Quarterly (2007). Comparative state-building in Estonia and Latvia was addressed in a recently published volume on Building Democracy East of the Elbe (Routledge/Sage:2006).

Waka Brown is a Curriculum Specialist for the Stanford Program on International and Cross-Cultural Education (SPICE). She has also served as the Coordinator and Instructor of the Reischauer Scholars Program from 2003 to 2005. Prior to joining SPICE in 2000, she was a Japanese language teacher at Silver Creek High School in San Jose, CA, and a Coordinator for International Relations for the Japan Exchange and Teaching Program.

Waka’s academic interests lie in curriculum and instruction. She received a B.A. in International Relations from Stanford University as well as teaching credentials and M.Ed. through the Stanford Teacher Education Program. 

In addition to curricular publications for SPICE, Waka has also produced teacher guides for films such as A Whisper to a Roar, a film about democracy activists in Egypt, Malaysia, Ukraine, Venezuela and Zimbabwe, and Can’t Go Native?, a film that chronicles Professor Emeritus Keith Brown’s relationship with the community in Mizusawa, an area in Japan largely bypassed by world media. 

She has presented teacher seminars nationally for the National Council for the Social Studies in Seattle; the National Consortium for Teaching about Asia in both Denver and Los Angeles; the National Council for the Social Studies, Phoenix; Symposium on Asia in the Curriculum, Lexington; Japan Information Center, Embassy of Japan, Washington. D.C., and the Hawaii International Conference on the Humanities. She has also presented teacher seminars internationally for the East Asia Regional Council of Overseas Schools in Tokyo, Japan, and for the European Council of International Schools in Amsterdam, Netherlands.

In 2004 and 2008, Waka received the Franklin Buchanan Prize, which is awarded annually to honor an outstanding curriculum publication on Asia at any educational level, elementary through university. In 2019, Waka received the U.S.-Japan Foundation and EngageAsia’s national Elgin Heinz Outstanding Teacher Award, Humanities category.

Martha Crenshaw (speaker) is a senior fellow at CISAC and FSI and a professor of political science by courtesy. She was the Colin and Nancy Campbell Professor of Global Issues and Democratic Thought and professor of government at Wesleyan University in Middletown, Conn., from 1974 to 2007. Her current research focuses on innovation in terrorist campaigns, the distinction between "old" and "new" terrorism, how terrorism ends, and why the United States is the target of terrorism. She serves on the Executive Board of Women in International Security and chairs the American Political Science Association (APSA) Task Force on Political Violence and Terrorism. She has served on the Council of the APSA and is a former President and Councilor of the International Society of Political Psychology (ISPP). In 2004 ISPP awarded her its Nevitt Sanford Award for Distinguished Scientific Contribution and in 2005 the Jeanne Knutson award for service to the society. She serves on the editorial boards of the journals International Security, Orbis, Political Psychology, Security Studies, and Terrorism and Political Violence. She coordinated the working group on political explanations of terrorism for the 2005 Club de Madrid International Summit on Democracy, Terrorism and Security. She is a lead investigator with the National Center for the Study of Terrorism and the Response to Terrorism (NC-START) at the University of Maryland, funded by the Department of Homeland Security. She was a Guggenheim Fellow in 2005-2006. She serves on the Committee on Law and Justice and the Committee on Determining Basic Research Needs to Interrupt the Improvised Explosive Device Delivery Chain of the National Research Council of the National Academies of Science. She was a senior fellow at the National Memorial Institute for the Prevention of Terrorism in Oklahoma City for 2006-2007.

David Laitin (discussant) is the James T. Watkins IV and Elise V. Watkins Professor of Political Science and a CISAC faculty member. He has conducted field research in Somalia, Nigeria, Spain, and Estonia. His latest book is Identity in Formation: The Russian-Speaking Populations in the Near Abroad. He is currently working on a project in collaboration with James Fearon on civil wars in the past half-century. From that project, "Ethnicity, Insurgency, and Civil War" has appeared in the American Political Science Review. Laitin received his BA from Swarthmore College and his PhD from the University of California, Berkeley.

David Laitin is the James T. Watkins IV and Elise V. Watkins Professor of Political Science and a co-director of the Immigration Policy Lab at Stanford. He has conducted field research in Somalia, Nigeria, Spain, Estonia and France. His principal research interest is on how culture – specifically, language and religion – guides political behavior. He is the author of “Why Muslim Integration Fails in Christian-heritage Societies” and a series of articles on immigrant integration, civil war and terrorism. Laitin received his BA from Swarthmore College and his PhD from the University of California, Berkeley.

Nations, States, and Violence presents a revisionist view of the sources of nationalism, the relationship of the nation to culture, and the implications of nationalism and cultural heterogeneity for the future of the nation-state. It accepts the now-standard view that national identities are not inherited traits but constructed communities in order to serve political ends. But the resulting national identities do not emerge from some metaphorical plebiscite as had been suggested by some; rather they result from efforts by people to coordinate their identities with people who share at least some cultural traits with them. Coordination leads to powerful social and cultural ties that are hard to unravel, and this explains the persistence of national identities.


Understood as the result of coordination dynamics, the implications of national homogeneity and heterogeneity are explored. The book shows that national heterogeneity is not, as it is sometimes accused of being, a source of hatred and violence. Nonetheless, there are advantages to homogeneity for the production of public goods and economic growth. Whatever the positive implications of homogeneity, the book shows that in the current world, classic nation-states are defunct. Heterogeneity is proliferating not only due to migration but also because small groups in many states once thought to be homogeneous are coordinating to demand national recognition. With the prohibitive costs of eliminating cultural heterogeneity, citizens and leaders need to learn how best to manage, or even take advantage of, national diversity within their countries. Management of diversity demands that we understand the coordination aspects of national heterogeneity, a perspective that this book provides.

In addition to providing a powerful theory of coordination and cultural diversity, the book provides a host of engaging vignettes of Somalia, Spain, Estonia, and Nigeria, where the author has conducted original field research. The result is a book where theory is combined with interpretations of current issues on nationalism, economic growth, and ethnic violence.

%people1% - The celebration in Prague should have been more raucous. The most successful alliance in world history has extended to corners of Europe unimaginable just a few years ago. The military capacity gained for the North Atlantic Treaty Organization from expansion is minimal but the political returns will be fantastic. More than any other institution, NATO has helped make Europe democratic, peaceful and whole. What is particularly striking about the new members -- Slovenia, Lithuania, Estonia, Latvia, Bulgaria, Romania and Slovakia -- is how many of them emerged from Communist rule with no democratic traditions. The pull of NATO, the desire to join this Western club, created real incentives for democratic consolidation.

His Excellency Zurab Noghaideli assumed the prime ministerial position in Georgia in February 2005. He started his political career in the Green Party of Georgia in the 1990s. Noghaideli was a member of the Parliament of Georgia from 1992 to 2000, where he chaired the Parliamentary Committee on Environment Protection and Natural Resources (1992-1995) and the Parliamentary Tax and Income Committee (1999-2000). He was appointed Minister of Finance in the government of Eduard Shevarnadze in May 2000, but was dismissed from this post in 2002 due to his growing dissent with the corrupt policies of the government. During these years, he was considered a member of a team of young reformists headed by Zurab Zhvania and Mikheil Saakashvili and proved to be quite an effective minister. After the Rose Revolution of November 2003, Noghaideli returned to government as the economic adviser to the acting president Nino Burjanidze. He was re-appointed to his old post as Minister of Finance in February 2004 in the government of Prime Minister Zurab Zhvania.

Noghaideli graduated from Moscow State University with a degree in physics in 1988. He also specialized in the Institute of Geology of the Academy of Sciences of Estonia.
