Who should fight? It is no idle question in an era in which thousands of U.S. troops are fighting and dying in Afghanistan and Iraq to protect Americans back home. In fact, the answer has profound consequences for the way policymakers make decisions about how these wars are waged. On Dec. 2, scholars from Stanford, the University of Chicago, and the School of Advanced International Studies at Johns Hopkins University examined this issue as part of the Stanford Ethics & War Series (2010-2011), co-sponsored by the Center for International Security and Cooperation. Their conclusion: there is a wide and troubling divide between the 2.4 million Americans who volunteer to serve in the military and the many millions more who choose not to.

The statistics are revealing: During World War II, some 16 million men, and several thousand women, served in the military, representing 12 percent of the U.S. population. They came from all walks of life, and those who stayed home made sacrifices of their own for the greater war effort. But while the U.S. population has more than doubled since then, the military is now just 4 percent of the size it was in the 1940s. At the same time, today's wars require virtually no sacrifice at home, and those who enlist come from an extremely narrow demographic segment of the U.S. population. According to Stanford historian David Kennedy, who spoke at the event, in 2007, only 2.6 percent of enlisted personnel had exposure to college, compared to 32 percent of men age 18 to 24 in the general population. The military is disproportionately composed of racial, ethnic, and other demographic minorities, he noted. The political elites making the decisions about warfare seldom have children serving. Among the 535 elected members of Congress in 2008 only 10 had children in the military.

The implications of this are vast. A lack of personal familiarity for many Americans with the military breeds to some puzzling behavior, says Eliot Cohen, the Robert E. Osgood Professor of Strategic Studies at the Paul H. Nitze School of Advanced International Studies. Congressmen say they can't imagine U.S. troops committing the kinds of atrocities recorded at the Abu Ghraib prison in Iraq; left-leaning anti-war advocates at Moveon.org refer to General David Petraeus, the highly regarded commander of the wars in Iraq and Afghanistan, as General Betray Us. More than that, a large gap between those who make the decisions about war and those who fight it raises serious questions about accountability. The Vietnam-era draft inspired thousands of Americans to push back against Washington's decisions to expand the war. Conversely, the existence of the all volunteer army, in effect since 1973, may have one been one reason for the relatively smaller level of protest in the run up to, and the execution of the wars in Afghanistan and Iraq. Indeed, at a 2006 Oval Office meeting with President George W. Bush, Kennedy said the president told him that if the draft had been in place he "would have been impeached by now."

The gap also raises concerns about civic unity. Earth-shaking events such as World War II and Sept. 11 brought citizens together, says Jean Bethke Elshtain, the Laura Spelman Rockefeller Professor of Social and Political Ethics in the Divinity School at the University of Chicago. But sustaining that unity is extremely difficult, and becomes even more so when one segment of the population is willing to give its life to protect Americans while the vast majority go on with their lives without making any sacrifice of their own. To Elshtain, this raises a basic issue of fairness and social justice. There is a general lack of equity, she says, when "some families bear a radically disproportionate burden of service and sacrifice." As their peers "study or work or frolic, they die" in Iraq or Afghanistan.

Redressing this imbalance is an extraordinary challenge. Surely a draft would help. But it raises ethical questions of its own. There is also no political will to reinstate it. Nor, says Cohen, is it necessary or even desirable from a military perspective. A better set of solutions, he suggests, would start with expanding the depth and scope of relations between civilians and military personnel. He recommends siting military bases around the country so that civilians in New England, say, where there is virtually no military presence, can have greater exposure to an institution about which many of them know very little. Elite universities such as Stanford and Harvard, which have long prohibited on-campus ROTC activities, should start revisiting and revising their policies so that over time the military will have a wider diversity of background. Doing so might enrich the campus experience, and it could also lead to a stronger military in which the highly educated graduates of America's elite educational institutions would take a greater role influencing America's elite military institutions. For now, Kennedy observes, we have effectively "hired some of the least advantaged of our fellow countrymen to do some of our most dangerous business." And we continue down this path at our peril.

October 15, 2010 was the 100th anniversary of the birthday of Edwin O. Reischauer, former U.S. Ambassador to Japan and a key leader in establishing the field of East Asian studies. George R. Packard, president of the United States-Japan Foundation, worked with Reischauer in the 1960s and recently published a biography about him entitled Edwin O. Reischauer and the American Discovery of Japan. Packard spoke at the Walter H. Shorenstein Asia-Pacific Research Center on October 28 to share his perspective on Reischauer's life and career.

Reischauer was born to missionary parents in Japan, where he spent the first part of his life. According to Packard, Reischauer had a lifelong appreciation for Japan that deepened with time, but he also recognized that the more time he spent living in and studying Japan, the more that there was for him still to learn. Reischauer attended Oberlin College as an undergraduate and Harvard University as a doctoral student. During World War II, he worked for the U.S. State Department translating intercepted messages.

The Pearl Harbor-era view of Japan in the United States was that of a "treacherous" country-one that still surfaces from time to time, according to Packard. Reischauer's life's work was to improve American education and understanding about Japan. While teaching at Harvard University, Reischauer, along with China studies pioneer John King Fairbank, helped to build the field of East Asian studies in the United States. Packard credits their efforts for changing the British imperial-era designation of the "Far East" to "East Asia." In addition to his works such as Japan, Past and Present and A History of East Asian Civilization, Reischauer was committed to writing about Japan in popular publications like Reader's Digest.

Reischauer served as U.S. Ambassador to Japan from 1961-1966. While there, he helped to diminish the "Occupation mentality" of Americans in Japan and planted the seeds for the eventual return of Okinawa, said Packard. During his time as ambassador, Reischauer suffered many professional and personal setbacks, including the death of President Kennedy, a supporter of his efforts; the escalation of the Vietnam War, for which he drew criticism although he was not a proponent of it; and being stabbed by a deranged student. According to Packard, after the stabbing incident Reischauer was deeply concerned about generating negative sentiment toward Japan, and thus intentionally kept quiet about it to the media. After returning to Harvard University in the late 1960s, Reischauer continued to draw criticism for the Vietnam War and in later decades was labeled as a "Japan apologist."

Despite his critics, the wisdom of Reischauer's work in academia and government rings true today, as evidenced by Japan's place as a global economic power and the successful and significant role that the U.S.-Japan relationship plays in the peace and economic stability of East Asia.

Beyond his childhood ties to Hawai'i and Indonesia and his self-styled designation as "America's first Pacific President," President Barack Obama has demonstrated significant and genuine interest in Asia and in developing trans-Pacific ties. He embarked on November 5 for the second presidential visit to Asia during his term, and while there he will visit India, Indonesia, South Korea to attend the summit of the Group of 20 (G20), and finally to Japan to attend the annual heads of state meeting of the Asia-Pacific Economic Cooperation (APEC) conference. Secretary of State Hillary Clinton will travel a week ahead of Obama to attend the Association of Southeast Asian Nations (ASEAN) gathering and the East Asia Summit (EAS) in Vietnam, followed by visits to Malaysia, Papua New Guinea, New Zealand and Australia. Her trip will include an added-in stop to China's Hainan Island. To address major issues surrounding the President's trip to Asia--including the "China question" and historic U.S. bilateral alliances--four scholars from the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) gathered for a public panel discussion on October 27.

Thomas Fingar, Oksenberg/Rohlen Distinguished Fellow of the Freeman Spogli Institute for International Studies, spoke about the symbolic aspects of Obama's visit, noting the importance of a presidential visit for showing a sense of real commitment to the region and an acknowledgement of the "rise" of countries like China and India. On a more pragmatic side, he also suggested that meeting in person with other leaders is crucial in order to "bring about deliverables." The omission of a visit to China should not be weighed too heavily, Fingar said, pointing out that the President visited China last year. The stops in Japan and South Korea are tied to important multilateral meetings, though they will also reaffirm longstanding ties with those allies, while the visit to India is an indication of growing relations between the two countries. Of particular importance is Obama's participation in the G20 Summit in South Korea and the APEC meeting in Japan because, Fingar stated, a major purpose of the visit is about the "United States having a role in building new multilateral institutions." Finally, while much of the success of the Asia trip rests on how well Obama conducts himself, Fingar expressed confidence that the President would skillfully manage the visit.

During his visit to Indonesia, Obama will meet with Indonesia's President Susilo Bambang Yudhoyono for a bilateral discussion of such issues as economics, security, and higher education. Donald K. Emmerson, director of the Southeast Asia Forum, said that the postponement of earlier-planned visits to Indonesia has lessened some of the enthusiasm for Obama's "homecoming" to Jakarta. China's omission on the trip agenda is noteworthy, he suggested, and Clinton's addition of a stop in Hainan is due, in part, to help alleviate recent tension between the United States and China regarding China's claim of sovereignty over the South China Sea. Clinton's involvement in the EAS is an "important multilateral engagement" for the United States because of the presence of its ally Japan and the fact that the United States and China both have a voice there, unlike the ASEAN Plus Three meetings that do not include the United States. While in recent months the U.S.-China relationship has become more strained, Emmerson asserted that the "United States is not going to get into a cold war with China."

Obama will travel from Indonesia to South Korea for the G20 Summit, another major multilateral engagement during his travels. David Straub, associate director of the Korean Studies Program, described several significant aspects of this time in South Korea. While not technically an organization, Straub said, the Summit is an important forum for the discussion of economic stability and growth. Similar to Fingar, Straub noted the efficacy and significance of in-person meetings. The Summit provides an opportunity for world leaders to have face-to-face discussions on non-economic issues, such as North Korea's political situation. Straub suggested that President Lee Myung-bak's investment in the Summit is based, in part, on raising South Korea's global prestige, which is tied also to increasing the status of the G20 to become the premiere global financial organization. Finally, Straub stated that alongside the G20 meeting, Obama and Lee are expected discuss bilateral relations, which are at an all-time high, including the stalled U.S.-South Korea free trade agreement (Korus FTA). The FTA, which would be the most significant free trade agreement for the United States since NAFTA, has faced opposition and mixed support on both sides.

Obama's visit to India will be the third U.S. presidential visit there in the past decade, which is indicative of changing U.S. perceptions of India brought about through the IT boom and growing economic ties, suggested Daniel C. Sneider, associate director of research for Shorenstein APARC. Sneider pointed to a broader shared agenda despite a lack of clarity on some issues, such as Pakistan, and a focus on India as Asia's "other" growing economy. He stated that he would be watching for the United States and India to work together to emphasize India's role in East Asia, highlighted by India's participation in the EAS. India's Prime Minister Manmohan Singh has championed a "look east" policy and expressed stronger interest in East Asia, especially China. In terms of Obama's visit to the APEC heads of state conference in Japan, Sneider noted the importance of this trip also for the U.S.-Japan alliance. The newly formed government of Prime Minister Naoto Kan has worked to ease tensions in the alliance and both countries hope to use the visit to bolster a more positive image of the alliance. Certain points of contention, like the move of the U.S. military base on Okinawa, have been put aside for the time being. Sneider stated that recent China-Japan tensions have also served to reinforce the importance of the relationship.

Events during Obama's Asia visit in the next two weeks will help to solidify or possibly call into question his image as the "Pacific President," and undoubtedly influence the role of the United States in Asia for the future.

Professor David Kinley holds the Chair in Human Rights Law at University of Sydney, and is the Law Faculty's Associate-Dean (International). He is also an Academic Panel member of Doughty Street Chambers in London, the UK's leading human rights practice. He has previously held positions at Cambridge University, The Australian National University, the University of New South Wales, Washington College of Law, American University, and was the founding Director of the Castan Centre for Human Rights Law at Monash University (2000-2005). He was a Senior Fulbright Scholar in 2004, based in Washington DC, and Herbert Smith Visiting Fellow at the Faculty of Law, University of Cambridge in 2008. He is author and editor of eight books and more than 80 articles, book chapters, reports and papers.

He has worked for 15 years as a consultant and adviser on international and domestic human rights law in Vietnam, Indonesia, South Africa, Thailand, Iraq, Nepal, Laos, China, and Myanmar/Burma, and for such organizations as the UN High Commissioner for Human Rights, the World Bank, the Ford Foundation, AusAID, and the Asia Pacific Forum of National Human Rights Institutions, and a number of transnational corporations, and NGOs.  He has also previously worked for three years with the Australian Law Reform Commission and two years with the Australian Human Rights Commission.

His latest publications include the critically acclaimed Civilising Globalisation: Human Rights and the Global Economy (CUP, 2009), Corporations and Human Rights (Ashgate 2009), and The World Trade Organisation and Human Rights: Interdisciplinary Perspectives (Edward Elgar, 2009) Another edited collection entitled Principled Engagement: Promoting Human Rights in Pariah States will be published by UNU Publications in 2011.  He is currently working on another book investigating the interrelations between human rights and global finance.

David was born in Belfast, Northern Ireland and brought up there during the 1960s and 70s.  He studied in England in the 1980s at Sheffield Hallam University and the Universities of Sheffield and Cambridge, and after obtaining his doctorate from the latter in 1990 he moved to Australia.  He now lives in Sydney with his wife and three children.

SPICE curriculum consultants Rennie Moon (Stanford, PhD 2009, International Comparative Education) and Se-Woong Koo (Stanford, PhD Candidate, Religious Studies) recently traveled to Vietnam, August 25 – September 1, 2010, in preparation for the development of a comprehensive curriculum unit, "Legacies of the Vietnam War," for high schools in the U.S. and independent schools abroad. The unit, to be published in 2011, will cover a range of topics, including lessons on post-war politics and economics, the Vietnamese diaspora, environmental legacies of the war, artistic representations of the war, veterans' issues, Vietnamese Amerasians, and post-war U.S-Vietnam relations.

While in Hanoi and Ho Chi Minh City, Mr. Koo and Dr. Moon visited non-profits working with Agent Orange victims and landmine survivors, museums and contemporary art spaces, international schools, foreign companies operating within Vietnam's special industrial zones, and Viet Kieu-owned shops and businesses. During these visits, Mr. Koo and Dr. Moon interviewed scholars, veterans, teachers, company managers, art curators, and non-profit activists to compile updated information, materials, resources, and ideas for student activities to take into consideration while developing the unit.

SPICE director, Gary Mukai, is certain that the new unit will add significantly to students' awareness and knowledge of the legacies of the Vietnam War.  He commented that the unit will specifically address the U.S. History Standard 2C, "The student understands the foreign and domestic consequences of U.S. involvement in Vietnam."

The Fog of War: Eleven Lessons from the Life of Robert S. McNamara is a 2003 film about the life and times of former U.S. Secretary of Defense Robert S. McNamara. The film, directed by Errol Morris, won the Academy Award for Best Documentary Feature (2003) and the Independent Spirit Award for Best Documentary Feature (2003).

Using archival footage, United States Cabinet conversation recordings, and an interview of the eighty-five-year-old Robert McNamara, The Fog of War depicts McNamara's life, from his birth during the First World War remembering the time American troops returned from Europe, to working as a WWII Whiz Kid military officer, to being the Ford Motor Company's president, to his being employed as Secretary of Defense and the Cuban Missile Crisis, to managing the American Vietnam War, as defense secretary for presidents Kennedy and Johnson — emphasizing the war's brutality under their regimes, and how he was hired as secretary of defense, despite limited military experience.

According to Morris, hearing McNamara raise all of these ethical issues and questions about a war which most of us see as morally unambiguous is very, very powerful. What Morris especially liked about the film was that it proved it was possible to make a movie about events – events that are removed from us by 40, 50, 60 years but which are very much about today. Many of the issues that McNamara is talking about in the movie are relevant to what's going on right now, and there's this surreal sense that nothing has changed.

Scott D. Sagan is Co-Director and Senior Fellow at the Center for International Security and Cooperation, the Caroline S.G. Munro Professor of Political Science, and the Bass University Fellow in Undergraduate Education at Stanford University. He also serves as Co-Chair of the American Academy of Arts and Sciences’ Committee on International Security Studies. Before joining the Stanford faculty, Sagan was a lecturer in the Department of Government at Harvard University and served as special assistant to the director of the Organization of the Joint Chiefs of Staff in the Pentagon.

Sagan is the author of Moving Targets: Nuclear Strategy and National Security (Princeton University Press, 1989); The Limits of Safety: Organizations, Accidents, and Nuclear Weapons (Princeton University Press, 1993); and, with co-author Kenneth N. Waltz, The Spread of Nuclear Weapons: An Enduring Debate (W.W. Norton, 2012). He is the co-editor of Insider Threats (Cornell University Press, 2017) with Matthew Bunn; and co-editor of The Fragile Balance of Terror (Cornell University Press, 2022) with Vipin Narang. Sagan was also the guest editor of a two-volume special issue of DaedalusEthics, Technology, and War (Fall 2016) and The Changing Rules of War (Winter 2017).

Recent publications include “Creeds and Contestation: How US Nuclear and Legal Doctrine Influence Each Other,” with Janina Dill, in a special issue of Security Studies (December 2025); “Kettles of Hawks: Public Opinion on the Nuclear Taboo and Noncombatant Immunity in the United States, United Kingdom, France, and Israel”, with Janina Dill and Benjamin A. In 2022, Sagan was awarded Thérèse Delpech Memorial Award from the Carnegie Endowment for International Peace at their International Nuclear Policy Conference. In 2017, he received the International Studies Association’s Susan Strange Award which recognizes the scholar whose “singular intellect, assertiveness, and insight most challenge conventional wisdom and intellectual and organizational complacency" in the international studies community. Sagan was also the recipient of the National Academy of Sciences William and Katherine Estes Award in 2015, for his work addressing the risks of nuclear weapons and the causes of nuclear proliferation. The award, which is granted triennially, recognizes “research in any field of cognitive or behavioral science that advances understanding of issues relating to the risk of nuclear war.” In 2013, Sagan received the International Studies Association's International Security Studies Section Distinguished Scholar Award. He has also won four teaching awards: Stanford’s 1998-99 Dean’s Award for Distinguished Teaching; Stanford's 1996 Hoagland Prize for Undergraduate Teaching; the International Studies Association’s 2008 Innovative Teaching Award; and the Monterey Institute for International Studies’ Nonproliferation Education Award in 2009.
