Jaeeun Kim was a Shorenstein Postdoctoral Fellow at the Walter H. Asia-Pacific Research Center for the 2012–13 academic year. Before coming to Stanford, she was a postdoctoral research associate at the Center for the Study of Religion at Princeton University for the 2011–12 academic year. She specializes in political sociology, ethnicity and nationalism, and international migration in East Asia and beyond, and is trained in comparative-historical and ethnographic methods.

During her time at Stanford, Kim set out to complete the manuscript of her first book based on her dissertation, entitled Colonial Migration and Transborder Membership Politics in Twentieth-Century Korea. Drawing on archival and ethnographic data collected through 14 months of multi-sited field research in South Korea, Japan, and China, the dissertation analyzes diaspora politics in twentieth-century Korea, focusing on colonial-era ethnic Korean migrants to Japan and northeast China.

In addition, she is planning to further develop her second project on the migration careers, legalization strategies, and conversion patterns of ethnic Korean migrants from northeast China to the United States. The project examines the transpacific flows of people and religious faiths between East Asia and North America through the lens of the intersecting literatures on religion, migration, ethnicity, law, and transnationalism. She has completed ethnographic field research in Los Angeles, New York, and northeast China for this project.

Kim’s publications include articles in Theory and Society, Law and Social Inquiry, and European Journal of Sociology. She has been awarded various fellowships that support interdisciplinary and transnational research projects, including those from the Social Science Research Council, the Wenner-Gren Foundation, and the American Council of Learned Societies.

Kim was born and grew up in Seoul, South Korea. She holds a BA in law (2001) and an MA in sociology (2003) from Seoul National University, and an MA (2006) and PhD (2011) in sociology from the University of California, Los Angeles. After completing her fellowship term at Stanford, she will be an assistant professor in the Department of Sociology and Anthropology at George Mason University, beginning in fall 2013.

The U.S.-Japan relationship is not much in the headlines these days—and when it is the stories seem to focus on issues, such as Okinawa and beef, that have bedeviled ties seemingly for decades. But, in the midst of seismic shifts in Asia-Pacific security and global economic relations, shouldn’t the two countries be talking about something else?

Many in American industry have thought so and in 2009 the American Chamber of Commerce in Japan released a white paper calling for a new set of discussions with Japan directed at capturing the innovation and growth potential of the emerging global Internet economy. Accompanying the call were a set of over 70 specific recommendations for discussion in areas ranging from privacy, security, intellectual property, spectrum management, cyber security to competition—an agenda for the future not the past.

The paper found resonance with the new Democratic Party government in Japan and the Obama administration that were searching for a new direction and vocabulary for U.S.-Japan economic relations and were mindful that partnership with Japan in this area strengthened the U.S. hand in dealing with preemptive attempts elsewhere to define rule of the road for the Internet and “cloud computing.” 

The Dialogue was formally launched in the fall of 2010 and its third plenary session is taking place in Washington, D.C. October 16 to 19, 2012. Professor Jim Foster is participating in the Dialogue as a leading member of the U.S. private sector delegation to the talks. He will be coming to Stanford immediately following the joint industry-government meeting on October 18 (the governments will continue in closed-door session through the 19th) and will offer his analysis and insight into the discussions in Washington and their implications for future cooperation between Japan and the U.S. industry in the cloud computing field and for the two governments on challenging issues of broader Internet governance.

Jim Foster is currently a professor in the Graduate School of Media and Governance at Keio University, where he teaches and researches on U.S. foreign policy issues and global Internet policy. He is the co-director of Keio’s Internet and Society Institute. Foster worked as a U.S. diplomat from 1981 to 2006, serving in Japan, Korea, the Philippines and at the U.S. Mission to the EU. He was director for corporate affairs at Microsoft Japan from 2006 to 2011. He is a former vice president of the American Chamber of Commerce in Japan and a co-author of the ACCJ White Paper on the Internet Economy.

Like a fierce sports match, competition between the best enterprises drives the force to provide better products and service to customers.  Additionally, other macro-environmental factors such as politics, economics, social and cultural issues play an equally important role.  However, the core of competition never changes - the key point is to get to the consumer’s mind first with “usability” and “newness” and continue to do so.  In this presentation, Ko will discuss the competition in the smartphone market in Korea based on his personal experience and perspective.

This year is one of elections and leadership changes throughout the Asia-Pacific region.
Earlier in 2012, Taiwan reelected President Ma Ying-jeou to a second term. North Korea and
Russia have already seen transfers of power this year; it will be China’s turn in the fall. The United States holds its presidential election in November. And South Korea will elect a president in December. Individually and collectively, these leadership changes hold crucial implications for Northeast Asian nations as well as the United States.

May 2013 marks the thirtieth anniversary of the Walter H. Shorenstein Asia-Pacific Research Center. Over the three decades of the Center’s existence, immense change has taken place in the Asia-Pacific.

The early 1980s were a time for tremendous, transformative ripples of social, political, and economic change in many Asian countries; many of those changes set in motion trends, institutions, and events that are prominent aspects of the Asian landscape today.

In Northeast Asia, China embraced market reforms and opened its doors to foreign investment and trade, setting the stage for its role as a contemporary global leader. Japan experienced the peak of its post-war boom, consolidating its role as a pioneer in technology and manufacturing. South Korea underwent a dramatic transformation that, paired with its rapid economic growth, created a regional powerhouse. Southeast Asia emerged from the shadow of war to become a region of economic tigers and emerging powers.

At Stanford, the Northeast Asia-United States Forum on International Policy and the Center for International Security and Arms Control (CISAC) were established in May 1983 as independent, but complementary, entities. The Northeast Asia-United States Forum later grew into the Asia/Pacific Research Center and, in 2005, was endowed as the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC). The two centers still closely collaborate on research and events. In the ensuing three decades, Shorenstein APARC expanded its reach beyond core expertise on Northeast Asia to the fast-developing region of Southeast Asia and to South Asia, which has emerged as a new center of power in the Asia-Pacific. The Center has focused increasingly on the crosscurrents of growing economic, cultural, and institutional integration in the region alongside a troubling rise of tensions driven by intensifying nationalism.

Today, Shorenstein APARC boasts five vibrant programs focusing on contemporary Asia and engaged in policy-oriented research, training, and publishing: the Asia Health Policy Program, Japan Studies Program, Korean Studies Program, Southeast Asia Forum, and the Stanford China Program. It also takes great pride in its unique Corporate Affiliates Program, whose alumni roster of over 300 Asian business, government, and media professionals continues to expand. Rounding out Shorenstein APARC’s Asia expertise, its South Asia Initiative has produced many important publications and events for over a decade.

On May 2, 2013, Shorenstein APARC will celebrate its anniversary with a special public symposium exploring Asia’s transformation over the past three decades, developments in U.S.-Asia relations, and the trajectory of Shorenstein APARC’s own history. Education has provided the critical foundation for Asia’s rapid economic growth. However, in an increasingly globalized and digital world, higher education faces an array of new challenges. While the current strengths and weaknesses of educational systems across Asia differ considerably, they share many of the same fundamental challenges and dilemmas.

The fourth annual Stanford Kyoto Trans-Asian Dialogue examined challenges and opportunities in reforming higher education in Asia. At its core, the challenge facing every country is how to cultivate relatively immobile assets—national populations—to capture increasingly mobile jobs with transforming skill requirements. This raises fundamental questions about skills needed for fast-paced change, domestic inequality, the role of government, and choices of resource allocations.

Scholars and top-level administrators from Stanford University and universities across Asia, as well as policymakers, journalists, and business professionals, met in Kyoto on September 6 and 7, 2012, to discuss questions that address vital themes related to Asia’s higher education systems. These included:

  • Can higher education meet the challenges of economic transformations?
    As skill requirements change with the increasing use of IT tools that enable manufacturing and service tasks to be broken apart and moved around, how can higher education systems cope? How can education systems address the increasing need for global coordination across languages and cultures? How can countries deal with demographic challenges, with developed countries facing overcapacity and developing countries with younger populations facing an undercapacity of educational resources?
  • How are higher education systems globalizing?
    What are the strategies for the globalization of higher education itself? How are universities positioning themselves to attract top talent from around the world, and what are their relative successes in achieving this? What are the considerations when building university campuses abroad? Conversely, what are the issues surrounding allowing foreign universities to build within one’s own country?
  • How can higher education play a greater role in innovation?
    What is the interplay between private and public institutions and research funding across countries, and what are the opportunities and constraints facing each? What is the role of national champion research initiatives? For developed East Asian countries, a focus on producing engineers raised the economic base, but many are discovering that they are still not at the leading edge of innovation. What are ways to address this dilemma? For developing countries, the challenge is how to improve basic education from the level of training basic factory workers to creating knowledge workers. How might this be accomplished? Is there room for a liberal arts college model?
  • What are the challenges and opportunities in reforming higher education?
    What are effective ways of overcoming organizational inertia, policy impediments, and political processes that hinder reform? What are the debates and issues surrounding ownership, governance, and financing of higher education?

The Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) established the Stanford Kyoto Trans-Asian Dialogue in 2009 to facilitate conversation about current Asia-Pacific issues with far-reaching global implications. Scholars from Stanford University and various Asian countries start each session of the two-day event with stimulating, brief presentations, which are followed by engaging, off-the-record discussion. Each Dialogue closes with a public symposium and reception, and a final report is published on the Shorenstein APARC website.

Previous Dialogues have brought together a diverse range of experts and opinion leaders from Japan, South Korea, China, Vietnam, Thailand, Indonesia, Singapore, India, Australia, and the United States. Participants have explored issues such as the global environmental and economic impacts of energy usage in Asia and the United States; the question of building an East Asian regional organization; and addressing the dramatic demographic shift that is taking place in Asia.

Stanford’s Korean Studies Program (KSP) has recently been awarded with a major gift from Hana Financial Group and a grant from the Korea Foundation, which will provide a major boost to Stanford’s already strong K-12 outreach education offerings. KSP will collaborate closely with the Stanford Program on International and Cross-Cultural Education (SPICE) on its outreach activities.

Hana Financial Group has provided $600,000 for the next five years in support of an annual Hana-Stanford Conference on Korea for U.S. Secondary School Teachers. The first conference took place this summer, from July 23 to 25, at Stanford. It brought together secondary school educators from across the United States and a cadre of Korean teachers from Hana Academy Seoul for intensive and lively sessions on a wide assortment of Korean studies-related topics ranging from U.S.-Korea relations to history, and religion to popular culture. In addition to scholarly lectures, the teachers took part in curriculum workshops and received numerous classroom resources developed by SPICE.

The Korea Foundation has awarded a three-year grant of $609,527 to support the new K-12 Education on Korea in the United States curriculum development project. Gary Mukai, director of SPICE, noted, “The coverage of Korea in U.S. high school curriculum is often limited to the Korean War.” To help address the identified need to broaden the coverage of Korea, KSP will work with SPICE to develop three high school-level curriculum units and Stanford’s first distance-learning course on Korea for high school students. The curriculum units will examine the experience of Korean Americans in U.S. history; various aspects of traditional and modern Korean culture; and the development of South Korea’s economy. The distance-learning course, called the Sejong Korean Scholars Program (SKSP), will be offered in 2013.

The SKSP will annually select 25 exceptional high school sophomores, juniors, and seniors (from public and private schools) from throughout the United States to engage in an intensive study of Korea. The SKSP will provide students with a broad overview of Korean history, literature, religion, art, politics, and economics—with a special focus on the U.S.–Korean relationship. Top scholars, leading diplomats, and other professionals will provide lectures to students as well as engage them in dialogue. These lectures and discussions will be woven into a broader curriculum that provides students with reading materials and assignments. The SKSP will encourage these students to become future leaders in the U.S.–Korean relationship and lifelong learners of Korea.

“We’re grateful to receive these two major sources of funding for Korean studies outreach education, and look forward to working with SPICE to establish Korea as a subject taught regularly in classrooms throughout the United States,” said Gi-Wook Shin, director of KSP.

Connie Straub selected a small pink jar from the bottles and utensils scattered on the picnic table. “It’s shrimp – kind of a shrimp paste,” she told her audience, giving the jar a skeptical glance. “But it’s optional, it really doesn’t matter.”

Laughter erupted from the crowd of Koreans and Americans new to their cuisine. Straub, who grew up in Korea, set the jar aside and reached for a bottle of soy sauce – the base, she explained, for a traditional Korean marinade.

The cooking demonstration was part of a national conference that brought nearly two dozen American teachers to Stanford to learn about Korean history, culture, security, and politics from scholars at the university and other schools. Teachers and students from Hana Academy Seoul, a private high school in South Korea, also attended.

Stanford’s Korean Studies Program (KSP) co-sponsored the conference, along with the Stanford Program on International and Cross-Cultural Education (SPICE), an organization that works with Stanford’s Freeman Spogli Institute for International Studies to develop curricula on international topics for American elementary and secondary school students.

Despite Korea’s growing economic clout and important role in international security, little is taught about Korean history, politics, and culture in American schools. The conference organizers are trying to change that.

“South Korea is an incredibly important U.S. ally and partner,” Gi-Wook Shin, founding director of KSP and a sociology professor, told the conference participants. “And Korean-Americans are becoming a very important part of American society.”

David Straub, the program’s associate director who is married to Connie Straub, said South Korea is significant “not only because of the North Korean division… [and] because it is the world’s eighth-largest trading economy…but also because of its impressive development.”

Since 1979, South Korea’s per-capita GDP has increased more than twentyfold. The country has also undergone sweeping political reform and dramatic social change in the last three decades.

“I don’t know of any other country that’s developed as quickly,” Straub said. “Not only economically, but also socially and culturally.”

SPICE has produced several middle and high school curriculum units focused on Korea. Each teacher attending the conference received a collection of SPICE materials, and SPICE staff also conducted curriculum demonstrations and shared instructional strategies during the event.

SPICE director Gary Mukai said he believes early exposure to the country’s history and culture could inspire students to study Korea in college and beyond.

“Coverage of Korea in U.S. high schools has generally been limited to the Korean War,” he said. “The fact that the coverage is so limited really restricts students’ understanding of a very vibrant country.”

Mukai told visiting teachers that he hoped the conference would lead to “the creation of a community of learners” including both Korean and American teachers.

The teachers appeared to be fulfilling Mukai’s hopes. On the first day of the conference, after a presentation by Hana Academy teachers on the Korean educational system, American and Korean teachers discussed educational policy.

James Covi, who teaches world history at Lakeside High School in Seattle, commented on Korea’s efforts to move away from rigorous standardized testing in secondary education.

“Here in the U.S., we look at [Korean] test scores and we’re quite jealous,” Covi said, laughing. “Maybe there’s some common ground in the middle we’re trying to meet at?”

Covi attended the conference to expand his knowledge of Korea, which he said is insufficient to “teach [Korea] well.” He said he enjoyed learning more about Korean culture, through events such as the cooking demonstration and presentations on the educational system, as well as about the divided peninsula’s history and politics.

American teachers also learned from several visiting Korean students, who delivered short presentations on Korean society. The students also interacted with American teachers during meals and social events, answering questions about academics and daily life in Korean high schools. 

“The concept of coming abroad to meet other people from this country, and to talk about my country, was really exciting,” said Minji Choi, one of the students. “It’s a great opportunity.”

But the best opportunity for cross-cultural engagement may have come in a simpler form, as Connie Straub concluded her demonstration and her audience scattered to nearby tables piled high with traditional Korean food. The spread including several varieties of the fermented and fragrant vegetable dish known as kimchi, often approached with skepticism by the uninitiated.

The American teachers quickly shed their inhibitions – and then their misconceptions. “It’s delicious,” said one, a loaded forkful raised to her mouth. “The cucumber is extraordinary.”
