On a recent Friday afternoon at Stanford, the weather reminded me of some crisp yet clear winter days in Japan. The sun brightly lit the Falcon Lounge on the 5th floor of Encina Hall as six alumni from the 2014 to 2018 Reischauer Scholars Program (RSP) and Sejong Korean Scholars Program (SKSP) cohorts gathered to celebrate the new year. This annual shinnenkai (literally, “new year gathering,” in Japanese) luncheon offers alumni of SPICE’s pre-collegiate online courses to meet or reconnect over lively conversation and delicious food. For the SPICE instructors, the shinnenkai is often the first time to meet alumni in person.

The RSP is an online course on Japan and U.S.–Japan relations that is offered to U.S. high school students each spring, and will welcome its seventeenth cohort in a few weeks. The SKSP is preparing for its eighth cohort, and offers an intensive online study of Korea and U.S.–Korea relations to U.S. high school students. SPICE also offers a third online course to U.S. high school students on China and U.S.–China relations, the China Scholars Program. The CSP is preparing for its sixth cohort.

One of the attendees, James Noh (RSP ‘16, Stanford University ‘22), reflected on his RSP experience following the shinnenkai: “My RSP experience not only nurtured my interest in East Asia, but also made me realize that I wanted to incorporate my interest in East Asia into both my academic and professional careers. Looking back, I think participating in RSP played an important role in influencing my decision to take a gap year to study Mandarin in China after high school and major in international relations with a focus on East Asia.” During the shinnenkai, it was interesting to hear other alumni share thoughts on how their experiences in the RSP and SKSP helped to prepare them for and also shape their college life. Comments ranged from “informing choices” like class or major selection to “honing skills” like writing research papers.

Through the many years in which SPICE has engaged U.S. high school students in these intensive online courses, we have been fortunate to work with many exceptional students such as James. As the instructor of the RSP, I especially treasure the face-to-face opportunities to meet with alumni of these courses. These opportunities are rare treats given that our courses take place entirely online. The annual shinnenkai is truly a highlight of my year.

U.S.-China relations have evolved from past templates of  "responsible stakeholder" and "G2" to new ones emphasizing strategic competition.  What is the impact of this competition for broader stability in East Asia?  How does the ongoing U.S.-China trade war impact U.S. allies in Asia?   In particular, how does strategic competition between these two power affect the choices of key allied states like Korea?  Professor Cha will present some research-in-progress on these topics that seeks a broader conceptualization of the costs and benefits behind the latest turn in U.S.-China relations.

Victor Cha is a 2019-20 Koret Fellow at Stanford's Shorenstein Asia-Pacific Research Center during the winter quarter.  He is Vice Dean and holds the D.S. Song-KF Chair in Government and International Relations at Georgetown University, and is also Senior Adviser at the Center for Strategic and International Studies (CSIS) in Washington D.C. He formerly served on the National Security Council staff and as the US Deputy head of delegation for the Six Party talks. Professor Cha received a PhD in political science and a master's in international affairs from Columbia University; an MA in philosophy, politics, and economics from the University of Oxford; and an AB in economics from Columbia University.

North Korea’s international trade has increased by more than three times since mid-1990's. Using various data sources and a frontier theory of international trade, North Korea's economic gains from trade can be quantified to show the gains are substantial. This implies that the opportunity cost of abandoning economic openness is high, thus, this is an important leverage to promote North Korea’s political openness and denuclearization. However, the current economic openness of North Korea has a fundamental limitation because of its heavy reliance on China. The China-dependence pattern of its trades has only recently emerged. It is worth noting that North Korea’s trades were much more diversified before 2008. The comparative advantage analysis shows that North Korea’s trades can be diversified as before; and cooperation among North Korea, South Korea, and the United States can play an important role for the diversification if it is shaped from global perspectives rather than by the bilateral relations.

Hyeok Jeong (PhD, University of Chicago) is a professor at the Graduate School of International Studies (GSIS), Seoul National University. His main research interests include economic growth and development, productivity and inequality dynamics in relation to financial deepening and labor market issues such as human capital and demographic transition. His recent research agenda also includes the influences of firm and product dynamics on international trade, higher education reform, Korea’s long-term development process, evolution of Korea’s demographic dividends, North Korean economy, and international development cooperation on issues such as knowledge sharing and development finance. Prior to joining the faculty of GSIS in 2015, he was a professor of economics at the University of Southern California and Vanderbilt University; National Graduate Institute for Policy Studies in Japan; and the KDI School of Public Policy and Management in Korea.

North Korea currently has only one publicly known uranium mine—the Pyongsăn uranium mining and milling complex—that serves as a first step in the country’s pathway towards nuclear weapons.

Using a combination of multispectral imagery sourced from the European Space Agency’s Copernicus Sentinel-2 satellite and a review of geological analyses dating back to 1955, a new study from Stanford’s Center for International Security and Cooperation (CISAC) in Jane’s Intelligence Review by geological sciences postdoctoral fellow Sulgiye Park (PhD ’17) and CISAC honors student Federico Derby (BS ’19) looks for evidence of uranium mining in North Korea, going beyond what is currently available in open sources in order to estimate the uranium resources and their locations in North Korea.

The peer-reviewed CISAC study has identified around 18 additional sites in North Korea where the hyperspectral signatures and geological profile combine to suggest the possibility of uranium mining. Nevertheless, CISAC and Jane’s stress that the presence of these ‘hotspots’ does not imply the presence of an active uranium mine or related facility, but rather a site that warrants further analysis.

In this Q&A with Katy Gabel Chui, researchers Sulgiye Park and Federico Derby discuss their work on the project:

How did you land on this project? What made you think to look for more mining sites?

Sulgiye Park (SP) and Federico Derby (FD): Very little is known about the front-end of North Korea’s nuclear fuel cycle, particularly when it comes to the mining and milling processes of uranium production pathway. To date, assessments of this portion of North Korea’s nuclear fuel cycle have been mostly conducted through traditional (electro-optical) satellite imagery observations---the type of imagery that you can access through Google Earth, for instance.

We wanted to get a more complete grasp of North Korea's uranium mining and processing capacity by conducting a multi-disciplinary approach that combines both the visible signatures from multi-spectral satellite imagery and a geological dataset that contains information such as mineralogy and geochemistry. The two individual methods come together at the end to provide information that encapsulates the potential regions likely to host uranium deposits and mines.

What is multispectral imaging? How would it ordinarily be used, and how did you use it for this project?

SP and FD: Traditional electro-optical satellite imagery exploits only three portions of the electromagnetic spectrum; namely, the blue, green and red bands. In general, when using the term “multispectral” within the satellite imagery community, we are usually referring to a satellite system that covers a few to tens of different bands in the electromagnetic spectrum.

Multispectral imagery is used in a wide variety of industries, to measure things like water turbidity, crop healthiness, vegetation quality, etc. For this project, we focused on using spectral fingerprints. Basically, every object – whether it be a mineral, a living thing, water, etc. – has a(n in theory unique) spectral fingerprint. Spectral fingerprints are measured as the intensity of the object’s reflectance of light at a specific wavelength. Varying across wavelengths – hence the importance of having a multispectral system that can give you access to different ranges of the electromagnetic spectrum – you ultimately get a spectral curve that is unique to the item you are studying.

The spectral fingerprints you collect on a specific image can be compared to previously collected fingerprints stored in what is usually termed a spectral library, for classification purposes. Basically, if my spectral curve of a given pixel (or set of pixels) looks super similar to that of gold (for which I obtained a reference spectral curve from a spectral library), then it is probably gold. Obviously, this matching is performed in a more rigorous manner, but you get the idea of how the process works.

In this project, we used the Pyongsan uranium mine in North Korea (arguably the only well-identified uranium mine in the country) as my reference spectral curve. Essentially, using various imaging techniques, we traversed North Korea looking for pixels whose spectral curves are similar to that of the Pyongsan uranium mine. Those are the ‘hotspots’ we identified.

What most surprised you in both your work and your findings?

SP and FD: The fascinating match between the 'hotspots' identified through satellite imagery analysis and the geologic information available in maps and reports. The majority of the 'hotspots' appeared adjacent to the limestone formation from the Ordovician period (circa 445-485 Ma) that are in contact with a specific sedimentary rocks of upper Proterozoic group. Part of the geologic characteristics of the 'hotspots' regions were similar to what had been observed in the Pyongsan (the most well-known) uranium mine of North Korea.

What was most surprising in the work itself? What was difficult in doing the work?

SP and FD: It was surprising to see how much we still don't know about North Korea despite the amount of effort that had been invested. There is no consensus reached regarding the location and the total number of uranium mines in North Korea.

One of the bigger difficulties we had was finding credible geological data and information.

What is the one thing you think someone should take away from your study?

SP and FD: That there are still many unknowns. While our study identified multiple regions with spectral signatures similar to the uranium tailing piles at Pyongsan, verification of uranium presence is still needed.

What are you working on next?

SP: I am still working on using a geologic approach to glean information on the uranium mines of North Korea. The further evaluation aims to identify a qualitative upper limit of uranium ore grade (quality) and quantity pertaining to all the suspected uranium mines in North Korea.

FD: I co-founded a startup focused on developing deep learning models for credit risk analytics (in Latin America). However, I will still keep in touch with my CISAC peers!

Robert R. King was a Visiting Scholar, Koret Fellow at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) during the 2019 fall term.  He is the former U.S. Special Envoy for North Korean Human Rights Issues at the U.S. Department of State (2009-2017).  He is Special Advisor to the Korea Chair at the Center for Strategic and International Studies (CSIS), a non-resident Fellow at the Korea Economic Institute, and a member of the board of the Committee for Human Rights in North Korea. 

Ambassador King’s research interests include North Korea human rights, Northeast Asia, U.S. foreign policy, and the Congressional role in U.S. foreign affairs.  During his time at Shorenstein APARC, he researched the United States efforts to promote human rights in North Korea.

Before assuming his position at the Department of State, King was Staff Director and Minority Staff Director of the Foreign Affairs Committee of the U.S. House of Representatives (2001-2009).  He served as Chief of Staff to Congressman Tom Lantos of California (1983-2008).  He was a White House Fellow on the staff of the National Security Council (1977-1978), and Senior Analyst and Assistant Director of Research at Radio Free Europe in Munich, Germany (1970-1977).

King holds a PhD and an MALD in international relations from the Fletcher School of Law and Diplomacy and a BA in political Science from Brigham Young University.

President Trump has stopped even mentioning North Korea’s abysmal human rights record in order to secure meetings with Leader Kim Jong-un ostensibly to make progress on serious security issues with North Korea.  After 18 months of White House effort and two and a half summits, however, there has been little progress on denuclearization.  Ambassador King argues that we must push North Korea on human rights in order to encourage the government in Pyongyang to respond positively the wishes of its own citizens.  Unless we do this, we are unlikely to see real progress on shifting North Korea’s focus from nuclear weapons and missiles to the wellbeing of its own people.

Ambassador Robert R. King is former Special Envoy for North Korean human rights issues at the Department of State (2009-2017).  Since leaving that position, he has been senior advisor to the Korea Chair at the Center for Strategic and International Studies (CSIS), a senior fellow at the Korea Economic Institute (KEI), and a board member of the Committee for Human Rights in North Korea (HRNK) in Washington, D.C.  Previously, Ambassador King served for 25 years on Capitol Hill (1983-2008) as chief of staff to Congressman Tom Lantos (D-California), and staff director of the House Foreign Affairs Committee (2001-2008).

South Korea's decision to end its military agreement with Japan will damage the prospect of continued close security ties among Seoul, Washington and Tokyo because the pact has been a symbol of smooth trilateral military cooperation between them and regarded as a key deterrent against North Korea.

"It is a big mistake," Shin Gi-wook, a Korea studies expert at Stanford University, said in a recent interview adding Seoul's withdrawal from the General Security of Military Information Agreement (GSOMIA) puts the "trilateral security framework at risk."

"The Japan-South Korea relationship may not have hit rock bottom, but it could further deteriorate in the coming months," Shin said. "This is all the more important with the continuing threat of North Korean WMD and the escalating conflict between the U.S. and China in the region. I am concerned that South Korea could be further isolated in the Northeast Asian region—the Moon administration should see the big picture," the professor said…

Applications open today for the China Scholars Program (CSP), Sejong Korean Scholars Program (SKSP), and Reischauer Scholars Program (RSP) on Japan—three intensive online courses offered by SPICE, Stanford University, to high school students across the United States. All three applications can now be viewed at https://spicestanford.smapply.io/. All three online courses are currently accepting applications for the Spring 2020 term, which will begin in February and run through June. Designed as college-level introductions to East Asia, these academically rigorous courses present high school students the unique opportunity to engage in a guided study of China, Korea, or Japan directly with leading scholars, former diplomats, and other experts from Stanford and beyond. High school students with a strong interest in East Asia and/or international relations are especially encouraged to apply.

“Our students always come hungry to learn,” says Dr. Tanya Lee, instructor of the China Scholars Program. “The ones who choose to apply to these kinds of online courses are typically looking for an academic challenge beyond what their normal school can offer. We’re incredibly fortunate to have Stanford faculty conducting world-class research on Korea, Japan, and China willing to share their knowledge directly with our students.”

Rising high school sophomores, juniors, and seniors in the United States are eligible to apply to any of the three programs. Students who are interested in more than one program can apply to two or three and rank their preferences on their applications; those who are accepted into multiple programs will be invited to enroll in their highest-preference course.
