High school teachers of social studies and language arts are especially encouraged to apply.

Participants will learn from Stanford faculty and other experts about the geography, cultures, politics, economics, history, and literature of East Asia, including a special focus on U.S.–Asia relations and the Asian diaspora in the United States. Teachers will also engage in pedagogy-focused discussions and receive training on several SPICE lesson plans on East Asia, in order to help them translate their new content knowledge to the classroom. Teachers who complete the professional development seminar will be eligible for a $250 stipend and three units of credit from Stanford Continuing Studies, and they will leave Stanford with several extensive SPICE curriculum units in hand.

This professional development opportunity will focus largely on China, Japan, and Korea. For example, last year’s speakers included Kathleen Stephens (former U.S. Ambassador to the Republic of Korea), Peter Duus (renowned Stanford scholar of modern Japan), and Clayton Dube (Director of the USC U.S.-China Institute). The institute also featured speakers like author Chun Yu (who grew up in China’s Cultural Revolution) and Joseph Yasutake (who grew up in a Japanese American internment camp), whose rich personal stories brought history to life. SPICE staff led complementary interactive curriculum training sessions on China’s economic development, the atomic bombing of Hiroshima, South Korean pop culture, and East Asia’s “history wars.”

“Every speaker added a new perspective to historical and contemporary events,” remarked participant Kimberly Gavin. “[The] lectures enriched my knowledge base of topics, curriculum demonstrations gave me ideas for effective lessons in the classroom, small group discussions led to rich conversations about primary and secondary sources, and teacher sharing introduced me to new websites. There wasn’t anything that was done that wasn’t valuable to me… I told my administrator yesterday that this was the best conference I have been to as a teacher.”

Abstract: President Trump may talk about the Middle East differently than Obama did. But the two seem to share the view that the United States is too involved in the region and should devote fewer resources and less time to it. The reduced appetite for U.S. engagement in the region reflects, not an ideological predilection or an idiosyncrasy of these two presidents, but a deeper change in both regional dynamics and broader U.S. interests. Despite this, the United States exists in a kind of Middle Eastern purgatory—too distracted by regional crises to pivot to other global priorities but not invested enough to move the region in a better direction. This worst-of-both-worlds approach exacts a heavy price. It sows uncertainty among Washington’s Middle Eastern partners, which encourages them to act in risky and aggressive ways. It deepens the American public’s frustration with the region’s endless turmoil, as well as with U.S. efforts to address it. It diverts resources that could otherwise be devoted to confronting a rising China and a revanchist Russia. And all the while, by remaining unclear about the limits of its commitments, the United States risks getting dragged into yet another Middle Eastern conflict. 

 
It is time for Washington to put an end to wishful thinking about its ability to establish order on its own terms or to transform self-interested and shortsighted regional partners into reliable allies—at least without incurring enormous costs and long-term commitments. That means making some ugly choices to craft a strategy that will protect the most important U.S. interests in the region, without sending the United States back into purgatory. Karlin and Wittes will outline the choices before the next U.S. president and their view of a realistic, sustainable strategy for the United States in the Middle East. 
 
Tamara Wittes' Biography: Tamara Cofman Wittes is a senior fellow in the Center for Middle East Policy at Brookings. Wittes served as deputy assistant secretary of state for Near Eastern affairs from November of 2009 to January 2012, coordinating U.S. policy on democracy and human rights in the Middle East during the Arab uprisings. Wittes also oversaw the Middle East Partnership Initiative and served as deputy special coordinator for Middle East transitions.

 

Wittes is a co-host of Rational Security, a weekly podcast on foreign policy and national security issues. She writes on U.S. Middle East policy, regional conflict and conflict resolution, the challenges of global democracy, and the future of Arab governance. Her current research is for a forthcoming book, Our SOBs, on the tangled history of America’s ties to autocratic allies.

 

Wittes joined Brookings in December of 2003. Previously, she served as a Middle East specialist at the U.S. Institute of Peace and director of programs at the Middle East Institute in Washington. She has also taught courses in international relations and security studies at Georgetown University. Wittes was one of the first recipients of the Rabin-Peres Peace Award, established by President Bill Clinton in 1997.

 

Wittes is the author of "Freedom’s Unsteady March: America’s Role in Building Arab Democracy" (Brookings Institution Press, 2008) and the editor of "How Israelis and Palestinians Negotiate: A Cross-Cultural Analysis of the Oslo Peace Process" (USIP, 2005). She holds a bachelor's in Judaic and Near Eastern studies from Oberlin College, and a master's and doctorate in government from Georgetown University. She serves on the board of the National Democratic Institute, as well as the advisory board of the Israel Institute, and is a member of the Council on Foreign Relations and Women in International Security.

 

 

Mara Karlin's Biography: Mara Karlin, PhD, is Director of Strategic Studies at Johns Hopkins University’s School of Advanced International Studies (SAIS). She is also an Associate Professor at SAIS and a nonresident senior fellow at The Brookings Institution. Karlin has served in national security roles for five U.S. secretaries of defense, advising on policies spanning strategic planning, defense budgeting, future wars and the evolving security environment, and regional affairs involving the Middle East, Europe, and Asia. Most recently, she served as the deputy assistant secretary of defense for strategy and force development.  Karlin has been awarded Department of Defense Medals for Meritorious and Outstanding Public Service, among others. She is the author of Building Militaries in Fragile States: Challenges for the United States (University of Pennsylvania Press; 2018).

Laura Jonsson is a Stanford undergraduate student, Class of 2020, majoring in human biology and hoping to minor in education and Middle Eastern literature, languages, and cultural.  
 
As a REAP student intern in 2017 Laura traveled to Xi’an, China where she spent three weeks working with families and babies supporting our Parenting the Future project. During her time in the field it became evident that Laura was passionate about early childhood development. Speaking four languages, with Mandarin being one of them, Laura quickly took to the field and seamlessly engaged with families and researchers alike. This spring, Laura returns to the field, but this time leading her own research project looking into language acquisition and language environments in rural China. The following Q&A dives into Laura’s story and research journey with REAP.

I know your research interest in early childhood development grew after interning with REAP, but what first sparked your interest in early childhood development and language acquisition?
 
I first became interested in child development when I was working in Beijing during my freshman and sophomore years in high school. I was working for a non-profit called Care for Children that works with the foster care system and orphanages in rural China to place orphans in local families through a foster care model to help integrate them into the community and provide them with a grounded family life. 
 
Really, I’ve always been interested in China, children, and nurturing, and language has always been a big part of my life. I grew up moving every couple of years and can speak 4 languages, so I’ve always been interested in how children learn languages. This project is basically a synthesis of my personal experience living and then working in China, growing up abroad, learning different languages, and my academic experience working in a language acquisition lab this summer. So, it’s essentially all of my favorite curiosities and interests combined into one project.
 
What’s the motivation behind your research project?
 
The motivation behind the project is to have a better understanding of what a rural Chinese child hears at home. We at REAP have studied rates of language delay and also associated rates of cognitive delay but using this instrument of a [LENA] audio recorder will be the first time we get to hear into the lives of these children and I think that will illuminate patterns in language environments at home and also how language abilities grow overtime, from March to August.
 
So what will you be doing in the field over spring break?

Language develops naturally over time, but what we’re hoping to illuminate is how the language environment of a couple of families might be richer than another, showing a better trajectory of language acquisition. 

So, we will be contacting families who are currently not a part of any other REAP project and collecting a full day of audio recording [using a small LENA recording device attached to the baby’s clothing], as well as [conducting] a MacArthur-Bates CDI, which is a parent report measure of language development, from each family. [We’ll collect this data] at "time point one" in March, and then again at "time point two" in the summer, in order to show the growth of language development as a result of the [varying degrees of each] caregiver’s rich language environment. 
 
What do you expect the data will tell you?
 
Given what we know about parenting behaviors in rural families, I honestly expect the data will show that caregivers do not talk to their children all that often. Observing family environments in the population before has shown me that children are typically fed and cared for deeply but are typically not spoken to or read to that much, which is what's causing a lot of the language delay. I'm also hoping it will illuminate patterns of what good rich language looks like in this population.

How do you think your research could affect future investigations and interventions? 
 
I think it will help us better understand the current status of language delay and could even become part of the [REAP] parenting center curriculum - a focus on language acquisition and what rich talk sounds like and looks like. 
 
How do you think this project will influence your future career plans?
 
I know I want to be working with kids [in the future] and I think this project will help me figure out if I want to be working at the level of individual, listening to one child at a time, or if I want to be working at the level of populations, and I think this project lends itself to both of those.

Dr. Haifeng Li Boyd joined the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) as visiting scholar from spring 2019 through spring 2020.  She is a Professor of International Economics at Yamaguchi University, where she teaches courses on East Asian and Chinese Economics and conducts research on consumption society and consumer behavior of China. Dr. Li has published extensively in areas of consumer behavior and economics, including books such as The Mass Consumer Society in China, Market Economics and the Consumer Behavior. She served as the President of Asian Consumer and Family Economics Association (ACFEA), among others, and has presented her research to diverse audiences in the U. S., Japan, China, Malaysia, South Korea, and England. 

Haifeng Li received her B.S. from the University of International Business and Economics in China, and M.S. and Ph.D. in Economics from Hokkaido University in Japan.   She was previously a visiting scholar at Stanford University from 2009-2011.

An estimated 210,000 girls may have “gone missing” due to China’s “Later, Longer, Fewer” campaign, a birth planning policy predating the One Child Policy, according to a new study led by Stanford Health Policy researchers published by the Center for Global Development.

The study looked at hundreds of thousands of births occurring before and during the “Later, Longer, Fewer” policy to measure its effect on marriage, fertility, and sex selection behavior. The policy, which began in the 1970s and preceded China's One-Child Policy, promoted later marriage, longer gaps between successive children, and having fewer children to cut the country's population. The study emphasizes that because this policy existed before ultrasound technology was widely available — and therefore before selective abortion was an option — these missing girls must have been due to postnatal neglect of infant girls, or in the extreme, infanticide.

The authors of the new study are Grant Miller, director of the Stanford Center on Global Poverty and Development, a core faculty member at Stanford Health Policy and senior fellow at the Freeman Spogli Institute for International Studies; Kimberly Babiarz, a research scholar at Stanford Health Policy; Paul Ma and Shige Song.

The researchers found that China’s “Longer, Later, Fewer” population control policy reduced total fertility rates by 0.9 births per woman and was directly responsible for an estimated 210,000 missing girls countrywide. The phenomenon of “missing girls” widely recognized in later years under the One Child Policy is largely thought due to sex-selective abortion after ultrasound technology spread across China.

“Prior research has shown that sex ratios rose dramatically under China's One-Child Policy, leading to stark imbalances in the numbers of men and women. But we’re finding that girls went missing earlier than previously thought, which can in part be directly attributed to birth planning policy that predates the One-Child Policy,” said Grant Miller, a senior fellow at the Stanford Institute for Economic Policy Research and a non-resident fellow at the Center for Global Development.

The top findings of the study include:

  • The birth planning policy reduced fertility by 0.9 births per woman, explaining 28 percent of the overall decline during this period.

  • The Later, Longer, Fewer policy is responsible for a roughly twofold increase in the use of “fertility stopping rules,” the practice of continuing to have children until the desired number of sons is achieved.

  • The Later, Longer, Fewer policy is also responsible for an increase in postnatal neglect, from none to 0.3 percent of all female births in China during this period.

  • Sex selection behavior was concentrated among couples with the highest demand for sons (couples that have more children but no sons), with sex ratios reaching 117 males per 100 female births among these couples.

“Population control strategies can have unforeseen consequences and human costs,” Miller said. “At the same time, as China debates the future of birth planning policies, it’s also important to note that family planning policy does not appear to be the largest driver of fertility.”

Three years into the Trump administration, “the United States and the People’s Republic of China find their bilateral relationship at a dangerous crossroads,” write Orville Schell of the Asia Society and Susan Shirk of the University of California San Diego (UCSD), co-chairs of the Task Force on U.S.-China Policy, at the opening of a recently published report, Course Correction: Toward an Effective and Sustainable China Policy. The report features the second set of findings issued by the Task Force, a group comprising China specialists from around the United States, which is convened by Asia Society’s Center on U.S.-China Relations and UCSD’s 21st Century China Center and which includes Karl Eikenberry, director of APARC’s U.S.-Asia Security Initiative.

In its first report, issued in 2017, the Task Force identified the fundamental interests of the United States in its relationship with China. Since then, more stresses and strains have beset the bilateral relations between the two countries. But while “Beijing’s recent policies under Xi Jinping’s leadership are primarily driving this negative dynamic” and the “Trump administration is justified in pushing back harder against China’s actions, note Schell and Shirk, “pushback alone isn’t a strategy. It must be accompanied by the articulation of specific goals and how they can be achieved.” The new report propose a strategy to that end, which the Task Force calls “smart competition.”

APARC caught up with Ambassador Eikenberry to learn more about the report and its recommendations.

Note: the following has been edited for clarity.

How does the February 2019 report by the Task Force on U.S.-China Policy differ from its 2017 report? 

Since our Task Force’s first report was published in February 2017, the Trump Administration’s China policy has developed significantly, its defining characteristics being demonstrated in trade and economic policy and in security strategy. Our new Task Force study takes stock of the current state of U.S.-China relations and focuses on policy analysis and policy prescription. It seems clear that President Trump’s shift from a strategy of engagement to one of more explicit competition was overdue. This report suggests the best organizing principles for the management of what will likely be an increasingly competitive U.S.-China relationship in the coming years.

How does this report frame Sino-American relations?

The report underscores the fact that this is not a zero-sum game. Emphasis is placed on finding ways and means to cooperate with China when mutually advantageous—and there are many issue areas where this is or might be possible, such as climate change and denuclearization of the Korean Peninsula. But the report also makes clear that in the domains of economic exchange, security, and political values—such as individual freedom and the primacy of the rule of law—America needs to work with like-minded allies and partners to ensure the global system that has benefitted all for over seven decades is not overturned by those seeking unilateral advantage.

Several of the report’s Task Force members were also involved in the recent China report from the Hoover Institution, Chinese Influence and American Interests: Promoting Constructive Vigilance. Where do you think these two publications intersect and part ways?

There was some overlap among the contributors to the two reports—full disclosure, I had the opportunity to participate in both projects. I think the studies are actually complementary—the portion of Course Correction devoted to PRC overseas influence activities drew upon the findings published in Chinese Influence and American Interests.

What development is of greatest concern to you as you think about the future of Sino-American relations?

I’m most concerned about the blurring of the management of economic exchange (trade and investment issues) and security competition (which includes maintaining a technological advantage over one’s competitors). The proliferation of technologies with military applications is complicating efforts of those trying to maintain robust economic relations between China and the United States. If our economies decouple, we will have a new Cold War

U.S. and Chinese trade negotiators remain engaged in intensive talks, although it is yet to be seen whether and when they can strike a final deal. But even if they are able to reach an agreement, in the confrontation between Washington and Beijing “the trade part is incidental: it’s a technology war, not a trade war,” said Ambassador Craig Allen, president of the U.S.-China Business Council (USCBC), speaking at Shorenstien APARC on March 11.
 
Allen has spent much of his career in Asia and dealing with China-related issues from various posts within government, including serving as deputy assistant secretary for China at the U.S. Department of Commerce. As head of USCBC, he now leads an organization representing over 200 American companies doing business with China. He delivered his remarks at a seminar that is part of the China Program’s colloquia series about the future of U.S.-China relations.
 
Allen first brought the audience up to speed on the latest developments in the U.S.-China trade talks, where there are still outstanding questions such as whether the tariffs end now or later and whether a trade agreement will include a unilateral or bilateral enforcement mechanism. He expressed optimism that an agreement would bring significant progress on multiple fronts from the U.S. perspective, including enormous expansion in Chinese purchase of U.S. goods in various sectors; progress over IP rights; progress in eliminating forced technology transfers; improved market access to China; and even renewed commitment to reducing cybertheft. Yet Allen also suggested that these changes, which the Chinese are willing to make, are the ones that they know serve to make their markets more competitive in the end.
 

Structural vs. Cosmetic Changes

Allen was far less confident, however, about the prospects of addressing structural issues with China, that is, areas where the Chinese economy is an outlier to the global economy, violates WTO rules, and greatly differs from OECD norms. This is because these core dimensions touch on the role of the Chinese Communist Party (CCP) in the government and in the economy.

He counted among these structural issues the enormous role of state-owned enterprises (SOEs); the scale of subsidies going to the technology sector and their lack of transparency; prohibitions on foreign investment in sensitive industries like telecommunications and media; the unequal treatment of foreign companies; discriminatory implementation of regulations and the lack of an appeals process; uneven implementation of IP rights; the outsized role of the CCP in the economy; the dominant role of industrial policy; Xi Jinping government’s aggressive techno-nationalism, which is manifested in its calls for indigenous innovation and for self-reliance; and its excessive control over the information space.

“China is willing to make cosmetic changes to these problems,” said Allen, “even muscular changes, but no changes to the skeleton, the core, the system under which the CCP has complete control.”

A trade deal might remove the immediate threat of tariffs as a source of friction between the United States and China, noted Allen, but the essence of the conflict is not about trade: rather, it has to do with technology. “The trade war will morph into a technology war,” he predicted, and 2019 will mark a change in that direction, making life much more complicated for both American—especially Silicon Valley—and Chinese companies.

A Security Dilemma

Both the United States and China are now locked in a “security dilemma,” noted Allen. “One side takes defensive measures which the other side perceives as aggressive measures,” and “we are ratcheting up on national security.” The U.S. Department of Commerce, for instance, is looking to change the ways of dealing with Chinese companies and to expand export controls, extending their scope to a whole new category of “emerging technologies,” regarding whose definition there is intensive debate in Washington. Depending on its scope, a broad definition could jeopardize hundreds of thousands of projects and disrupt investment and global supply chains.

On the Chinese side, Allen noted, there is a parallel process going on. In 2019, we should expect China to similarly impose tightened export controls, he cautioned, cybersecurity law, personal identification information law, data localization requirements, and a strengthened national security law that, among other requirements, will ratchet up audit requirements of American companies seeking market access and the type of companies allowed to have only Chinese-origin equipment.

Both countries have given in to exaggerated security concerns that threaten the global commons, argued Allen. “American and Chinese companies have worked together in the innovation space for years in a beautiful manner. It has been a remarkably productive exercise over the last four decades that brought tremendous benefit for everyone. You can't imagine a company like Apple without China, and you can't imagine China without a company like Apple. Now all this is being put into question.”

The heightened security measures on both sides are fraught with threats to research institutions, businesses, and the innovation ecosystem at large. Academic exchanges, students, and professors will be deemed exports of knowledge subject to technology licensing laws, cautioned Allen. He asked: “How many thousands of collaborative research ventures will be impacted?”

We are entering the technology war at the wrong time, said Allen, just as China is becoming a middle-income country with hundreds of millions of middle-class citizens who want to buy American-made goods and services that U.S. companies want to sell to them. Now is the time to take advantage of China’s transitioning to a consumption-led economy, he claimed, and “become a good friend of Chinese middle-class consumers.”

China is also forging ahead with its innovative economy, particularly in areas such as AI, 5G, and aspects of the life sciences. “This isn’t a one-way street,” emphasized Allen. “We need their brains as much as they need ours […] China will remain an innovative country, and we need to deal with that.”

“This is not a time to panic,” he pointed out, “but a time to reset and ask: ‘What are the rules of the road for technology cooperation and competition? What are the rules for enforcement and how do we enforce the new rules fairly?”

“If China follows its WTO obligations then we would get there,” Allen claimed. “But if President Xi is going to be single-minded about self-reliance and cutting foreign influence on the Chinese economy, then we’re up for rough sledding and 2019 will be a definitive year in determining the course forward.”

Trade deal or no deal, in the U.S.-China race for technology supremacy, he concluded, trust is a commodity in short supply.

Abstract: My research investigates the formal institutionalization of inter-governmental cooperation among the three major Northeast Asian powers – China, Japan, and the Republic of Korea—in the face of a continued North Korean threat. How much of a shadow, if any, has North Korea’s nuclear weapons cast over the development of multilateralism in the region? Since 1999, the Northeast Asian region has seen intensifying institutionalization of cooperation among its major powers. In a region where the realist logic of state-centric nationalism, sovereignty, and balance of power still prevails, this new development of trilateral cooperation among the former and potential adversaries deserves serious scholarly investigation. What started as economic and functional cooperation, trilateral cooperation has since been substantially expanded to include political and security agendas at the highest level of government. What explains the emergence and endurance of trilateral cooperation and to what extent has containing the North Korean nuclear crisis shaped its institutional trajectory and outcomes? By examining the evolution of trilateral cooperation, I address some critical gaps in our understanding of formal institution building and the economic-security nexus in one of the most dynamic regions in the world.

 

Speaker's Biography: Yeajin Yoon is a 2018-2019 MacArthur Nuclear Security Pre-doctoral Fellow at CISAC and a doctoral candidate in the Blavatnik School of Government at the University of Oxford. Her dissertation examines the evolution of trilateral cooperation among the most militarily and economically dominant states in Northeast Asia, namely, China, Japan and the Republic of Korea, and considers when and how their relations become implicated in the North Korean nuclear crisis.

 

Prior to entering academia, Yeajin travelled extensively across Asia and worked with national governments, international organisations, and NGOs in the region. She led the development of the inaugural issue of the 'Oxford Government Review’ and helped facilitate a Track II dialogue on wartime history issues in Asia at Stanford University. Previously, she worked as a founding member of the Trilateral Cooperation Secretariat, the official intergovernmental organisation for China, Japan, and the Republic of Korea and managed a development fund focused on the ASEAN region at the Korean Foreign Ministry.

 

Yeajin received a Bachelor of Arts in Political Science with Honors from Stanford University and a Master of Public Policy degree from Oxford University.
