For 2009, SPICE has developed four new curriculum units: Examining Long-term Radiation Effects, Interactive Teaching AIDS: A Comprehensive HIV/AIDS Prevention Curriculum, China's Republican Era, 1911 to 1949, and Teacher's Guide to Wings of Defeat.
Hecker shares findings from North Korea trip
North Korea has shut down its key nuclear facilities and is discussing how to retrain workers at the Yongbyon nuclear complex, CISAC Co-Director Siegfried S. Hecker said Feb. 20 following a five-day visit to the country.
"The disablement actions at the three key nuclear facilities--that is [the] fuel fabrication plant, the reactor, and the reprocessing plant--those disablement actions are just about complete at this point," Hecker told reporters during a press conference at Stanford. "In my judgment, they are very serious actions, and they will require serious time and effort to restart those facilities."
Hecker, a research professor of management science and engineering and senior fellow at the Freeman Spogli Institute for International Studies, visited scientists at Yongbyon and government officials in Pyongyang from Feb. 12 to 16. Joel Wit, a former U.S. State Department official, and Keith Luse, a staffer for Sen. Richard Lugar, R-Indiana, accompanied him during a private visit that also involved discussions on formalizing health and educational exchanges between the two nations. "All the way around, it was a very good visit, a very professional one on the DPRK's side," Hecker said, referring to the country's acronym for the Democratic People's Republic of Korea.
According to Hecker, "significant hurdles" remain before North Korea will offer a "complete declaration," or complete list of its nuclear program, both past and present. The North Koreans told Hecker that the process has been delayed because other parties in the six-party talks, which aim to find a peaceful resolution to the country's nuclear weapons program, have been slow in delivering compensation such as heavy fuel oil. Despite this, Hecker said, cooperation between the U.S. and North Korean technical teams was excellent during the visit. "The DPRK wants these obligations [of the other member nations] to be met quickly so they can move on to the next stage, that's the stage of dismantlement," he said, referring to agreements reached Oct. 3, 2007, during talks to achieve a nuclear weapons-free Korean peninsula.

Waka Brown is a Curriculum Specialist for the Stanford Program on International and Cross-Cultural Education (SPICE). She has also served as the Coordinator and Instructor of the Reischauer Scholars Program from 2003 to 2005. Prior to joining SPICE in 2000, she was a Japanese language teacher at Silver Creek High School in San Jose, CA, and a Coordinator for International Relations for the Japan Exchange and Teaching Program.
Waka’s academic interests lie in curriculum and instruction. She received a B.A. in International Relations from Stanford University as well as teaching credentials and M.Ed. through the Stanford Teacher Education Program.
In addition to curricular publications for SPICE, Waka has also produced teacher guides for films such as A Whisper to a Roar, a film about democracy activists in Egypt, Malaysia, Ukraine, Venezuela and Zimbabwe, and Can’t Go Native?, a film that chronicles Professor Emeritus Keith Brown’s relationship with the community in Mizusawa, an area in Japan largely bypassed by world media.
She has presented teacher seminars nationally for the National Council for the Social Studies in Seattle; the National Consortium for Teaching about Asia in both Denver and Los Angeles; the National Council for the Social Studies, Phoenix; Symposium on Asia in the Curriculum, Lexington; Japan Information Center, Embassy of Japan, Washington. D.C., and the Hawaii International Conference on the Humanities. She has also presented teacher seminars internationally for the East Asia Regional Council of Overseas Schools in Tokyo, Japan, and for the European Council of International Schools in Amsterdam, Netherlands.
In 2004 and 2008, Waka received the Franklin Buchanan Prize, which is awarded annually to honor an outstanding curriculum publication on Asia at any educational level, elementary through university. In 2019, Waka received the U.S.-Japan Foundation and EngageAsia’s national Elgin Heinz Outstanding Teacher Award, Humanities category.

In this seminar, Dr. Fushimi will present his analysis on why the Japanese have been so weak in the global software market. He will first discuss the intrinsic differences between software and hardware, and use these differences as a framework to identify the critical mistakes Japanese software companies have made.
Shinya Fushimi has spent twenty years in the Japanese IT industry, serving various R&D and management positions. Most recently, he was Head of Data Centric Solution Business Unit of Mitsubishi Electric. He received the BS, MS, and PhD in computer science from The University of Tokyo and has received a number of academic awards like the Moto-oka Memorial Prize and Best Paper Award for a Young Researcher. Prior to joining Shorenstein APARC, he was with the Sloan Master's Program of Graduate School of Business, Stanford University, and received the Master of Science in Management.

February 2008 Dispatch - How Autonomous Are China's Trade Unions?
Since China joined the World Trade Organization (WTO) in 2001, its already cheap labor force has been exposed to global market competition. The country’s domestic employment situation, particularly with respect to guarantees of workers’ rights and interests, has likewise come under pressure. In the years from 1999 to 2002, recorded urban unemployment rates regularly increased, from 3.1 percent in 1999 and 2000, to 3.6 percent and 4.0 percent in 2001 and 2002, respectively. At the end of March 2003, they rose again to 4.1 percent. The number of labor disputes received by labor dispute arbitration committees at every level reached 184,000 by 2002, with the number of participating workers climbing to 610,000, numbers that were 19.1 percent and 30.2 percent higher, respectively, than the previous year. In short, while China’s participation in the WTO propelled economic development, trade system reform, adjustments to the economic structure, and privatization of enterprise, it also resulted in an uneasy state of affairs for labor and management relations. For instance, in October 2004, at Shenzhen’s Hong Kong-owned Meizhi Haiyan Electronics Factory, four thousand people went on strike and blockaded the roads to protest low wages.
In November 2004, amid concerns about deteriorating working conditions at foreign-funded enterprises, the All China Federation of Trade Unions (ACFTU) confronted Chinese locations of WalMart, which is well known for obstructing the establishment of trade unions. The ACFTU declared: “They [WalMart] are in violation of the Trade Union Law, and we are prepared to sue them.” WalMart yielded, conceding that, “[i]f workers ask to establish a trade union, we will respect that request, [and] fulfill our duties and responsibilities under the Trade Union Law.” This landmark event demonstrated not only the ACFTU’s power in a direct confrontation, but also its opposition to the intensifying WTO-driven competition in the Chinese labor market. Thus far, the power of trade unions in general and the ACFTU in particular has been felt primarily at foreign-funded enterprises. But what about locally owned and operated enterprises?
In order to understand the actual level of autonomy that trade unions enjoy at the grassroots level, the chairmen of 1,811 trade unions in major cities and provinces—including Liaoning, Beijing, Shanghai, Zhejiang, Guangdong, Gansu, Guizhou, and Henan—completed a questionnaire survey. The Chinese Institute of Industrial Relations (Beijing) facilitated the survey, which was carried out between March 2004 and June 2006. The major findings confirm that, although the independence of trade unions at foreign-funded enterprises has increased, the unions’ autonomy at local level enterprises remains fairly low. According to survey results, China continues to be a predominantly state-corporatist system, between the Chinese Communist Party (CCP) on the one hand and workers and state-owned/state-held enterprises on the other.
The survey revealed other data about the leadership of China’s state-owned/state-held enterprises. Most notably, the Party organization was still appointing 24.5 percent of the chairmen of these work units. Even in cases where chairmen assumed their posts through election or open selective examinations, 35.1 percent of them participated in the election or examinations after the Party recommended them to the work unit in question (see figure 1). The ratio of chairmen who are CCP members to those who serve concurrently as a “secretary,” “vice-secretary,” or member of the Party committee at a corresponding level reached high percentages, of 90.0 percent and 46.4 percent, respectively. In addition, 72.1 percent of the chairmen of state-owned/state-held enterprises answered in the survey that their union committee had established a Party group or Party branch at their workplace. These data clearly indicate that, unlike their counterparts at foreign-funded companies, the trade unions of state-owned/state-held enterprises not only lack autonomy, and but that their management also often remains subject to Party control.
Young Kyung Do Awarded Inaugural Postdoctoral Fellowship in Comparative Health Policy
The Asia Health Policy Program at the Walter H. Shorenstein Asia-Pacific Research Center is pleased to announce that Dr. Young Kyung Do has been awarded the %fellowship1% for 2008-2009.
Dr. Do is currently completing his Ph.D. in health policy and administration at the University of North Carolina at Chapel Hill School of Public Health. He is particularly interested in policy challenges associated with rapid population aging in East Asia. His dissertation examines informal care in South Korea and its effects on health care use and caregivers’ labor force participation. Dr. Do has also earned M.D. and Master of Public Health degrees from Seoul National University (in 1997 and 2003, respectively). He earned board certification in preventive medicine from the Korean Medical Association in 2004. While at the University of North Carolina at Chapel Hill, Dr. Do has participated in several research projects and published collaborative research on topics ranging from methodology for causal inference to empirical analysis of disparities in health care use.
While at Shorenstein APARC, Dr. Do will undertake comparative study of public long-term care insurance in Japan and South Korea. He will also begin comparative empirical analysis of the effect of long-term care insurance on informal caregiving, elderly health care, and informal caregivers’ labor force participation in Japan and South Korea. Dr. Do will work closely with the Center’s program on Asian health policy on such activities as the colloquium series on health and aging in the Asia-Pacific and an “Aging Asia” conference.

Siegfried S. Hecker is a professor emeritus (research) in the Department of Management Science and Engineering and a senior fellow emeritus at the Freeman Spogli Institute for International Studies (FSI). He was co-director of CISAC from 2007-2012. From 1986 to 1997, Dr. Hecker served as the fifth Director of the Los Alamos National Laboratory. Dr. Hecker is an internationally recognized expert in plutonium science, global threat reduction, and nuclear security.
Dr. Hecker’s current research interests include nuclear nonproliferation and arms control, nuclear weapons policy, nuclear security, the safe and secure expansion of nuclear energy, and plutonium science. At the end of the Cold War, he has fostered cooperation with the Russian nuclear laboratories to secure and safeguard the vast stockpile of ex-Soviet fissile materials. In June 2016, the Los Alamos Historical Society published two volumes edited by Dr. Hecker. The works, titled Doomed to Cooperate, document the history of Russian-U.S. laboratory-to-laboratory cooperation since 1992.
Dr. Hecker’s research projects at CISAC focus on cooperation with young and senior nuclear professionals in Russia and China to reduce the risks of nuclear proliferation and nuclear terrorism worldwide, to avoid a return to a nuclear arms race, and to promote the safe and secure global expansion of nuclear power. He also continues to assess the technical and political challenges of nuclear North Korea and the nuclear aspirations of Iran.
Dr. Hecker joined Los Alamos National Laboratory as graduate research assistant and postdoctoral fellow before returning as technical staff member following a tenure at General Motors Research. He led the laboratory's Materials Science and Technology Division and Center for Materials Science before serving as laboratory director from 1986 through 1997, and senior fellow until July 2005.
Among his professional distinctions, Dr. Hecker is a member of the National Academy of Engineering; foreign member of the Russian Academy of Sciences; fellow of the TMS, or Minerals, Metallurgy and Materials Society; fellow of the American Society for Metals; fellow of the American Physical Society, honorary member of the American Ceramics Society; and fellow of the American Academy of Arts and Sciences.
His achievements have been recognized with the Presidential Enrico Fermi Award, the 2020 Building Bridges Award from the Pacific Century Institute, the 2018 National Engineering Award from the American Association of Engineering Societies, the 2017 American Nuclear Society Eisenhower Medal, the American Physical Society’s Leo Szilard Prize, the American Nuclear Society's Seaborg Medal, the Department of Energy's E.O. Lawrence Award, the Los Alamos National Laboratory Medal, among other awards including the Alumni Association Gold Medal and the Undergraduate Distinguished Alumni Award from Case Western Reserve University, where he earned his bachelor's, master's, and doctoral degrees in metallurgy.
Informal Care for the Elderly in South Korea and the Impact on Caregivers' Labor Force Participation
Rapid population aging in many Asian countries poses an increased burden of care for elderly people with disabilities. Traditionally, care for the disabled elderly was provided by family members co-residing or living nearby. However, declining fertility rates, eroding social norms, and growing rates of labor force participation among females have changed the overall picture of informal care.
One important policy question is whether informal caregiving affects caregivers' labor force participation. This question is particularly relevant for rapidly developing economies including newly industrialized countries, because a shrinking working-age population is another major concern with population aging. Providing different answers to this question leads to different policy implications for long-term care policy and labor market policy.
Most of the existing literature on this issue comes from the United States and Europe. Using data from the first wave of the "Korean Longitudinal Study of Aging", Do's research not only provides results from a less-studied Asian society, but also takes into account different patterns of living arrangements and labor force participation. His talk will deal with the methodological issue of endogeneity between informal caregiving and labor force participation, and explore gender and age group differences.
