About the Event: NATO Secretary General Stoltenberg will speak about how the transatlantic alliance is adapting to change in this turbulent period.  President Biden has clearly signaled that he is resolved to reach out to the NATO allies, working to repair the trans-Atlantic bond. To strengthen the bond between America and Europe and prepare the alliance for the future, the Secretary General has launched the NATO 2030 initiative.  This includes proposals on how NATO can better harness technology and innovation, tackle the security implications of climate change, and help make our societies more resilient. While NATO must continue to deter and defend against Russia, it is also keeping channels open to Moscow. The rise of China presents both challenges and opportunities that NATO has started to address. And missions in Afghanistan and Iraq are on the cusp of change, with decisions underway about what role NATO will play in the future. All in all, an exciting time to hear from NATO’s Secretary General.

About the Speaker: 

Jens Stoltenberg became NATO Secretary General in October 2014, following a distinguished international and domestic career. As a former Prime Minister of Norway and UN Special Envoy, Mr. Stoltenberg has been a strong supporter of greater global and transatlantic cooperation. Mr. Stoltenberg’s mandate as NATO Secretary General has been extended until the end of September 2022.

Under Mr. Stoltenberg’s leadership, NATO has responded to a more challenging security environment by implementing the biggest reinforcement of its collective defence since the Cold War, increasing the readiness of its forces and deploying combat troops in the eastern part of the Alliance. He believes in credible deterrence and defence while maintaining dialogue with Russia. He has also advocated for increased defence spending and better burden sharing within the Alliance, and a greater focus on innovation. NATO has also stepped up its efforts in the fight against terrorism. He strongly supports a partnership approach, with cooperation between NATO and the European Union reaching unprecedented levels.

Before coming to NATO, he was the UN Special Envoy on Climate Change from 2013 to 2014. He has also chaired UN High-level Panels on climate financing and the coherence between development, humanitarian assistance and environmental policies.

As Prime Minister of Norway, Mr. Stoltenberg increased the defence spending and transformed the Norwegian armed forces with new high-end capabilities and investments. He also signed an agreement with Russia on establishing maritime borders in the Barents and Polar Sea, ending a 30-years dispute.

Mr. Stoltenberg was also Prime Minister during the deadly terrorist attacks, which killed 77 people in Oslo and Utøya on 22 July 2011, urging in response, “more democracy, more openness, and more humanity, but never naïvete”.

Mr Stoltenberg holds a postgraduate degree in Economics from the University of Oslo. After graduating in 1987, he held a research post at the National Statistical Institute of Norway, before embarking on a career in Norwegian politics.

About the Event:   The number of Americans arrested, brought to court, and incarcerated has skyrocketed in recent decades. Criminal defendants come from all races and economic walks of life, but they experience punishment in vastly different ways. How and why is the court process unequal? This talk draws on findings from my book Privilege and Punishment: How Race and Class Matter in Criminal Court (Princeton University Press, November 2020). Drawing on fieldwork and interviews in the Boston court system, I show that lawyers and judges often silence, coerce, and punish disadvantaged defendants when they try to learn their legal rights and advocate for themselves. These dynamics reveal how unwritten institutional norms devalue the exercise of legal rights among the disadvantaged, and that ensuring effective legal representation is no guarantee of justice. Drawing on other research and activism on the courts as a tool of racialized social control, I conclude with reflections on the democratic potential and possibilities of criminal court abolition.

His research examines the law, culture, and inequality. Dr. Clair's research has been published in Criminology, Law & Social Inquiry, Social Science & Medicine, and Social Forces and has been supported by the National Science Foundation and the American Society of Criminology. He has received awards from the American Sociological Association, the American Society of Criminology, the Law & Society Association, and the Society for the Study of Social Problems. Stanford e-Kawasaki is an online course for high school students in Kawasaki City, Japan, that is sponsored by Kawasaki City. Launched in fall 2019, it is offered by the Stanford Program on International and Cross-Cultural Education (SPICE) in collaboration with Kawasaki City. SPICE is grateful to Kawasaki Mayor Norihiko Fukuda whose vision made this course possible. 


The two key themes of Stanford e-Kawasaki are entrepreneurship and diversity, and Stanford e-Kawasaki Instructor Maiko Tamagawa Bacha invites guest speakers with these themes in mind. Most guest speakers address one of the themes. However, when Victoria Tsai—a Taiwanese American entrepreneur who is the founder and CEO of Tatcha—agreed to speak, Bacha noted that she could not imagine anyone more qualified to share her insights on both themes. Tatcha was founded by Tsai to share the geisha’s wisdom with modern women everywhere, and to further the belief that true beauty begins with the heart and the mind. Launched in 2009, Tatcha is now one of the biggest skincare retailers in the United States.

While listening to Tsai’s guest lecture on February 5, 2021, Bacha and I were especially struck by her resilience, approachability and gift for empowering youth, openness to diverse perspectives, and respect for traditional culture. We both quickly realized what a great role model she is for all of the Stanford e-Kawasaki students but for the girls, in particular.

Resilience
While sharing her experiences as a young professional on Wall Street, Tsai mentioned that she was 21 and was next to the World Trade Center buildings when they were hit by a terrorist attack on September 11, 2001. She recalled, “We saw lots of people jumping and dying and then my husband got very sick and it made me question my purpose in life. And at that time, I didn’t know anything about ikigai [a Japanese concept that means “a reason for being”] but I knew that if I was going to spend the hours that I am awake working and not with my family and not playing, that I wanted my work to mean something.” After experiencing various jobs and going to business school, which “looked good on paper,” she decided to seek work with a greater purpose.

This led her to establish Tatcha. Tsai mentioned to the students that she hadn’t taken a salary at Tatcha for nine years. This prompted a student to ask about her motivation, to which Tsai replied, “When I think of my life’s purpose, I don’t expect it to be easy, but I do hope that it’s worthwhile. This work is my life’s purpose, so even when it gets hard, I just think, ‘that’s part of life.’” During the pandemic, I imagine that Tsai’s resilience really resonated among the students.

Approachability and Gift for Empowering Youth
I knew from articles about Tsai that she is a Harvard Business School graduate and an extremely successful CEO. Yet, by accepting the invitation to speak to the high school students in Kawasaki—some of whom are aspiring entrepreneurs—she demonstrated her desire to pass on her wisdom to the next generation. Prior to Tsai’s guest lecture, Bacha had sent her a list of questions that the students had written based on their reading about Tsai’s background. In her opening comments, Tsai noted, “You are much more advanced than I was. I could not compete with you.”

This comment seemed to quickly put students at ease. One of the students commented, “I think it’s wonderful that you found purpose in life and help people… A lot of young people like me and my friends feel lost in life, don’t have a dream or long-term vision of our lives, so I want to know how can we find our own purpose in life or dream.” This comment prompted Tsai to describe an activity that was devised by Harvard Business School’s Dr. Tim Butler, who has noted that as youth, they actually already have a hunch about what they want to be when they grow up, but just don’t know the specific names of the jobs. Tsai continued, “then, the problem is when you get older, you start hearing your friends, parents, and teachers saying, ‘oh, you should do that.’ And then in your head you can’t tell anymore if you really want to do something, or if you simply think you should do it because everybody else thinks you should do it.” The activity that Butler recommends is in two parts: (1) read articles that interest you, and identify patterns (specifically, areas of interest) in them; and (2) while keeping these interests in mind, write about what you envision yourself doing in ten years as you are the happiest that you have ever been—that is, completely focused and engaged. Tsai encouraged the students to try this, and some already have.

Openness to Diverse Perspectives
When a student asked Tsai about overcoming gender- and culture-related differences, she reflected upon three experiences: one on the trading floor on Wall Street and two in Kyoto with a taxi driver and geisha. Concerning her Wall Street experience, Tsai recollected, “When I first worked on Wall Street and I walked onto the trading floor, I was so scared. One, there were no women, and I couldn’t even understand what they were saying because they were speaking financial language… I remember being so intimidated. Then one year later, I could understand everything.” She came to the conclusion that “These people are not smarter than me. They’re just older, and the harder I work, the faster I can close the gap in knowledge. I have a great education, I have a decent mind, I have a very strong work ethic, I’ll just keep asking questions. So I figured it out.”

Concerning her experience with a taxi driver in Kyoto, Tsai noted that he is the one who taught her that there’s a difference between a job and a purpose. Through his actions, the driver taught her that his job is to be a driver but that his purpose is to make people happy. When he met Tsai for the first time, she was not feeling well and thus didn’t seem happy. After dropping off Tsai at her hotel, he went home to make CDs of images of Kyoto and delivered them to the hotel, thinking that the images would make her happy. They did and he felt only then that his job had been completed. Tsai reflected, “… and that just stuck with me and I did not know what omotenashi [hospitality that goes above and beyond the expectations of the person receiving the service] was back then, but then I felt it in my heart.”

Lastly, concerning her experience with geisha, who inspired Tatcha’s skincare products, Tsai noted “People in America don’t understand what a geisha is. The importance of a geisha is they were trained in a lot of the classical Japanese arts, such as dance, music, flower arrangement, and the tea ceremony. These are classical traditions that have very important meanings. I think that if you forget where you come from, then you don’t know where you are going. And so I try to hold on to tradition, because it matters. I just thought that’s a beautiful thing… I learned so much from geisha about entrepreneurship and about women’s empowerment through Japanese traditions.”

Respect for Traditional Culture
Her emphasis on Japanese traditions prompted a student to comment, “I was surprised that you made an innovation from old Japanese culture. However, there is a trend to discard old customs. So, how can we get a balance between new trends and old customs?” Tsai shared that what is so interesting about ancient civilizations like China and Japan is that “there is a lot of wisdom in this and something to learn from the past. What we try to do [at Tatcha] is to innovate within tradition, so I never tried to change the core of the tradition, because if it lasted 1000 years, there’s a very good reason for its continuity.”

What Does It Mean to Be a Global Citizen?
One very interesting part of Tsai’s presentation was to learn about Tatcha’s work with Room to Read, which seeks to transform the lives of millions of children in low-income communities in Southeast Asia and Africa by focusing on literacy and gender equality in education. A percentage of each Tatcha purchase is donated to Room To Read. Despite the enormity of some of the challenges that these youth face, Tsai noted that “they have a dream and they show up every day and they study hard and they work hard because they want that dream to come true. Nothing that I will ever face in my life will compare to what these little girls are going through, but then I think if I do my job and I don’t give up, then I can make sure thousands, hundreds of thousands, millions of those girls can have a different life, and then my life meant something.” This really resonated in Bacha, who is very familiar with Room to Read as her husband works for the organization.

Reflecting upon the session, Tsai noted “I learned about the concept of sekaijin [global citizen] when studying the writings of D.T. Suzuki, and I fell in love with the idea. As people who live between cultures, we have the opportunity to share the best of both worlds to advance society and uplift individuals. It was an honor to share my story of cross-cultural entrepreneurship with the students, who were inquisitive, earnest, and wise beyond their years. I believe that Stanford’s e-Kawasaki program is helping to nurture tomorrow’s sekaijin.” When I consider the question, “What does it mean to be a global citizen?,” Tsai immediately comes to mind, and believe that Tsai’s talk really encouraged the students to aspire to become sekaijin as well.

Summers (President Emeritus, Harvard University), Richard Zeckhauser, Jack Donahue and Karen Eggleston discuss their recently published book, The Dragon, the Eagle, and the Private Sector: Public-Private Collaboration in China and the United States with Professor Yijia Jing of Fudan University, China's leading expert on public-private relationships will also participate. The governments of China and the United States - despite profound differences in history, culture, economic structure, and political ideology - both engage the private sector in the pursuit of public value. This book employs the term collaborative governance to describe relationships where neither the public nor private party is fully in control, arguing that such shared discretion is needed to deliver value to citizens. This concept is exemplified across a wide range of policy arenas, such as constructing high speed rail, hosting the Olympics, building human capital, and managing the healthcare system. Karen Eggleston is a Senior Fellow at the Freeman Spogli Institute for International Studies (FSI) at Stanford University and Director of the Stanford Asia Health Policy Program at the Shorenstein Asia-Pacific Research Center at FSI. She is also a Fellow with the Center for Innovation in Global Health at Stanford University School of Medicine, and a Faculty Research Fellow of the National Bureau of Economic Research (NBER). Her research focuses on government and market roles in the health sector and Asia health policy, especially in China, India, Japan, and Korea; healthcare productivity; and the economics of the demographic transition.

Eggleston earned her PhD in public policy from Harvard University and has MA degrees in economics and Asian studies from the University of Hawaii and a BA in Asian studies summa cum laude (valedictorian) from Dartmouth College. Eggleston studied in China for two years and was a Fulbright scholar in Korea. She served on the Strategic Technical Advisory Committee for the Asia Pacific Observatory on Health Systems and Policies and has been a consultant to the World Bank, the Asian Development Bank, and the WHO regarding health system reforms in the PRC.

All new appointees to the federal government begin their assignments with enthusiasm and a mandate to achieve both ambitious and specific objectives but quickly discover the challenges of doing so.  As the first deputy director of national intelligence for analysis, Tom Fingar had a mandate to implement legislation intended to integrate and improve the performance of 16 intelligence agencies.  This talk will use examples from his experience translating that mandate into concrete plans and policies to illustrate the challenges facing officials across the U.S. government who must rebuild after President Trump.

Thomas Fingar is a Shorenstein APARC Fellow in the Freeman Spogli Institute for International Studies at Stanford University. He was the inaugural Oksenberg-Rohlen Distinguished Fellow from 2010 through 2015 and the Payne Distinguished Lecturer at Stanford in 2009.

From 2005 through 2008, he served as the first deputy director of national intelligence for analysis and, concurrently, as chairman of the National Intelligence Council. Fingar served previously as assistant secretary of the State Department’s Bureau of Intelligence and Research (2000-01 and 2004-05), principal deputy assistant secretary (2001-03), deputy assistant secretary for analysis (1994-2000), director of the Office of Analysis for East Asia and the Pacific (1989-94), and chief of the China Division (1986-89). Between 1975 and 1986 he held a number of positions at Stanford University, including senior research associate in the Center for International Security and Arms Control.

Fingar is a graduate of Cornell University (A.B. in Government and History, 1968), and Stanford University (M.A., 1969 and Ph.D., 1977 both in political science). Michael McFaul is the Ken Olivier and Angela Nomellini Professor of International Studies in Political Science, Senior Fellow at the Freeman Spogli Institute for International Studies, and the Peter and Helen Bing Senior Fellow at the Hoover Institution, all at Stanford University. He joined the Stanford faculty in 1995 and served as FSI Director from 2015 to 2025. He is also an international affairs analyst for MSNOW.

McFaul served for five years in the Obama administration, first as Special Assistant to the President and Senior Director for Russian and Eurasian Affairs at the National Security Council at the White House (2009-2012), and then as U.S. Ambassador to the Russian Federation (2012-2014).

McFaul has authored ten books and edited several others, including, most recently, Autocrats vs. Democrats: China, Russia, America, and the New Global Disorder, as well as From Cold War to Hot Peace: An American Ambassador in Putin’s Russia, (a New York Times bestseller) Advancing Democracy Abroad: Why We Should, How We Can; and Russia’s Unfinished Revolution: Political Change from Gorbachev to Putin.

He is a recipient of numerous awards, including an honorary PhD from Montana State University; the Order for Merits to Lithuania from President Gitanas Nausea of Lithuania; Order of Merit of Third Degree from President Volodymyr Zelenskyy of Ukraine, and the Dean’s Award for Distinguished Teaching at Stanford University. In 2015, he was the Distinguished Mingde Faculty Fellow at the Stanford Center at Peking University.

McFaul was born and raised in Montana. He received his B.A. in International Relations and Slavic Languages and his M.A. in Soviet and East European Studies from Stanford University in 1986. As a Rhodes Scholar, he completed his D. Phil. in International Relations at Oxford University in 1991.

On February 10, 2021, the China Program at Shorenstein APARC hosted Professor Oriana Skylar Mastro, Center Fellow at the Freeman Spogli Institute for International Studies​ for the virtual program "Military Competition with China: Harder to Win Than During the Cold War?" Professor Jean Oi, William Haas Professor of Chinese Politics and director of the APARC China Program, moderated the event.

As US-China competition intensifies, experts debate the degree to which the current strategic environment resembles that of the Cold War. Those that argue against the analogy often highlight how China is deeply integrated into the US-led world order. They also point out that, while tense, US-China relations have not turned overtly adversarial. But there is another, less optimistic reason the comparison is unhelpful: deterring and defeating Chinese aggression is harder now than it was against the Soviet Union. In her talk, Dr. Mastro analyzed how technology, geography, relative resources and the alliance system complicate U.S. efforts to enhance the credibility of its deterrence posture and, in a crisis, form any sort of coalition. Mastro and Oi's thought-provoking discussion ranged from the topic of why even US allies are hesitant to take a strong stance against China to whether or not Taiwan could be a catalyst for military conflict. Watch now:

About the Event: The US administration has pivoted 180°. So, what does that mean for Europe?

The last four years have shaped the way European media relate to world powers, security and Europe’s increasing push for sovereignty and strategic autonomy. We will discuss European and national media in Europe, as well as how media differ in Western and Eastern Europe. We will also look at how the narrative will change now that the US is once again striving for global leadership and transatlantic cooperation.

A key issue is how US-based media coverage is influencing the narrative. Increasing media output from Washington about the rest of the world is also shaping the narrative. Big Tech and digital media investments are pushing into national markets and will shape the way that news is made and consumed. Finally, we will dive into the role that media will play in rebalancing the power players in international security, and most importantly, fostering cooperation.

 

About the Speaker: Shéhérazade Semsar-de Boisséson is CEO of POLITICO in Europe, a joint venture between POLITICO and Axel Springer.

Shéhérazade was previously owner and publisher of European Voice, the leading media in Brussels covering EU policy, which she acquired from the Economist Group in 2013. In December 2014, POLITICO and Axel Springer jointly acquired European Voice and Paris-based Development Institute International (Dii), France’s leading event promoter in the public affairs space, a business Shéhérazade co-founded in 1993.

A native of Tehran, Iran and a French national, Shéhérazade graduated from the School of Foreign Service, Georgetown University in 1990 with a B.A. and a M.S. in International Finance.

Shéhérazade served as a member of the Board of Directors of Georgetown University, Washington D.C. from 2013 to 2019. She is currently serving on the Advisory Board of Georgetown’s School of Foreign Service and on the Board of Directors of the French-American Foundation.

From 2008 to 2010, Shéhérazade served on the Board of Directors of Femmes Forums, a leading women’s club in Paris, France. She represents DII at the French think tank: Institut Montaigne.

Shéhérazade lives in Brussels with her husband Laurent de Boisséson and their three children: Inès, Louise and Cyrus.

About the Event: Synthetic Biology (SB) is one of the most promising fields of research for the 21st century. SB offers powerful new ways to improve human health, build the global economy, manufacture sustainable materials, and address climate change. However, current access to SBenabled breakthroughs is unequal, largely due to bottlenecks in infrastructure and education. Here, I describe our efforts to re-think the way we engineer biology using cell-free systems to address these bottlenecks. We show how the ability to readily store, distribute, and activate low-cost, freeze-dried cell-free systems by simply adding water has opened new opportunities for on-demand biomanufacturing of vaccines for global health, point-of-care diagnostics for environmental safety, and education for SB literacy and citizenship. By integrating cell-free systems with AI, we also show the ability to accelerate the production of carbon-negative platform chemicals. Looking forward, advances in engineering tools and new knowledge underpinning the fundamental science of living matter will ensure that SB helps solve humanity’s most pressing challenges.

 

About the Speaker: Michael Jewett is the Charles Deering McCormick Professor of Teaching Excellence, the Walter P. Murphy Professor of Chemical and Biological Engineering, and Director of the Center for Synthetic Biology at Northwestern University. Dr. Jewett received his PhD in 2005 at Stanford University, completed postdoctoral studies at the Center for Microbial Biotechnology in Denmark and the Harvard Medical School, and was a guest professor at the Swiss Federal Institute of Technology (ETH Zurich). He is the recipient of the NIH Pathway to Independence Award, David and Lucile Packard Fellowship in Science and Engineering, Camille-Dreyfus Teacher-Scholar Award, and a Finalist for the Blavatnik National Awards for Young Scientists, among others. He is the co-founder of SwiftScale Biologics, Stemloop, Inc., Pearl Bio, Induro Therapeutics, and Design Pharmaceuticals. Jewett is a Fellow of AIMBE, AAAS, and NAI.

On January 27, 2021, the China Program at Shorenstein APARC hosted Professor Hau L. Lee, The Thoma Professor of Operations, Information & Technology at the Stanford Graduate School of Business for the virtual program “The Pandemic, U.S-China Tensions and Redesigning the Global Supply Chain.” Professor Jean Oi, William Haas Professor of Chinese Politics and director of the APARC China Program, moderated the event.

Professor Lee focused on an important question that has only become more pressing due to the COVID-19 pandemic: How, if at all, should businesses redesign their supply chains? Since the beginning of the pandemic, explains Lee, there has been an increase in calls for “redundancy” in supply chains in order to protect them from the problems they faced early in the pandemic, when China was first hit by shut downs and slowed productivity. Advice has been varied, ranging from the “China Plus One” strategy in which businesses simply add a secondary production location, to completely domesticating supply chains.

Lee warns, however, of the perils of overreaction. There are numerous risks that come along with a fully domestic supply chain, not least the danger of “having all of your eggs in one basket.” Instead, says Lee, businesses should move cautiously and, instead of fully divesting from China, should use the country intelligently. 

Professor Lee’s “In and Out Design” encourages businesses to work from the inside out, securing and strengthening their supply chains by starting at home. Companies must first build “internal supply chain excellence,” after which they can move on to making sure their strategic partners are equally strong and can work to their advantage. Eventually, companies can move on to strengthening the extended value chain and, ultimately, their entire ecosystem. Using strategies like dual response, leveraging “lubricants,” and bolstering capacity-building capabilities, businesses can create a more stable future. 

The session concluded with a fruitful Q&A between Professor Lee and the audience, moderated by Professor Oi.

The Bay of Bengal, while split by national boundaries and even our concepts of distinct South and Southeast Asian regions, is re-emerging as a connected geographic and demographic space. Some of Asia’s most consequential transnational policy challenges will be most starkly presented here, across the borders of India, Bangladesh, and Burma – and traditional policy-making structures are already struggling to cope with environmental disasters, the mass movement of people, and the yawning need for economic connectivity. This webinar will examine these policy challenges, from the fragility of the Sundarbans ecosystem to the transnational implications of the Burma coup, and whether existing state and multilateral institutions are capable of addressing them.

Kelley Eckels Currie
Kelley Eckels Currie served as U.S. Ambassador-at-Large for Global Women’s Issues and the U.S. Representative at the United Nations Commission on the Status of Women.  Prior to her appointment, she led the Department of State’s Office of Global Criminal Justice (2019) and served under Ambassador Nikki Haley as the United States’ Representative to the UN Economic and Social Council and Alternative Representative to the UN General Assembly (2017-2018).  Throughout her career, Ambassador Currie has specialized in human rights, political reform, development and humanitarian issues, with a focus on the Asia-Pacific region. She has held senior policy positions with the Department of State, the U.S. Congress, the Project 2049 Institute, and several international and non-governmental human rights and humanitarian organizations.  Ambassador Currie holds a Juris Doctor from Georgetown University Law Center.

Tanaya D Gupta
Tanaya Dutta Gupta is a PhD Candidate in Sociology at the University of California, Davis. Tanaya’s dissertation research focuses on climate change, (im)mobilities and borders in the Bengal delta region of Bangladesh and India. Her educational background includes MA in Sociology and Geography. As visiting researcher with the International Centre for Climate Change and Development and collaborator with the Observer Research Foundation, Tanaya participates in policy conversations through her research. Her research has been funded by the National Geographic Society and UC Davis Graduate Program Fellowships.

Constantin Xavier
Constantino Xavier is a Fellow in Foreign Policy and Security Studies at the Centre for Social and Economic Progress, in New Delhi, where he leads the Sambandh Initiative on regional connectivity. He is also a non-resident fellow in the Foreign Policy program at the Brookings Institution. His research and publications focus on India’s changing role as a regional power, and the challenges of security, connectivity and democracy across South Asia and the Indian Ocean. Dr. Xavier regularly lectures at various Indian, European and American universities, as well as at civilian and military training institutions in India. He holds a Ph.D. in South Asian studies from the Johns Hopkins University, School of Advanced International Studies, and an M.A. and M.Phil. from Jawaharlal Nehru University.

Arzan Tarapore
Arzan Tarapore is the South Asia research scholar at the Shorenstein Asia-Pacific Research Center at Stanford University, where he leads the newly-restarted South Asia research initiative. He is also a senior nonresident fellow at the National Bureau of Asian Research. His research focuses on Indian military strategy and contemporary Indo-Pacific security issues. He previously held research positions at the RAND Corporation, the Observer Research Foundation, and the East-West Center in Washington. Prior to his scholarly career, he served as an analyst in the Australian Defence Department, which included operational deployments as well as a diplomatic posting to Washington, DC. Arzan holds a PhD in war studies from King’s College London.
