David Lobell, an associate professor of environmental Earth system science and a senior fellow at the Freeman Spogli Institute for International Studies, has been named a 2013 MacArthur Fellow and one of Foreign Policy Magazine's 100 Leading Global Thinkers of 2013.

Lobell, who is also the associate director of FSI’s Center on Food Security and the Environment, was cited "for unearthing richly informative, but often underutilized sources of data to investigate the impact of climate change on crop production and global food security." He received his doctorate degree from Stanford in 2005 and was appointed to the faculty in 2009.

A pioneer of the emerging field of crop informatics, Lobell is revolutionizing the understanding of the environmental factors controlling crop yields, with a particular emphasis on adaptation to climate change.

His work provides decision makers, for the first time, with critical information about how to adapt agricultural development to climate change.

"I was completely surprised by this recognition, but am really excited by the opportunity it presents," said Lobell, who is also a senior fellow at Stanford Woods Institute for the Environment. "To have the MacArthur Foundation recognize the value of taking new approaches and the importance of the topics of hunger and food production is deeply gratifying."

Lobell's research focuses on identifying opportunities to increase yields of crops including wheat and corn in major agricultural regions, with projects currently underway in Africa, South Asia, Mexico and the United States. 

"I'm interested in how to feed the world and protect the environment at the same time," he said. "While there are many theories about how to do that, my work tries to test these theories, often using data that were collected for completely different reasons."

The citation emphasized Lobell's work on understanding the risks of climate change, and options for adaptation. "Climate change is one of the reasons for concern about feeding people in the future, but it's not insurmountable if good decisions are made," he said. 

When asked how he would use the funding, Lobell said he would not rush the decision. He said that some of the award would likely relieve him of writing grant proposals. In addition, he said he would consider using some toward more travel.

"A lot of my better ideas in the past have started with travel and interactions with international collaborations," he said.  "And there's always a tradeoff between my work travel and family.  I now might take my wife and young sons with me on some extended trips."

Foreign Policy's Leading Global Thinkers

In December, Foreign Policy named Lobell one of the 100 Leading Global Thinkers of 2013. The recognition comes for his work "helping farmers feed the world" in a changing climate. Lobell is joined on the magazine's list by fellow researchers working on climate issues, along with prominent public figures like German Chancellor Angela Merkel, U.S. Secretary of State John Kerry, and Pope Francis.

Widely sought throughout the world to provide expert advice, Lobell is a lead author for the Intergovernmental Panel on Climate Change Fifth Assessment Report chapter on food security, to be published in 2014. The IPCC, which won the Nobel Prize in 2007, also made Foreign Policy's 2013 Leading Global Thinkers list alongside Lobell, "for showing that humanity is on the brink of catastrophe" if climate change is not addressed quickly and aggressively.

Lobell studied applied mathematics at Brown University, and before receiving his bachelor's degree in 2000, he spent the summer of 1999 as a research intern at Stanford, developing remote sensing algorithms. He then pursued graduate studies at Stanford, receiving his doctorate in geological and environmental sciences in 2005.

He was a postdoctoral fellow at Lawrence Livermore National Laboratory from 2005-2007, and returned to Stanford as a senior research scholar in the Program on Food Security and the Environment in 2008-2009.  He accepted an appointment as assistant professor in the Stanford School of Earth Sciences in 2009. 

In addition to his research, Lobell teaches several courses open to both undergraduates and graduate students, including "Feeding Nine Billion," "Climate and Agriculture," and "Global Land Use to 2050," as well as modeling and statistical methods classes.

Lobell received a NASA New Investigator Program Award for 2008-2011. He received the James B. Macelwane Medal from the American Geophysical Union in 2010, awarded for significant contributions to the geophysical sciences by an outstanding scientist under the age of 36.

Professor Yu Keping will systematically survey the dominant processes and key issues of China’s governance changes over the last 30 years since reform. His talk will summarize the major achievements and the ongoing problems of this 30 year long process. It will offer a brief analysis of the underlying reasons for these reforms and the main characteristics of China’s governance model. After enumerating an array of factual evidence, Yu will show that the drive behind China’s governance reforms stems from unitary governance to pluralist governance, centralization to decentralization, rule of man to rule of law, regulatory government to service oriented government, and from internal party democracy to the people’s democracy.

Dr. YU Keping is the Deputy President of the Central Compilation & Translation Bureau (CCTB), and the founding Director of the China Center for Global Governance and Development (CCGGD). He also serves as Prof. and Director of the Center for Chinese Government Innovations at Peking University, and Prof. and Director of the Institute of Political Development at Tsinghua University. He was a visiting professor or senior fellow at many top universities, including Harvard University, Duke University in the US and Free University in Berlin. His fields of expertise include political philosophy, comparative politics, globalization, civil society, governance and politics in China. Among his many books are Governance and Rule of Law in China (ed., Brill, 2012) and Democracy Is A Good Thing (Brookings, 2010).  As a leading intellectual in China, Professor Yu was selected as one of the “30 most influential figures in the past 30 years since the reform in China” in 2008 and ranked 19 in “2011 Global Top 100 Thinkers” by Foreign Policy in the US.

Abstract:

On October 11 and 12th, the Democracy in Taiwan Project at the Center for Democracy, Development, and the Rule of Law, in cooperation with the Shorenstein Asia-Pacific Research Center, will hold its 8th annual conference, on the Trans-Pacific Partnership (TPP). The TPP is a free trade agreement currently being negotiated by at least nine Pacific Rim countries that has the potential to re-shape economic relations in the region for the coming decades. This conference will bring together policymakers and scholars from Taiwan with leading specialists from other Asian countries and the U.S. to examine the evolution, geopolitics and future of the TPP, and also to consider how Taiwan is responding to the challenge of freer trade and what its strategy for deepening its trade relations and maintaining its economic development should be.

 

Among the issues to be addressed are:

  • How the economic and trading environment of East Asia is evolving, and what Taiwan’s future place will be in that regional environment.
  • The development of the Trans-Pacific Partnership as a potentially far-reaching new economic and strategic framework for the region, including the origins and evolution of the TPP, US participation and China’s response, and the implications for the balance of power in East Asia.
  • Taiwan’s response to the challenge of freer trade to date, including the impact on US-Taiwan relations and domestic constituencies for free trade in Taiwan.
  • The perspectives of other key countries in the region toward the TPP, including Japan, Korea, Singapore, and the People’s Republic of China.

Abstract: 

The recent events in Chelyabinsk serve as a reminder that while rare, encounters with near-Earth objects (NEOs) can have significant consequences for humanity. Understanding and mitigating the risks posed by asteroids is important to the scientific and policy-making communities as observation and mitigation missions are considered. Qualitative and quantitative studies have been done to assess such risks, and some reasonable point estimates have been proposed. However, due to the low probability/high consequence nature of asteroid risks, these measures provide limited actionable insights and may even lead to false confidence when interpreted inappropriately. Project Fox aims to provide a probabilistic model that evaluates the collective threat from asteroids events by evaluating the full distributions over consequences. Results of initial modeling efforts show that the catastrophic risks from asteroid impacts are significant, and that the majority of risk for global effects resulting from NEO impacts is attributable to a range of diameters smaller (and more frequent) than previously known. 

Speaker bio:

Jason C. Reinhardt is a national security systems analyst, and is currently pursuing a Ph.D. in Risk Analysis, focusing on nuclear weapons arsenal management. Specifically, he is developing quantitative risk models to examine the trade-offs faced by nuclear armed nations in the process of disarmament. He is also pursuing research aimed at modeling and quantifying the catastrophic risks posed by near earth asteroid encounters. Other research interests include game theoretic applications to risk analysis and management, as well as adversary models. While at CISAC, he hopes to engage subject matter and policy experts to strengthen his modeling and analysis of nuclear weapon arsenal risk.

Prior to beginning his current studies, Jason managed a group of experts at Sandia National Laboratories that focused on technical studies to guide policy and decision makers across government. He joined Sandia National Laboratories in August of 2002, and has worked on a diverse set of projects both as an engineer and as an analyst, including the development of instrumentation for in-situ atmospheric measurement, embedded systems design, borders security analyses, and nuclear counter-terrorism strategy development.

He has worked extensively with the Department of Homeland Security on nuclear matters, and has also worked with the Department of Energy, the Department of Defense, the intelligence community, and within the national laboratory enterprise on a diverse array of national security projects. He has participated in the planning and hosting of international conferences and engagements, briefed congressional representatives, and served as a subject-matter expert on the topics of border security and nuclear and radiological defense.

Jason holds a B.S. in Electrical Engineering from the Purdue School of Electrical Engineering at Indianapolis, and a M.S. in Electrical Engineering from Stanford University.

The Liberation Technology Seminar Series is set to continue this fall with a remarkable set of speakers. The series debuts on Thursday, September 26, 2013 and will continue until December 5, 2013. The last season focused on domestic issues given the debates around SOPA and the use of technology in the U.S. Presidential elections. This emphasis this fall will be tilted towards international initiatives. 

The series will begin with Canada’s effort at direct diplomacy with people abroad using technology and move on to crowd-souring of a law by the Parliament of Finland. Talks will also cover the political impact of the internet in Malaysia, a review of the world’s most ambitious open government project by a state government in India, and an ambitious Stanford project to bring design thinking to accountability projects internationally. On the domestic front, we have timely presentation on mass surveillance in the United States and a discussion on Code for America’s initiatives to build civic engagement by coders. Finally, we are set to have a look at the history of information technology in social initiatives by our own Terry Winograd who retired from the Department of Computer Science last year. 

Students can take this as a one credit course by attending at least seven out of the ten seminars. The course is listed as CS 546 / POLISCI 337S.

Technology, accountability and democracy in South Asia and beyond

Over the last few years, there has been unprecedented focus on corruption and accountability across South Asia.  Accountability movements have resulted in a variety of initiatives including special monitoring bodies, transparency laws, monitoring mechanisms, judicial reforms and refining government processes.  These initiatives bring different understandings of problems and approaches, with varied strengths and weaknesses.  Despite these differences, they are increasingly converging on the use of technology to augment a growing set of accountability strategies.

The availability of new devices, the power of the Internet, the reach of mobile phones, and citizen activism give us reason to believe that the use of technology has real promise in advancing the accountability agenda. Yet the claim of technology’s promise is not without its critics. The use of technology has created new avenues for corruption despite claiming to combat it. Technologies rolled out in the name of advancing citizenship also create avenues for greater surveillance and disenfranchisement.  Many initiatives are not controversial, but their effectiveness is yet to be evaluated rigorously. Finally marginalized people, who need tools for accountability more than anyone else, have significantly lower levels of engagement with it.  The promises and problems of technology’s relationship with accountability require closer examination.

This conference proposes to bring together people who are engaged in these questions as activists, officials, academics and innovators to examine how technology is currently being used for accountability projects and to build meaningful platforms for the future. We specifically seek to bring together people with experience in accountability movements (with or without the use of technology), young innovators and researchers in order to promote rich multidisciplinary conversation and to build new collaborations.

One of the most persistent criticisms of technology for democracy projects is that they focus heavily on the tools without paying attention to the complexity of their use and the fact that accountability is a political project steeped in power relations.  In order to ensure that technical imagination goes hand in hand with a sophisticated understanding of the problems and strategies necessary to make technology a tool for progressive change, we propose to invite seasoned civil society activists and leaders from the government who have had a successful track record in managing positive change to meet individuals who are just beginning to consider technology as a response to the same problems. The conference will thus foster an exchange of ideas between innovators and experienced activists so that innovators can share their tools and experiences while also deepening their understanding of technology’s relevance and challenges for potential uses on the ground.  In turn, experienced political, social and economic leaders will gain ideas on how elements of technology can be introduced into in their work.  With this in mind, the conference format provides for opportunities to learn about technology projects, meet with platform creators, and participate in workshops to gain tools suitable for diverse campaign needs. 

The conference will be based on four broad themes: (1) Citizen activism for free and fair elections (2) Combatting “last-mile” corruption in public services (3) Gender, technology and accountability and (4) Building safeguards around India’s Aadhar project.  For further details including application, please download the call for papers here.

Abstract:

In less than three decades, Taiwan has transformed from a repressive, authoritarian state into a vibrant democracy. Changes to the legal system, and particularly the criminal justice system, have played a central role in this story. Reform-minded politicians, lawyers, judges, prosecutors, and scholars have been crucial advocates for strengthening human rights protections, as has Taiwan’s Constitutional Court. Since the end of martial law, the Court has vigorously given heft to rights enshrined in the Republic of China’s constitution. Now that Taiwan has adopted the contents of the International Covenant on Civil and Political Rights as domestic law, it is an opportune moment to reflect on Taiwan’s journey towards embracing international human rights norms and to confront remaining challenges. The situation across the strait is markedly different. Today, Taiwan’s Constitutional Court has no counterpart on the Mainland and analogues to Taiwan’s former police-controlled punishments remain in full effect. As calls for reform on the Mainland become increasingly vocal, how might Taiwan’s experience inform efforts to increase human rights protections in the People’s Republic of China?

Maggie Lewis joined Seton Hall Law School as an Associate Professor in 2009. She is a Term Member of the Council on Foreign Relations, a Public Intellectuals Program Fellow with the National Committee on U.S.-China Relations, and an Affiliated Scholar of NYU School of Law’s U.S.-Asia Law Institute. Her recent publications have appeared in the Columbia Journal of Transnational Law, NYU Journal of International Law and Politics, Columbia Journal of Asian Law, and Virginia Journal of International Law. She is also the co-author of the book Challenge to China: How Taiwan Abolished Its Version of Re-Education Through Labor with Jerome A. Cohen. 

Most recently before joining Seton Hall, Professor Lewis served as a Senior Research Fellow at NYU School of Law’s U.S.-Asia Law Institute where she worked on criminal justice reforms in China. Following graduation from law school, she worked as an associate at the law firm of Cleary, Gottlieb, Steen & Hamilton in New York City. She then served as a law clerk for the Honorable M. Margaret McKeown of the U.S. Court of Appeals for the Ninth Circuit in San Diego. After clerking, she returned to NYU School of Law and was awarded a Furman Fellowship.

Professor Lewis received her J.D., magna cum laude, from NYU School of Law, where she was inducted into the Order of the Coif and was a member of Law Review. She received her B.A., summa cum laude, from Columbia University. In addition, she has studied at the Hopkins-Nanjing Center for Chinese and American Studies in Nanjing, China, and Bucerius Law School in Hamburg, Germany.

Faculty and students of Peking University have been at the forefront of China’s modern history.  The social impact of the university has been enormous.  Its educational philosophy needs to continually evolve, especially as China has developed in the last few decades at historically unprecedented rates.  President Wang will discuss these changes, how the university copes with new challenges, and how the globalization of Peking University fits into his vision for the future.

Wang Enge was appointed President of Peking University in 2013. He obtained his B.S. and M.S. in theoretical physics from Liaoning University in 1982 and 1985 respectively and received his Ph.D. from Peking University in 1990. He served as Director of the Institute of Physics (CAS) (1999-2007), Founding Director of the International Center for Quantum Structures (2000), Director of the Beijing National Laboratory for Condensed Matter Physics (2004-2009), CAS Deputy Secretary-General (2008-2009), and Executive President of CAS Graduate University (2008-2009).  President Wang is a member of the Chinese Academy of Sciences (CAS) and the Academy of Sciences for the Developing World (TWAS), as well as a fellow of the American Physical Society and the Institute of Physics (UK). He has been a JSPS professor of Tohoku University (Japan), an AvH Scholar of Fritz-Haber Institute der MPG (Germany), a KITP Visiting Professor at the University of California, Santa Barbara (USA), a Visiting Professor at the University of California, Berkeley (USA), a Visiting Professor at the International Centre for Theoretical Physics (Italy), and a GCEP Scholar at Stanford University.

Japan Studies Program at Shorenstein Asia-Pacific Research Center has recently received a grant from Sasakawa Peace Foundation in Japan for the New Channels project.  The project aims to broaden the dialogue and understanding between the United States and Japan and to reinvigorate the alliance with focus on 21st century challenges faced by both nations. 

Hideichi Okada, Senior Advisor at NTT Data Institute of Management and Consulting, will join the Japan Studies Program at APARC as the program's 2013-14 Sasakawa Peace Fellow to play a leading role in organizing the annual New Channels dialogue. 

In this seminar, Okada will be speaking about Japan's energy policy and challenge.

He worked for Prime Minister Junichiro Koizumi as his executive assistant, where he dealt with policies on economy, industry, energy, science and technology, and environment, and with public relations (2001-2006). Hideichi Okada joins the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) from September, 2013 until March, 2014 as Sasakawa Peace Fellow with the Japan Studies Program (JSP).

His research interests encompass energy policies and trade policies in the context of possible cooperation between Japan and the U.S. During his time at Shorenstein APARC, Okada will be working to launch New Dialogue Program for future cooperation on various areas between Japan and the U.S., and other Asia Pacific countries.
