In less than a week, Egypt has witnessed a reversal of many of the gains it made during the course of the 16-month revolutionary period. The interim military body guiding the transition period since Hosni Mubarak's ouster has consolidated its power by dissolving the Islamist-led parliament, introducing a new charter stripping presidential powers, and hand-picking an assembly to draft a new constitution.

In the midst of this counter-coup by Egypt's Supreme Council of the Armed Forces (SCAF), presidential run-off elections took place June 16 and 17. The Muslim Brotherhood's Mohammad Mursi emerged as the winner against Ahmed Shafiq, Mubarak's former prime minister, capturing 51.7% of the vote.

A former academic who earned a doctorate in engineering from the University of Southern California, Mursi is a relative newcomer to the Egyptian political scene having served in parliament from 2000-2005. Described as a behind-the-scenes operator, Mursi rose to lead the Brotherhood's Freedom and Justice Party in 2011 positioning himself as a presidential contender. While little is known about Egypt's first democratically elected president, many claim that Mursi was elected less for his personal politics than for his affiliation with the Muslim Brotherhood.

Lina Khatib, head of the Arab Reform and Democracy Program at FSI's Center on Democracy, Development, and the Rule of Law, weighs in on the upheaval in Egypt's revolution, the power of the presidency, and the steps the SCAF have taken to cement their rule.

Have the SCAF outsmarted the opposition in their recent grab for power?

Looking back at the 16 months since the start of the Egyptian revolution, it becomes clear that the SCAF were hedging their bets to come up with a political formula that would guarantee the continuation of their political and economic authority. For a while the Muslim Brotherhood was almost in bed with the SCAF, but the equation quickly changed after the parliamentary elections. As the Brotherhood arose as a potentially serious challenger to the SCAF, the military needed an effective strategy to undermine its rising power.

In what way was the Muslim Brotherhood posing a challenge to the SCAF?

The (now-dissolved) parliament was dominated by the Muslim Brotherhood, which claimed 46% of the seats. With Mohammad Mursi the president-elect, the Muslim Brotherhood would have presided over two key state institutions - the legislative and executive branches. That would have been too much for the SCAF to bear, particularly as they started perceiving the Brotherhood as a political competitor. Based on this, the SCAF could safely calculate that fresh parliamentary elections — under a revised electoral system — would most likely not lead to a Muslim Brotherhood-dominated parliament.

With no constitution in place how can the presidential powers and limits be defined?

The stalled process of putting together a Constitutional Assembly means that Mohammad Mursi assumes this role without knowing the full authorities of the position. The SCAF have been managing the membership of the Constitutional Assembly and will likely have a significant input into the content of the constitution itself. The sequencing of having a president in place before a constitution is drafted presents the military with the opportunity to design the constitution according to who wins the presidential race. If Ahmed Shafiq had won, it is likely that the new constitution would have given him more privileges than Mursi.

With Mursi the new president of Egypt, does this signal a victory for the Muslim Brotherhood?

The Muslim Brotherhood has been shortsighted in the way it has performed since the start of the Egyptian revolution. Its keenness on ascending to political power often led it to engage in compromises with the SCAF that have now backfired. This also served to lessen its support among the Egyptian people, as well as among its political allies. Although the Brotherhood pushed for the presidential elections to go ahead because it was convinced that Mursi would win, this victory can be viewed as only a partial one as the SCAF are in control of most state institutions.

Have recent events reversed the gains made by the revolution?

The real victory for Mursi would be if he is able to put in place checks and balances on the power of the SCAF, secure the independence of the judiciary, guarantee the rights of minorities, and establish an accountable civil state in Egypt that involves the country’s multiple stakeholders. However, the SCAF have so far blocked the path towards achieving all of those goals, and in the process are attempting to silence the voices of the opposition that were initially empowered by the revolution.

How can reformers re-assert themselves in the current political climate?

Egyptian reformists need a long-term strategy. A key part of this strategy is having a viable leadership and advocacy structure that can stand up to the authority of the SCAF. Even though the SCAF have announced that they would hand over power to the incumbent president, their behavior indicates that they are keen on maintaining their authority behind the scenes, regardless of who sits in the presidential seat.

The graduating class at Stanford University has selected Larry Diamond, director of the Center on Democracy, Development and the Rule of Law (CDDRL) and senior fellow at the Hoover Institution and the Freeman Spogli Institute for International Studies, as the 2012 Class Day speaker. A four-decade long tradition, the class day lecture is delivered by a well-liked Stanford faculty member who addresses the graduating class together with their friends and family, one last time. The class day lecture will be held on Saturday, June 16.

Diamond's class day speech entitled, "Why the Wind of Freedom Blows," provides a sweeping account of the global struggle for freedom from its roots in the Reformation period to present day. Diamond's speech pays homage to Stanford's motto "The wind of freedom blows," coined by founding President David Starr Jordan in tribute of the 16th century German humanist Ulrich von Hutten who embodied the essence of modern democracy. Invoking the powerful theme of the universality of democracy, Diamond will inspire a new generation of Stanford graduates to uphold these principles and leave the university in pursuit of greater service to humanity.

Diamond, a Stanford graduate (74', 78', 80') teaches courses on comparative democratic development and post-conflict democracy building, and has served as a devoted advisor and mentor to generations of Stanford students since beginning his teaching career at Stanford in 1985. He was recognized in 2007 with a Teacher of the Year award for "teaching that transcends political and ideological barriers" by the Associated Students of Stanford University and the University's Dinkelspiel Award for Distinctive Contributions to Undergraduate Education.

As the Peter E. Haas Faculty Co-Director at the Stanford Haas Center for Public Service, Diamond has played an integral role fostering greater public service and leadership among the undergraduate community. At CDDRL, Diamond advises students through the Undergraduate Senior Honors Program and provides institutional support to Stanford student groups for their activities and planning efforts.

Diamond joins a distinguished group of previous class day speakers who have included; Rob Reich, associate professor of political science, faculty director of the Program in Ethics in Society and co-director of the Center on Philanthropy and Civil Society, who delivered the 2011 class day lecture on the promise and peril of the new social economy. In 2010, Debra Satz, professor of philosophy, the Marta Sutton Weeks Professor of Ethics in Society and director of the Bowen H. McCoy Family Center for Ethics in Society, addressed the graduating class on the moral limits of world markets and the fundamental problems that drive them.

Diamond is the founding co-editor of the Journal of Democracy and also serves as senior consultant (and previously co-director) at the International Forum for Democratic Studies of the National Endowment for Democracy. Diamond served as a consultant to the U.S. Agency for International Development and was a contributing author of its report Foreign Aid in the National Interest. He has also advised and lectured to the World Bank, the United Nations, the State Department, and other governmental and nongovernmental agencies dealing with governance and development. His latest book, The Spirit of Democracy: The Struggle to Build Free Societies Throughout the World (Times Books, 2008), explores the sources of global democratic progress and the prospects for future democratic expansion.

The crisis in Syria has revived sectarian tensions in neighboring Lebanon, fueling internal divisions reminiscent of the period leading up to the 1970's civil war. Lina Khatib, manager of CDDRL's Program on Arab Reform and Democracy, writes in The Guardian about the recent events and underlying tensions that have escalated conflict between Lebanon's Shia and Sunni communities. Khatib argues that a loss of confidence in state institutions and a weakened leadership makes Lebanon vulnerable to escalated civil strife.

On May 7, the Center on Democracy, Development and the Rule of Law (CDDRL) hosted Egyptian activist Ahmed Salah who spoke about the series of events that led up to the Egyptian revolution and the current struggles the country faces in realizing its revolutionary goals. Salah, an alumni of the 2011 Draper Hills Summer Fellowship at CDDRL, has been at the forefront of the revolutionary movement in Egypt. He has been involved in the launch of opposition groups and movements since 2005, including the April 6 Youth Movement and Kifaya (Enough!), both of which played roles in organizing and mobilizing the forces behind the revolution.

Salah returned to Stanford as part of a larger speaking tour across the U.S., to raise awareness and support for the democratic development of Egypt. With the military undermining the goals of the revolution, the constitution-writing process stalled, and a rush towards presidential elections, Salah emphasized the critical moment Egypt faces in its transition towards democracy.

Forced into exiled for his activism, Salah has sought temporary refuge in the U.S. and is dedicating his time to building awareness and advocacy for his cause through the Coalition of the Committees for the Defense of the Revolution in Washington D.C. and beyond.

Addressing the CDDRL seminar, Salah recalled the defining moments of the January revolution, “Getting into Tahrir in the morning, the stench of tear gas was so strong, all these burning vehicles and buildings all around - blood - pools of blood in different locations, and protestors were coming in, again.”

Salah was instrumental in co-devising and implementing the plan leading up to the revolution and has been subject to arrest, incarceration, and abuse as a result of his actions. He described being beaten and his nose broken when a gang of thugs surrounded him in Tahrir Square, and another incident when he was targeted by a sniper firing into a crowd of protestors. He escaped with his life but was not as lucky as thousands of other activists.

As the country faces a crucial period of political transition with presidential elections approaching, Salah emphasized the fact that candidates have not had enough time to campaign, leaving voters with an incomplete picture of the competing platforms. He cited examples of direct vote rigging and manipulation in the parliamentary elections and stressed the importance of ensuring a transparent process when electing Egypt's first post-revolutionary president. While Salah recognizes the shortcomings of the transition period, he endeavors to ensure that the goals of the revolution and the activists who made great sacrifices are fully realized in the long-run.

The president, surrounded by his Cabinet members and senior national security and foreign policy advisors, appears grim as he declares: “This is certainly the greatest crisis I’ve ever faced as a president.”

He has ordered the deployment of U.S. forces into Syrian territory to protect civilians and establish safe zones. His Cabinet must now determine whether to order a pre-emptive strike against Syrian troops on word from the CIA that the Bashar al-Assad regime appears ready to use chemical and biological weapons stored in underground bunkers east of Damascus.

After a military briefing by the commander of CENTCOM, the president cautions those assembled at the classified briefing: “Remember, history will judge us, in part, by how thoroughly we discuss all the options today.”

With imagined top-secret memorandums from the CIA and the White House – as well as the real-deal Obama Nuclear Posture Review – some 20 Stanford undergraduate and law students dressed in suits and armed with laptops and position papers spend three hours debating the merits of an attack on Syrian forces.

Scott Sagan, a political science professor and senior fellow at the Center for International Security and Cooperation (CISAC), plays Obama in the class co-taught by Allen Weiner, director of the Center on International Conflict and Negotiation at the Law School.

The Ethics and Law of War class presents law and political science students with some of the political, legal and moral consequences of war. For their final simulation, they must stay in character, grill one another as policymakers and world leaders might do behind closed doors – and then defend their final decisions.

“Instead of simply learning abstract just-war theory or international law doctrine, the simulations encourage students to apply what they've learned to real problems,” says Weiner, once a legal adviser at the State Department. “This provides for much deeper awareness of the subject matter and richer appreciation of the nuances and complexities.

Ethics & War

The class grew out of Stanford’s hugely successful, two-year War & Ethics lecture series, which concluded last month. Philosophers, writers, journalists, historians, social scientists, human rights activists and policy makers came together several times a month to grapple with the complex ethical equations of war. Co-sponsored by a dozen centers and departments across campus, the series drew big names and big crowds.

Vietnam War veterans and award winning authors Tobias Wolff – a Stanford English professor – and Tim O’Brien told a sold-out audience that writing about war was both therapeutic and heartbreaking. O’Brien was a Pulitzer Prize finalist for “The Things They Carried,” a harrowing string of stories about a platoon of American soldiers in Vietnam.

How do you write about war? “You do it sentence by sentence, line by line, character by character, even syllable by syllable,’ O’Brien told a mesmerized audience. “You dive into that wreck and try to salvage something.”

Journalist Sebastian Junger spoke at the screening of  “Restrepo,” his documentary about the Afghanistan War. Stanford students and faculty performed in George Packer’s play, “Betrayed,” which illuminated the U.S. abandonment of young Iraqi interpreters who risked their lives for Washington during the Iraq War. For the final event, Debra Satz, a philosophy professor and director of the McCoy Family Center for Ethics in Society, Sagan, and Charles Dunlap, a retired Air Force general who now leads the Center on Law, Ethics and National Security at Duke University, debated the future ethical challenges of war.

Sagan, an expert in nuclear policy and the proliferation of weapons of mass destruction who worked at the Pentagon and was a consultant to the Secretary of Defense, said the lecture series enriched his students by forcing them to pay attention and question the moral and legal underpinnings of the wars in Iraq and Afghanistan.

“I was stretched, intellectually, by this series,” he said. “It encouraged me to read and discuss both fiction and philosophy that raises the same ethical issues – from a very different perspective – that we analyze in political science.”

Back to class

Weiner, as stand-in for Vice President Joe Biden, tells those assembled they must consider that within 24 hours, 6,000 American troops will be in danger. The CIA has a “high degree of confidence” that Assad has ordered the removal of the chemical weapons from the underground bunkers and transport trucks have been spotted at the sights.

“As we head into an election cycle, the difficulties of the decision that we make today will be placed under even greater scrutiny,” Weiner says.

That decision will be to make one of these hard choices:

  • The U.S. military withdraws its troops and avoids a military confrontation, but risks further civilian deaths and the condemnation of Arab Spring allies;
  • Obama orders conventional airstrikes against Syrian troops, which could lead to thousands of inadvertent civilian casualties;
  • Washington takes extraordinary measures and uses nuclear weapons to destroy the underground storage bunkers for its weapons of mass destruction. This last option likely would eliminate any chance of Syrian troops using chemical weapons, but it would open a Pandora’s box for the Nobel Peace Prize president who has pledged to work toward a nuclear-free world.

The students know Americans are weary of war after the WMD fiasco in Iraq and a decade-long war in Afghanistan, both of which have claimed countless lives and a trillion-plus in taxpayer dollars. Their decision – as Secretary of State Hillary Clinton and Secretary of Defense Leon Panetta, among others – is weighted by the concern that Americans likely won’t re-elect a president who drags them into another costly warm, and by the fear that a successful president cannot let American troops be exposed to deadly chemical attacks.

The mock military briefing by Gen. James Mattis – played by visiting CISAC military fellow, U.S. Army Col. Viet Luong, himself a commander in Afghanistan – lays out the risks and probabilities of casualties under each scenario.

A student asks Luong which military option he would recommend.

The general prevaricates: “I’m a military guy; I tend to lean toward success and then I also consider civilian casualties. But I’m also very concerned about putting my soldiers at risk.”

Clinton, voiced by international policy student Micaela Hellman-Tincher, says she’s concerned about mission creep. “Consider the international implications of us entering into conflict,” she says.

The fake Samantha Power of the National Security Council, played by Ashley Rhoades, urges diplomatic measures and a stand-down from military conflict. “I’m not advocating in any way for inaction,” she says. “There are several diplomatic solutions. We ask that you give us 24 hours to be able to work on these diplomatic options and multilateral diplomacy.”

Such as what? Such as calling on Moscow to mediate or seeking a U.N. envoy.

The legal team from the law school lays out their arguments for why a preventive strike would be illegal under certain conventions; while a pre-emptive strike based on imminent and unavoidable threats of attack might be permissible.

Then Stanford law student Alex Weber – playing Avril Haines, legal advisor to the National Security Council – addresses the elephant in the room: the nuclear option.

“If you use a nuclear weapon, regardless of whether the Syrians use chemical weapons against our troops, you are, as Colin Powell said in the 1991 Gulf War, opening a Pandora’s Box, particularly because Syria has no nuclear weapon,” Weber says. “You are the nuclear nonproliferation president. There is a psychological button that you push that will prompt the media to take the ethical debate to new levels.”

In the end, consensus appears to be growing around an immediate preventive strike against the storage bunkers using conventional forces. The Cabinet knows this could lead to deaths on both sides, but allowing the Syrians to use chemical weapons could lead to even more.

“You can’t cut and run, Mr. President,” insists student Torry Castellano, playing White House Chief of Staff Jacob Lew.

Obama says he will take their advice under advisement and all rise as he leaves the war room.

Leonard Weiss is a visiting scholar at Stanford University’s Center for International Security and Cooperation (CISAC). He is also a national advisory board member of the Center for Arms control and Non-Proliferation in Washington, DC. He began his professional career as a PhD researcher in mathematical system theory at the Research Institute for Advanced Studies in Baltimore. This was followed by tenured professorships in applied mathematics and electrical engineering at Brown University and the University of Maryland. During this period he published widely in the applied mathematics literature. In 1976 he received a Congressional Science Fellowship that resulted in a career change. For more than two decades he worked for Senator John Glenn as the staff director of both the Senate Subcommittee on Energy and Nuclear Proliferation and the Committee on Governmental Affairs. He was the chief architect of the Nuclear Nonproliferation Act of 1978 and legislation that created the Defense Nuclear Facilities Safety Board. In addition, he led notable investigations of the nuclear programs of India and Pakistan. Since retiring from the Senate staff in 1999, he has published numerous articles on nonproliferation issues for the Bulletin of Atomic Scientists, Arms Control Today, and the Nonproliferation Review. His current research interests include an assessment of the impact on the nonproliferation regime of nuclear trade with non-signers of the Nuclear Nonproliferation Treaty, and more generally the relationship of energy security concerns with nonproliferation.

As the Soviet Union was dying in December 1991, a quiet collaboration between Russian and American scientists was being born. The Russians were bankrupt, the KGB was in disarray and nuclear scientist Siegfried S. Hecker – at the time director of the Los Alamos National Laboratory – was alarmed as tens of thousands of nuclear weapons and much of the more than 1,000 tons of fissile materials across the broken Soviet states stood poorly protected.

Thousands of Soviet scientists were suddenly in limbo and President George H.W. Bush worried some might turn to Iran or Iraq to sell their nuclear knowledge. Washington suddenly found itself more threatened by Russia’s weakness than its strengths. That recognition drove U.S. Senators Sam Nunn and Richard Lugar to launch cooperative threat reduction legislation, subsequently known as the Nunn-Lugar Cooperative Threat Reduction Act.

Secretary of Energy Admiral James Watkins echoed President Bush’s concern when he called a meeting in December 1991 with Hecker, today the co-director of Stanford’s Center for International Security and Cooperation (CISAC).

“I told him, I’ve been trying to get us together with the Russians for several years,” Hecker said. “Why don’t we go to their lab directors and say, `What’s it going to take to keep your guys home and from selling their knowledge someplace else?’”

Several weeks later, in February 1992, Hecker was on a tarmac in the once-secret Russian nuclear city of Sarov, shaking hands with Yuli Khariton. The Soviet physicist was the chief designer of Russia’s atomic bomb – their Robert Oppenheimer, creator of our nuclear bomb and first director of the Los Alamos laboratory in New Mexico.

Hecker would go on to make 44 trips to Russia in the name of nuclear nonproliferation and cooperation. His most recent was last month with CISAC researchers Peter Davis and Niko Milonopoulos and a dozen Americans scientists, to commemorate 20 years of laboratory-to-laboratory cooperation. They hosted a conference with their Russian counterparts in Sarov, the Russian version of Los Alamos 300 miles east of Moscow.

Some 100 Americans and Russians attended various legs of the conference, including the scientific directors of the three Russian nuclear weapons laboratories: Rady Ilkaev, Evgeny Avrorin and Yuri Barmakov. The American delegation included Jeffery Richardson, CISAC affiliate and former head of chemistry and proliferation prevention at Lawrence Livermore National Laboratory; James W. Toevs, former project leader for the Nuclear Cities Initiatives at Los Alamos; and K. David Nokes, former vice president of national security and arms control at Sandia National Laboratory.

Hecker is determined to reignite the collaboration efforts, which have diminished dramatically in the last decade due to stark differences at the highest levels of our governments and because the Russian secret service agency has again tightened their grip on the nuclear complex.

“The 1990s were the heydays for us,” he said. “The scientists played a major role; we actually pushed the envelope on what we could do cooperatively. We worked well with the Russians.”

The U.S. Department of Energy supported and financed the joint efforts of the American and Russian nuclear laboratories to secure and safeguard Russian nuclear facilities and materials. They enlisted the help of civilian institutes to make urgent security upgrades at their nuclear facilities and the Americans brought the Russians to the U.S. nuclear sites – including the plutonium facility at Los Alamos – to let them see firsthand how Americans handled protection, control and accounting of nuclear material.

“The Sandia National Laboratories actually helped provide Kevlar blankets to protect Russian nuclear weapons while they were transporting them so that in case somebody shot at them, you didn’t get a mushroom cloud,” Hecker recalled.

Then, Russian President Vladimir Putin came to power for the first time in 2000 and the Federal Security Service – formerly the KGB – started tightening the screws. U.S. visas became difficult to obtain after the 9/11 terrorist attacks ratcheted up consular bureaucracy. Scientists on both sides began to feel less welcome at the labs and sites they had readily visited for a decade.

During his April trip, Hecker felt as if he were under house arrest in the worst security squeeze he’d seen in the 20 years of visiting Russia. He was followed by a security agent when he jogged, until the mud along the river became too deep for the agent’s shiny black shoes; Davis and Milonopoulos had their access denied at the last minute and were not allowed to enter Sarov to attend the three-day portion of the conference.

Many lab-to-lab cooperative agreements were allowed to expire by the Russian side in the last decade; even collaborations on fundamental research have been restricted and there is little nuclear power engineering cooperation. Worst of all, Hecker said, joint efforts to battle nuclear terrorism and compare means by which each side keeps its nuclear warheads safe and secure without nuclear testing are now virtually nonexistent.

“We ought to be working together, for heavens sake,” he said. “We’re not going to terrorize each other; we’ve got to keep the terrorists away from the rest of the world. We just have to get back to working together.”

Their first step will be to compile the proceedings of the meetings with their Russian counterparts in Sarov, Nizhny Novgorod and Moscow. The document will be provided to the U.S. Department of Energy and policymakers in the Obama administration, as well as the three current U.S. nuclear lab directors, who are making their first joint visit to Russia in June. Hecker said his Russian counterparts are trying to coax Moscow into jumpstarting the collaboration efforts while wooing a new generation of nuclear scientists to the table.

Hecker, along with two former Russian nuclear weapons lab directors, is working on a book to document 20 years of nuclear collaboration between Russian and American nuclear scientists.

“The book is going to do a thorough job of looking at: What we did, why did it matter, what conditions made it possible and, then, what lessons were learned that might allow us to reestablish the relationship,” he said.

Hecker had another mission on his recent trip to Sarov. He wanted to reassure his Russian counterparts that their personal relationships truly mattered.

With the collapse of the Soviet Union in 1991, scientists in Russia, Ukraine, Kazakhstan and Belarus were confronted with a new reality: They went from lives of privilege to poverty. Programs launched by the U.S. Departments of State and Energy brought financial support to Russia’s closed nuclear cities, showed the Russian nuclear workers that they had a future in non-weapons research – and that someone cared about their well-being.

“One thing that came out, talk after talk during this trip, was how important the social relationships were between the scientists; how they are absolutely crucial,” Hecker said. Those little-known relationships – many of which became enduring friendships that celebrate marriages and grandchildren – led to significant steps in the U.S.-Russian nuclear threat reduction program.

President Ronald Reagan used one of his signature phrases, “Trust, but verify,” when he and Soviet General Secretary Mikhail Gorbachev signed the Intermediate-Range Nuclear Forces Treaty in 1987, eliminating nuclear and conventional ground-launched ballistic and cruise missiles with intermediate ranges. The phrase was taken from an old Russian proverb.

A year later, that proverb was put in effect with Hecker’s hand on the nuclear button at the Nevada test site for the Joint Verification Experiment.

“In August of ’88, the Soviets were at our test sites in Nevada and I was in the control room, essentially pushing the button to blow up one of our nuclear devices down hole, while the Russians had a cable that ran down the hole with which they were going to measure the magnitude of the nuclear explosion,” Hecker said. The following month, American scientists were in Russia to do the same.

“So I was sitting there in our control room, with the Russians right across the table from me,” he recalls. “That introduced us to the Russian nuclear scientists for the first time. You know what we said? These guys are just like us. They just want to do exactly the same thing for their country that we were doing for ours: keep their country safe and secure. And that started the process of working together.”

Today, the Russian proverb made famous by an American president could be turned on its head if the Russian-American nuclear collaboration is allowed to thrive: Verify through Trust.

Adrian Bonifacio, a second generation Filipino-American from Chicago, is one of the recipients of the Program on Human Rights and the McCoy Family Center for Ethics in Society's 2012 Human Rights Fellowship.  The Program on Human Rights at the Center on Democracy, Development, and the Rule of Law together with the McCoy Family Center for Ethics in Society offer four annual summer fellowships in human rights open to Stanford undergraduates interested in working for organizations, government agencies, NGOs or international organizations that promote or defend human rights.

This summer, Bonifacio will work with the Asian Pacific Mission for Migrants, a non-governmental organization based in Hong Kong that promotes and defends the rights of migrant workers, a majority of whom are Filipino. Filipino immigrants in Hong Kong work predominately as domestic workers. The situation of Filipino diasporas is very complex with more than 10% of the Filipino population abroad, and over 4,000 Filipinos leaving the country every day.

Passionate about Filipino and Filipino-American issues relating to human rights such as migration, exploitation, and servitude, Stanford undergraduate Bonifacio has joined Filipino groups such as Stanford’s Pilipino American Student Union (PASU) and Anakbayan Silicon Valley, a youth organization based in Santa Clara County. He is currently pursuing a major in international relations with a minor in economics as well as co-term masters degree in sociology.

In the 1970s, Filipino dictator Ferdinand Marcos began the Labor Export Policy (LEP), a deliberate policy to send Filipino workers abroad. “This became a vicious cycle, the Philippines tried to achieve economic development based on remittances but because it sends both high skill and low skill workers abroad, and because the remittances they send are not usually put towards investment and long term development, there is not much progress happening in the country," explained Bonifacio. "Every president since Marcos has continued to promote the LEP in the name of national development.”

Last summer, Bonifacio worked for HURIGHTS OSAKA, a human rights non-profit organization, where he conducted research related to Filipino migrants in Japan to understand the link between human rights and remittances. “Although it was difficult integrating with the community in such a limited timeframe, a lot of different opportunities presented themselves—celebrating Philippine Independence Day, cooking Filipino food for events, even performing traditional dances," said Bonifacio. "My supervisor at work and all the migrants I have come to know made my transition into life in Japan, as well as my research, much easier.”

Japan and agencies in the Philippines that facilitate labor migration are notorious for abusing “entertainment visas” which allowed young women to be trafficked into Japan. Many Filipino women were promised jobs in high-end hotels as singers or dancers, but upon arrival in Japan, were trafficked into bars, with some entering prostitution rings and red light districts... Starting in the mid-1980s, many Japanese men in rural areas began to “import” Filipino women as mail-order brides, to solve the demographic problem of low birth rates caused largely by women moving out to cities to pursue professional careers.

Although the mail-order bride phenomenon has died down and Japan has since abolished the entertainment visa in 2006, there are still cases of abuse and human trafficking. Moreover, Filipino men have a history of working in construction, often as day laborers with insecure sources of income and housing. According to Bonifacio, “It is hard to determine the proportion of remittances that come from exploitation, but if you look at general trends and the types of employment Filipinos have all over the world—for example as “entertainers” in Japan or domestic workers in Hong Kong, Saudi Arabia, and even the United States—one could say that remittances and exploitation are closely connected.”

In preparation for his fellowship in Hong Kong Bonifacio says, “I was humbled by what I saw in Japan. I think that one of the best things one can do to educate oneself - and something that does not always happen in a classroom - is to understand the community we want to serve. We need to learn about the issues these communities face before considering fighting for change.”

Scarborough Shoal, a tiny rocky outcropping and lagoon off the west coast of the Philippines, sits at the center of the latest South China Sea tug-of-war. Protesters took to the streets in Manila on May 11 to criticize China’s support of fishermen who entered the disputed territory a month ago and sparked a yet unresolved naval standoff between the Philippines and China. On May 9, while ships from both sides maneuvered in the area, Manila's secretary of defense assured Filipinos that if Beijing attacked, Washington would come to the country’s defense.  

That expectation had been strengthened in Manila in November 2011 when the visiting American secretary of state, Hillary Clinton, referred to the South China Sea as the “West Philippine Sea.” Clinton’s slip of the tongue was not a major diplomatic incident. But some Flipinos saw it as a sign of U.S. support for their government's maritime claims.

Washington’s refusal to side with any of the claimant states had not changed. What had changed was the level of American concern. In the November 2011 issue of Foreign Policy Clinton had defended the idea of a “pivot” toward Asia, meaning a renewed U.S. focus on Asia after a decade of intense military activity in Afghanistan and Iraq.

The term “pivot” has fallen out of favor in Washington, but the Obama administration’s heightened interest in Asia is real and ongoing, says Donald K. Emmerson, director of Stanford’s Southeast Asia Forum. He recently discussed the nuances of what he describes as an important but “lopsided pivot.”

How does the pivot fit into the larger global picture?

In the continuing debate as to whether the United States is in decline, the key question is: relative to what? Certainly, if we compare the situation now with the period immediately after World War II, the United States is less powerful relative to the power of other states. But 1945 ushered in a uniquely unipolar moment in American history. Americans had escaped the physical devastation wreaked on Europe and much of Asia. Germany and Japan lay in ruins. Twenty million Russians were dead. China’s long-running civil war would soon resume. Suddenly America had no credible competitors for global power.

Today? Conventional wisdom holds that Asia has become the center of gravity in the global economy. Yet even if we use purchasing power parity rather than exchange rates to measure the American share of world GDP, that share has only modestly decreased. Meanwhile, China’s remarkable rise may be leveling off. The evidence is less that the United States is in secular decline than that the world is changing in ways to which Americans need to adapt if they are to regain economic health. If the pivot facilitates that adaptation, it will have been a success.

Do you interpret the pivot to the Asia-Pacific as more hype or reality?

The pivot is definitely a reality, but the reality is partly about symbolism and atmospherics. The pivot conveys reassurance, particularly to Southeast Asia, that the United States cares about the Asia-Pacific region and that it is willing to cooperate more than before with the Association of Southeast Asian Nations (ASEAN). Part of that is simply “showing up”—a willingness to attend ASEAN regional meetings. Another part of the pivot, however, involves raising the American security profile in the region, which has so far strengthened ASEAN’s diplomatic hand in dealing with China’s sweeping claim to the South China Sea.

How has the pivot been received and interpreted in Asia?

Generally speaking, the pivot has been welcomed in Southeast Asia, despite worries that if it becomes an effort to contain China, a Sino-American cold war could result. The specific responses of Southeast Asian governments have differed, however, on a spectrum from passive acquiescence to active support.

In Japan, the rotation of prime ministers in and out of office has understandably focused that country’s politics more on domestic concerns, and the still not fully resolved disposition of U.S. forces on Okinawa has drawn energy from the bilateral relationship.

As a “middle power,” South Korea has been supportive of multilateral frameworks and solutions. Seoul is pleased to see a renewed American interest in working with Asians in multilateral settings such as ASEAN and the East Asia Summit.

China’s response has varied between cool and hostile. The foreign ministry has treated the pivot with some equanimity compared with the hostility of those in the People’s Liberation Army who view increased American involvement in Asia as a threat to Chinese aims and claims, especially regarding the South China Sea. China’s foreign policy is the outcome of contestation between various groups inside the country that do not necessarily see eye to eye on how best to handle the United States.

What do you see as the main implications, repercussions, and complications of the pivot?

The pivot, as Hillary Clinton advertised it in her Foreign Policy article, signals a shift in U.S. priorities away from Iraq and Afghanistan. For a time following the 9/11 attacks on America in 2001, the United States tended either to neglect Southeast Asia or to treat it as a second front in the “war on terror.” Economically, the pivot implies an acknowledgment that if America is to prosper in this century it will have to pay closer attention to Asia as an engine of global economic growth. Diplomatically, the pivot implies that with regard to Asian states, Washington cannot merely manage its relations bilaterally as the hub where their spokes meet, but must cultivate multilateral diplomacy as well. Militarily, the pivot implies that even while the American global force posture is drawn down in some parts of the world, it needs to be upgraded in Asia in response to Asian and American concerns over the terms on which China’s rise will take place.

A major constructive repercussion of the pivot has been the evolution of China’s own diplomacy in Southeast Asia. Previously China had disavowed multilateral diplomacy with Southeast Asians over claims to the South China Sea—a bilateralist strategy that in Southeast Asian eyes resembled an effort to “divide and rule.” America’s willingness to reach out to ASEAN and take part in ASEAN events has helped diplomats in any one Southeast Asian country to resist having to face China alone. Multilateral discussions, involving China and meant to prepare the way toward an eventual Code of Conduct, are now underway.

But as we saw recently during Hillary Clinton’s visit to the Philippines, it is important for Washington to maintain its independence and impartiality while facilitating peace in the region.

Complications? Yes, there is a danger that Washington could be dragged into supporting, or appearing to support, the claims of one of the Southeast Asian parties to the dispute. The Obama administration is aware of this risk, however, and I strongly doubt that an American official will again refer to the “West Philippine Sea.” 

A more serious complication in the longer run may arise from the pivot’s emphasis to date on Asian-Pacific security, and its relative lack of attention to creating and cultivating American economic opportunities in Asia.

China’s economic footprint in Asia is large and growing. It has moved up to become the main trading partner of many countries that used to trade proportionally more with the United States. An unbalanced relationship in which China saves and lends what Americans borrow and spend is unhealthy for both countries, and it cannot last. The pivot should forestall an invidious division of labor whereby Washington through the Seventh Fleet subsidizes the regional peace that enables Asians to prosper doing business with China. A higher priority needs to be placed on promoting American trade and investment in Asia, including China.

The Obama administration is hoping to persuade more Asian economies to join an arrangement called the Trans-Pacific Strategic Economic Partnership (TPP), but the bar that it sets is high. The TPP’s strict protections for the environment, labor, and intellectual property rights and its comprehensive cuts in both tariff and non-tariff barriers to trade have raised its quality but lowered its appeal, especially to the region’s larger economies. Meanwhile, anticipated cuts in American budgets for defense will only intensify the need to refocus the pivot on economic as well as military access to Asia.
