In January-April 2011, the Program on Human Rights will host the Sanela Diana Jenkins International Human Rights Speaker Series, a weekly series featuring presentations by leading scholars of human rights. The series will comprise 10 high profile international and domestic human rights scholars, lawyers and activists who have made significant contributions to international justice, women and children's rights, environmental rights and indigenous rights.

Sanela Diana Jenkins has turned a life of hardship into triumph, as she has developed into a successful business woman, a devoted mother, and a philanthropist.

As a native of Sarajevo, Bosnia, Jenkins lived her childhood and teenage years in the midst of genocide. She lived in the country long enough to graduate from Sarajevo University with a degree in economics. Shortly thereafter, Jenkins was forced to flee her homeland during the conflict in Bosnia, which was responsible for the death of her brother Irnis. Compelled to leave her parents behind, Jenkins found herself as a refugee in London, where she was eventually granted asylum.

It was in England where Jenkins began to lay the groundwork for her future. Jenkins enrolled in London's City University to further her education. During her schooling, she learned English and worked odd jobs to support her parents back in Sarajevo. Not long after Jenkins discovered her new-found freedom, she met her husband Roger Jenkins, a financial executive in London, who was teaching classes at City University.

Jenkins has dedicated a large part of her attention back to her native land by establishing The Sanela Diana Jenkins Foundation for Bosnia in Memory of Irnis Catic. The Foundation, which is closely associated with the funding of the medical school at the University of Sarajevo, aims to provide financial support toward establishing Bosnian schools and orphanages. Additionally, it is instrumental in building homes for the country's poor, supplying emergency aid & relief, and cleaning the country's lakes and polluted areas. The Foundation is the largest privately funded Bosnian organization of its kind. In 2008, Jenkins won the Mostar Peace Connection Prize for her humanitarian work.

In this analysis of the region, Hicham Ben Abdallah points out that, while political issues are important to understanding the authoritarian political structures of the Arab world, it is also important to understand the dynamics of culture.  Ben Abdallah demonstrates the proliferation of cultural practices through which societies and individuals learn to live in a complex mix of parallel and conflicting ideological tendencies -- with the increasing Islamicization of everyday ideology developing alongside the proliferation of secular forms of cultural production, while both negotiate for breathing room under the aegis of an authoritarian state. 

He describes how the state takes advantage of a segmented cultural scene by posing as a restraint against the extremes of the salafist norm, while channeling modernist cultural expression into safe institutional and patronage reward systems  and into a commercialized process of "festivalization," all of which celebrate a depoliticized "Arab" identity. 

Hicham Ben Abdallah refers us to the deep history of Islam, which protected divergent cultural and intellectual influences as the patrimony of mankind.  He suggests a new cultural paradigm, inspired by this history while understanding the necessity for political democratization and cultural modernism.  We must, he argues, be unafraid to face the challenges implied in the tension between the growing influence of a salafist norm and the widespread embrace of implicitly secular cultural practices throughout the Arab world.   

Hicham Ben Abdallah El Alaoui received a B.A. in Politics from Princeton University, and an M.A in Politics from Stanford University. He recently founded the Moulay Hicham Foundation for Social Science Research on North Africa and the Middle East, and serves as its Director.   

Through this Foundation he has established the Program on Good Governance and Political Reform in the Arab World, at The Freeman Spogli Institute's Center on Democracy, Development, and the Rule of Law at Stanford University.  Hicham Ben Abdallah is a member of the Advisory Board of the Freeman Spogli Institute. 

He has also recently founded a program in Global Climate Change, Democracy and Human Security (known as the "Climate Change and Democracy Project), in the Division of Social Sciences, Orfalea Center for Global and International Studies, at the University of California, Santa Barbara.   

In 1994, at Princeton University, Hicham Ben Abdallah endowed the Institute for the Trans-regional Study of the Contemporary Middle East, North Africa, and Central Asia.  This Institute has become an important venue for study and debate on the region. 

Hicham Ben Abdallah is also active in global humanitarian and social issues. He serves on the Human Rights Watch Board of Directors for the Middle East and North Africa.   He has worked with the Carter Center on a number of initiatives, including serving as an international observer with the Carter Center delegations during elections in Palestine in 1996 and 2006, and in Nigeria in 2000.  In 2000, he served as Principal Officer for Community Affairs with the United Nations Mission in Kosovo . 

Hicham Ben Abdallah is also an entrepreneur in the domain of renewable energy.  His company, Al Tayyar Energy, develops projects that produce clean energy at competitive prices.  He has implemented several of these projects in Asia, Europe and North America.

Hicham Ben Abdallah received his B.A. in Politics in 1985 from Princeton University, and his M.A. in Political Science from Stanford in 1997. His interest is in the politics of the transition from authoritarianism to democracy.

He has lectured in numerous universities and think tanks in North America and Europe. His work for the advancement of peace and conflict resolution has brought him to Kosovo as a special Assistant to Bernard Kouchner, and to Nigeria and Palestine as an election observer with the Carter Center. He has published in journals such Le Monde,  Le Monde Diplomatique,Pouvoirs, Le Debat, The Journal of Democracy, The New York Times, El Pais, and El Quds.

In 2010 he has founded the Moulay Hicham Foundation which conducts social science research on the MENA region. He is also an entrepreneur with interests in agriculture, real estate, and renewable energies. His company, Al Tayyar Energy, has a number of clean energy projects in Asia and Europe.

Madeleine Rees qualified as a lawyer in 1990 and became a partner in a large law firm in the UK in 1994 specializing in discrimination law, particularly in the area of employment, and public and administrative law and she did work on behalf of both the Commission for Racial Equality and the Equal Opportunities Commission mainly on developing strategies to establish rights under domestic law through the identification of test cases to be brought before the courts. Madeleine brought cases both to the European Court of Human Rights and The European Court in Luxembourg. She was cited as one of the leading lawyers in the field of discrimination in the Chambers directory of British lawyers. In 1998 she began working for the Office of the High Commissioner for Human Rights as the gender expert and Head of Office in Bosnia and Herzegovina. In that capacity she worked extensively on the rule of law, gender and post conflict, transitional justice and the protection of social and economic rights.

The Office in Bosnia was the first to take a case of rendition to Guantanamo before a court. The OHCHR office dealt extensively with the issue of trafficking and Madeleine was a member of the expert coordination group of the trafficking task force of the Stability Pact, thence the Alliance against Trafficking. From September 2006 to April 2010 she was the head of the Women`s rights and gender unit. For the Office of the High Commissioner for Human Rights, focusing on using law to describe the different experiences of men and women, particularly post conflict. The aim was to better understand and interpret the concept of Security using human rights law as complementary to humanitarian law and how to make the human rights machinery more responsive and therefore more effective from a gender perspective.

War Photographer is director Christian Frei's 2001 film that followed photojournalist James Nachtwey. Natchtwey started work as a newspaper photographer in New Mexico in 1976 and in 1980, he moved to New York to begin a career as a freelance magazine photographer. His first foreign assignment was to cover civil strife in Northern Ireland in 1981 during the IRA hunger strike. Since then, Nachtwey has devoted himself to documenting wars, conflicts and critical social issues. He has worked on extensive photographic essays in El Salvador, Nicaragua, Guatemala, Lebanon, the West Bank and Gaza, Israel, Indonesia, Thailand, India, Sri Lanka, Afghanistan, the Philippines, South Korea, Somalia, Sudan, Rwanda, South Africa, Russia, Bosnia, Chechnya, Kosovo, Romania, Brazil and the United States.

The film received an Academy Award Nomination for "Best Documentary Feature" and won twelve International Filmfestivals.

The Korean Studies Program (KSP) of the Walter H. Shorenstein Asia-Pacific Research Center (APARC) is pleased to announce that Mr. John Everard will join the Center for the 2010-2011 academic year. Mr. Everard's research will be on North Korean life and society. During his fellowship at the Center, he will hold seminars related to his research project and will be involved in various projects on Korea.

With frequent appearances on BBC discussing North Korea, Mr. Everard, former British Ambassador to North Korea, 2006-2008, will bring extensive knowledge of North Korea, China and South America to APARC.  He served as British Ambassador to Uruguay in 2001-2005, and was head of the Political Section in Beijing 2000-2001.  He was responsible for political relations with the troubled states of West Africa and managed mutinational efforts to restore democracy to Bosnia, 1995-1998.  He became the youngest British Ambassador to Belarus in 1993.

Mr. Everard studied French, German and Chinese at Emmanuel College, Cambridge, and studied Chinese history and economics at Bejing University. He holds an MA from Manchester Business School.

Pantech Fellowships, generously funded by Pantech Group of Korea, are intended to cultivate a diverse international community of scholars and professionals committed to and capable of grappling with challenges posed by developments in Korea. North Korea is usually described as the "most isolated country on earth," its people effectively cut off from the outside world. My research tells a different story-that perhaps one million North Koreans are secretly listening to foreign radio broadcasts. The number of listeners is believed to be growing, which is all the more amazing when one considers that North Korean authorities only distribute radios with fixed dials, assiduously jam foreign broadcasts, and send citizens caught listening to foreign radio to the country's notorious gulags for as long as ten years.

Over a dozen radio stations from the United States, South Korea, and Japan currently broadcast to North Korea. Voice of America (VOA), one of the most popular stations, has been broadcasting to the North since 1942, while the equally popular Radio Free Asia (RFA) began its Korean broadcasts soon after being created by Congress in 1997. VOA focuses on news of the United States and the world, while RFA concentrates on the two Koreas. RFA also carries commentaries by two Korean speakers who grew up in the former Soviet Union and Romania. RFA serves as a substitute for the lack of a "free" station in North Korea, but unlike a typical "surrogate station"-which would be staffed largely by émigrés-RFA only employs one North Korean defector.

South Korea's "Global Korean Network" has been declining in popularity since it ceased to focus on North Korea and adopted a decidedly soft approach after the election of Kim Dae-jung as president in 1997. However, three stations run by North Korean defectors have sprouted up over the past few years, led by Free North Korea Radio (FRNK). These stations employ stringers in North Korea who can communicate by cell phone or smuggle out interviews through China. As a result, information is flowing in and out of the North more rapidly than ever. For example, when major economic reforms were undertaken in 2002, it was months before the rest of the world knew. In contrast, when the regime launched a disastrous currency reform on November 30, 2009, FNKR filed a report within hours.

How do we know that North Koreans are actually listening to foreign broadcasts? First, on dozens of occasions, authorities in Pyongyang have used their own media to attack foreign broadcasters. The North reserves the insult "reptile" exclusively to describe foreign broadcasters. In late March 2010, the regime likened defector broadcasters to "human trash." Ironically, this diatribe also contained the first official mention of the currency revaluation, so broadcasters have clearly struck a nerve. If they were in fact irrelevant, the regime would ignore them instead of lavishing them with free publicity.

Broadcasters to North Korea frequently receive heartbreaking messages from North Koreans in China, thanking them for their efforts. One listener described RFA as "our one ray of hope." More importantly, over the past several years, thousands of North Korean defectors, refugees, and visitors to China have been interviewed about their listening habits. An unpublished 2009 survey of North Koreans in China found that over 20 percent had listened to the banned broadcasts, and almost all of them had shared the information with family members and friends. Several other surveys confirm these findings. While we cannot generalize the listening habits of a self-selected group to the general population, it is not unreasonable to conclude that there are more than a million surreptitious listeners. The North Korean regime is not only losing its monopoly on the control of information; defectors also cite foreign radio listening as one of the leading motivations to defect.

Despite valiant efforts and growing impact, much more could be done to improve broadcasting to North Korea. VOA and RFA only broadcast five hours a day, and the defector stations limp along with shoestring budgets, due to a pervasive indifference within South Korea.

President Obama's human rights envoy for North Korea, Robert King, has pledged to expand funding for Korean broadcasting. For its part, Pyongyang claims that foreign broadcasts are part of the Obama administration's "hostile policy" toward the North. Only time will tell if these efforts will lead to change we can believe in-both in Washington and Pyongyang.

Abstract
If an armed group cannot be defeated in war, are there conditions in peace that will allow for its demobilization and disbandment?  What are the key barriers that stand in the way?  Using case studies of the three large paramilitary organizations in Northern Ireland since the 1994 ceasefires, I weigh competing arguments from the civil conflict literature about the security concerns of previously warring parties that stand in the way of security normalization.  I find that existing theories miss two crucial forms of post-conflict security crises: intra-community criminality and inter-communal confrontations.  These two kinds of security concerns present two major challenges to the normalization of security that are instructive to broader theory on conflict termination and peace-building.  First, these security concerns are not the kind that outside actors can successfully manage without the partnership of local power brokers.  As a result, state actors institutionalize paramilitary authority rather than replacing it.  Second, the management of these security concerns does not present clear-cut opportunities for signaling the commitment to peace necessary for trust-building amongst formerly warring parties.  Armed groups are forced to make impossible choices that signal weak commitments and make a return to war more likely.

Brenna Marea Powell is a 6th year PhD candidate in the department of Government at Harvard University, and a doctoral fellow at the Multidisciplinary Program on Inequality and Social Policy at the Kennedy School of Government. She received her AB from Stanford in Comparative Studies in Race and Ethnicity. Her research interests include inequality, civil conflict and political violence in divided societies. Her three-article dissertation research explores the role of political institutions in redefining ethno-racial boundaries and social hierarchy. This includes work on post-conflict policing in Northern Ireland, racial policy in Brazil, and the politics of ethno-racial classification in the United States.

Eric Morris is a Visiting Scholar at CISAC and is Practitioner-in-Residence at the Ford Dorsey Program in International Policy Studies. Most recently he served as the UN Recovery Coordinator for Aceh and Nias following the Indian Ocean tsunami of December, 2004. He headed the New York Office of the UN High Commissioner for Refugees from 2002 to 2005. In 2000-01 he served simultaneously as Special Envoy in the Balkans of the High Commissioner for Refugees and as UN Humanitarian Coordinator for Kosovo. In 1998-99 he was Deputy Special Representative of the Secretary General for the UN Mission in Bosnia and Herzegovina, focusing on police and judicial reform issues. He received his Ph.D. from Cornell University, an MA from Yale University, and a BA from Baylor University.

"November 9, 1989, deserves a towering monument in every European capital - a marker of something completely new under the European sun," writes FSI Senior Fellow Josef Joffe in Newsweek. "Unlike in 1789, the promise of peace and liberty was truly delivered. Unlike in 1919 ... 1989 brought an end to the worst part of European history."

Twenty years ago, a few months before the Berlin Wall fell, the American political scientist Francis Fukuyama predicted "not just the end of the Cold War … but the end of history as such: that is, the end point of mankind's ideological evolution and the universalization of Western liberal democracy as the final form of human government."

He was wrong, of course, as were all the "end of" prophets of the past. Liberal democracy is hardly what inspires current forces like Iranian Khomeinism, global jihadism, the caudillismo of Latin America, or the neo-tsarism of Russia. But what about Europe?

The collapse of the 3.7-meter-tall monster in Berlin on Nov. 9, 1989, did bring about—or, more accurately, complete—a momentous transformation of the Old Continent. For the past 2,000 years, Europe had been the source of the best and the worst in human history. It invented practically everything that matters: from Greek philosophy to Roman law, from the Renaissance to the fax machine, from Brunelleschi to Bauhaus. But this was also where the world's deadliest wars erupted, killing tens of millions. It was in Europe that the most murderous ideologies were invented: communism, fascism, and Nazism, complete with the Gulag, the Gestapo, and Auschwitz.

That history truly ended with the Berlin Wall. Gone are the million soldiers who once manned a line running from the Baltic to the Black Sea, and so are thousands of nuclear weapons. The French and Germans no longer fight over Alsace-Lorraine, and it's impossible to imagine another partition of Poland, or mass murder in the name of the Lord, or a flood of refugees like the tens of millions who crisscrossed Europe in the 20th century. Yes, we recently saw ethnic cleansing in the Balkans, but that was a cottage industry compared with what Hitler and Stalin wrought, and it was quickly bankrupted by the U.S. Air Force.

Post-wall Europe, meanwhile, has come to mean peace, social democracy, and the EU Commission, which has made Karl Marx's prediction come true at last: after the final class struggle, "power over men" would yield to the "administration of things." So it has: regulation has replaced revolution, and the welfare state has trumped the warfare state. Marx got only the timing wrong; it would take 140 years from the Communist Manifesto to the fall of the wall.

But the wait was worth it. The wall fell without bloodshed; the Soviet Union was the first empire that died in bed, so to speak, with barely a shot being fired. The Velvet Revolutions that made Europe whole again truly ended European history as we knew it. Traditional revolutions beget counterrevolutions and new rounds of repression and revolt. That cycle was broken in 1989, a miraculous first that bodes so well for the future. Yes, conflict continues in Europe, but not the kind that sets fire to history. Today the clashes are over taxes and spending, zoning and shop-closing hours, the sway of Brussels and the reserve rights of national capitals, abortion and same-sex marriage. Politics hasn't been abolished, but the really touchy items have been safely outsourced to the courts—far from the streets and even from parliaments.

The fall of the wall did not create this brave new world; it sped it up and ratified it. But as a revolution without victims (except for the Romanian dictator Nicolae Ceausescu, who was shot, and a few other leaders who served short prison terms), Nov. 9, 1989, deserves a towering monument in every European capital—a marker of something completely new under the European sun. Unlike in 1789, the promise of peace and liberty was truly delivered. Unlike in 1919, when the continent erupted in revolutions that spawned totalitarian counterrevolutions, 1989 brought an end to the worst part of European history. That's not bad when you consider the origins: a flustered East German functionary looking into the TV cameras and announcing, well, yes, as far as he knew, East Berliners could freely cross into the West—right now.

What explains the variation in the democratic institutions of contemporary European and North American societies?

The implications of electoral rules and legislative institutions for social and economic outcomes are well established.  For example, proportional electoral rules are associated with more extensive social policy in cross-country data sets, and within countries, the representation of regions in upper chambers of legislatures help explain fiscal flows.
