No country is changing as rapidly as China has done since the reform process started close to three decades ago. China - until then a country at the margin of the global economy - has become the third largest economy in the world and the world's second largest trading nation. In some respects, China is hardly recognizable. In other respects, it is very much so. The latter is particularly true of the political system which, even though much less "micro authoritarian" than it used to be, remains Leninist at its core.

At the recent party congress, the word "democracy" was used more than 60 times. Still, the aim is clearly to reform rather than dismantle the one-party state. Respect for human rights has been written into the constitution, but fundamental rights such as freedom of speech and freedom of association do not exist and the legal system is far from independent of the party. More and more people are, however, demanding their rights and "rights consciousness" is on the rise.

Where will these conflicting developments take China and how should the international community relate to China? There is a lot of talk about containing China but how could that be done and would it be desirable? In practice, most countries, like the US and the member countries of the European Union, Sweden included, try to engage China on a broad frontier, economically as well as when it comes to human rights, climate change and other issues of great concern for the future of us all.

Ambassador Börje Ljunggren, will address these issues on the basis of his own experiences as Swedish ambassador to China between 2002 and 2006 and as scholar.

Ambassador Börje Ljunggren has served as head of the Political Section of the Intelligence Department, Swedish National Defence (1968-70), Regional Economist for Asia at the Swedish International Development Authority (SIDA) (1970-73), secretary, Swedish Commission for the Review of Development Cooperation (1976-78), deputy director, Area Division, SIDA (1980-83; 1984-86), coordinator, Swedish Asia Strategy Project, Ministry for Foreign Affairs (1997-98), and deputy director general, head of the Department for Asia and the Pacific, Swedish Ministry of Foreign Affairs (1999-2002). In addition, he has served as Swedish ambassador to Vietnam (1994-97) and as head of the Development Cooperation Office at the Swedish Embassy of Bangladesh (1973-75), Laos (1978-80), and Tanzania (1984). He has been a scholar in residence at the Rockefeller Center in Bellagio, Italy (1994), a diplomat in residence at the Research School of Pacific and Asian Studies, Australian National University (1997), and a visiting scholar at the Harvard Institution for International Development (1990-91). Most recently, Dr. Ljunggren served as the Swedish ambassador to China (2002-06), before accepting his current post as ambassador with the Asia Department of the Ministry of Foreign Affairs.

Gary Mukai, director of the Stanford Program on International and Cross-Cultural Education (SPICE), was awarded the Foreign Minister's Commendation at the official residence of the Consul General of Japan in San Francisco on Oct. 5. The commendation recognizes Mukai for "greatly contribut[ing] to the promotion of mutual understanding between Japan and the United States, especially in the field of education...[and] lend[ing] his energy and expertise to actively supporting and implementing the goals and objectives of the Japan Exchange and Teaching Program (JET Program) and the activities of the JET Alumni Association of Northern California."

Mukai has been developing curricula on Japan and U.S.-Japan relations for secondary school students since he joined SPICE in 1988. As part of his leadership of SPICE, he helps oversee the Reischauer Scholars Program, a distance-learning course co-sponsored by SPICE and the Center for Global Partnership at the Japan Foundation. Each year the program selects 25 exceptional high school juniors and seniors from the United States to engage in an intensive study of Japan. Though his own experience teaching English in Japan, from 1977 to 1980, predated JET, Mukai has been closely involved with the 20-year-old program. He has been an interviewer since 1989 and has also spoken at JET orientations and panel discussions.

In bestowing the commendation, Consul General Yasumasa Nagamine called Mukai a "bridge between our two countries."

Mukai accepted the commendation with characteristic graciousness, thanking the foreign minister and crediting his SPICE and FSI colleagues for the honor. "I am very humbled by this honor from the Japanese Foreign Minister," said Mukai. "I would like to say that none of my work at SPICE would be possible without my SPICE colleagues. Also, I truly feel indebted to my colleagues at FSI. Without them, SPICE wouldn't be what it is today and SPICE wouldn't have such an embracing home."

With regards to promoting cross-cultural understanding, Mukai said, "Since joining SPICE nearly 20 years ago, one of the highlights of my work has been working with Stanford faculty and the Consulate General of Japan, San Francisco, on helping young American and Japanese students better understand one another and appreciate the importance of U.S.-Japan relations."

Retired Stanford professor Daniel I. Okimoto, who recently received a medal of honor from the Japanese government for his role in U.S.-Japan relations, praised Mukai in a short speech. "No one deserves this honor more than Gary Mukai," Okimoto said. "I think Gary is a remarkable leader, mentor, entrepreneur, and friend."

Since 1976 SPICE has supported efforts to internationalize elementary and secondary school curricula by linking the research and teaching at Stanford University to the schools through the production of high-quality curriculum materials on international and cross-cultural topics. Housed in the Freeman Spogli Institute for International Studies at Stanford University, SPICE has produced over 100 supplementary curriculum units on Africa, Asia and the Pacific, Europe, Latin America, the global environment, and international political economy. SPICE draws upon the diverse faculty and programmatic interests of Stanford University to link knowledge, inquiry, and practice in exemplary curriculum materials.

Seminar Description:

A revolution is taking place within the German university system. For the first time in their history, universities are engaged in direct competition with one another. Under the auspices of the so-called "Excellence Initiative," they are competing for almost two billion Euros in extra research funding, and for the prestige of being designated as a "Leading University."

Dr. Kaiser's lecture provides an overview of the Initiative process and a report on the preliminary results of the competition. He also offers an initial appraisal of the Initiative from the perspective of a former university president.

UNAFF, which is now completing its first decade, was originally conceived to celebrate the 50th anniversary of the signing of the Universal Declaration of Human Rights. It was created with the help of members of the Stanford Film Society and United Nations Association Midpeninsula Chapter, a grassroots, community-based, nonprofit organization. The 10th UNAFF will be held from October 24-28, 2007 at Stanford University with screenings in San Francisco on October 17 and 18, East Palo Alto on October 19 and San Jose on October 21. The theme for this year is "CAMERA AS WITNESS."

UNAFF celebrates the power of films dealing with human rights, environmental survival, women's issues, protection of refugees, homelessness, racism, disease control, universal education, war and peace. Documentaries often elicit a very personal, emotional response that encourages dialogue and action by humanizing global and local problems. To further this goal, UNAFF hosts academics and filmmakers from around the world to discuss the topics in the films with the audience, groups and individuals who are often separated by geography, ethnicity and economic constraints.

Over three hundred sixty submissions from all over the world have been carefully reviewed for the tenth annual UNAFF. The jury has selected 32 films to be presented at this year's festival. The documentaries selected showcase topics from Afghanistan, Bolivia, Canada, Chile, China, Croatia, Cuba, France, Haiti, Kenya, Kosovo, Iceland, India, Iran, Iraq, Ireland, Iran, Israel, Italy, Lesotho, Macedonia, Mongolia, Nigeria, Norway, Palestine, Peru, Romania, Russia, Saudi Arabia, Serbia, Spain, Sudan, Uganda, the UK, Ukraine, the US, Vietnam and Zambia.

Unarmed mass uprisings, celebrated as "people power" revolutions, have ended authoritarian regimes in various countries. But have these movements ushered in polities that fulfilled democratic expectations? The record is disappointing, and especially so in the Philippines after the ouster of President Ferdinand Marcos. Why? Much of the answer lies in the ability of elites to ride, hijack, and redirect the trajectories of "people power" movements. Such elites take advantage of the tension between the regular politics of stable institutions and the irregular politics of extraordinary moments. The large mobilizations associated with "people power" cannot be sustained for long periods. The masses will soon delegate power to, and rely on, their leaders, who will represent them as the polity settles down to the business of normal--institutional--politics. The very minute the new regime is inaugurated, it ceases to be revolutionary and starts to be conservative. It has a country to run, and state power to defend and consolidate, for its enemies are not likely to have given up. The institutional technology of popular rule has yet to be developed beyond grand first principles and banal motherhood statements. The supposedly revolutionary leaders of the new regime lapse into using the already well known methods of minority or elite rule. But recourse to such stratagems may in time trigger the formation of new "people power" movements against these self-entrenched incumbents--prolonging the cycle and preventing the conversion of contingent power into legitimate authority.

Amado Mendoza's current research is on the political economy of organized crime and anti-state violence in the Philippines. His many writings on that country include a book-in-progress on tax reform and two edited volumes, Debts of Dishonor (1992) and From Crisis to Crisis: A History of BOP [Balance of Payments] Crises in the Philippines (1987). He has been a visiting scholar at Tufts University, the Jean Monnet Institute, the University of Turku (Finland), and the Amsterdam Insti¬tute for International Relations. In addition to pursuing his academic career, he has worked as a business journalist, a merchant banker, a stockbroker, and on development issues for an NGO.

Martha Crenshaw is a pioneer in terrorism studies, one of a handful of scholars worldwide who started investigating the subject long before Sept. 11, 2001.

Crenshaw, who joined CISAC this year as a senior fellow at FSI and a political science professor by courtesy, brings three decades of study to her current agenda of examining distinctions between so-called old and new terrorism, how terrorism ends, and why the United States is the target of terrorism.

"We are very fortunate to have Martha Crenshaw join CISAC as a senior fellow," said Scott Sagan, CISAC co-director. "Her detailed knowledge of the inside workings of terrorist organizations and her deep understanding of earlier counter-terrorist campaigns have brought much-needed historical perspective to contemporary policy debates after 9/11."

Associate professor of law Mariano-Florentino Cuéllar, who led the search that resulted in Crenshaw's hiring, said her "combination of attention to historical detail, interdisciplinary methods, and knowledge of institutional context has made her one of the nation's foremost scholars of terrorism. Her appointment is great news for CISAC and Stanford, where she will strengthen an already significant scholarly community working on homeland security and terrorism."

Coming to Stanford from Wesleyan University, where she was the Colin and Nancy Campbell Professor of Global Issues and Democratic Thought and a government professor, Crenshaw said she found the opportunity to join an interdisciplinary research center a welcome change.

"CISAC's and my interests merged perfectly," she said, as the center was looking to build its research expertise in terrorism. She said she looks forward to teaching graduate students in the Ford Dorsey Program in International Policy Studies as well as working with research colleagues at CISAC and across campus.

Crenshaw's terrorism studies began with a graduate seminar paper she wrote on actions by the FLN, or National Liberation Front, during Algeria's war for independence from France in the 1950s and 60s. She arrived at the topic the way many professors advise students to do--she noted in a study of Vietnam-era guerrilla warfare the comment that "no one has studied terrorism."

That seminar paper inspired her dissertation, which formed the basis of her 1978 book, Revolutionary Terrorism: The FLN in Algeria, 1954-1962, a case study in the strategic use of terrorism by a revolutionary nationalist movement.

Having written numerous articles and edited four books on terrorism, Crenshaw is now editing a book tentatively titled The Consequences of Counterterrorist Policies in Democracies. The Russell Sage Foundation supported the research, which Crenshaw said illuminates issues such as "the strength of executive power, effects of counterterrorism legislation on minorities, and unintended consequences of counterterrorism policies."

As a lead investigator with the National Consortium for the Study of Terrorism and Responses to Terrorism at the University of Maryland, a Department of Homeland Security Center of Excellence, Crenshaw is also researching why the United States is the target of terrorism, a study that could be especially useful in informing counterterrorism policy.

Crenshaw "trace[s] the evolution of anti-American terrorism over time--since the mid-1960s," she said, comparing groups that used terrorism to others with similar ideas that have not resorted to terrorism. Comparing case studies, she explained, allows her to "analyze incentives for the use of terrorism."

In "The Debate over 'New' versus 'Old' Terrorism," a paper Crenshaw presented at the American Political Science Association annual meeting in September--and which will be published as a chapter in an edited volume, she questions oft-heard claims that terrorism in recent years has taken on a new character to become more religious and lethal. She found the distinctions too hastily drawn and possibly dangerous.

"There is no fundamental difference between 'old' and 'new' terrorism," she said.

"Rejecting our accumulated knowledge of terrorism by dismissing it as 'obsolete'" would be a mistake that could lead to bad policy choices, she added. Before 9/ll, assumptions that "new" terrorism would forsake the "old" technique of hijacking and turn to weapons of mass destruction turned out to be wrong, she pointed out.

Crenshaw said researchers and policymakers should "ask why some groups cause large numbers of civilian casualties and others do not, rather than assuming that religious beliefs are the explanation for lethality."

The Third Annual Globalization of Services Conference will explore the following questions:

  1. The changing geography of system integrators: The incumbent system integrators (SIs) are building up their developing nation service provision capability through acquisitions and internal expansion. The thrust of their expansion is to add capacity quickly. Can they manage it effectively? At a slower pace, the Indian SIs are doing the same in developed and developing nations: adding low cost workforces in developing countries, buying relationships in developed countries. Can they manage it effectively. Will growth rates and margins converge; if not, why not? What are some of the interesting differences between firm strategies?
  2. The changing business models of system integrators: The Indian system integrators appear to be driving a new, metric-based quality model that is driving price compression. Is this strong enough to provide a permanent advantage? IBM and others are responding with a combination of superior technology, client relationships and domain expertise, drawing upon their established strengths while also expanding in India and other low-cost developing countries. Are we witnessing a convergence to a common business model? Is there a European perspective? Is it different and does it make a difference?
  3. Product firms' globalization strategies (separate sessions on established and new firms): The IT product firms have to balance several additional factors that service firms like the SIs do not face when they globalize; among them, intellectual property protection, business development, managing innovation, research team coordination and marketing. How is this working, and what business models are they experimenting with? What are the differences between an established firm versus a startup?

On October 2 FSI Acting Director Michael A. McFaul commenced FSI's annual orientation gathering for the 2007-08 academic year. After introducing new faculty and staff, McFaul turned the orientation over to scholars from CDDRL, CHP/PCOR, CISAC, Shorenstein APARC, the Program on Food Security and the Environment, and the Forum on Contemporary Europe, all of whom presented new research and outlined projects for the upcoming year.

CISAC senior research scholar Paul Stockton began with a presentation on "The Politics of Homeland Security," and was followed by Jean C. Oi, FSI senior fellow and director of the new Stanford China Program, who spoke about the Stanford Center at Peking University. Kathryn Stoner, CDDRL associate director for research, presented on "Promoting Democracy." McFaul moderated a panel discussion Q&A and, after a short break, introduced the second panel of FSI scholars.

CHP/PCOR core faculty member Grant Miller presented research that examines if "what people want" interferes with sound health policy in the developing world . New FSI senior fellow Josef Joffe discussed how America is both "a model and a monster" in the European consciousness; FSE Director Rosamond L. Naylor reviewed some of FSE's projects on biofuels and food security, and highlighted what they would be working on this upcoming year. Joffe, Miller, and Naylor each answered questions from faculty and staff before McFaul adjourned the 2007 orientation.

This is a CDDRL's Special Event within our Democracy in Taiwan Program.

Dr. Jaushieh Joseph Wu arrived in Washington, D.C. on April 15, 2007 to assume his responsibilities as Taiwan's chief representative to the United States.

Representative Wu began his government career in 2002 as Deputy Secretary-General to President Chen Shui-bian, a position he held until May 2004. From 2004 to April 2007, Representative Wu was the chairman of Taiwan's Mainland Affairs Council, a ministry-level organization that coordinates and implements Taiwan's policies toward the People's Republic of China.

Prior to his government career, Representative Wu held a number of academic positions at his alma mater, National Chengchi University, including the chairmanship of the First Division of the Institute of International Relations, an adjunct research fellowship at the Election Study Center and an adjunct professorship in the Department of Political Science.

Dr. Wu received his undergraduate education at National Chengchi University in Taipei. He did his graduate work in political science at the University of Missouri in St. Louis in 1982, obtaining a master's degree in Political Science, followed by a Ph. D. in the same field from Ohio State University in 1989. His areas of specialization include Taiwan's political development, cross-strait relations, international relations, and Middle East politics. Among Dr. Wu's academic publications, he has authored Taiwan's Democratization: Forces Behind the New Momentum (Hong Kong, Oxford University Press, 1995), and edited Divided Nations: The Experience of Germany, Korea, and China (Taipei, Institute of International Relations, 1995) and China Rising: Implications of Economic and Military Growth of the PRC (Taipei, Institute of International Relations, 2001).
