The Center on Democracy, Development, and the Rule of Law congratulates Belinda Tang for being awarded the David M. Kennedy Honors Thesis Prize for her original research on the implementation of female quota systems in electoral districts in Lesotho. Her honors thesis entitled, "Gender, Policy-making, and Politics: Evidence from a Randomized Policy Experiment in Lesotho," explored mandated quotas for female representation in electoral districts, combining intensive fieldwork and sophisticated econometric analysis. Tang’s research was conducted under the consultation of Jeremy Weinstein, FSI senior fellow, and Pascaline Dupas, associate professor of economics.

Designed to address the issue of under-representation of women in local electoral districts in Lesotho - female quota systems- Tang concluded, actually decreased female favorability compared to those females who were freely elected into local seats. Tang also found that females experienced bargaining disadvantages compared to males in achieving local infrastructure projects, such as roads.

Four undergraduate Stanford students are awarded the Kennedy Prize each year for their outstanding honors theses in the humanities, social sciences, engineering and the applied sciences. Tang was recognized for her advanced and extensive research approach as well as her strong initiative in gathering and collecting data, despite several setbacks in Lesotho. After graduating this June in the department of economics, she will be working as a research associate at the National Bureau for Economic Research.

Tang is part of a cohort of eight graduating CDDRL senior honors students who were recognized for their original and outstanding theses during a recent luncheon. Many past research projects have been published in distinguished journals and have informed policy on national and international levels, receiving wide recognition. Danna Seligman received the “Best Thesis Award” for her exemplary and original research on America’s political polarization entitled, “The Origins of Political Gridlock in the United States: Modeling Institutional Gridlock as Moral Hazard in the United States Congress.”

The CDDRL Undergraduate Senior Honors Program trains students from any academic department at Stanford to prepare them to write a policy-relevant research thesis with global impact on a subject touching on democracy, development, and the rule of law. Honors students participate in research methods workshops, attend honors college in Washington, D.C., connect to the CDDRL research community, and write their thesis in close consultation with a faculty advisor to graduate with a certificate of honors in democracy, development, and the rule of law. The program is advised under the leadership of Olivier Nomellini Senior Fellow Francis Fukuyama.

Over the course of the year-long program, students worked in consultation with CDDRL affiliated faculty members and attended honors research workshops to develop their thesis project. Many traveled abroad to collect data, conduct interviews, and to spend time in the country they were researching. Collectively, their topics documented some of the most pressing issues impacting democracy today in sub-Saharan Africa, Sri Lanka, Vietnam, Pakistan, Lesotho, Ghana, and Nepal, among others.

The Center on Democracy, Development, and the Rule of Law (CDDRL) at Stanford University is pleased to announce the 2015 class of undergraduate senior honors students. 

Honors students will spend four quarters participating in research seminars to refine their proposed thesis topic, while working in consultation with a CDDRL faculty advisor to supervise their project. In September, the group will travel to Washington, D.C. for honors college where they will visit leading government and development organizations to witness policymaking in practice and consult with key decision-makers.

Please join CDDRL in congratulating the 2015 Senior Honors students and welcoming them to the Center.

Below are profiles of the nine honors students highlighting their academic interests, why they applied to CDDRL, and some fun facts.  

 


Monica Dey

Major: Human Biology

Hometown: Nashville, TN

Thesis Title: Evaluating Information and Communication Technologies for Reproductive and Sexual Health in Uganda

Thesis Advisor: Josh Cohen

Why is this topic important to the field of democracy, development, and the rule of law? Sexual and reproductive health is a significant problem all over the world, but especially in developing countries.  In Uganda, which has some of the highest fertility and highest maternal mortality rates in the world, investment and improvement in sexual and reproductive health could have enormous consequences for economic development, education equality, and public health.  In addition, with the boom in mobile technology in even rural regions, it is essential that civil society organizations and local governments discover the most effective methods to apply this technology to the toughest problems in sexual and reproductive health.  I hope to evaluate the pitfalls and potential of these mobile interventions, as well as recommend best practices for the field.

What attracted you to the CDDRL undergrad honors program?  I love the interdisciplinary environment of the CDDRL, whose professors hail from departments all over the university.  I believe it is essential to approach development issues from a multitude of perspectives, and this philosophy is ingrained into the values of the CDDRL.  I am so honored to be able to learn from this community of scholars who care deeply about working together to create real impact with their research.

Future aspiration post-Stanford: I will continue working on international development issues after graduation, as well as attend medical school after taking a gap year (or two).

What are your summer research plans: I will be interviewing a cross-section of Ugandan society (public officials, organizational leaders, local people, and more) both remotely and hopefully in the field.

Fun fact about yourself: I went kayaking for the first time on the Nile River last summer!


Selamile Dlamini

Major: Management Science & Engineering

Hometown: Ezulwini, Swaziland

Thesis Title: Political Participation in Swaziland  

Thesis Advisors: Larry Diamond & Joel Samoff

Why is this topic important to the field of democracy, development, and the rule of law? Political science presents several theories about how and why democratization occurs. Despite the democratic transitions that occured in sub-Saharan Africa during the post-colonial period, Swaziland has remained largely politically unchanged. My thesis will present Swaziland's interaction with the theories proposed in of political science, and demonstrate the extent to which events in Swaziland fit into these theories. Moreover, it will show the extent to which Swaziland differs, and presents additional nuance to the theories and models discussed in the field of democracy, development and the rule of law. This is particularly important in sub-Saharan Africa, where the presence and quality of democracy has been shown to be closely correlated to the development outcomes. 

What attracted you to the CDDRL undergrad honors program?  I am inspired by the fact that it is an interdisciplinary program, therefore, I can explore a single subject through multiple lenses.

Future aspiration post-Stanford: Eat, pray, love, and make a positive impact in the world.

What are your summer research plans: I will get started with the readings on my thesis reading list in June, and go to Swaziland to conduct some interviews in August.

Max Johnson

Major: International Relations

Thesis Title: The Economic and Political Scenarios for Cuban Regime Change and their Policy Implications 

Thesis Advisor: Alberto Diaz-Cayeros

Why is this topic important to the field of democracy, development, and the rule of law? Cuba is one of the last staunch political strongholds resisting what many say is an inevitable fall to democracy. I believe understanding how this transition might take place will reveal a lot about democratic development and the formation of free markets. 

What attracted you to the CDDRL undergrad honors program?  I visited Cuba in 2011 and fell in love with the landscape and culture. The Cuban people are so beautiful and eager to live fruitfully and contribute to global society. I want to use my thesis to explore the multiple political perspectives of Cubans in Miami and Havana and try to predict how their lives will change with the end of the Castro regime. 

Future aspiration post-Stanford: Find a fulfilling career that has an international perspective and will allow me to impact the lives of others in a positive way. And live in New York City. 

What are your summer research plans: I will be interning at the Project on Government Oversight in Washington D.C. where I'll be learning about corruption and transparency advocacy. I will also spend part of August in Miami interviewing Cuban-American activists and political leaders. 

Fun fact about yourself: I was a vegetarian my entire life until last summer when I lived in Port au-Prince, Haiti and was compelled to eat chicken. One thing lead to another and I found myself studying abroad in Madrid eating plates of freshly cured jamon Iberico every week. Needless to say, I've tasted the forbidden fruit, and I'm never going back! 


Hamin Kim

Major: Human Biology

Hometown: San Jose, CA

Thesis Title: Tuberculosis Control in the Democratic People's Republic of Korea

Thesis Advisor: Gary Schoolnik

Why is this topic important to the field of democracy, development, and the rule of law?  Public health is important to the development and well-being of the local, regional, and global society. Management of infectious diseases also requires much coordination between the existing infrastructure and internal, as well as external resources. My research project on tuberculosis control investigates the process of building a control program for a widespread infectious disease. It illuminates the areas of need for development in the infrastructure and society of the Democratic People’s Republic of Korea, as well as the constraints and challenges in delivering the aid. Examining the management of a public health issue opens up a unique platform to investigate and aid the development of a reclusive nation. 

What attracted you to the CDDRL undergrad honors program?   The CDDRL undergraduate honors program offers the network and support of experts. I was attracted by the multifaceted focus on global issues, and was excited to examine development when democracy and the rule of law may not be manifested in the form that we expect. The required courses and readings would broaden my perspectives about the way that the world functions. Moreover, the expert guidance from professors would help me to apply these new insights to my research topic. The interdisciplinary group of colleagues who would participate in the program with me also attracted me. This is a unique opportunity to learn about global issues through lenses of different expertise and focus. 

Future aspiration post-Stanford: My Stanford education has prepared me to engage people, culture, and issues with curiosity and critical examination. As a Human Biology major with an area of concentration in Global Health, I have been exposed to various issues which affect the health of many people around the world. After Stanford, I wish to become a physician with a global perspective who cares for patients in the context of their whole persons—their cultural, as well as personal, beliefs. I also hope to be involved in global health policy development and public health management in foreign countries. 

What are your summer research plans: I will conduct individual interviews with various health experts and gather information through file and literature reviews. 

Fun fact about yourself: Something I appreciate about college is that it has developed many new interests which I never knew I had. After joining Testimony A Cappella, I changed from not wanting to sing even in front of my family to breaking out in song and harmonizing whenever and wherever. I have recently revived my love of social dance and hope to pursue this further in my last year at Stanford!


Stefan Norgaard

Major: Public Policy

Hometown:  Boulder, Colorado

Thesis Title: The “Born Free Generation” and the Future of South African Democracy: Shaping a Transition to Accountable Governance

Thesis Advisor: Larry Diamond

Why is this topic important to the field of democracy, development, and the rule of law?  In South Africa today, around 40 percent of the population is under 18 years and fully half of its people are under 25. These young South Africans have grown up in a fully different South Africa than that of their parents: apartheid rule, once a harsh reality, is now a past event even as racial divisions persist, and many youth only know the rule of the African National Congress (ANC) party, which has governed since Nelson Mandela’s 1994 election.  This “born free” generation has witnessed the fragile democratic system created by Mandela cave under increasingly stressed institutions during the Mbeki and Zuma presidencies. As young South Africans turn to new methods to make their voices heard, the upcoming 2014 elections may mark the beginning of a period of political realignment, a sounding call for accountable, issue-based governance. In this election, over 4 million of South Africa’s 50 million people will be eligible to vote for the first time, and they are increasingly frustrated about the lack of efficacy in South Africa’s government. A youth population that chooses not to engage through democratic channels may fail to reinvigorate a struggling nation. On the other hand, a population that translates its electoral significance into new government policies can help ignite a long-term political realignment in South African civil society.   

What attracted you to the CDDRL undergrad honors program?  The CDDRL Honors Program offers superb faculty support and mentorship, a cohort of like-minded students pursuing similar thesis topics, and an interdisciplinary framework that allows for a capstone intellectual experience.  I heard from previous CDDRL Honors Program participants that Professor Larry Diamond, Professor Frank Fukuyama, and numerous other CDDRL-affiliated faculty support and mentor students, challenging them to produce the best theses they can.  In addition, the thesis coursework and Honors College experience allow for students to make close friendships with others interested in democracy, development, and the rule of law.  Finally, CDDRL’s interdisciplinary component will allow me to write a thesis on South Africa using historical accounts, ethnographic interviews, and quantitative survey data.  Using all three research methods will give me the type of comprehensive intellectual experience I was looking for in my thesis.  

Future aspiration post-Stanford:  Though I am not sure what my future will hold, I hope to spend time working internationally, ideally in public service.  I am drawn to social entrepreneurship, civic and political engagement through government service or advocacy, and the nonprofit and nongovernmental sector.  I love seeing new places and spending time in the outdoors, and hope that my future allows for such experiences as well.  As I learn more about myself as an individual, I hope to discover where I am most effective as an agent of social change and where I feel most passionately about the work I am doing.  I hope to ultimately attend law school and advocate on behalf of the public interest.    

What are your summer research plans: I plan to conduct research in Johannesburg and Bloemfontein, South Africa for my thesis while I work and stay at an urban planning and development nonprofit—the Global Regeneration Initiative for Neighborhood Development (GRIND)—in Johannesburg’s Maboneng Precinct. In my work I will apply coursework in Public Policy and Urban Studies with the larger goal of planning and developing a diverse and integrated urban neighborhood in Johannesburg.  A second portion of my summer will be solely dedicated to thesis work in Johannesburg and Bloemfontein.  

Fun fact about yourself: A Colorado native, I love climbing and mountaineering.  Of the continental United State’s 67 tallest 14,000 foot mountains (also known as “14ers”), I have climbed over 20 of them, and hope to one day climb them all!  


Cara Reichard

Major: Political Science

Hometown: Carlsbad, CA

Thesis Title: Regional Solutions for Human Rights in Sub-Saharan Africa

Thesis Advisor: Helen Stacy

Why is this topic important to the field of democracy, development, and the rule of law? Many sub-Saharan African nations have, since independence, struggled with the protection of the human rights of their citizens. I believe this topic is important because it will, hopefully, offer perspective on ways in which human rights promotion can best be integrated into the current political and economic situations of these countries.

What attracted you to the CDDRL undergrad honors program? Since freshman year I knew that I wanted to write a senior thesis, and CDDRL seemed by far the best fit for my interests. I was also attracted by the idea of being a part of a community of students who also cared about these issues and were eager to answer research questions of their own. 

Future aspiration post-Stanford: I am still very undecided on my future goals, though I am strongly considering law school. After I graduate from Stanford I hope to spend a few years working in Washington, D.C. on something policy-related.

What are your summer research plans: For the first part of the summer I will be in Washington, D.C. working at the U.S. Department of State, Bureau of Democracy, Human Rights and Labor. After that, I will travel to Arusha, Tanzania, to conduct research for my thesis on the East African Court of Justice.

Thesis Title: Private Wealth and Public Policy: Philanthropy, democracy, and public education reform in urban school districts

Thesis Advisor: Stephen Stedman

Why is this topic important to the field of democracy, development, and the rule of law? It is important to understand the role of philanthropy and other private actors in public policy debates, particularly in the realm of public education policy because it affects almost every child in the United States. Although philanthropic foundations may be important to drive education reform forward in a stagnant and torpid political process, the political influence of foundations may shut out the contributions of reformers without the wealth to legitimize their ideas, and it may undercut the public’s voice in education reform. Specifically, the school reform movement in recent decades has largely been driven by philanthropic foundations and .has pushed for market-based solutions including small schools, school choice, charter schools, and pay-for-performance schemes for teachers. However, opponents point out that market-based reforms do little to mediate the effect of poverty on education outcomes. Through this thesis, I will explore the education outcomes of opposing reform paradigms, and how philanthropic foundations can be held more accountable to local communities. 

What attracted you to the CDDRL undergrad honors program? I was attracted to the CDDRL honors program because I want to learn about issues that matter, study the policy debates that are shaping our world and, above all, perform research with real policy implications. I am incredibly grateful for the opportunity work with faculty members and a cohort of like-minded Stanford students as enthusiastic about democracy and development as I am. 

Future aspiration post-Stanford: After graduation, I hope to pursue my joint interests in health and education policy, and eventually apply to a MPH/MBA program. 

What are your summer research plans: I will conduct interviews and data collection on the outcomes of public school reform in the Washington DC and New York City school districts. 

Fun fact about yourself:  Like Garima, I am a twin. I have a sister, Casey, studying business at the University of Washington. 


Garima Sharma

Major: Economics

Hometown: New Delhi, India

Thesis Title: Factors Shaping Parent Aspirations for Daughters in small-town Indian communities

Thesis Advisor: Christine Wotipka

Why is this topic important to the field of democracy, development, and the rule of law? India is home to 24 million child brides—the largest of any country in the world. The early marriage of a girl represents a trade-off in terms of her education, health and wellbeing. When compared with her overage counterparts, a child bride is twice as likely to suffer from spousal domestic violence, 2.5 times more likely to experience unwanted pregnancies, and 1.5 times more likely to die in child birth; her children are 3 times more likely to be malnourished. Because parents’ decisions for their daughter necessarily follow their aspirations on her behalf, understanding the latter is the first step to formulating policy and programs that alter incentives for encouraging female enrolment in school and delaying child marriage. I hope that my thesis is able to create new knowledge on parental aspirations in pursuit of this goal.

What attracted you to the CDDRL undergrad honors program?  I am drawn towards the interdisciplinary nature of the CDDRL program because it is well suited for my thesis, which employs a mixed methods design and draws from literature in development economics as well as feminist theory. Incorporating various lenses for analysis will enable me to glean a more holistic understanding of factors that shape parent aspirations (for daughters) than would a purely economic or purely feminist approach. Additionally, I believe that the support provided through the year-long CDDRL Honors Seminar will be invaluable in terms of the design and execution of my field research and data analysis. Finally, I am excited by the prospect of working with a community of scholars (both Professors and peers) who come from many different academic backgrounds and interests, and will, through their insight on my proposed topic, enrich my learning as well as my research.

Future aspiration post-Stanford:  I hope to leverage policy to advance women’s rights in India and across the world. 

What are your summer research plans: For the first part of the summer, I will be working as a Stanford in Government Fellow at the International Labour Organization DWT South Asia office in Delhi. I will then travel to Forbesganj, Bihar to conduct field research for my thesis.

Fun fact about yourself: I am one of two. I have a twin sister, named Anima, who attends medical school in India.

Thesis Title: What´s in it for us? The Incentives and Strategic Decisions by For-Profit Firms to Engage in Social Impact Initiatives.

Why is this topic important to the field of democracy, development, and the rule of law? Consumers these days are eager to take part in social change and large corporations have lately made this very easy for consumers; companies like TOMS Shoes that base their business models on charitable giving, as well as companies that attach social causes to their products, are very popular among citizens interested in being "charitable". Obviously, these companies have motivations for participating in social change movements and this recent phenomenon of "corporate social responsibility" shows how corporations are adapting to changing societal preferences. But whether these initiatives are effective is another issue and it is crucial that these companies are not doing more harm than good. Understanding the incentives for firms to engage in social impact is the first step to assessing the level of success of these programs.

What attracted you to the CDDRL undergrad honors program?  I was drawn to the CDDRL undergraduate honors program because of the possibility to establish strong relationships with my fellow honors students and faculty in the CDDRL. The program offers a chance for students to closely interact with each other during the honors thesis process and I am sure that we will all be able to teach each other something new. I am also very excited to work closely with the CDDRL faculty and for the opportunity to pick their brains! 

Future aspiration post-Stanford: I would love a career that allows me to combine my technical and artistic interests, that makes me excited to go to work, and that allows me learn new things everyday! 

What are your summer research plans:  I plan on doing extensive research into particular industries that engage in social impact projects, namely consumer brands and also companies that have built their business models on charitable giving. Hopefully I will also have a chance to interview decision makers at these companies as well to better understand the true incentives and thought processes behind corporate social responsibility tactics. 

Fun fact about yourself: When I was younger, I used to hate the first day of school because none of my teachers knew how to pronounce my name! 

 


Shawn Tuteja

Thesis Title: Rethinking the Institutional Design of Deliberative Democracy through an Analysis of the Impact of the Moderator 

Thesis Advisor: James Fishkin

Why is this topic important to the field of democracy, development, and the rule of law? When deliberative democracy is implemented, it usually takes the form of members of society gathering to debate key issues. Moderators usually facilitate these discussions, and the key assumption is that the moderators do not influence the people's final opinions. I argue that there is a great amount of statistical analysis that has not been done to verify this assumption. If the moderator does contribute to people's opinions, it may mean that we should rethink the institutional design of these processes. 

What attracted you to the CDDRL undergrad honors program?  I have ben interested in issues of international affairs and democracy since I was in high school, and I wanted the opportunity to explore these passions in an honors thesis. The CDDRL undergraduate honors program provided the perfect opportunity. 

Future aspiration post-Stanford:  I hope to continue studying and learning skills (such as the ones that I will hone in working on this honors thesis) to better society through whatever job I eventually decide on.   

What are your summer research plans:  I will work to test the mass amounts of data that I will be working with. This includes designing a coding system, running statistical analysis, and analyzing the results. 

Fun fact about yourself: I once starred in a PBS TV show on the benefits of recycling. Oh, and I'm a huge fan of the TV show Friday Night Lights.

Book Notes:

Ever since President Obama made securing nuclear weapons assets a top priority for his global arms control agenda, guarding and disposing of these holdings have become an international security preoccupation. Starting in 2010, multilateral nuclear summits on how to prevent nuclear theft and sabotage have been held every two years – the first in Washington, the second in Seoul, the third in The Hague. Scores of studies have been commissioned and written, and nearly as many workshops (official and unofficial) have been held.

Yet, in all of this, the urgent task of securing and disposing of known nuclear weapons assets has all but sidelined what to do about nuclear weapons-usable plutonium and highly enriched uranium that we have lost track of. This is understandable. It also is worrisome.

How likely is it that the International Atomic Energy Agency (IAEA) could detect even a large amount of MUF in a timely fashion at declared civilian nuclear sites? What of national means of detection? What can we learn from the history of civilian MUF discoveries in Japan and the UK and of military MUF in the United States and South Africa? How well can the IAEA or any existing nuclear material accountancy system track the production of special nuclear material or account for past production?

This volume gives us more than a few answers. Much of the analysis is technical. Most of it, technical or not, is downbeat. The good news is that this is the first dedicated volume on this specialized topic. There is likely to be more of such histories written in the future. How they might read, however, ultimately will depend on how much unnecessary civilian and military material production is curtailed, which is itself a matter worthy of another book.

Zack Bonzell came to Stanford with a strong interest in human biology and political science. Last summer, the undergraduate had the chance to fuse his interests while doing field research with faculty at the university’s Freeman Spogli Institute for International Studies (FSI). 

During a two-week internship, he travelled to Guatemala with FSI senior fellows Paul Wise, Beatriz Magaloni, Alberto Díaz-Cayeros and Scott Rozelle to learn about the country’s rural health care system by shadowing doctors and interviewing mothers in an impoverished area about the issues leading to the area’s high rates of child malnutrition.

“That experience was an ideal way to blend my interests and gave me a better idea of how to craft my course of study at Stanford,” said Bonzell, who is now a junior. “One of the things that really struck me was when Paul Wise said the health outcomes we were seeing are the result of extreme material deprivation. These people are sick because they are poor. That gave me more of an interest in political economy.”

FSI is now expanding its educational opportunities for students, like Bonzell, who want to do research on global issues in Asia, Latin America, Europe and Africa.

The Stanford Global Student Fellows program (SGSF) is being funded in large part through a $1.25 million anonymous gift that will help grow existing programs and create new offerings for graduates and undergraduates.

“This program deepens FSI’s commitment to its mission of educating the next generation of leaders in international affairs,” said FSI Director Mariano-Florentino Cuéllar. “It also offers outstanding opportunities for Stanford students to work closely with the leading thinkers on global policy issues.”

The program, which is part of FSI’s efforts to expand student opportunities, will build on the institute’s undergraduate mentorship programs that allow students to work on faculty research projects each quarter. Those positions will now be available during the summer. Some of the positions will be connected to projects in FSI’s new International Policy Implementation Lab, an initiative that gives students a close-up view of how academics and policy influencers can address some of the world’s thorniest issues.

Building on FSI’s experience placing students in research opportunities, the program will create and expand summer field research internships. The two- to six-week internships this summer will give undergraduates the opportunity to work with FSI senior fellows in China, Guatemala, India and Mexico who study global health, conflict resolution, governance and poverty reduction.  In coming years, the program will likely include additional fieldwork projects in Rwanda, Tanzania and Brazil. The SGSF program covers all travel expenses for students and provides students with an opportunity to work closely with a faculty member and a team of other students on an ongoing research project addressing real-world problems in a specific region. 

“What makes FSI such an incredible institution is that it attracts faculty who have very pragmatic interests,” Bonzell said. “It seeks to wed academic work with a more direct impact, and there’s a lot of potential for more students to think along similar lines.”

The Stanford Global Student Fellows will also allow FSI to work closely with its partners, including the Program in International Relations, the Haas Center for Public Service, and Stanford in Government to provide opportunities for graduate and undergraduate students.

One of the program’s new initiatives geared toward undergraduates is the Global Policy Summer Fellowships. The fellowships help secure placement and a $6,000 stipend for students interested in interning at international policy and international affairs organizations. This summer, The Europe Center at FSI is placing students at the Center for European Policy Studies and Bruegel, two Brussels-based think tanks. Future positions will be created with six offerings abroad and two based in the United States.including the Program in International Relations, the Haas Center for Public Service, and Stanford in Government to provide opportunities for graduate and undergraduate students. 

The Stanford Global Student Fellows program will also commit $400,000 to create a Mentored Global Research Fellowship that will provide research opportunities for students to conduct their own overseas research under the close mentorship of a faculty member. The program will award stipends of $6,000 for summer undergraduate projects and $9,000 for summer graduate projects, and $1,500 for smaller projects executed during the school year.

The faculty advisory committee overseeing the development and implementation of these new programs includes Scott Rozelle, the Helen F. Farnsworth Senior Fellow and the co-director of FSI’s Rural Education Action Program; Stephen Stedman, a senior fellow at FSI and the deputy director of CDDRL; and Lisa Blaydes, assistant professor of political science.

The application deadline for all summer programs is Feb. 28, 2015. The deadline to apply for academic quarterly programs is the end of the first week of each quarter, beginning in the fall of 2014.

The greatest dangers to nuclear facilities are sabotage and theft from insiders, according to political scientist Scott Sagan. Analysis of past incidents can help boost safeguards at these sites.

A diesel generator at the San Onofre Nuclear Generating Station in Southern California was possibly sabotaged, likely by an insider, in 2012.

Insider threats are the most serious challenge confronting nuclear facilities in today's world, a Stanford political scientist says.

In every case of theft of nuclear materials where the circumstances of the theft are known, the perpetrators were either insiders or had help from insiders, according to Scott Sagan and his co-author, Matthew Bunn of Harvard University, in a research paper published this month by the American Academy of Arts and Sciences.

"Given that the other cases involve bulk material stolen covertly without anyone being aware the material was missing, there is every reason to believe that they were perpetrated by insiders as well," they wrote.

And theft is not the only danger facing facility operators; sabotage is a risk as well, said Sagan, who is a CISAC senior fellow and professor of political science.

While there have been sabotage attempts in the United States and elsewhere against nuclear facilities conducted by insiders, the truth may be hard to decipher in an industry shrouded in security, he said.

"We usually lack good and unclassified information about the details of such nuclear incidents," Sagan said.

The most recent known example occurred in 2012, an apparent insider sabotage of a diesel generator at the San Onofre nuclear facility in California. Arguably the most spectacular incident happened at South Africa's Koeberg nuclear power plant (then under construction) in South Africa in 1982 when someone detonated explosives directly on a nuclear reactor.

Lessons Learned

In their paper, the authors offered some advice and insights based on lessons learned from past insider incidents:

  • Don't assume that serious insider threats are NIMO (not in my organization).
  • Don't assume that background checks will solve the insider problem.
  • Don't assume that red flags will be read properly.
  • Don't assume that insider conspiracies are impossible.
  • Don't assume that organizational culture and employee disgruntlement don't matter.
  • Don't forget that insiders may know about security measures and how to work around them.
  • Don't assume that security rules are followed.
  • Don't assume that only consciously malicious insider actions matter.
  • Don't focus only on prevention and miss opportunities for mitigation.
 

The information for the research paper emanated from an American Academy of Arts and Sciences project on nuclear site threats, Sagan said.

"It was unusual in that it brought together specialists on insider threats and risks in many different areas – including intelligence agencies, biosecurity, the U.S. military – to encourage interdisciplinary learning across organizations," he said.

Sagan explained that the experts sought to answer the following questions: "What can we learn about potential risks regarding nuclear weapons and nuclear power facilities by studying insider threat experiences in other organizations? What kinds of successes and failures did security specialists find in efforts to prevent insider threats from emerging in other organizations?"

'Not perfect'

He noted that only a few serious insider cases in the U.S. nuclear industry have arisen, thanks to rigorous "personal reliability" programs conducted by the Nuclear Regulatory Commission and the U.S. military for people with access to sensitive nuclear materials.

But there is room for improvement, Sagan said.

"These programs are effective," he said, "but they are not perfect. And relative success can breed overconfidence, even complacency, which can be a major cause of security breaches in the future."

For example, the nuclear industry needs to do more research about how terrorist organizations recruit individuals to join or at least help their cause. It also needs to do a better job on distributing "creative ideas and best practices" against insider threats to nuclear partners worldwide.

Sagan said the U.S. government is not complacent about the danger of insider threats to nuclear security, but the problem is complex and the dangers hard to measure.

"Sometimes governments assume, incorrectly, that they do not face serious risks," he said.

One worrisome example is Japan, he said.

"Despite the creation of a stronger and more independent nuclear regulator to improve safety after the Fukushima accident in Japan, little has been done to improve nuclear security there," said Sagan.

He added, "There is no personal reliability program requiring background checks for workers in sensitive positions in Japanese nuclear reactor facilities or the plutonium reprocessing facility in Japan."

Sagan explained that some Japanese government and nuclear industry officials believe that Japanese are loyal and trustworthy by nature, and that domestic terrorism in their country is "unthinkable" – thus, such programs are not necessary.

"This strikes me as wishful thinking," Sagan said, "especially in light of the experience of the Aum Shinrikyo terrorist group, which launched the 1995 sarin gas attack in the Tokyo subway."

Lisa Blaydes is a Professor of Political Science at Stanford University. She is the author of State of Repression: Iraq under Saddam Hussein (Princeton University Press, 2018) and Elections and Distributive Politics in Mubarak’s Egypt (Cambridge University Press, 2011). Professor Blaydes received the 2009 Gabriel Almond Award for best dissertation in the field of comparative politics from the American Political Science Association for this project.  Her articles have appeared in the American Political Science Review, International Studies Quarterly, International Organization, Journal of Theoretical Politics, Middle East Journal, and World Politics. Asked to summarize his biography and career, Donald K. Emmerson notes the legacy of an itinerant childhood: his curiosity about the world and his relish of difference, variety and surprise. A well-respected Southeast Asia scholar at Stanford since 1999, he admits to a contrarian streak and corresponding regard for Socratic discourse. His publications in 2014 include essays on epistemology, one forthcoming in Pacific Affairs, the other in Producing Indonesia: The State of the Field of Indonesian Studies.

Emmerson is a senior fellow emeritus at the Freeman Spogli Institute for International Studies (FSI), an affiliated faculty member of the Center on Democracy, Development and the Rule of Law, an affiliated scholar in the Abbasi Program in Islamic Studies, and director of the Southeast Asia Program at the Shorenstein Asia-Pacific Research Center. Recently he spoke with Shorenstein APARC about his life and career within and beyond academe.

Your father was a U.S. Foreign Service Officer. Did that background affect your professional life?

Indeed it did. Thanks to my dad’s career, I grew up all over the world. We changed countries every two years. I was born in Japan, spent most of my childhood in Peru, the USSR, Pakistan, India and Lebanon, lived for various lengths of time in France, Nigeria, Southern Rhodesia (now Zimbabwe) and the Netherlands, and traveled extensively in other countries. Constantly changing places fostered an appetite for novelty and surprise. Rotating through different cultures, languages, and schools bred empathy and curiosity. The vulnerability and ignorance of a newly arrived stranger gave rise to the pleasure of asking questions and, later, questioning the answers. Now I encourage my students to enjoy and learn from their own encounters with what is unfamiliar, in homework and fieldwork alike. 

Were you always focused on Southeast Asia? 

No. I had visited Southeast Asia earlier, but a fortuitous failure in grad school play a key role in my decision to concentrate on Southeast Asia. At Yale I planned a dissertation on African nationalism. I applied for fieldwork support to every funding source I could think of, but all of the envelopes I received in reply were thin. Fortunately, I had already developed an interest in Indonesia, and was offered last-minute funding from Yale to begin learning Indonesian. Two years of fieldwork in Jakarta yielded a dissertation that became my first book, Indonesia’s Elite: Political Culture and Cultural Politics. I sometimes think I should reimburse the African Studies Council for covering my tuition at Yale – doubtless among the worst investments they ever made. 

Indonesia stimulated my curiosity in several directions. Living in an archipelago led me to maritime studies and to writing on the rivalries in the South China Sea. Fieldwork among Madurese fishermen inspired Rethinking Artisanal Fisheries Development: Western Concepts, Asian Experiences. Experiences with Islam in Indonesia and Malaysia channeled my earlier impressions of Muslim societies into scholarship and motivated a debate with an anthropologist in the book Islamism: Contested Perspectives on Political Islam

What led you to Stanford?

In the early 1980s, I took two years of leave from the University of Wisconsin-Madison to become a visiting scholar at Stanford, and later I returned to The Farm for shorter periods. At Stanford I enjoyed gaining fresh perspectives from colleagues in the wider contexts of East Asia and the Asia-Pacific region. In 1999, I accepted an appointment as a senior fellow in FSI to start and run a program on Southeast Asia at Stanford with initial support from the Luce Foundation.

As a fellow, most of your time is focused on research, but you also proctor a fellowship program and have led student trips overseas. How have you found the experience advising younger scholars?

In 2006, I took a talented and motivated group of Stanford undergrads to Singapore for a Bing Overseas Seminar. I turned them loose to conduct original field research in the city-state, including focusing on sensitive topics such as Singapore’s use of laws and courts to punish political opposition. Despite the critical nature of some of their findings, a selection was published in a student journal at the National University of Singapore (NUS). NUS then sent a contingent of its own students to Stanford for a research seminar that I was pleased to host. I encouraged the NUS students to break out of the Stanford “bubble” and include in their projects not only the accomplishments of Silicon Valley but its problems as well, including those evident in East Palo Alto.

That exchange also helped lay the groundwork for an endowment whereby NUS and Stanford annually and jointly select a deserving applicant to receive the Lee Kong China NUS-Stanford Distinguished Fellowship on Contemporary Southeast Asia. The 2014 recipient is Lee Jones, a scholar from the University of London who will write on regional efforts to combat non-traditional security threats such as air pollution, money laundering and pandemic disease.

Where does the American “pivot to Asia” now stand, and how does it inform your work? 

Events in Iran, Iraq, Afghanistan, Syria and now in Crimea as well, have pulled American attention away from Southeast Asia. Yet the reasons for priority interest in the region have not gone away. East Asia remains the planet’s most consequential zone of economic growth. No other region is more directly exposed to the potentially clashing interests and actions of the world’s major states – China, Japan, India and the United States. The eleven countries of Southeast Asia – 630 million people – could become a concourse for peaceful trans-Pacific cooperation, or the locus of a new Sino-American cold war. It is in that hopeful yet risky context that I am presently researching China’s relations with Southeast Asia, especially regarding the South China Sea, and taking part in exchanges between Stanford scholars and our counterparts in Southeast Asia and China. 

Tell us something we don’t know about you.

Okay. Here are three instructive failures I experienced in 1999, the year I joined the Stanford faculty. I was evacuated from East Timor, along with other international observers, to escape massive violence by pro-Indonesian vigilantes bent on punishing the population for voting for independence. The press pass around my neck failed to protect me from the tear gas used to disperse demonstrators at that year’s meeting of the World Trade Organization – the “Battle of Seattle.” And in North Carolina in semifinal competition at the 1999 National Poetry Slam, performing as Mel Koronelos, I went down to well-deserved defeat at the hands of a terrific black rapper named DC Renegade, whose skit included the imaginary machine-gunning of Mel himself, who enjoyed toppling backward to complete the scene.

Abstract:

Public health is widely understood to be both inherently political and easily politicized, yet few studies have examined how global health interventions actively, if unintentionally, co-constitute local political systems and practices of governance in the developing world. Three examples from rural Malawi offer insight into how health promotion campaigns in the areas of sanitation, reproductive health, and immunization have helped to make and expand local structures of authority from village heads to police. The consequences of these intersections are explored with respect to key normative development constructs including community participation, human rights, and women’s empowerment. Ms. West’s talk draws on 18 months of ethnographic fieldwork with community outreach workers and rural households in Malawi, as well as archival research on colonial public health and the development of the national health system in the early post-independence period.

Andres Moreno is not just unearthing the genetic backgrounds of many Latin Americans and Caribbeans. He’s also making sense of the history of this region, and piecing together a clearer genetic medical history of understudied populations. By looking at the genetic history of Mexicans, Cubans, Puerto Ricans, Dominicans, Hondurans and Colombians, Moreno’s research unearths these populations’ ties to Europe, native tribes and Africans, and serves as a way to understand the waves of migration in these populations.

And he’s able to do much of this work because of the Dr. George Rozenkranz Prize for Health Care Research in Developing Countries, given out by the Center for Health Policy/Center for Primary Care and Outcomes Research (CHP/PCOR) to a promising young researcher.

“The Rosenkranz Prize is such a unique opportunity to promote the work of some of Stanford’s most promising young investigators,” CHP/PCOR Director Douglas K. Owens, also a senior fellow at the Freeman Spogli Institute for International Studies and a professor of medicine, said. “We’ve had researchers from within our centers, and with Andres we have a Rosenkranz recipient who’s thinking about international health from a completely new angle for CHP/PCOR.”

The $100,000 prize is given to young Stanford researchers focusing on how to improve health care access in developing countries. The award’s namesake, George Rozankranz, first synthesized cortisone in 1951, and later progestin (the active ingredient in oral birth control pills). He went on to establish the Mexican National Institute for Genomic Medicine, and his family created the Rosenkranz Prize in 2009.

“The Rosenkranz Prize has allowed me to build research independence upon original ideas and collaborative efforts initiated in different regions throughout Latin America and the Pacific,” Moreno said. “These efforts are paving the way to conduct population and medical genomics research in populations from developing regions traditionally underrepresented in large-scale genetic projects.”

Moreno continued: “This is only the beginning though. There is much to do to bridge the gap between developed and developing countries in terms of biomedical research, so funding opportunities like the Rosenkranz Award are essential to tackle this problem.”

As part of this work, Moreno published article in PLOS Genetics in November 2013, with two more anticipated in 2014.

“In this publication we especially wanted to focus on people in the Caribbean,” Moreno said. “We felt that this region has been understudied in terms of genetic complexity, and wanted to know which part of Africa, Europe and a Native American tribal genes existed. And its implications for medicine.”

In understanding a person’s genetic history, a doctor can determine whether a patient has gene variants that correlate with a disease. For example, because Ashkenazi Jewish women have an increased likelihood of having breast and ovarian cancer, their health providers are more likely to monitor for these cancers. 

Moreno’s advisor and co-author on the PLOS papers, Stanford Genetics Professor Carlos Bustamente, described Moreno’s work on this project: “Andres was extraordinary in putting the data all together, developing algorithms and doing simulation work,” he said. Moreno would seek to understand the implications of their findings, think through how this would affect their design of the next round of experiments and  “translate it into future genetic studies and interpretation of genomes that come into the clinic.”

The findings also tell a historical story of the region. In the Caribbean, Moreno and his co-authors were able to pinpoint where in Africa particular segments of the population had come from and when they contributed to the genetic pool. The first wave of Africans came from the western tip of Africa (present day Senegal and Gambia), a region that was an original contributor for all African slaves. But another strand of African heritage also emerged in their studies—from Africa’s gold coast (Nigeria and the Gulf of Guinea). Moreno explained, “We can now genetically pinpoint when and where ancestry came from in Africa.”

Moreno said in looking at the populations, a major difference was between the genetic heritage of the island and mainland populations. In the case of the four islands, there were very consistent results of roughly the same date of European genes—about 500 years ago, which, Moreno pointed out, is exactly when colonization happened.

But in the mainland areas, Moreno and colleagues didn’t find European lines until two generations later, meaning Europeans first settled in the islands and then moved to the mainland.

Similarly, the Native American strands are distinct. Moreno and his co-authors believe that the Native American genes among the Caribbean populations are from inland Amazon tribes—a completely different Native American background than what’s typically found among Native American descendants in the United States.

Bustamente said Moreno has great breadth, commanding the whole operation—sampling in the field, collecting the data in the lab, doing the data scrubbing and analysis. Each of these tasks is typically undertaken by a different person. “He does all of this—and it gives him a real edge,” Bustamente said. “He thinks in a very integrated fashion. Plus he’s an MD!”

Kathryn McDonald, executive director for CHP/PCOR, said Moreno’s work represents the essence of the Rosenkranz Prize. “We really wanted this award to reach all angles of the Stanford health policy research community, and Andres embodies this. He’s expanding our understanding of health care and predisposition for diseases in a host of developing countries. It’s exciting—and such important—work.”

Abstract:

Gender equality is considered important for development and good governance, yet the causes of cross-national variation in gender equality are still not well understood. This paper claims that the distinct types of rule pursued by the French versus the British imperial powers selected for postcolonial institutions that are systematically correlated with gender equality. The paper evaluates this conjecture using three tests: a cross-country test of former British and French colonies, a historical comparison of Syria and Iraq, and a regression discontinuity across the former colonial border within modern-day Cameroon (see Lee and Schultz 2012). Results indicate that, despite our understanding of British colonialism as beneficial for a variety of economic institutions (Acemoglu and Johnson 2004, La Porta et al. 2008, Lipset 1994) French institutions often better promoted gender equality. This paper contributes to the discussion on the relative importance of colonial institutions versus natural resource endowments or religion (Nunn 2013, Sokoloff and Engerman 2000, Ross 2008, Fish 2002, Inglehart and Norris 2003).

Adi Greif is a Ph.D. candidate in Political Science at Yale University and a pre-doc at CDDRL for the academic year 2013-2014. Her dissertation, "The Long-Term Impact of Colonization on Gender", investigates why gender equality varies by former colonizer (French or British) in the Middle East and globally. It uses cross-national statistics, a regression discontinuity across the former colonial border in Cameroon, and interviews from Egypt and Jordan. Her research abroad was supported by a Macmillan Dissertation Fellowship.

Adi's research interests are colonialism, international alliances, state formation and comparative gender policies with focus on the Middle East and sub-Saharan Africa. She has lived in Egypt, Jordan, and Morocco, and visited Tunisia, the United Arab Emirates, and Turkey. Adi holds an M.A. in Political Science from (Yale University) and a B.A with honors in Political Science and a minor in Math (Stanford University). Before coming to Yale, she worked at the United States Institute of Peace in Washington, D.C. through the Tom Ford Fellowship in Philanthropy.
