As Secretary of the Technology, Trade, and Commerce Agency, Lon Hatamiya advises the governor and the legislature on all matters related to international business, serving as the voice of California's private sector in the State Cabinet. Appointed by Governor Gray Davis in 1999 and confirmed unanimously by the State Senate, Secretary Hatamiya is the first Asian-American to hold a cabinet-level position in California history. As the state's primary promoter of economic development, he directs numerous programs stimulating economic activity for international trade and investment, and under his leadership the Agency added the Division of Science, Technology, and Innovation, focusing on R&D and the commercialization of new technologies. Prior to his appointment as secretary, Mr. Hatamiya served as administrator for the Foreign Agricultural Service in the United States Department of Agriculture (USDA). He holds a degree in economics from Harvard University, and JD and MBA degrees from the University of California, Los Angeles.

Peter Vitousek has been on the faculty at Stanford University since 1984. His research interests include: evaluating the global cycles of nitrogen and phosphorus, and how they are altered by human activity; understanding how the interaction of land and culture contributed to the sustainability of Hawaiian agriculture and society before European contact; and working to make fertilizer applications more efficient and less environmentally damaging (especially in rapidly growing economies). He is a Fellow of the National Academy of Sciences and the American Academy of Arts and Sciences, and was awarded the 2010 Japan Prize. He is director of the Emmett Interdisciplinary Program in Environment and Resources and co-director of the First Nations Futures Institute.

The overall goal of our paper is to explore this question of how China's policy will likely respond as the nation enters the WTO. Specifically, we will have three objectives. First, we briefly review China's existing agriculture policy and past performance of China's agriculture and how it has changed during the past 20 years of reform. Next, we examine the main features of the agreement that China must adhere to as they enter WTO. Finally, we consider a number of possible ways that policy makers may respond, primarily focusing on the national government's viewpoint.

First, we seek to provide measures of the distortions in China's agricultural sector at a time immediately prior to the nation's accession to WTO. Second, we seek to assess how well integrated China's markets are in order to understand which areas of the country and which segments of the farming population will likely be isolated from or affected by the changes that WTO will bring. Ultimately, with a knowledge of the size and magnitude of the impacts, researchers will be better able to being working on understanding how the policies that WTO will impose on China will change the gap between the domestic and international price and affect imports and exports, domestic production and production, income and poverty.

China and the World Trade Organization

On balance, will the nation's accession to WTO help or hurt rural residents? How will they affect rural incomes? Who in the rural economy will get hurt? Are there some in the rural economy who will be insulated from the effects of WTO?

The general goal of our essay will be to begin the discussion of these critical questions. In particular, we will attempt to meet this broad goal by pursuing three sets of objectives. First, we will examine the record of rural incomes, in general, and then focus on how employment may be affected by China's accession to WTO.

Second, we will attempt to understand how WTO will affect the agriculture sector, in particular. To do so, we will provide measures of the distortions in China's agricultural sector at a time immediately prior to the nation's accession to WTO and seek to assess how well integrated China's markets are in order to understand which areas of the country and which segments of the farming population will likely be isolated from or affected by the changes that WTO will bring. Third, we will examine the policy options that the government has available to them in the wake of WTO.

Global aquaculture production is growing rapidly, with production more than doubling in weight and by value from 1989 to 1998. With many capture fisheries catches peaking, scientists, governments, and international organizations all point to aquaculture as the most important means to increase global fish supplies.

The aquaculture industry in the United States, which is dominated by freshwater catfish (Ictalurus punctatus) production, generates about one billion dollars each year. Marine aquaculture comprises roughly one-third of U.S. production by weight, and despite rapid increases in salmon and clam production, growth of U.S. marine aquaculture has been slow on average. Efforts to develop marine aquaculture in the open ocean could catalyze future growth.

Aquaculture has a number of economic and other benefits. But if it is done without adequate environmental safeguards it can cause environmental degredation. The main environmental effects of marine aquaculture can be divided into the following five categories:

1) Biological Pollution: Fish that escape from aquaculture facilities may harm wild fish populations through competition and interbreeding, or by spreading diseases and parasites. Escaped farmed Atlantic salmon (Salmo salar) are a particular problem, and may threaten endangered wild Atlantic salmon in Maine. In the future, farming transgenic, or genetically modified, fish may exacerbate concerns about biological pollution.

2) Fish for Fish Feeds: Some types of aquaculture use large quantities of wild-caught fish as feed ingredients, and thus indirectly affect marine ecosystems thousands of miles from fish farms.

3) Organic Pollution and Eutrophication: Some aquaculture systems contribute to nutrient loading through discharges of fish wastes and uneaten feed. Compared to the largest U.S. sources of nutrient pollution, aquaculture's contribution is small, but it can be locally significant.

4) Chemical Pollution: A variety of approved chemicals are used in aquaculture, including antibiotics and pesticides. Chemical use in U.S. aquaculture is low compared to use in terrestrial agriculture, but antibiotic resistance and harm to nontarget species are concerns.

5) Habitat Modification: Marine aquaculture spreads over 26,000 marine hectares, or roughly 100 square miles. Some facilities attract marine predators, and can harm them through accidental entanglement or intentional harassment techniques.

A number of technologies and practices are available to prevent or mitigate these environmental problems. Options to make U.S. aquaculture environmentally sustainable include:

  1. Developing strong effluent guidelines for aquaculture under the Clean Water Act;
  2. Supporting National Marine Fisheries Service and Fish and Wildlife Service activities under the Endangered Species Act to protect wild Atlantic salmon;
  3. Establishing an environmentally protective permitting program for offshore aquaculture;
  4. Improving state oversight of aquaculture;
  5. Championing research and development investments and cost-share incentives for sustainable aquaculture practices;
  6. Establishing a federal approval process for transgenic fish that mandates evnironmental protection;
  7. Supporting market incentives for environmentally sound fish-farming;
  8. Developing bilateral agreements with Canada to study and minimize the impact of salmon-farming on wild salmon stocks

In recent years, Koreans playing in mass-mediated sports, such as Major League Baseball and the LPGA, have become important sites of transnational ethnic imagining for Koreans in the United States. Mass-mediated transnational sports are a powerful mode through which Korean nationalisms are produced outside the boundaries of the nation. This seminar will be a workshop discussion of the possibilities and problematics of investigating the production of Korean nationalist identities in an era of global flows of people, commodities, and information.

This curriculum unit offers students the opportunity to consider civil rights issues in the context of the Japanese-American experience during World War II. Lessons focus on the immigration years, the role of the media, diverse perspectives on the internment years, Japanese Americans and the military during World War II, and legacies of internment.

Ms. Christine Loh is a former member of the Legislative Council of Hong Kong, and the Founder of Civic Exchange, a non-governmental organization. She was a popular politician but decided not to run again for re-election to the legislature of Hong Kong last year. She now heads Civic Exchange in Hong Kong. She is one of the most insightful commentators on Hong Kong affairs.

Christine will speak on "Hong Kong: Its Contribution to 'One Country'."

Experience

Christine Loh is well known for her wide-ranging intellect and ability to find practical solutions to problems. Her background in law, business, politics, media and the non-profit sector has given her considerable knowledge and insight about how they work and has helped her to become a leading voice in public policy in Hong Kong.

Loh has authored numerous papers, articles and public policy recommendations in a large number of local and international publications. The Economist described her in April 2000 as "perhaps LegCo's most gifted member". Business Week named her in 1998 and again in 2000 as one of Asia's Stars. Trained as a lawyer, Loh did not practise law but enjoyed a highly successful 12-year career with a multinational as a commodities trader from 1980-1991, rising to the position of managing director, before spending another 2 years as a director of business development with a Hong Kong company, responsible for putting together the LoFt retail stores, and an international consortium to bid for Container Terminal No. 9.

Appointed to the Legislative Council (LegCo) in 1992, running in two elections subsequently, Loh had a popular career as a politician until 2000 when she chose not to seek re-election. Her legislative successes were many, the most high profile being amending the law to enable the indigenous women of the New Territories to inherit rural land, restructuring the controversial section 30 of the Prevention of Bribery Ordinance, and sponsoring the historic Protection of the Harbor Ordinance.

From 1991, Loh has anchored public affairs radio programs at various times. She has also presented a variety of TV programs apart from being the subject of many more. She is a much sought after public speaker. With Lisa Hopkinson she founded Civic Exchange in September 2000. Loh is responsible for charting the Civic Exchange's long-term course.
