Stanford's Center for International Security and Cooperation (CISAC) has been invited to participate in a new nuclear security fellowship program funded by The Stanton Foundation.

The five-year program will provide $300,000 a year for fellowships aimed at pre- and post-doctoral students and junior faculty studying policy relevant issues related to nuclear security. The first fellows, who will be mentored by CISAC faculty, will start in fall 2010. The deadline for receiving applications is Feb. 1, 2010.

"The CISAC faculty are thrilled to receive these generous funds from the Stanton Foundation to support new Nuclear Security Fellows at the center next year," Co-Director Scott D. Sagan said. "This program will be enormously helpful in CISAC's efforts to train and nurture the next generation of scientists and social scientists addressing the complex global problems of nuclear safety, security and non-proliferation."

In addition to CISAC, Harvard's Belfer Center for Science and International Affairs, the Council on Foreign Relations, the RAND Corporation, the Carnegie Endowment for International Peace and the International Institute for Strategic Studies in London have been selected as host institutions for the fellowships. During their residency, fellows will be expected to complete a policy relevant article, report or book on topics ranging from nuclear terrorism to nuclear proliferation and nuclear weapons.

The Stanton Foundation
Frank Stanton, the president of CBS News from 1946-71, established The Stanton Foundation. During his 25 years at the network's helm, Stanton turned an also-ran radio network into a broadcasting powerhouse. Stanton died in 2006, aged 98 years.

According to information provided by the foundation, Stanton was a strong defender of free speech and was determined to use television as an "instrument of civic education." For example, in 1960, he supported the first televised presidential debates with Richard Nixon and John Kennedy, which required a special act of Congress before they could proceed. These debates were credited with helping Kennedy win the presidency, and have since become a staple of U.S. presidential campaigns.

Throughout his life, Stanton was interested in international security and U.S. foreign policy. He served on several presidential commissions charged with preparing the United States for the challenges of living in a nuclear world. In 1954, Dwight Eisenhower appointed Stanton to a committee convened to develop the first comprehensive plan for the nation's survival of the following a nuclear attack. Stanton was responsible for developing plans for national and international communication in the aftermath of a nuclear incident. According to a statement from the foundation, "The Stanton Foundation aims, through its support of the Nuclear Security Fellows program, to perpetuate his efforts to meet [such] challenges."

CISAC Co-Director Scott D. Sagan has been named The Caroline S.G. Munro Memorial Professor in Political Science. A member of Stanford's faculty since 1987, Sagan's research focuses on nuclear security and the emerging terrorist threat; nuclear proliferation, particularly in South Asia; ethics and international relations; and accidents in complex organizations. Before coming to Stanford, Sagan was a lecturer in the Department of Government at Harvard University and served as a special assistant to the Director of the Organization of the Joint Chiefs of Staff in the Pentagon. He has served as a consultant to the Office of the Secretary of Defense and the Los Alamos National Laboratory.

Sagan is the author of Moving Targets: Nuclear Strategy and National Security (Princeton University Press, 1989), The Limits of Safety: Organizations, Accidents, and Nuclear Weapons (Princeton University Press, 1993) and, with co-author Kenneth N. Waltz, The Spread of Nuclear Weapons: A Debate Renewed (W.W. Norton, 2002). He is co-editor with Peter R. Lavoy and James L. Wirtz of Planning the Unthinkable (Cornell University Press, 2000) and the editor of Inside Nuclear South Asia (Stanford University Press, 2009). His most recent publications include "The Case for No First Use" in Survival (June 2009) and "Good Faith and Nuclear Disarmament Negotiations" in George Perkovich and James A. Acton's (eds.) Abolishing Nuclear Weapons: A Debate (Carnegie Endowment, 2009).

Sagan received Stanford's Hoagland Prize for Undergraduate Teaching in 1996, and the Dean's Award for Distinguished Teaching in 1998. As part of CISAC's mission of training the next generation of security specialists, he established Stanford's Interschool Honors Program in International Security Studies. He earned a bachelor's degree with high honors in government from Oberlin College and holds a doctorate in political science from Harvard University.

The Caroline S.G. Munro Memorial Professorship in Political Science

The Caroline S.G. Munro Chair was established by the Board of Trustees in 1981 in recognition of Mrs. Munro's farsighted commitment to strengthening scholarship and teaching at Stanford.

A series of gifts during her lifetime and a bequest endowing the William Bennett Munro Memorial Fund in 1973 in honor of her late husband--a professor of history and government at Harvard and the California Institute of Technology--were sufficient to support the William Bennett Munro Professorship in Political Science; the William Bennett Munro Memorial Lectures; and the Caroline S.G. Munro Memorial Professorship.

Caroline Sanford Gorton and William Bennett Munro were married in 1913. They had one child, William Bennett Munro, Jr., who graduated from Stanford in 1937. Their granddaughter, Jane Bruce Munro, was a member of the Class of 1968.

In accordance with Mrs. Munro's preferences, the professorship may be awarded in either political science or history.

The term laser weapon implies the use of a laser as part of a so-called directed energy weapon (DEW). In that case, the laser energy is causing the target damage. Military research led to the development of experimental lasers with continuous output powers up to 140 kW in 1966 and two Megawatts in 1980. However, those systems were huge and not part of laser weapon systems.

Since the 1980s the development in the military continued. Remarkably, civilian lasers, developed for industrial machining, have now reached output powers, which can be useful for DEW applications, too. Recently, several prototypes came into operation. On the one hand, there are industry-funded projects that use civilian of-the-shelf industrial lasers. On the other hand, there is government-funded research, which aims at high power laser systems. Major defense companies in the United States and elsewhere are working on both tracks.

Anti-satellite (ASAT) laser engagements would be a revolutionary laser application, as they would in principle enable an option of attacks on satellites with only minor debris. At the moment, attacking satellites implies the use of missiles with kinetic or explosive warheads. A kinetic impact creates debris, which would be harmful to the attacker's space assets, too. For that reason, space faring nations are discouraged from using kinetic energy attacks.

This fact enacts a kind of "natural" arms control. Lasers could change this situation, if they are used to heat up satellites just to a point where their electronics are damaged or only to impair their sensors. Hence, attacks on satellites would be more likely, if laser DEW with anti-satellite capabilities are fielded in peacetime. In a time of crisis, this would create additional political instabilities, as satellites are important early warning and reconnaissance assets.  A deployment of laser ASATs could eventually lead to an arms race in space. In order to make this scenario less likely arms control mechanism could be implemented.

This talk will focus on the technological background of laser ASATs. After a short introduction into recent technological developments, it will be examined whether current laser technology has the ability to endanger satellites. To achieve this, a physics-based method has been devised to assess laser DEW engagements. Damage mechanisms as well as possible distinctions between industrial laser setups and laser weapons will be examined in greater detail.  Options for controlling laser ASATs and obstacles for the implementations of such controls will be introduced.

Jan Stupl is a Postdoctoral Fellow at CISAC. His research concerns the current developments in laser technology regarding a possible application of lasers as an anti-satellite weapon (ASAT), as well as the proliferation of ballistic missiles. The research on laser ASATs focuses on damage mechanisms, the potential sources and countries of origin of laser ASATs and ways to curb their international proliferation. Regarding missiles, Jan is interested in the methods which are used to acquire ballistic missiles and possible ways to control this process.

Before coming to CISAC, Jan was a Research Fellow at the Institute of Peace Research and Security Policy (IFSH) at the University of Hamburg, Germany. His PhD dissertation was a physics-based analysis of future of High Energy Lasers and their application for missile defense and focused on the Airborne Laser missile defense system. This work was jointly supervised by the IFSH, the Institute of Laser and System Technologies at Hamburg University of Technology and the physics department of Hamburg University, where he earned his PhD in 2008.

Jan studied physics at the Friedrich-Schiller-University in Jena, Germany and at Warwick University in Coventry, UK. He concluded his undergraduate physics degree with a thesis in laser physics, receiving a German National Diploma in Physics in 2004. His interest in security policy and international politics was fuelled by an internship at the United Nations in New York in 2003.

Clay Moltz joined the National Security Affairs faculty of the Naval Postgraduate School (NPS) in June 2007. Since November 2008, he has held a joint appointment with the Space Systems Academic Group at NPS. He currently teaches Space and National Security, Nuclear Strategy and National Security, International Relations, and Northeast Asian Security. Prior to his appointment at NPS, he served for 14 years in various positions at the Monterey Institute’s Center for Nonproliferation Studies, including: deputy director from 2003-2007, director of the Newly Independent States Nonproliferation Program from 1998-2003, and founding editor of The Nonproliferation Review from 1993-98. He was also a faculty member in the Monterey Institute’s Graduate School of International Policy Studies.

Dr. Moltz received his Ph.D. and M.A. in Political Science from the University of California, Berkeley. He also holds an M.A. in Russian and East European Studies and a B.A. in International Relations (with Distinction) from Stanford University. Dr. Moltz worked previously as a staff member in the U.S. Senate and has served as a consultant to the NASA Ames Research Center, the Department of Energy’s National Nuclear Security Administration, and the Department of Defense’s Office of Net Assessment. He held prior academic positions at Duke University and at the University of California, San Diego.

Jan Stupl is an affiliate and a former postdoctoral fellow at CISAC.  He is currently a Research Scientist with SGT, a government contractor, and works in the Mission Design Division at NASA Ames Research Center (Mountain View, CA). In the Mission Design Division, Jan conducts research on novel methods for laser communication and space debris mitigation and supports concept development for space missions.

Before his current position, Jan was a postdoctoral fellow at the Center for International Security and Cooperation (CISAC) at Stanford University until 2011, investigating technical and policy implications of high power lasers for missile defense and as anti-satellite weapons (ASAT), as well as the proliferation of ballistic missiles. The research on laser ASATs focuses on damage mechanisms, the potential sources and countries of origin of laser ASATs and ways to curb their international proliferation. It is widely acknowledged that Southeast Asia stands at a fork in the road. The ratification and adoption of the Association of Southeast Asian Nations (ASEAN) Charter in 2008 has given the regional body new found legal status, and the proposed establishment of an ASEAN Political-Security Community, Economic Community, Socio-Cultural Community and human rights body raises the potential for the rise of a strengthened form of regionalism in Southeast Asia, where ASEAN becomes not merely a forum for communication between Member States but an actor in its own right. However, working against this momentum has been a discernible stalling of democratisation and continuing commitment to traditional principles such as non-interference and consensus decision-making, which, in the eyes of some critics, produced a lowest common denominator approach to drafting the Charter. Both of these positions are canvassed and reviewed in this excellent collection, which offers sober and well-informed analysis of the predicaments that the region now confronts. Combining broad assessments of the relationship between security, democracy and regionalism with detailed analysis of the Charter and reform process, and telling insights into major controversies, such as the question of human rights in Myanmar, the problem of the haze in Indonesia, and the question of nuclear security, this is a model of balanced and sensible analysis.
 
The book is organised into four main sections, the first being a deeply insightful introduction by the editor. Too often, editorial introductions do little other than summarise the preceding chapters, but in this volume, Emmerson carefully places the key concepts in their proper context, neatly sets out the nature of the dilemmas currently confronting the region and provides insight into some of the most important contemporary crises – especially that relating to Myanmar. Subsequent sections focus on: ‘Assessments’ – of ASEAN and its reform process; ‘Issues’ – spanning democratisations, Myanmar, non-traditional security, the haze and nuclear security; Sukma’s discussion of democratisation and Caballero-Anthony’s account of non-traditional security stand out here; and ‘Arguments’ – namely, David Martin Jones’ calling for the privileging of prudence and decency over idealism and hasty democratisation, and Erik Martinez Kuhonta’s setting out the pros and cons of non-interference and intervention for human rights.
 
Overall, this book is very hard to fault. It combines a range of perspectives, including academic and policy perspectives, canvasses a number of relevant issues and provides the reader with a very good sense of the critical concerns. In short, those interested in understanding Southeast Asia’s contemporary fork in the road should start by reading this excellent volume.

Scott Sagan is a professor of political science and co-director of Stanford's Center for International Security and Cooperation. He is on sabbatical in 2008-09. Before joining the Stanford faculty, Sagan was a lecturer in the Department of Government at Harvard University and served as a special assistant to the director of the Organization of the Joint Chiefs of Staff in the Pentagon. He has also served as a consultant to the office of the Secretary of Defense and at the Sandia National Laboratory and the Los Alamos National Laboratory.

His recent articles include "How to Keep the Bomb From Iran," in Foreign Affairs (September-October 2006); "The Madman Nuclear Alert: Secrecy, Signaling, and Safety in October 1969" co-written by Jeremi Suri and published in International Security in spring 2003; and "The Problem of Redundancy Problem: Will More Nuclear Security Forces Produce More Nuclear Security?" published in Risk Analysis in 2004. The first piece warns against "proliferation fatalism" and "deterrence optimism" to argue that the United States should work to prevent Iran's pursuit of nuclear weapons by addressing the security concerns that are likely motivators for Iran's nuclear ambitions. The International Security piece looks into the events surrounding a secret nuclear alert ordered by President Nixon to determine how effective the alert was at achieving the president's goal of forcing negotiations for the end of the Vietnam War. It also questions many of the assumptions made about nuclear signaling and discusses the dangers of new nuclear powers using this technique. Sagan's article on redundancy in Risk Analysis won Columbia University's Institute for War and Peace Studies 2003 Best Paper in Political Violence prize. In this article, Sagan looks at how we should think about nuclear security and the emerging terrorist threat, specifically whether more nuclear facility security personnel increases our safety. His article, "Realism, Ethics, and Weapons of Mass Destruction" appears in Ethics and Weapons of Mass Destruction: Religious and Secular Perspectives, edited by Sohail Hashmi and Steven Lee. In addition to these works, Sagan is also finishing a collection of essays for a book tentatively entitled Inside Nuclear South Asia.

Gareth Evans has been since January 2000 President and Chief Executive of the Brussels-based International Crisis Group (Crisis Group), the independent global non-governmental organisation with nearly 140 full-time staff on five continents which works, through field-based analysis and high-level policy advocacy, to prevent and resolve deadly conflict. Born in 1944, he went to Melbourne High School, and holds first class honours degrees in Law from Melbourne University (BA, LLB (Hons)) and in Politics, Philosophy and Economics from Oxford University (MA). Evans was one of Australia's longest serving Foreign Ministers, best known internationally for his roles in developing the UN peace plan for Cambodia, bringing to a conclusion the international Chemical Weapons Convention, founding the Asia Pacific Economic Cooperation (APEC) forum and ASEAN Regional Forum (ARF), and initiating the Canberra Commission on the Elimination of Nuclear Weapons.

He was Australian Humanist of the Year in 1990, won the ANZAC Peace Prize in 1994 for his work on Cambodia, was made an Officer of the Order of Australia (AO) in 2001, and was awarded Honorary Doctorates of Laws by Melbourne University in 2002 and Carleton University in 2005. In 2000-2001 he was co-chair, with Mohamed Sahnoun, of the International Commission on Intervention and State Sovereignty (ICISS), appointed by the Government of Canada, which published its report, The Responsibility to Protect, in December 2001. He was a member of the of the UN Secretary General's High Level Panel on Threats, Challenges and Change, whose report A More Secure World: Our Shared Responsibility was published in December 2004; the Commission on Weapons of Mass Destruction sponsored by Sweden and chaired by Hans Blix which reported in June 2006;  the International Task Force on Global Public Goods, sponsored by Sweden and France and chaired by Ernesto Zedillo, which reported in September 2006, and the Independent Commission on the Role of the IAEA to 2020 and Beyond, which reported in May 2008. In June 2008 he was appointed to co-chair (with former Japanese Foreign Minister Yoriko Kawaguchi) the International Commission on Nuclear Non-Proliferation and Disarmament. He had previously served as a member of the Carnegie Commission on Preventing Deadly Conflict, co-chaired by Cyrus Vance and David Hamburg (1994-97), and is currently a member of the UN Secretary-General's Advisory Committee on Genocide. 

Michael May is Professor Emeritus (Research) in the Stanford University School of Engineering and a senior fellow with the Institute for International Studies at Stanford University. He is the former co-director of Stanford University's Center for International Security and Cooperation, having served seven years in that capacity through January 2000. May is a director emeritus of the Lawrence Livermore National Laboratory, where he worked from 1952 to 1988, with some brief periods away from the Laboratory. While there, he held a variety of research and development positions, serving as director of the Laboratory from 1965 to 1971. May was a technical adviser to the Threshold Test Ban Treaty negotiating team; a member of the U.S. delegation to the Strategic Arms Limitation Talks; and at various times has been a member of the Defense Science Board, the General Advisory Committee to the AEC, the Secretary of Energy Advisory Board, the RAND Corporation Board of Trustees, and the Committee on International Security and Arms Control of the National Academy of Sciences. He is a member of the Council on Foreign Relations and the Pacific Council on International Policy, and a Fellow of the American Physical Society and the American Association for the Advancement of Science. May received the Distinguished Public Service and Distinguished Civilian Service Medals from the Department of Defense, and the Ernest Orlando Lawrence Award from the Atomic Energy Commission, as well as other awards. His current research interests are in the area of nuclear and terrorism, energy, security and environment, and the relation of nuclear weapons and foreign policy.

In 2022, Sagan was awarded Thérèse Delpech Memorial Award from the Carnegie Endowment for International Peace at their International Nuclear Policy Conference. In 2017, he received the International Studies Association’s Susan Strange Award which recognizes the scholar whose “singular intellect, assertiveness, and insight most challenge conventional wisdom and intellectual and organizational complacency" in the international studies community. Sagan was also the recipient of the National Academy of Sciences William and Katherine Estes Award in 2015, for his work addressing the risks of nuclear weapons and the causes of nuclear proliferation. The award, which is granted triennially, recognizes “research in any field of cognitive or behavioral science that advances understanding of issues relating to the risk of nuclear war.” In 2013, Sagan received the International Studies Association's International Security Studies Section Distinguished Scholar Award. He has also won four teaching awards: Stanford’s 1998-99 Dean’s Award for Distinguished Teaching; Stanford's 1996 Hoagland Prize for Undergraduate Teaching; the International Studies Association’s 2008 Innovative Teaching Award; and the Monterey Institute for International Studies’ Nonproliferation Education Award in 2009.

The entry of Mongolia to the league of democracy took place less than two decades ago. Therefore coverage of the democratic chapter of Mongolia in the history books is very thin compared to that of the Great Mongolian Empire. However, the free society and economic freedom brought about the prospects and openness that embody the present economic and cultural globalization. Mongolia is an exotic destination that appeals to western investors for its highly educated population and its proximity to the world’s largest growing economies. The geographic location of Mongolia – landlocked, sandwiched between two giants, Russia and China – was once a drawback for business investment. As the world changes and the economic growth center (and thus the demand) shifts eastward to Asia, what was once a drawback is now an advantage. Of special importance is being next door to China’s enormously large and growing market.

It possesses nuclear weapons and missiles to deliver them, and despite some progress, it is by no means clear that the ongoing six-party talks will be able to reveal the full extent of the country's nuclear activities, much less persuade Pyongyang to give them up.

The United States maintains tens of thousands of forces on the Korean peninsula in support of its commitments to the Republic of Korea (South Korea), a country with which the North is still technically at war. And the peninsula sits in a strategically vital region, where the United States, China, Russia, Japan, and South Korea all have important interests at stake.

All of this puts a premium on close attention to and knowledge of developments in North Korea. Unfortunately, Kim Jong-Il's government is perhaps the world's most difficult to read or even see. This Council Special Report, commissioned by CFR's Center for Preventive Action and authored by former CISAC co-director Paul B. Stares and Joel S. Wit, focuses on how to manage one of the central unknowns: the prospect of a change in North Korea's leadership. The report examines three scenarios: managed succession, in which the top post transitions smoothly; contested succession, in which government officials or factions fight for power after Kim's demise; and failed succession, in which a new government cannot cement its legitimacy, possibly leading to North Korea's collapse. The authors consider the challenges that these scenarios would pose-ranging from securing Pyongyang's nuclear arsenal to providing humanitarian assistance-and analyze the interests of the United States and others. They then provide recommendations for U.S. policy. In particular, they urge Washington to bolster its contingency planning and capabilities in cooperation with South Korea, Japan, and others, and to build a dialogue with China that could address each side's concerns.

With Kim Jong-Il's health uncertain and with a new president in the United States, this report could not be more timely. And with all the issues at stake on the Korean peninsula, the subject could not be more important. Preparing for Sudden Change in North Korea is a thoughtful work that provides valuable insights for managing a scenario sure to arise in the coming months or years.
