Frontiers in Food Policy: Perspectives on sub-Saharan Africa is a compilation of research stemming from the Global Food Policy and Food Security Symposium Series, hosted by the Center on Food Security and the Environment at Stanford University and funded by the Bill and Melinda Gates Foundation. The series, and this volume, have brought the world's leading policy experts in the fields of food and agricultural development together for a comprehensive dialogue on pro-poor growth and food security policy. Participants and contributing authors have addressed the major themes of hunger and rural poverty, agricultural productivity, resource and climate constraints on agriculture, and food and agriculture policy, with a focus on sub-Saharan Africa.

Teaching is a core element of the educational process and a significant body of literature demonstrates that good teachers matter a lot for improving student academic achievement. However, research is inconclusive about what can be done to improve teacher effectiveness. What kind of training enhances content knowledge and teaching skills? What type of teacher incentives can improve their teaching practice and outcomes? What are the best ways to evaluate teachers? These type of questions are a pressing issue in developing countries where educational performance is generally inadequate.

Marcel Fafchamps is a Senior Fellow Emeritus at the Freeman Spogli Institute for International Studies (FSI) and a member of the Center on Democracy, Development and the Rule of Law. Previously, he was the Satre Family Senior Fellow at FSI. Fafchamps is a professor (by courtesy) for the Department of Economics at Stanford University. His research interests include economic development, market institutions, social networks, and behavioral economics — with a special focus on Africa and South Asia.

Prior to joining FSI, from 1999-2013, Fafchamps served as professor of development economics in the Department of Economics at Oxford University. He also served as deputy director and then co-director of the Center for the Study of African Economies. From 1989 to 1996, Fafchamps was an assistant professor with the Food Research Institute at Stanford University. Following the closure of the Institute, he taught for two years at the Department of Economics. For the 1998-1999 academic year, Fafchamps was on sabbatical leave at the research department of the World Bank. Before pursuing his PhD in 1986, Fafchamps was based in Addis Ababa, Ethiopia, for 5 years during his employment with the International Labour Organization, a United Nations agency that oversees employment, income distribution, and vocational training in Africa.

He has authored two books: Market Institutions in Sub-Saharan Africa: Theory and Evidence (MIT Press, 2004) and Rural Poverty, Risk, and Development (Elgar Press, 2003), and has published numerous articles in academic journals.

Fafchamps served as the editor-in-chief of Economic Development and Cultural Change until 2020. Previously, he had served as chief editor of the Journal of African Economies from 2000 to 2013, and as associate editor of the Economic Journal, the Journal of Development Economics, Economic Development and Cultural Change, the American Journal of Agricultural Economics, and the Revue d'Economie du Développement.

He is a research associate of the National Bureau of Economic Research, an affiliated professor with J-PAL, a senior fellow with the Bureau for Research and Economic Analysis of Development, a research fellow with IZA, Germany, and with the Center for Economic and Policy Research, UK, and an affiliate with the University of California’s Center for Effective Global Action.

Fafchamps has degrees in Law and in Economics from the Université Catholique de Louvain. He holds a PhD in Agricultural and Resource Economics from the University of California, Berkeley.

Under what conditions is decentralization most likely to foster development and reduce poverty?  Plausible answers include:  a sufficiently committed central government; local checks against corruption; and sufficiently resourced actors able to deliver public services effectively. Indonesia is a good place to explore the explanatory power of these and other propositions, thanks to the country’s diverse local conditions and the rapid and sweeping (“Big Bang”) decentralization that it underwent in the late 1990s.  In his disaggregation of the Indonesian case since then, Dr. Sumarto will examine whether, how, and why poverty alleviation has been helped or hurt by particular economic, social, and political variations in the context and character of local governments across the archipelago.

Sudarno Sumarto was an Asia Foundation Visiting Fellow at APARC in 2009-2010.  In 2001-2009 he was the director of SMERU, a highly regarded independent institute for research and public policy studies in Jakarta.  He has served as a consulting economist for the World Bank, the Asian Development Bank, among other organizations, and has taught in Indonesia’s leading universities. His latest publication is Explaining Regional Heterogeneity of Poverty:  Evidence from Decentralized Indonesia (co-authored, 2013).  Earlier titles include more than sixty co-authored books, working papers, articles, chapters, and reports on topics such as poverty, decentralization, employment, vulnerability, and economic growth.  His degrees in economics include a PhD and an MA from Vanderbilt University and a BSc from Satya Wacana Christian University (Salatiga).

The researchers developed models for the time course of the economic demography of remote Chinese villages that takes into account the migration, and sometimes return, of the villagers, the predicted remittances, the costs for maintenance of those remaining in the villages (mainly parents and children of the migrants), and the marriage squeeze on males, which is very pronounced in remote rural China. They constructed formal mathematical models that include the above-mentioned features, as well as the rate of migration (which is available from our data).

Brenda Jarillo Rabling is a Postdoctoral Scholar in the Program of Poverty and Governance. She received her Ph.D. in international and comparative education from the Stanford Graduate School of Education (2013), and, graduated cum laude with a B.A. in economics from the Center for Research and Teaching of Economics (CIDE) in Mexico (2004).

Brenda’s primary fields of interest are economics of education and education policy in United States and Latin America. Her research focuses on (a) interventions to improve the educational outcomes of disadvantaged populations; (b) the impact of poverty and violence on educational outcomes (c) and issues related to young children’s health, development and learning.

Her dissertation consists of three-related research papers that investigate the role of the timing, type and quality of early childhood education programs in reducing the school readiness gap in the United States. Using a novel strategy to account for dynamic selection bias, she estimated the differential effect of the age of entry into preschool, and the effect of switching from one type of care to another on children’s cognitive and socio-behavioral outcomes. Her second paper utilizes a matching estimator approach to evaluate the effectiveness of after-school child care programs to reduce the differences in academic achievement between low-income minority children and their more affluent peers. The last paper estimates how much of the social-class gradient in cognitive and socio-behavioral outcomes is explained by socio-economic disparities in the quality of child care environments. Her dissertation work was supported by the American Educational Research Association Dissertation Grants Program and the Stanford Graduate School of Education Support Grant.

Brenda is currently working on three main projects related to violence and education in Mexico. One investigates the impact of exposure to violent crime on educational outcomes. The second is an assessment of a government-sponsored violence prevention program implemented in public schools since 2007. The third one is an evaluation of a community-based program targeting training and educational opportunities for school dropouts who are unemployed and live in areas where crime, violence and vandalism are common.

Karen Jusko is an assistant professor of political science at Stanford University, and a faculty affiliate of Stanford's Europe Center and the Center for the Study of Poverty and Inequality.

Jusko's research is motivated by questions about the origins of contemporary democratic politics in the U.S., and in Europe. Drawing on survey research and historical census data, Jusko's current book project ties the different components of democratic representation -- participation, party politics, and the policy-making process -- to legislators' and political parties' electoral incentives. Specifically, Jusko draws attention to the ways in which the geographic distributions of different income groups and legislative seats across electoral districts shape legislators' and parties' incentives to craft responsive policy. This research builds on Jusko's dissertation, which was awarded the Harold D. Laswell Prize for the best dissertation in the field of public policy by the Policy Studies Organization and the APSA Public Policy Organized Section.

Jusko received her Ph.D. from the University of Michigan. She has been a National Hoover fellow, and a fellow at the Center for the Study Democratic Politics, at Princeton University. Jusko's research has been supported by the National Science Foundation, the European Science Foundation, and the Institute for Research in the Social Sciences at Stanford.

Across the globe, students living in disadvantaged areas (rural, impoverished, remote) and from disadvantaged backgrounds (low income) are less likely than their advantaged counterparts to go to higher levels of schooling. In general, disadvantaged students repeat grades more, drop out more, and on average perform less well academically. They thus face serious challenges in taking advantage of education, an important channel for social mobility, as a means to help them and their households improve their long-term economic well-being. Recognizing this, policy makers and researchers in developing countries have implemented a variety of interventions to improve the educational outcomes of disadvantaged students.

Barry Weingast will present findings from a paper he co-authored with Douglass C. North from Washington University and Gary W. Cox from Stanford University. "The Violence Trap: A Political-Economic Approach to the Problems of Development" examines the problems of development – with a billion people mired in poverty and governments resistant to economic reform – economists and political scientists have proposed a wide range of development or poverty traps:  self-reinforcing mechanisms that prevent developing countries from embarking on the path of steady development.

Speaker Bio:

Barry R. Weingast is a senior fellow at the Hoover Institution as well as the Ward C. Krebs Family Professor in the Department of Political Science at Stanford University; he served as chair of that department from 1996 to 2001. Weingast is a member of the National Academy of Sciences. He has written extensively on problems of political economy of development, federalism, legal institutions and the rule of law, and democracy. He is co-author of Violence and Social Orders: A Conceptual Framework for Interpreting Recorded Human History (with Douglass North and John Wallis, 2009, Cambridge University Press); editor (with Donald Wittman) The Oxford Handbook of Political Economy (Oxford University Press, 2006); and author (with Douglass North) of "Constitutions and Commitment: The Evolution of Institutions Governing Public Choice in 17th Century England" Journal of Economic History (1989). He has won numerous awards, including the William Riker Prize for scholarly achievement in political science; the James L. Barr Memorial Prize in Public Economics;  the Distinguished Scholar Award in Public Policy, Martin School of Public Policy, University of Kentucky, and the Franklin L. Burdette Pi Sigma Alpha Award (with Kenneth Schultz: the American Political Science Association’s prize for the best paper at the annual meetings).
