Lessons Learned, Challenges Ahead: The FBI's Role in Safeguarding National Security
Robert Mueller was nominated by President George W. Bush and became the sixth Director of the FBI on September 4, 2001.
Born in New York City, Mr. Mueller grew up outside of Philadelphia. He graduated from Princeton University in 1966 and later earned a master’s degree in International Relations at New York University.
After college, he joined the United States Marine Corps, where he served as an officer for three years, leading a rifle platoon of the Third Marine Division in Vietnam. He is the recipient of the Bronze Star, two Navy Commendation Medals, the Purple Heart, and the Vietnamese Cross of Gallantry.
Following his military service, Mr. Mueller earned a law degree from the University of Virginia Law School in 1973 and served on the Law Review.
After completing his education, Mr. Mueller worked as a litigator in San Francisco until 1976. He then served for 12 years in United States Attorney’s Offices, first in the Northern District of California in San Francisco, where he rose to be chief of its criminal division. In 1982, he moved to Boston as an Assistant United States Attorney, where he investigated and prosecuted major financial fraud, terrorist, and public corruption cases, as well as narcotics conspiracies and international money launderers.
After serving as a partner at the Boston law firm of Hill and Barlow, Mr. Mueller returned to public service. In 1989 he served in the United States Department of Justice as an assistant to Attorney General Richard L. Thornburgh. The following year he took charge of its Criminal Division. In 1991, he was elected Fellow of the American College of Trial Lawyers.
In 1993, Mr. Mueller became a partner at Boston’s Hale and Dorr, specializing in complex white collar crime litigation. He again returned to public service in 1995 as senior litigator in the Homicide Section of the District of Columbia United States Attorney’s Office. In 1998, Mr. Mueller was named United States Attorney in San Francisco and held that position until 2001.
Mr. Mueller and his wife, Ann, have two daughters.
The Payne Lectureship is named for Frank E. Payne and Arthur W. Payne, brothers who gained an appreciation for global problems through their international business operations.
The Payne Distinguished Lecturer is chosen for his or her international reputation as a leader, with an emphasis on visionary thinking; a broad, practical grasp of a given field; and the capacity to clearly articulate an important perspective on the global community and its challenges.

An Experimental Analysis of Muslim-American Attitudes toward U.S. Law Enforcement
ABOUT THE SPEAKER: Rachel Gillum is a PhD student in Political Science at Stanford University, and joined CISAC as a predoctoral fellow in September of 2013. She is also a fellow at the Association for Analytic Learning about Islam and Muslim Societies (AALIMS) and is affiliated with Stanford’s Abbasi Program in Islamic Studies. Rachel’s research focuses on the Muslim-American community and examines the determinants of a variety of political beliefs and behaviors towards the American government, from full integration and identification with the United States, to support for violent extremism.
Rachel previously served as a graduate associate researcher at the RAND Corporation’s International Policy Center, where she conducted in-depth analysis on terrorist recruitment strategies and presented policy suggestions to U.S. government clients. From 2010-2012, she served as the chief editor and head research assistant under Prof. Martha Crenshaw on the Mapping Militants Project, where she oversaw and helped devise the design of an online tool for the analysis of terrorist networks. Rachel has also worked as a consultant for the Gallup Organization and a research assistant at the Department of Defense’s Near East South Asia Center for Strategic Studies.
ABOUT THE TOPIC: How do Muslim-Americans form beliefs about the treatment they expect to receive from US law enforcement? The results of an original, nationally-representative survey of Muslim-Americans suggest two key findings. First, expectations of fairness on the part of Muslim immigrants are shaped, in part, by the level of institutional corruption in their country of origin. Immigrants coming from less corrupt countries hold more optimistic views about expected treatment by US law enforcement. Second, Muslim immigrants who have been naturalized are less trusting in the government than newcomers, and Muslims who were born and raised in the United States are least likely to believe that law enforcement will deal with Muslims fairly. These results are robust to the inclusion of a variety of control variables. Ethnographic evidence drawn from interviews with Muslims-Americans suggests that Muslims update their expectations through interactions and familiarity with American institutions. US-born Muslims expect violations of their rights by the government and are politically concerned about such issues. Foreign-born Muslims, while aware of the controversies regarding US government surveillance and profiling of Muslim communities, tend to be less focused on issues related to citizen rights and more focused on the day-to-day concerns common to immigrants everywhere.

Combating Corruption with Mobile Phones in India
Abstract
I will discuss an ambitious project by the Program on Liberation Technology to fight corruption with mobile phones. The project is being designed with partners in four states of India on issues such as education, health and social protection for some of the most vulnerable communities in India. The project has started at a time when technology for transparency and accountability projects have come under increasing scrutiny. For example, a series of papers have questioned if transparency has an impact in improving accountability, and thus have raised questions on the very premise of such projects. Similarly, the Open Data movement succeeded in getting data in the public sphere but most datasets are languishing with no takers. He will discuss what these studies mean for the project, and some insights from it on designing technologies for transparency and accountability.
I joined the Liberation Technology Program as the Manager in February 2011 after completing my Ph.D. in Social Sciences from the Maxwell School of Syracuse University. In working with these campaigns, I realised the widespread disparities in the provision of basic public services in India. This led me examine how Tamil Nadu, a southern Indian state, developed extensive commitment to providing such services to all its residents in my doctoral dissertation. Currently, I am expanding this work by looking at the dynamics behind the provision of public services across Indian states.
As a full-time activist, I also experimented with various IT platforms to make the campaigns effective. This interest brought me to the Liberation Technology Program at Stanford. At the Liberation Technology Program, I am initiating projects relating to the use of technology to promote greater transparency and accountability in governments. My broader interests include collective action for socio-economic rights, the use of technology for public action, development studies and South Asian politics.

Scholars discuss research, possible collaboration on rule of law
With the American government shut down over congressional budget battles, it seems like a particularly opportune time for scholars to talk about the challenges of governance and the rule of law.
But the political scientists and legal experts who gathered this week for a rule of law workshop organized by the Freeman Spogli Institute for International Studies and Stanford Law School probably didn’t see this crisis coming.

“When we first began talking, Gerhard said the rule of law and governance are not peculiar only to developing counties,” Paul Brest, a professor and former dean of the law school, said as he recalled discussing such a workshop with Gerhard Casper, a constitutional law expert and FSI senior fellow. “I don’t think he predicted where the United States would be today.”
The half-day workshop brought together 20 scholars associated with FSI and the law school who discussed their individual research and explored possibilities for collaboration.
Their wide-ranging discussions covered the definitions and measurement of rule of law, governance in developed and developing countries, political participation, partisanship, and policy implementation.
“How do you implement what sounds like a thoughtful, abstract idea?” asked Mariano-Florentino Cuéllar, FSI’s director and law school professor, in discussing the complexity of the concept of rule of law. “There is something about the rule of law that has to go beyond whether a statute is complied with. A society also has to think smartly about how to manage discretion.”
But bending the rules without breaking the rule of law “is a difficult matter," said law school Professor Jenny Martinez – and one worthy of academic attention.
“Most well-functioning legal systems … involve a certain amount of discretion,” she said. “But that’s something we can explore.”
Discussion sessions were led by Martinez and Cuéllar, as well as Erik Jensen and Bernadette Meyler; Bruce Cain, Larry Diamond and Nathaniel Persily; Francis Fukuyama and Avner Greif.
“There’s a lot of work going on across campus focusing on governance and the rule of law,” Brest said. “Getting together to begin discussing that could create some sort of networks and a whole that is greater than the individual parts.”
Clientelism in Historical Perspective: the 19th-century United States
Abstract:
What explains the decline of clientelism in advanced democracies? This paper examines the United States and Britain from 1880-1920, a period in which political parties shifted from clientelistic to programmatic competition. I theorize that business pressures incentivize parties to change clientelistic strategies. Using archival and quantitative evidence, I find that the rise of managerial capitalism, the establishment of national business organizations, and the increasing costs of clientelism to economic development led businesses to push for programmatic reforms.

Didi Kuo is a fellow with the Project on American Democracy at CDDRL. Her research interests include clientelism, democracy, and corruption. Her book project investigates clientelism in historical and comparative perspective using archival resources and new measures of electoral fraud. She received her PhD in political science from Harvard University in 2013.

Technology, accountability and democracy in South Asia and beyond

Over the last few years, there has been unprecedented focus on corruption and accountability across South Asia. Accountability movements have resulted in a variety of initiatives including special monitoring bodies, transparency laws, monitoring mechanisms, judicial reforms and refining government processes. These initiatives bring different understandings of problems and approaches, with varied strengths and weaknesses. Despite these differences, they are increasingly converging on the use of technology to augment a growing set of accountability strategies.
The availability of new devices, the power of the Internet, the reach of mobile phones, and citizen activism give us reason to believe that the use of technology has real promise in advancing the accountability agenda. Yet the claim of technology’s promise is not without its critics. The use of technology has created new avenues for corruption despite claiming to combat it. Technologies rolled out in the name of advancing citizenship also create avenues for greater surveillance and disenfranchisement. Many initiatives are not controversial, but their effectiveness is yet to be evaluated rigorously. Finally marginalized people, who need tools for accountability more than anyone else, have significantly lower levels of engagement with it. The promises and problems of technology’s relationship with accountability require closer examination.
This conference proposes to bring together people who are engaged in these questions as activists, officials, academics and innovators to examine how technology is currently being used for accountability projects and to build meaningful platforms for the future. We specifically seek to bring together people with experience in accountability movements (with or without the use of technology), young innovators and researchers in order to promote rich multidisciplinary conversation and to build new collaborations.
One of the most persistent criticisms of technology for democracy projects is that they focus heavily on the tools without paying attention to the complexity of their use and the fact that accountability is a political project steeped in power relations. In order to ensure that technical imagination goes hand in hand with a sophisticated understanding of the problems and strategies necessary to make technology a tool for progressive change, we propose to invite seasoned civil society activists and leaders from the government who have had a successful track record in managing positive change to meet individuals who are just beginning to consider technology as a response to the same problems. The conference will thus foster an exchange of ideas between innovators and experienced activists so that innovators can share their tools and experiences while also deepening their understanding of technology’s relevance and challenges for potential uses on the ground. In turn, experienced political, social and economic leaders will gain ideas on how elements of technology can be introduced into in their work. With this in mind, the conference format provides for opportunities to learn about technology projects, meet with platform creators, and participate in workshops to gain tools suitable for diverse campaign needs.
The conference will be based on four broad themes: (1) Citizen activism for free and fair elections (2) Combatting “last-mile” corruption in public services (3) Gender, technology and accountability and (4) Building safeguards around India’s Aadhar project. Petroleum to the People: Africa's Coming Resource Curse and How to Avoid It
Abstract:
In the coming decade new oil discoveries in Africa will leave fragile democracies vulnerable to corruption, patronage and rent seeking behavior. In a piece co-written in Foreign Affairs, CDDRL Director Larry Diamond and Research Associate Jack Mosbacher advocate a new scheme to directly distribute oil revenue to citizens in the form of taxable income. This oil-to-cash system would strengthen accountability and increase citizens ownership of state resources.
Larry Diamond is a senior fellow at the Hoover Institution and at the Freeman Spogli Institute for International Studies, where he directs the Center on Democracy, Development, and the Rule of Law. Diamond also serves as the Peter E. Haas Faculty Co-Director of the Haas Center for Public Service at Stanford. He is the founding co-editor of the Journal of Democracy and also serves as Senior Consultant (and previously was co-director) at the International Forum for Democratic Studies of the National Endowment for Democracy. During 2002-3, he served as a consultant to the U.S. Agency for International Development (USAID) and was a contributing author of its report Foreign Aid in the National Interest. He has also advised and lectured to the World Bank, the United Nations, the State Department, and other governmental and nongovernmental agencies dealing with governance and development. His latest book, The Spirit of Democracy: The Struggle to Build Free Societies Throughout the World (Times Books, 2008), explores the sources of global democratic progress and stress and the prospects for future democratic expansion.
At Stanford University, Diamond is also professor by courtesy of political science and sociology. He teaches courses on comparative democratic development and post-conflict democracy building, and advises many Stanford students. In May 2007, he was named "Teacher of the Year" by the Associated Students of Stanford University for teaching that "transcends political and ideological barriers." At the June 2007 Commencement ceremony, Diamond was honored by Stanford University with the Dinkelspiel Award for Distinctive Contributions to Undergraduate Education. He was cited, inter alia, for fostering dialogue between Jewish and Muslim students; for "his inspired teaching and commitment to undergraduate education; for the example he sets as a scholar and public intellectual, sharing his passion for democratization, peaceful transitions, and the idea that each of us can contribute to making the world a better place; and for helping make Stanford an ideal place for undergraduates."
Jack Mosbacher is a Research Associate at the Freeman Spogli Institute for International Studies at Stanford University, where he works with Larry Diamond on democratization trends in Africa. A 2012 Stanford graduate, Jack participated in the Undergraduate Honors Program with the Center on Democracy, Development, and the Rule of Law. His thesis, "Bracing for the Boom: Translating Oil into Development in Uganda," won the Departmental Best Thesis Award, and his work has appeared in Foreign Affairs, The Los Angeles Times, and the Washington Quarterly.

Larry Diamond is the William L. Clayton Senior Fellow at the Hoover Institution, the Mosbacher Senior Fellow in Global Democracy at the Freeman Spogli Institute for International Studies (FSI), and a Bass University Fellow in Undergraduate Education at Stanford University. He is also professor by courtesy of Political Science and Sociology at Stanford, where he lectures and teaches courses on democracy (including an online course on EdX). At the Hoover Institution, he co-leads the Project on Taiwan in the Indo-Pacific Region and participates in the Project on the U.S., China, and the World. At FSI, he is among the core faculty of the Center on Democracy, Development and the Rule of Law, which he directed for six and a half years. He leads FSI’s Israel Studies Program and is a member of the Program on Arab Reform and Development. He also co-leads the Global Digital Policy Incubator, based at FSI’s Cyber Policy Center. He served for 32 years as founding co-editor of the Journal of Democracy.
Diamond’s research focuses on global trends affecting freedom and democracy and on U.S. and international policies to defend and advance democracy. His book, Ill Winds: Saving Democracy from Russian Rage, Chinese Ambition, and American Complacency, analyzes the challenges confronting liberal democracy in the United States and around the world at this potential “hinge in history,” and offers an agenda for strengthening and defending democracy at home and abroad. A paperback edition with a new preface was released by Penguin in April 2020. His other books include: In Search of Democracy (2016), The Spirit of Democracy (2008), Developing Democracy: Toward Consolidation (1999), Promoting Democracy in the 1990s (1995), and Class, Ethnicity, and Democracy in Nigeria (1989). He has edited or coedited more than fifty books, including China’s Influence and American Interests (2019, with Orville Schell), Silicon Triangle: The United States, China, Taiwan the Global Semiconductor Security (2023, with James O. Ellis Jr. and Orville Schell), and The Troubling State of India’s Democracy (2024, with Sumit Ganguly and Dinsha Mistree).
During 2002–03, Diamond served as a consultant to the US Agency for International Development (USAID) and was a contributing author of its report, Foreign Aid in the National Interest. He has advised and lectured to universities and think tanks around the world, and to the World Bank, the United Nations, the State Department, and other organizations dealing with governance and development. During the first three months of 2004, Diamond served as a senior adviser on governance to the Coalition Provisional Authority in Baghdad. His 2005 book, Squandered Victory: The American Occupation and the Bungled Effort to Bring Democracy to Iraq, was one of the first books to critically analyze America's postwar engagement in Iraq.
Among Diamond’s other edited books are Democracy in Decline?; Democratization and Authoritarianism in the Arab World; Will China Democratize?; and Liberation Technology: Social Media and the Struggle for Democracy, all edited with Marc F. Plattner; and Politics and Culture in Contemporary Iran, with Abbas Milani. With Juan J. Linz and Seymour Martin Lipset, he edited the series, Democracy in Developing Countries, which helped to shape a new generation of comparative study of democratic development.
