Abstract
If an armed group cannot be defeated in war, are there conditions in peace that will allow for its demobilization and disbandment?  What are the key barriers that stand in the way?  Using case studies of the three large paramilitary organizations in Northern Ireland since the 1994 ceasefires, I weigh competing arguments from the civil conflict literature about the security concerns of previously warring parties that stand in the way of security normalization.  I find that existing theories miss two crucial forms of post-conflict security crises: intra-community criminality and inter-communal confrontations.  These two kinds of security concerns present two major challenges to the normalization of security that are instructive to broader theory on conflict termination and peace-building.  First, these security concerns are not the kind that outside actors can successfully manage without the partnership of local power brokers.  As a result, state actors institutionalize paramilitary authority rather than replacing it.  Second, the management of these security concerns does not present clear-cut opportunities for signaling the commitment to peace necessary for trust-building amongst formerly warring parties.  Armed groups are forced to make impossible choices that signal weak commitments and make a return to war more likely.

Brenna Marea Powell is a 6th year PhD candidate in the department of Government at Harvard University, and a doctoral fellow at the Multidisciplinary Program on Inequality and Social Policy at the Kennedy School of Government. She received her AB from Stanford in Comparative Studies in Race and Ethnicity. Her research interests include inequality, civil conflict and political violence in divided societies. Her three-article dissertation research explores the role of political institutions in redefining ethno-racial boundaries and social hierarchy. This includes work on post-conflict policing in Northern Ireland, racial policy in Brazil, and the politics of ethno-racial classification in the United States.

The Forum on Contemporary Europe is pleased to announce the release of "Ethnic Europe: Mobility, Identity, and Conflict in a Globalized World" (Stanford University Press, 2010) edited by FCE Associate Director Roland Hsu.

Ethnic Europe offers accessible, comprehensive, and influential thinking on immigration, and the challenge of how we are to defend minority identity and encourage social solidarity in our world of global migration.  Focused on Europe as a destination for global immigration, eleven of the most influential social science and humanities authors address the increasingly complex challenges facing the expanding European Union—including labor migration, strains on welfare economies, local traditions, globalized cultures, Islamic diasporas, separatist movements, and threats of terrorism.  The authors confront the struggle shared in Europe and the U.S. to balance minority rights and social cohesion.  For the first time in one volume, these writers give startling insight into Europe’s fast-growing communities, taking the reader from global views to local detail.  From questions of high politics (If Europe includes Turkey, where does Europe end?) to local culture wars (How does McDonalds appeal to Catalans?), this collection engages theory, history, and generalized views of diasporas, including the details of neighborhoods, borderlands, and the popular literature and new media and films spawned by the creative mixing of ethnic cultures.

Roland Hsu, Associate Director of Stanford University’s Forum on Contemporary Europe at the Freeman Spogli Institute for International Studies, edited, and wrote the opening essay to make “Ethnic Europe” a foundation text and approachable guide to the experience of ethnic politics, migrant life, and movements for integration and exclusion.  With his experience at the Forum bringing scholarship, policy, and public comment to bear of our most pressing issues, Hsu offers this book on “Ethnic Europe” as an approachable guide to the general and specific of ethnic politics, migrant life, and movements for integration and exclusion. 

Roland Hsu earned his Ph.D. at the University of Chicago, and before coming to Stanford was Assistant Professor of European History at the University of Idaho.  Hsu currently teaches, in addition to his research and work at the Forum, in the Humanities at Stanford University.

The Europe Center (TEC) at Stanford University's Freeman Spogli Institute for International Studies (FSI) has launched a multi-year collaborative project with research institutes in Europe and the Greater Middle East.  First partners include the Van Leer Jerusalem Institute.  The multi-year collaborative project is titled “Debating History, Democracy, Development, and Education in Conflicted Societies" within The Europe Center's long-term program on the theme of Reconciliation. 

The aim of this collaboration is to study how divided societies—viewed in international context, with a focus on the Middle East, Israel, and the Palestinian Authority—reconcile diverging notions of the past, and of democracy, development, and education. Participants are investigating how societies debate internally and attempt to reconcile differences of opinion and political positions regarding these issues.  International workshops, along with seminars, and visits by exchange scholars and policy experts,  are planned to  address such issues as historical conflict and its impact on contemporary politics, as well as democratic reform, the establishment of the rule of law, majority-minority relations, the role of religion and ethnicity, educational institutions, and the position of civil society, scientific cooperation, and culture in efforts towards the promotion of peaceful coexistence.

The international collaborative program has begun with planning for two international workshops on aspects of democracy, and on memory, history, and reconciliation.  A joint publication series is also being planned.

This project explores the revision of the treaties of the European Union using a multi-stage two-level-analysis. For the current revision of the Nice treaty, there are inferences between the domestic and European level, most obviously when referendums are carried. This time, a convention made a proposal for revision which was discussed by the member states at intergovernmental conferences (IGCs), and this project examines how member states have formed their positions on the treaty revision in inter-ministerial coordination.

Thomas König has the chair for international relations and is co-director of the Mannheim Centre for European Social Research (MZES) at the University of Mannheim, Germany. Before, he was professor at the German University Speyer and at the University of Konstanz. For his research, he was nominated for the Descartes Research Prize of the European Union and the Harrison Prize, received the Fulbright chair at Washington University St. Louis and the Karl W. Deutsch professorship at the Wissenschaftscentre Berlin, and was Marie Curie- and Heisenberg Fellow of the German National Science Foundation. König’s publications include the major scholarly journals and a variety of topics. He collaborated with a large number of scholars, including Chris Achen, Thomas Bräuninger, Ken Benoit, Daniel Finke, Simon Hug, Dirk Junge, Michael Laver, Brooke Luetgert, Bernd Luig, Lars Mäder, Sven-Oliver Proksch, Gerald Schneider, Jonathan Slapin, Heiner Schulz, Frans Stokman, Robert Thomson, Vera Tröger, George Tsebelis – just to name a few.

In his early publications in the 1990s, he studied the influence of interest groups on labor and social legislation in Germany, USA and Japan using network analysis and exchange theory. With Franz Urban Pappi and David Knoke he gathered data and extended the Coleman exchange model for modeling the institutionalized access of interest groups to political decision makers. Using spatial analysis, he also studied legislative gridlock in Germany in this period. From the mid-1990s, König devoted more attention to European integration by gathering data on EU constitutional, legislative and implementation politics. Today, König established a historical archive on EU politics containing all constitutional, legislative and implementation activities since the mid-1980s. For Germany, he also collected legislative data since the 1950s. These two topics – German and European politics – are dominating his further work, which is about the estimation of actors’ preferences. Regarding the European Union, König tested rivalry approaches on the power of the European Parliament, the impact of enlargements on Council decision making and the strategies of member states when they attempted to revise the institutional framework of the EU. In the beginning of the 2000s, he directed the DOSEI project and investigated the constitution-building process of the EU. Following, he studied the implementation process of EC directives and the power of the European Court of Justice.

All these data is used to evaluate the empirical implications of game-theoretical models with some focus on the analysis of Germany and European integration, including the constitutional, legislative and compliance level. In this regard, König also established the first EITM summer institute in Europe training young scholars in order to use sophisticated techniques for the study of politics. Recent publications include "Troubles with Transposition: Explaining Trends in Member State Notification Failure and Timelines", British Journal of Political Science 2009 (with Brooke Luetgert), "Why don’t veto players use their power?", European Union Politics 2009, "Why do member states empower the European Parliament?", Journal of European Public Policy 2008, "Bicameral Conflict Resolution in the European Union. An Empirical Analysis of Conciliation Committee Bargains", British Journal of Political Science 2007 (with Lindberg, Lechner and Pohlmeier).

After two years of research at the University of Tokyo, Dr. Matt Augustine recently received his Ph.D. in History from Columbia University. Augustine also received a M.A. in History from Columbia and received a B.A. from the Politics Department at Princeton University. He specializes in the history of modern Japan and Korea.

Augustine’s research focuses on international and comparative history of military occupations, especially U.S. occupations in Japan, Korea, and Okinawa; Japan’s colonial empire in the Asia-Pacific; and the history of race, migration, and border controls.

He recently published an article that explores the interaction between the cross-border smuggling and reversion movement with Japan as acts of resistance by Okinawans against U.S. military rule in the Ryukyu Islands after World War II. Augustine’s dissertation, “Crossing from Empire to Nation: Repatriation, Illegal Immigration, and the Allied Occupation of Japan, 1945-1952,” examines the relationship between migration and border controls, as well as the redefinition of nationality and ethnicity in post-imperial Japan.

While at Shorenstein APARC, Augustine will research and write on the history of war reparations that continue to affect relations between Japan and its neighbors in Northeast Asia. He will also teach a course that covers such issues as war, empire, postcolonialism, and U.S. military occupations in the region.

Richard Roberts is the Frances & Charles Field Professor in History and African History, and Director of the Center for African Studies at Stanford University. He is also affiliated with the Center for Comparative Studies in Race and Ethnicity (CCRSE). Roberts is one of the world's experts on the social and economic history of French West Africa and has been teaching African history to Stanford students since 1980.

His current research interest is the social history of everyday life during the 25 years surrounding French conquest of the interior of West Africa-especially how colonial conquest and the establishment of colonial rule ushered in changes in African societies and economies.

Some of his Courses include: Africa in the 20th Century, The End of Slavery in Africa and the Americas, Law in Colonial Africa, African Identities in a Changing World, and Core Colloquium on Precolonial African History. Some recent publications include: Two World of Cotton: French Colonialism and the Regional Economy of the French Soudan, 1800-1946 (Stanford, 1996), Cotton, Colonialism, and Social History in Sub-Saharan Africa, with Allen Isaacman (Heinemann, 1995), and Domestic Violence and the Law in Africa: Historical and Contemporary Perspectives (Ohio University Press, forthcoming) with Emily Burrill and Elizabeth Thornberry.

Roberts received his Ph.D. from the University of Toronto in 1978, his M.A. at Simon Fraser University in 1973, and his B.A. at the University of Wisonsin in 1970.

Kulyk’s talk at Stanford will focus on popular preferences regarding language policy of the Ukrainian state as revealed by a comprehensive survey conducted in December 2006, the first such survey ever conducted in Ukraine. He will analyze the respondents’ views of actual and desirable language use in different practices, legal statuses of languages, and evolution of the language situation in the country, both on the aggregate level and broken down by ethnic, linguistic, regional, generational and other categories. He will thus demonstrate both diversity and ambivalence of popular attitudes and discuss how they influenced the state policy by constraining a compromise between the adherents of opposing political courses and, at the same time, enabling the government and major parties to alternate between emphasizing and downplaying the language issue in their political rhetoric and practice.

Volodymyr Kulyk is a senior research fellow at the Institute of Political and Ethnic Studies, National Academy of Sciences of Ukraine, in Kyiv, from which he received his Ph.D. in 1999. Currently, he is a fellow at the Woodrow Wilson International Center for Scholars in Washington, D.C. His research fields include politics of language and ethnicity in contemporary Ukraine and other multilingual societies, language ideologies, and media discourse. Kulyk is the author of two published books and numerous articles and book chapters on these topics in Ukrainian, English and other languages. His last published text is “Language Policies and Language Attitudes in Post-Orange Ukraine”, in Juliane Besters-Dilger (ed.), Language policy and language situation in Ukraine. Analysis and recommendations (Frankfurt: Peter Lang, 2008). His new book, Dyskurs ukraïns’kykh medii: Identychnosti, ideolohiï, vladni stosunky (Ukrainian Media Discourse: Identities, Ideologies, Power Relations) will be published in Kyiv later this year. He guest-edited a special issue of the International Journal of the Sociology of Language on “Languages and Language Ideologies in Ukraine”, to appear in early 2010. As a Wilson Center Fellow, Kulyk works on a project titled “Language, Identity and Democracy in Post-Soviet Ukraine”, which will result in an English-language book.

James Fearon is the Theodore and Frances Geballe Professor in the School of Humanities and Sciences, a professor of political science and CISAC affiliated faculty member at Stanford University. His research interests include civil and interstate war, ethnic conflict, the international spread of democracy and the evaluation of foreign aid projects promoting improved governance.

He is presently working on a book manuscript (with David Laitin) on civil war since 1945. Recent publications include “Iraq’s Civil War” (Foreign Affairs, March/April 2007), “Neotrusteeship and the Problem of Weak States” (International Security, Spring 2004), and “Ethnicity, Insurgency, and Civil War,” (APSR, February 2003).

Fearon won the 1999 Karl Deutsch Award, which is "presented annually to a scholar under the age of forty, or within ten years of the acquisition of his or her Doctoral Degree, who is judged to have made, through a body publications, the most significant contribution to the study of International Relations and Peace Research." He was elected as a fellow of the American Academy of the Arts and Sciences in 2002.

Patrick Johnston is a PhD candidate in the Department of Political Science at Northwestern University and a CISAC predoctoral fellow. His dissertation examines the military effectiveness of civilian targeting in civil wars. He has published articles on the organization of insurgencies, spoiler dynamics in peace processes, and the political economy of civil war in journals such as Security StudiesCivil WarsCanadian Journal of African Studies, andReview of African Political Economy. Johnston holds a BA in political science from the University of Minnesota, Morris and an MA in political science from Northwestern University.

James Fearon is the Theodore and Frances Geballe Professor in the School of Humanities and Sciences and a professor of political science. He is a Senior Fellow at FSI, affiliated with CISAC and CDDRL. His research interests include civil and interstate war, ethnic conflict, the international spread of democracy and the evaluation of foreign aid projects promoting improved governance. Fearon was elected to the National Academy of Sciences in 2012 and the American Academy of Arts and Sciences in 2002. Some of his current research projects include work on the costs of collective and interpersonal violence, democratization and conflict in Myanmar, nuclear weapons and U.S. foreign policy, and the long-run persistence of armed conflict.

Stephen D. Krasner, the Graham H. Stuart Professor of International Relations, and senior fellow at the Freeman Spogli Institute for International Studies (FSI) and the Hoover Institution, has been named deputy director of FSI, announced FSI Director Coit D. Blacker, the Olivier Nomellini Professor in International Studies. Larry Diamond, a senior fellow at FSI and the Hoover Institution, and professor, by courtesy, of political science and sociology, has been named director of FSI's Center on Democracy, Development, and the Rule of Law (CDDRL).

Krasner succeeds political science Professor Michael McFaul, former deputy director of FSI and CDDRL director, who has joined the Obama administration as special assistant to the president for National Security Affairs and senior director for Russian and Eurasian Affairs at the National Security Council.  Diamond will direct CDDRL while McFaul is on leave.

"We are delighted that Steve Krasner and Larry Diamond are assuming these leadership roles at this dynamic time in FSI's growth and development," said Blacker. "Steve and Larry's exemplary scholarship, research, and teaching, and their passionate commitment to the expansion of democracy and good governance, are a wellspring of inspiration to Stanford faculty and students, and to current and aspiring leaders the world over."

Krasner served as deputy director of FSI and CDDRL director from January 2003 to January of 2005. He then served as director of policy planning at the U.S. Department of State from February 2005 through April of 2007. In that role, Krasner was the driving force behind foreign assistance reform designed to more effectively target American foreign aid. He was also involved in activities related to the promotion of good governance and democratic institutions around the world.

Among extensive publications, Krasner is the author of Defending the National Interest: Raw Materials Investment and American Foreign Policy (1978), Structural Conflict: The Third World Against Global Liberalism (1985), and Sovereignty: Organized Hypocrisy (1999). Publications he has edited include Problematic Sovereignty: Contested Rules and Political Possibilities (2001). He taught at Harvard and UCLA before coming to Stanford in 1981.

Krasner received a BA in history from Cornell University, an MA in international affairs from Columbia University, and a PhD in political science from Harvard. He is a fellow of the American Academy of Arts and Sciences and a member of the Council on Foreign Relations.
Diamond is the founding coeditor of the Journal of Democracy, the co-director of the International Forum for Democratic Studies of the National Endowment for Democracy, and has been coordinating CDDRL's democracy program. His newest book, The Spirit of Democracy: The Struggle to Build Free Societies Throughout the World (Times Books, 2008), explores the sources of democratic progress and stress and the prospects for future democratic expansion.

Diamond's other published works include Squandered Victory: The American Occupation and the Bungled Effort to Bring Democracy to Iraq (Times Books, 2005), Developing Democracy: Toward Consolidation (1999), Promoting Democracy in the 1990s (1995), and Class, Ethnicity, and Democracy in Nigeria (1998).

In May 2007, Diamond was named "Teacher of the Year" by the Associated Students of Stanford University for teaching "that transcends political and ideological barriers." At Stanford Commencement ceremonies in June 2007, he was honored with the Dinkelspiel Award for Distinctive Contributions to Undergraduate Education and cited, inter alia, for "the example he sets as a scholar and public intellectual, sharing his passion for democratization, peaceful transitions, and the idea that each of us can contribute to making the world a better place."

Diamond received a BA, MA and PhD from Stanford, all in sociology.

Krasner and Diamond are part of the distinguished Stanford faculty group who lead the Draper Hills Summer Fellows on Democracy and Development Program each summer, which brings to Stanford some 30 rising leaders from major transitioning countries such as Russia, Iran, Iraq, Pakistan, Afghanistan, Nigeria, and Kenya to examine and foster linkages among democracy, sustainable economic development, and good governance.
