The history of groundwater in China is one of extremes, or apparent extremes. Before the 1960s, the story was one of neglect; only a small fraction of China's water supply came from groundwater (Nickum, 1988). Almost none of the Ministry of Water Resource's investment funds were allocated to the groundwater sector until the late 1960s. Certainly, to the extent that underground water resources were valuable, China was ignoring a valuable resource. Since the mid-1970s, however, the prominence of the groundwater sector has risen dramatically. Over the last 30 years, agricultural producers, factory managers and city officials, far from ignoring groundwater resources, have entered an era of exploitation (Smil, 1993; Brown and Halweil, 1998). Arguably, there have been more tube wells sunk in China over the last quarter century than anywhere else in the world. As a share of total water supply, ground water has risen from a negligible amount across most of China to being a primary source of water for agriculture, industry and domestic use in many of the nation's most productive regions. Unfortunately, the resulting fall in groundwater tables has been one of China's most serious environmental problems.

Given Tehran's defiant response to the European and American effort to constrain its nuclear program, it is time for bolder diplomacy out of Washington. U.S. President George W. Bush should take a page from the playbook of Ronald Reagan, who negotiated with an evil Soviet regime--competing in the war of ideas, but addressing the enemy's security concerns through arms-control agreements.

Iran's intransigence is both deeply unfortunate and perfectly predictable. It is unfortunate because Tehran's refusal to suspend its uranium-enrichment operations immediately--as demanded in July by the U.N. Security Council in a legally binding resolution--suggests that Iran is moving more quickly than expected toward a nuclear-weapons capability. Tehran has now turned the nuclear crisis into a test of the whole U.N. Security Council system. And Russia and China's current position, threatening to veto any biting sanctions against Iran, suggests that the Security Council may well fail this crucial test.

Tehran's response is predictable, however, because the offer on the table contains both inadequate economic carrots and barely credible threats of sanctions and military force. The carrots appeared impressive at first glance--in return for a suspension of enrichment we reportedly promised to provide light-water nuclear reactors and to help Iran with civil aviation and telecommunications technology. But we did not offer the one incentive that might possibly work, security guarantees that could reduce Iran's desire for nuclear weapons.

This omission is striking. The Iranian government can't talk openly about their security concerns because that would blow their cover story that the nuclear program is only for energy production. And Washington does not want to discuss such worries because it wants to keep open the possibility of removing the regime by force. "Security assurances are not on the table," U.S. Secretary of State Condoleezza Rice too cleverly argued this spring: "It is a little strange to talk about security guarantees ... I thought the Iranian position was that they weren't developing a nuclear bomb."

This is partly a crisis of our own making, as the Bush administration has practiced the reverse of Teddy Roosevelt's maxim--speaking loudly and carrying a small stick. Think about how Tehran reacted when Bush stated (in his second Inaugural Address), "The rulers of outlaw regimes can know that we still believe as Abraham Lincoln did: 'Those who deny freedoms to others deserve it not for themselves; and, under the rule of a just God, cannot long retain it." Or when Bush dramatically told reporters last April that "all options are on the table," in direct response to a question about whether he was considering a nuclear attack against Iran. Such statements only encourage Iran to develop a nuclear deterrent quickly, before the United States can carry out its perceived aggressive intent. Last month, Iran's National Security Council Secretary Ali Larijani pointedly complained about such rhetoric. "How can a side that wants to topple the regime also attempt to negotiate?"

Given the current vulnerability of U.S. forces in Iraq, the deteriorating situation in Afghanistan, and the lack of Israeli success against Hizbullah, Iranian officials seem confident that they face no immediate threat of a U.S. military assault. But they are clearly worried that Bush just might attack Iran right before he leaves office in January 2009, or that his successor might do so once U.S. forces withdraw from Iraq.

The best way to prevent a nuclear Iran is for Washington to offer the kind of security assurances that might reduce support in Tehran for building a nuclear arsenal. It will be hard to make such assurances credible, but a public U.S. promise to take forcible regime change off the table, and a U.N. Security Council commitment to protect the "political sovereignty" of Iran could help. Involving the Security Council could also pull China and Russia back into the nonproliferation coalition and enhance the U.N.'s legitimacy.

There is very little time left, which means negotiations should begin despite Iran's unfortunate opening position. Tehran's response reportedly indicated a willingness to negotiate all aspects of its nuclear program, so working out an agreement for Iran to limit itself to low-level uranium enrichment might still be possible. This would work only if Tehran accepts full IAEA inspections and a freeze on future centrifuge construction. Will they? The one thing that might cause Tehran to do so, and that would compensate for any loss of face, would be an assurance that the United States will not launch another preventive war, as it did in Iraq, to remove the Iranian regime. If in turn we get a nuclear-free Iran, that's a good deal for the West as well.

The Brazilian government is declaring victory in its decades-long struggle to become self-sufficient in the supply of oil. The milestone is cause for celebration in a country that has long paid a high price for imported energy.

It will also reverberate here in the United States where policy-makers, too, are trying to wean the nation from costly imports, jittery markets and the foreign spigot. But we must learn the right lessons. Brazil's success came not from treating oil as an addiction but by producing even more of the stuff and by becoming even more dependent on world markets

Here in the United States, most attention to Brazil's fuel supply has focused on the country's aggressive program to replace oil with ethanol that is made by fermenting homegrown sugar. American newspapers are filled with stories about Brazil's famous "flex fuel" vehicles that make it easy to switch between ethanol and conventional gasoline.

Guided partly by Brazil's apparent success, American policy-makers are crafting new mandates for ethanol, and flex fuel vehicles are now taking shape. We have the impression that ethanol is king.

In reality, ethanol is a minor player in Brazilian energy supply. It accounts for less than one-tenth of all the country's energy liquids.

The real source of Brazil's self-sufficiency is the country's extraordinary success in producing more oil. After the 1970s oil shocks, when Brazil's fuel import bill soared, the government pushed Petrobras, the state-controlled oil company, to look asunder for new energy sources.

Petrobras delivered, especially at home, where the firm pioneered the technologies that make it possible to extract oil locked in sediments under the seabed in extremely deep water. In the middle 1970s Brazil struggled to produce just 180,000 barrels of oil per day while importing four times that amount. Today it produces about 2 million and is self-sufficient. Indeed, the current milestone of self-sufficiency arrives with the inauguration of Brazil's newest deep water platform, the "P50." When P50 reaches its full output later this year, that one platform will deliver more liquid to Brazil than the country's entire ethanol program.

Brazil's self-sufficiency offers three lessons for U.S. energy policy:

-First is that ethanol, with current technology, will do little to sever our dependence on imported energy. Today's approach involves growing a crop - sugar in Brazil, corn in the United States - and then fermenting the fruits to yield fuel. Sugar plants in Brazil's climate are a lot more efficient at converting sunlight to biomass than is corn in the Midwest, but U.S. policy nonetheless favors corn (and imposes tariffs on imported sugar) because the program is really a scheme to deliver heartland votes rather than a commercially viable fuel.

Yet, even with Brazil's favorable climate and sugar's inviting biology, ethanol is already reaching the limit. That's because the land and other resources devoted to ethanol can be put to other uses such as growing food and cash crops.

Indeed, today the Brazilian government is actually reducing the share of ethanol that must be blended into gasoline because sugar growers prefer to make even more money by selling their product as sugar on the world market rather than fermenting it into alcohol.

New technologies - notably "cellulosic biomass"- could breathe fresh life into ethanol and replace still more oil. Cellulosic biomass is intriguing because it cuts costs by allowing the entire plant - the cellulose in the stalks, as well as the prized grain or sugar - to be fermented into fuel.

Advocates for this technology, including President Bush in his State of the Union address, have wrongly confused the sexy promise of this new-fangled approach to making ethanol with the practical realities of fuel markets. Schemes to produce cellulosic biomass, today, work only under special circumstances and nobody has delivered the fuel at the industrial scale that would be required for the technology to become commercially viable.

-Second, we should learn that, for now, the greatest force to loosen the world's oil markets lies with oil itself. We can use oil more efficiently, as would occur with a gasoline tax or wise fuel economy standards. But we can also find ways to produce more of the stuff - as Brazil did with Petrobras.

The problem for U.S. policy-makers is that the richest veins for new production lie mainly outside the United States and beyond our direct control.

Indeed, the Brazilian government made Petrobras more efficient by putting the firm partly beyond its control as well. When the government sold part of the company on international stock exchanges, it accepted Western accounting procedures and other strictures that have given Petrobras the autonomy and accountability to its shareholders that, in turn, helped make it an efficient company.

We have a stake in seeing other countries do the same - from Algeria to Mexico to Iran and even Russia. But we must remember that Brazil did this on its own, in response to internal pressures for reform, with little leverage from foreign governments.

-Third, we should learn from Brazil not to confuse the goal of greater self-sufficiency with the illusion of independence. Even as Brazil has become self-sufficient it has also, ironically, become more dependent on world markets. That's because the Brazilian government has wisely relaxed price controls so that the prices of fuels within the country are set to the world market. Thus Brazilians see real world prices when they fill up at the pump, and the decisions about which cars to buy and how much to drive reflect real costs and benefits of the fuel they consume. That is why, even as the country becomes self-sufficient, Brazilians are working ever harder to be more frugal with oil - because the price at the pump is high and rising.

Dependence on oil is a liability that must be managed. But it is not an addiction.

Efficiency, sober policies toward modest alternatives such as ethanol, and more production - all tools of the manager, not the addict - are required. Brazil helps show the way, but only if we learn the right lessons.

Shorenstein APARC Pantech Fellow and San Jose Mercury News foreign affairs columnist Daniel C. Sneider, warning that a growing rift between China and Taiwan could inadvertently force a conflict that might drag in the United States, discusses his interview with Kuomintang party chairman Ma Ying-jeou.

The Middle East seems to occupy all the attention of our foreign-policymakers these days. But there are other parts of this globe that are probably more important, and potentially no less dangerous.

One of these is the Taiwan Strait. That narrow passage of water separates China from Taiwan, in Chinese minds a renegade province that must eventually be returned to its control.

The Chinese communist leadership dreads the prospect that Taiwan's democratically elected government might make the island's de facto independence a legal reality. China's heated military buildup in recent years is largely focused on creating the muscle to intimidate Taiwan and to seize the island if that fails.

A war across the Taiwan Strait makes the American top-five list of security dangers. The U.S. commitment to defend Taiwan is ambiguous, but it is not hard to imagine us being drawn into a conflict. And a war in the strait could easily expand to include Japan.

That is why the mayor of Taipei, Taiwan's capital city, got such a rousing welcome last week in Washington. Ma Ying-Jeou, or Mayor Ma as he is popularly known, does not threaten to upset the apple cart of cross-strait relations by pushing Chinese buttons with talk of independence, as the Taiwanese government loves to do.

Sitting down with Ma for breakfast as he made his way home to Taiwan, I could see why he was received with open arms at senior levels of the Bush administration. Ma, the leader of the opposition Kuomintang (KMT) party, is the front-runner in polls to win the 2008 presidential elections. He is articulate, a Harvard Law School graduate with movie-star looks and a reassuring message for Americans.

"We support maintenance of the status quo, which is also U.S. policy,'' he told me.

A KMT-led government would not waver from the "Five Nos,'' a pledge made by President Chen Shui-bian not to take steps toward a declaration of independence. He offers in addition a program of ``Five Dos'' should it return to power.

First, the KMT hopes to resume negotiations with the mainland, based on a 1992 agreement that while there is one China, there are different interpretations of what that means. Second, it will try to reach a peace agreement, lasting from 30 to 50 years. Third, the KMT would expand the already massive economic ties between Taiwan and the mainland into a possible cross-strait common market. Fourth, the KMT would try to create a formula to allow Taiwan to participate in international affairs, including global organizations, short of being an independent state. Last, it would expand cross-strait cultural and education exchanges.

Ma downplays the threat from Beijing these days. "Their goal is no trouble,'' he told me. "They are not interested in unification right now.'' But, he said, the Chinese do worry about "the further drifting away of Taiwan.'' That drift, he fears, could inadvertently force a conflict that might drag in the United States.

That charge is aimed at the government in Taipei. And it is a concern shared by U.S. officials who are visibly unhappy these days with Chen. The warm reception for Ma was intended to send that message to Taipei -- and also to Beijing, ahead of the visit next month of Chinese leader Hu Jintao.

Reassuring as Ma's words may be, there are reasons to be cautious about his message and his prospects.

Taiwanese nationalism may rattle the status quo, but so does China's military buildup. As does the failure of Taiwan to adopt a significant U.S. defense package, offered five years ago, to counter that buildup. The KMT blames the current government for this impasse but the party, which now controls the legislature, has blocked passage of the budget.

Deepening economic ties with China are a market reality, as Taiwan's electronics industry shifts production to low-wage China. But ultimately that could make them another Hong Kong, a satellite of Beijing that must bend to its political will.

Taiwanese are deeply divided. The KMT, the party of mainlanders who fled to the island after the communist victory in 1949, ruled Taiwan for decades as the exiled government of China. But democracy, which came in the 1990s, brought to power native Taiwanese who want to preserve their separate identity.

Ma may prove to be a political leader who plays better in Washington than back home. But if Taiwanese embrace his vision of the status quo at the ballot box, all the better. Ultimately, his mandate must come from Taiwanese, not Americans.

Observers should not lament the "failure" of revolution but should hail the beginning of a genuine democratic movement, which is stronger today than it was just a few years ago.

There was no Orange-style revolution in Belarus following the 19 March presidential elections. But there may have been the beginning of a revolution of the spirit that will bring the last tyranny in Europe to an end. Observers should not lament the "failure" of revolution but should hail the beginning of a genuine democratic movement, which is stronger today than it was just a few years ago.

From the beginning of this campaign, there was little sign of a real contest. Lukashenka could have won a free and fair election: Strong economic growth and social stability might have guaranteed him half of the vote or so, had the vote actually been counted. But a free and fair vote carried the risk of defeat, however remote, and the ghost of the Orange Revolution in Ukraine in 2004 fueled hysteria within the regime. Consequently, just before the vote, the government criminalized opposition-related activity and began to arrest election monitors and activists from nongovernmental organizations on charges of terrorism.

Yet Lukashenka wanted some legitimacy for his reelection and therefore allowed opposition candidates to participate. Surprisingly, two challengers, the leader of the united opposition, Alyaksandr Milinkevich, and the former rector of the Belarusian State University, Alyaksandr Kazulin, refused to bow to the dictator and decided to play by their own rules. Their 30-minute campaign speeches on state TV (that is how much exposure to alternative opinions an ordinary TV viewer in Belarus has had in five years) were devoted not much to the issues but to attacking Lukashenka's character - an act previously unthinkable in a country where one official once declared Lukashenka to be "a bit higher than God." Both candidates emphasized freedom and democracy rather that day-to-day issues in their messages and found much sympathy, to the surprise of observers. Thousands turned out on the streets to hear speeches from opposition candidates, numbers that were unthinkable even in Minsk just a year ago.

Lukashenka saw the crowds as well and got nervous. Kazulin, whose particularly scathing attacks made him an instant celebrity, was beaten up by riot police. Dozens of observers and reporters were denied visas, expelled, or even arrested and charged with helping to plot a coup. State TV propped up its propaganda, and the KGB began to discover one plot after another every several days. In the last revelation, the head of the KGB claimed that the opposition would poison the tap water in Minsk using decomposing rats. And dozens of opposition activists with experience in street protests were rounded up in the run-up to the vote. Yet even in the face of these repressive tactics, Lukashenka's autocratic regime failed to deter people from mobilizing on the streets after the vote to denounce the fraudulent results.

On 19 March, at least 20,000 people took to the streets to protest the announcement of a "smashing" victory for Lukashenka, who was declared winner with 83 percent of the vote cast. And the protesters did not stop there, organizing an around-the-clock vigil on the central square of Minsk to demand annulment of the vote and new elections.

To be sure, the size of the protests was nowhere near the crowds that turned out in the streets in Kyiv a year and half ago. Yet thousands of Belarusians braved not only the blizzard but explicit threats of jail and even the death penalty made by the KGB on the eve of elections. Most of them faced immediate dismissal from state jobs or university if found in the crowd or even caught checking an opposition website. And they barely had means to communicate with each other due to suspension of most of the opposition press and an almost total blockade of the Internet and mobile communications. Could one have expected a protest of more than just a handful of dissidents in these, almost Soviet-style conditions?

SMALL VICTORIES

In retrospect, one has to admit that the protest was doomed. The opposition knew it did not win the elections and hence did not attempt to stage a revolution as such: that is, to attempt to snatch power from Lukashenka by force. Instead, the protest turned into a show of defiance, an attempt to get the sympathy and attention of fellow countrymen. Day after day, the numbers dwindled, not least because each new day brought the protesters closer to an imminent show of force by the government. It came on the morning of 23 March, when people on the square were surrounded and thrown into police trucks, then taken to jails and sentenced to various prison terms.

The dramatic end of the protest also highlighted an unpleasant fact for the Belarusian opposition: A combination of fear imposed by the government on one part society, and acceptance of the regime by another part, still limits its appeal and following. The streets of Minsk these days were full of pictures of solidarity and defiance, but also of indifference from passers-by and loathing for the protesters from the regime's supporters.

Lukashenka's opponents still have a long way to go to communicate their message to the entire society - and will have to do so in an even more repressive political climate than they have endured so far. But failures and disappointments shall not distract attraction from the opposition's successes in this campaign and afterward. It achieved unity and presented society with a leader whom many accepted as a credible alternative to Lukashenka. It invigorated the network of democratic activists, who braved certain repression and imprisonment. It spurred public debate, and the quest for free information was boosted even when the regime knocked out independent newspapers by the dozens. And it proved to the society and the entire world that support for democratic change in Belarus is not limited to just a handful of fanatics.

The March events may be the beginning of a newly invigorated fight for democracy in Belarus as much as it can trigger a new, more severe round of oppression from the regime. The West cannot stop paying attention. Those struggling for democracy, especially those already in jail, deserve our solidarity; families of political prisoners need support; and recently expanded democratic assistance programs, especially efforts to expand access to independent media within Belarus, must be sustained, not cut, now that the election is over.

Democrats in Belarus defied expectations and demonstrated that they exist, they have some popular support, and they are willing to take risks in their fight for freedom. Now, more than ever, supporters of freedom in the West need to stand with them.

Co-author CESP senior fellow Harold A. Mooney details the dangerous impacts nitrogen-rich chemical fertilizers can have on the atmosphere and important watersheds. He asserts "the use of organic versus chemical fertilizers can play a role in reducing these adverse effects."

Organic farming has long been touted as an environmentally friendly alternative to conventional agriculture. A new study in the Proceedings of the National Academy of Sciences (PNAS) provides strong evidence to support that claim.

Writing in the March 6 online edition of PNAS, Stanford University graduate student Sasha B. Kramer and her colleagues found that fertilizing apple trees with synthetic chemicals produced more adverse environmental effects than feeding them with organic manure or alfalfa.

"The intensification of agricultural production over the past 60 years and the subsequent increase in global nitrogen inputs have resulted in substantial nitrogen pollution and ecological damage," Kramer and her colleagues write. "The primary source of nitrogen pollution comes from nitrogen-based agricultural fertilizers, whose use is forecasted to double or almost triple by 2050."

Nitrogen compounds from fertilizer can enter the atmosphere and contribute to global warming, adds Harold A. Mooney, the Paul S. Achilles Professor of Environmental Biology at Stanford and co-author of the study.

"Nitrogen compounds also enter our watersheds and have effects quite distant from the fields in which they are applied, as for example in contaminating water tables and causing biological dead zones at the mouths of major rivers," he says. "This study shows that the use of organic versus chemical fertilizers can play a role in reducing these adverse effects."

Nitrogen treatments

The PNAS study was conducted in an established apple orchard on a 4-acre site in the Yakima Valley of central Washington, one of the premiere apple-growing regions in the United States. Some trees used in the experiment had been raised with conventional synthetic fertilizers. Others were grown organically without pesticides, herbicides or artificial fertilization. A third group was raised by a method called integrated farming, which combines organic and conventional agricultural techniques.

"Conventional agriculture has made tremendous improvements in crop yield but at large costs to the environment," the authors write. "In response to environmental concerns, organic agriculture has become an increasingly popular option."

During the yearlong experiment, organically grown trees were fed either composted chicken manure or alfalfa meal, while conventionally raised plants were given calcium nitrate, a synthetic fertilizer widely used by commercial apple growers. Trees raised using the integrated system were given a blend of equal parts chicken manure and calcium nitrate.

Each tree was fertilized twice, in October and May, and given the same amount of nitrogen at both feedings no matter what the source-alfalfa, chicken manure, calcium nitrate or the manure/calcium nitrate blend.

Groundwater contamination

One goal of the PNAS experiment was to compare how much excess nitrogen leached into the soil using the four fertilizer treatments-one conventional, two organic (manure and alfalfa) and one integrated. When applied to the soil, nitrogen fertilizers release or break down into nitrates-chemical compounds that plants need to build proteins. However, excess nitrates can percolate through the soil and contaminate surface and groundwater supplies.

Besides having detrimental impacts on aquatic life, high nitrate levels in drinking water can cause serious illness in humans, particularly small children. According to the PNAS study, nearly one in 10 domestic wells in the United States sampled between 1993 and 2000 had nitrate concentrations that exceeded the Environmental Protection Agency's drinking water standards.

To measure nitrate levels during the experiment, water was collected in resin bags buried about 40 inches below the trees and then analyzed in the laboratory. The results were dramatic. "We measured nitrate leaching over an entire year and found that it was 4.4 to 5.6 times higher in the conventional treatment than in the two organic treatments, with the integrated treatment in between," says John B. Reganold, the Regents Professor of Soil Science at Washington State University and co-author of the study.

Nitrogen gas emissions

The research team also compared the amount of nitrogen gas that was released into the atmosphere by the four treatments. Air samples collected in the orchard after the fall and spring fertilizations revealed that organic and integrated soils emitted larger quantities of an environmentally benign gas called dinitrogen (N2) than soils treated with conventional synthetic fertilizer. One explanation for this disparity is that the organic and integrated soils contained active concentrations of denitrifying bacteria-naturally occurring microbes that convert excess nitrates in the soil into N2 gas. However, denitrifier microbial communities were much smaller and far less active and efficient in conventionally treated soils.

The research team also measured emissions of nitrous oxide (N2O)-a potent greenhouse gas that is 300 times more effective at heating the atmosphere than carbon dioxide gas, the leading cause of global warming. The results showed that nitrous oxide emissions were similar among the four treatments.

"We found that higher gas emissions from organic and integrated soils do not result in increased production of harmful nitrous oxide but rather enhanced emission of non-detrimental dinitrogen," Reganold says. "These results demonstrate that organic and integrated fertilization practices support more active and efficient denitrifier microbial communities, which may shift some of the potential nitrate leaching losses in the soil into harmless dinitrogen gas losses in the atmosphere."

Sustainable agriculture

Washington state produces more than half of the nation's apples. In 2004, the state crop was worth about $963 million, with organically grown apples representing between 5 and 10 percent of the total value. But the results of the PNAS study may apply to other high-value crops as well, according to the authors.

"This study is an important contribution to the debate surrounding the sustainability of organic agriculture, one of the most contentious topics in agricultural science worldwide," Reganold says. "Our findings not only score another beneficial point for organic agriculture but give credibility to the middle-ground approach of integrated farming, which uses both organic and conventional nitrogen fertilizers and other practices. It is this middle-ground approach that we may see more farmers adopting than even the rapidly growing organic approach."

Adds Mooney, "Organic farming cannot provide for all of our food needs, but it is certainly one important tool for use in our striving for sustainable agricultural systems. We need to explore and utilize all possible agricultural management techniques and technologies to reduce the very large global footprint of the needs to feed a population of over 6 billion people."

Other co-authors of the PNAS study are agroecologist Jerry D. Glover of the Land Institute in Salina, Kan., and Brendan J. M. Bohannan, associate professor of biological sciences at Stanford.

The study was funded by the U.S. Department of Agriculture, the National Science Foundation, the Land Institute and the Teresa Heinz Environmental Science and Policy Fellowship Program.

David Lobell is the Benjamin M. Page Professor at Stanford University in the Department of Earth System Science and the Gloria and Richard Kushel Director of the Center on Food Security and the Environment. He is also the William Wrigley Senior Fellow at the Stanford Woods Institute for the Environment, and a senior fellow at the Freeman Spogli Institute for International Studies (FSI) and the Stanford Institute for Economic Policy and Research (SIEPR).

Lobell's research focuses on agriculture and food security, specifically on generating and using unique datasets to study rural areas throughout the world. His early research focused on climate change risks and adaptations in cropping systems, and he served on the Intergovernmental Panel on Climate Change (IPCC) Fifth Assessment Report as lead author for the food chapter and core writing team member for the Summary for Policymakers. More recent work has developed new techniques to measure progress on sustainable development goals and study the impacts of climate-smart practices in agriculture. His work has been recognized with various awards, including the Macelwane Medal from the American Geophysical Union (2010), a Macarthur Fellowship (2013), the National Academy of Sciences Prize in Food and Agriculture Sciences (2022) and election to the National Academy of Sciences (2023).

Prior to his Stanford appointment, Lobell was a Lawrence Post-doctoral Fellow at Lawrence Livermore National Laboratory. He holds a PhD in Geological and Environmental Sciences from Stanford University and a Sc.B. in Applied Mathematics from Brown University.

Jennifer (“Jenna”) Davis is a Professor in the Department of Civil and Environmental Engineering and the Higgins-Magid Senior Fellow at the Woods Institute for the Environment, both of Stanford University. She also heads the Stanford Program on Water, Health & Development. Professor Davis’ research and teaching is focused at the interface of engineered water supply and sanitation systems and their users, particularly in developing countries. She has conducted field research in more than 20 countries, including most recently Zambia, Bangladesh, and Uganda.
