This year we again seek two candidates for the fellowship positions. One of the fellowships will be housed entirely in the Program on Global Justice, and one will be jointly sponsored by the Center and Program: candidates for these positions should additionally have research interests in international topics. Fellows will teach one class (typically a seminar), participate in the Political Philosophy and/or Global Justice Workshops, and help in developing an inter-disciplinary ethics community across the campus.

In the waning days of the Clinton administration, the momentum for engagement with North Korea, building from the earlier agreement to freeze its nuclear program and a moratorium on ballistic missile launches, accelerated to the brink of full-scale normalization of relations. The U.S. presidential election in 2000 brought that diplomatic freight train to an abrupt halt.

Will the 2008 election bring yet another dramatic change in U.S. Korea policy?

The answer, based on the published positions of the two candidates and conversations with his senior Asia policy advisors, seems to be NO. There are important differences of emphasis in the approaches of both candidates, which I will discuss, but the bottom line is that both men are likely to pick up where President George W. Bush leaves off.

There are two fundamental reasons why U.S. policy toward Korea – and more broadly in Northeast Asia --- will not change dramatically. First, Asia will continue to suffer from a deficit of presidential attention. The arc of crisis – Iraq, Iran, Afghanistan and Pakistan -- will necessarily still command, as it has for almost 8 years, the attention of senior American policymakers. Even that will have to fight for space with the growing global financial crisis.

Second, both candidates agree on the broad outlines of an Asia policy, one that does not depart radically from the one pursued by the Bush administration. As a senior McCain advisor put it to me: “There is not a huge difference on Asia between Obama and McCain.” Privately, Obama advisors also stress that there will not be a huge break with current U.S. policy.

Both campaigns are critical of the lack of attention paid to Asia and the need for the U.S. to be more proactive to strengthen existing alliances and to join the discussion about new forms of regional integration. Both candidates support the need to engage, rather than confront, a rising China. Both men call for the U.S. to pay more attention to management of our alliances with South Korea and Japan. And both Obama and McCain support the North Korean nuclear negotiations carried out by President Bush in his second term, although privately both campaigns are critical of the deal that has been struck.

If there are differences, they can be found in two areas – support for the Korea US free trade agreement and the willingness to directly engage North Korea and its regime.

Free Trade and the KORUS Free Trade Agreement

If there is one single issue regarding Korea on which Senators Obama and McCain clearly part company, it is the future of the free trade agreement negotiated with the Bush administration. Senator McCain is an unambiguous supporter of the FTA, not only as a trade pact but also as a symbol of the broader partnership between the U.S. and South Korea.

Senator Obama also supports free trade but is critical of this and other agreements, such as NAFTA, for failing to ensure market access and the protection of labor rights and the environment. Privately, Obama’s advisors understand the symbolic value of the FTA to the alliance, but they plan to ask Seoul to reopen talks on market access, particularly for the automobile industry. Their position reflects the importance of trade unions and the role of some key states – Michigan most of all – in the election outcome. Even if Obama loses, the Democrats are likely to strengthen their control of Congress, making approval of the FTA difficult under any circumstances.

Negotiating with Pyongyang: Back to the Future?

Both the McCain and the Obama camps publicly back the Bush administration’s negotiations with Pyongyang, but both are also privately critical, though for different reasons.

The Obama team is heavily populated by former Clinton administration officials who were involved in the negotiation of the 1994 Agreed Framework with North Korea. They see the current deal as an inevitably flawed bargain, the result of the refusal of the administration to seriously engage the North directly until it had crossed the red line of nuclear weapons testing. With little leverage, not least the credible threat of coercion, we are left with containing the plutonium production of the North, and hoping that a grand bargain down the line can yield full denuclearization.

Obama recognizes the need for “close coordination and consultation with our allies South Korea and Japan,” as one of his advisors put it in a published interview, and supports continuing the Six Party Talks. But the emphasis is clearly on direct talks with North Korea, though conducted with a principled toughness that the Bush administration has not exhibited in its final months in office.

That readiness to conduct direct negotiations, up to conclusion of a peace treaty with Pyongyang and full normalization of relations, is where the two candidates part company. The Republican nominee is clearly uncomfortable with direct dealings with Pyongyang – his position resembles the first term of the Bush administration more than the second in that respect. His advisory team combines realists, mainly veterans of the Powell State Department, and neoconservatives, reproducing the divisions that thwarted coherent policy-making in that first Bush term.

In the end, the views of McCain himself may be decisive. He was an opponent of the Agreed Framework, an agreement he characterized as “appeasement.” He maintained this stance into the Bush administration, vocally opposing any direct negotiations with the North Koreans as long as they maintained the right to develop nuclear weapons. He has been critical as well of the main deal struck by President Bush in his second term – “I didn’t believe in the KEDO agreement that President Clinton made and I don’t believe in this one,” he said in January.

McCain, according to an interview with one of his senior Asia advisors, would “seek a return to the core principles of denuclearization known as CVID, or complete, verifiable, irreversible, dismantlement.” The demand for CVID was the watchword of the Bush administration’s earlier stance, in effect a call for Pyongyang to abandon its nuclear option as a first step. But that demand was dropped after Pyongyang called the Bush administration’s bluff by exploding a nuclear device in October, 2006.

McCain also wants to “broaden our policy goals related to North Korea” beyond nuclear issues, to including human rights, economic and political reform, and reduction of the conventional military threat from North Korea, goals also set out at the outset of the Bush administration. McCain has repeatedly referred to the North Korean regime, and its leader, Kim Jong Il, in harsh terms and embraced a policy of “rogue state rollback.”

Realistically, however, McCain offers no credible, practical means to reach these goals. He reserves, as does Obama, the option to use force. But concretely he comes back to the strategy of pressing China to bring North Korea to heel. Unfortunately the Bush administration also relied on China and found there were clear limits to Beijing’s ability to control or its willingness to press its North Korean client. In the end, McCain may have little option but to follow Bush to Pyongyang’s doorstep.

One Caveat – Events Matter

Despite the powerful impetus to maintain continuity in U.S. policy toward the Korean peninsula, no matter whom is elected in November, there is one important caveat to keep in mind – events matter. Unplanned, and unforeseen, developments could force Korea to the top of the President’s agenda. Already we have seen the reports of Kim Jong Il’s serious illness trigger fresh concerns about a possible collapse of political authority in Pyongyang. A simultaneous rush by China, South Korea and the United States to fill a vacuum of power in the North could upset all calculations. For South Korea, and President Lee Myung-bak, it is always best to prepare for the unexpected.

The FSI Program on Global Justice and the Iranian Studies Program present A Forum on Akbar Ganji's Road to Democracy in Iran.

Ganji is an Iranian journalist and dissident who was imprisoned in Tehran from 2000 to 2006 and whose writings are currently banned in Iran. He has won numerous prestigious awards in Europe and North America. His 56-day hunger strike turned him into a figure of international fame, with many heads of states and hundreds of the world's most renowned public intellectuals demanding his safety and freedom. Ganji first gained prominence in Iran as an investigative journalist when he helped uncover a government conspiracy to murder Iranian intellectuals. In response, the regime put him in prison for six years. Behind bars, Ganji continued to write and produced his famous Republican Manifesto where he argued in favor of a secular liberal democracy for Iran. In April 2008, Ganji's first English language  book appeared from Boston Review Books/MIT Press: The Road to Democracy in Iran, with an introduction by Joshua Cohen and Abbas Milani. 

Ganji will speak in Farsi with consecutive translation in English, and will be joined on the panel by Abbas Milani, director of the Hamid & Christina Moghadam Program in Iranian Studies at Stanford University, and Martha Nussbaum, Ernst Freud Distinguished Service Professor of Law and Ethics at the University of Chicago. Program on Global Justice Director Joshua Cohen will moderate the discussion.

Joshua Cohen is a professor of law, political science, and philosophy at Stanford University, where he also teaches at the d.school and helps to coordinate the Program on Liberation Technology. A political theorist trained in philosophy, Cohen has written extensively on issues of democratic theory—particularly deliberative democracy and the implications for personal liberty, freedom of expression, and campaign finance—and global justice. Cohen is author of On Democracy (1983, with Joel Rogers); Associations and Democracy (1995, with Joel Rogers); Philosophy, Politics, Democracy (2010); The Arc of the Moral Universe and Other Essays (2011); and Rousseau: A Free Community of Equals (2011). Since 1991, he has been editor of Boston Review, a bi-monthly magazine of political, cultural, and literary ideas. Cohen is currently a member of the faculty of Apple University.

Abbas Milani is the Hamid and Christina Moghadam Director of Iranian Studies at Stanford University and a visiting professor in the department of political science. In addition, Dr. Milani is a research fellow and co-director of the Iran Democracy Project at the Hoover Institution.

Prior to coming to Stanford, Milani was a professor of history and political science and chair of the department at Notre Dame de Namur University and a research fellow at the Institute of International Studies at the University of California at Berkeley. Milani was an assistant professor in the faculty of law and political science at Tehran University and a member of the board of directors of Tehran University's Center for International Studies from 1979 to 1987. He was a research fellow at the Iranian Center for Social Research from 1977 to 1978 and an assistant professor at the National University of Iran from 1975 to 1977.

Dr. Milani is the author of Eminent Persians: Men and Women Who Made Modern Iran, 1941-1979, (Syracuse University Press, Syracuse, NY, 2 volumes, November, 2008); King of Shadows: Essays on Iran's Encounter with Modernity, Persian text published in the U.S. (Ketab Corp., Spring 2005); Lost Wisdom: Rethinking Persian Modernity in Iran, (Mage 2004); The Persian Sphinx: Amir Abbas Hoveyda and the Riddle of the Iranian Revolution (Mage, 2000); Modernity and Its Foes in Iran (Gardon Press, 1998); Tales of Two Cities: A Persian Memoir (Mage 1996); On Democracy and Socialism, a collection of articles coauthored with Faramarz Tabrizi (Pars Press, 1987); and Malraux and the Tragic Vision (Agah Press, 1982). Milani has also translated numerous books and articles into Persian and English.

Milani received his BA in political science and economics from the University of California at Berkeley in 1970 and his PhD in political science from the University of Hawaii in 1974.

Jeffrey Gedmin is President of Radio Free Europe/Radio Liberty, Inc. and in that capacity directs Broadcasting and Internet operations in 28 languages to countries stretching from Belarus to Bosnia and from the Arctic Sea to the Persian Gulf. Dr. Gedmin is author of the book "The Hidden Hand: Gorbachev and the Collapse of East Germany" (1992) and editor of a collection of essays titled "European Integration and the American Interest" (1997). He was also executive editor and producer of the award-winning PBS television program, "The Germans, Portrait of a New Nation" (1995) and co-executive producer of the documentary film titled "Spain's 9/11 and the Challenge of Radical Islam in Europe," aired on PBS in the spring of 2007. Jeffrey Gedmin has taught at Georgetown University and is an honorary professor at the University of Konstanz in Germany. A member of the Council on Foreign Relations, the board of the Council for a Community of Democracies (Washington, D.C.) and the Program of Atlantic Security Studies (Prague, Czech Republic), Gedmin holds a PhD. in German Area Studies and Linguistics from Georgetown University.

Dr. Gedmin's piece "Reporting Among Gangsters" on human rights violations perpetrated against journalists in Central Asia, appeared in the July 2, 2008 edition of the Washington Post.

When democractic governments adopt harmful and unjust policies, it is common practice to hold their constituencies collectively responsible for the outcome of the injustice.  Yet when "constituencies" are held responsible for unjust outcomes, it is their individual members who bear the actual burdens of the injustice.  This fact raises important questions about the just rules of distribution of collective responsibility in democracies.

Avia's current post-doc position at Stanford is divided between the Program in Ethics in Society and the Program on Global Justice at the Freeman Spogli Institure for International Studies.

She wrote her thesis at Nuffield College, Oxford University. The title of the thesis is Civic Responsibility in the Face of Injustice. The thesis analyzes the ways in which democratic citizens, as individuals and as members of a collective, are responsible for the injustices perpetrated by their governments. A chapter of the thesis, 'Sanctioning Liberal Democracies", is forthcoming in Political Studies.

For the last two years she has been a tutorial fellow, at Christ Church College, teaching political theory to undergraduates. Before going to Oxford, she completed her B.A. and M.A. degrees at the Department of Political Science, the Hebrew University of Jerusalem.

Her research interests concern the global responsibilities of liberal democracies; the notion of collective responsibility; the scope of democratic civic duties and the nature of democracy.

Kim Cranston is C.E.O. and Chair of the Board of TransparentDemocracy, Chair of the Board of the Global Security Institute, a member of the Board of the Los Altos Community Foundation, and a member of the Human Rights Watch California Committee North. Born in San Francisco, Kim graduated from U.C. Santa Cruz with a B.A. in Environmental Studies and from Hastings College of the Law. Kim has worked previously as director of Corporate Social Responsibility and the Transparent Commerce Initiative for One Cosmos Network, a new media company; as President of the Social Venture Network, a network of socially conscious business and social entrepreneurs and investors; as a consultant to the State of the World Forum; as Chief of Staff to California Lieutenant Governor Leo T. McCarthy; as Vice President of Business Affairs for Platypus Productions, Inc., a cable television production company; as a lawyer with Gibson, Dunn & Crutcher; as a law clerk to Federal District Court Judge Terry J. Alberto Diaz-Cayeros earned his Ph.D at Duke University in 1997. Before joining the faculty at Stanford in 2001, he served as an assistant professor of political science at the University of California, Los Angeles. Diaz has also served as a researcher at Centro de Investigacion Para el Desarrollo, A.C. from 1997-1999. His work has primarily focused on federalism and economic reform in Latin America, and Mexico in particular. He has published widely in Spanish and English. His forthcoming book is entitled "Overawing the States: Federalism, Fiscal Authority and Centralization in Latin America."

Beatriz Magaloni joined the faculty at Stanford in 2001. She previously served as an Assistant Professor at UCLA where she taught in the Department of Political Science. She graduated with a PhD from Duke University in 1997. She won the American Political Science Association's Gabriel Almond Award for the Best Dissertation in Comparative Politics in 1998. She has been a visiting fellow at Harvard University

Alberto Díaz-Cayeros is a Senior Fellow at Stanford University's Freeman Spogli Institute for International Studies (FSI), and co-director of the Democracy Action Lab (DAL), based at FSI's Center on Democracy, Development and Rule of Law (CDDRL). His research interests include federalism, poverty relief, indigenous governance, political economy of health, violence, and citizen security in Mexico and Latin America.

He is the author of Federalism, Fiscal Authority and Centralization in Latin America (Cambridge, reedited 2016), coauthored with Federico Estévez and Beatriz Magaloni, of The Political Logic of Poverty Relief (Cambridge, 2016), and of numerous journal articles and book chapters.

He is currently working on a project on cartography and the developmental legacies of colonial rule and governance in indigenous communities in Mexico.

From 2016 to 2023, he was the Director of the Center for Latin American Studies at Stanford University, and from 2009 to 2013, Director of the Center for US-Mexican Studies at UCSD, the University of California, San Diego.

Beatriz Magaloni Magaloni is the Graham Stuart Professor of International Relations at the Department of Political Science. Magaloni is also a Senior Fellow at the Freeman Spogli Institute, where she holds affiliations with the Center on Democracy, Development and the Rule of Law (CDDRL) and the Center for International Security and Cooperation (CISAC). She is also a Stanford’s King Center for Global Development faculty affiliate. Magaloni has taught at Stanford University for over two decades.

She leads the Poverty, Violence, and Governance Lab (Povgov). Founded by Magaloni in 2010, Povgov is one of Stanford University’s leading impact-driven knowledge production laboratories in the social sciences. Under her leadership, Povgov has innovated and advanced a host of cutting-edge research agendas to reduce violence and poverty and promote peace, security, and human rights.

Magaloni’s work has contributed to the study of authoritarian politics, poverty alleviation, indigenous governance, and, more recently, violence, crime, security institutions, and human rights. Her first book, Voting for Autocracy: Hegemonic Party Survival and its Demise in Mexico (Cambridge University Press, 2006) is widely recognized as a seminal study in the field of comparative politics. It received the 2007 Leon Epstein Award for the Best Book published in the previous two years in the area of political parties and organizations, as well as the Best Book Award from the American Political Science Association’s Comparative Democratization Section. Her second book The Politics of Poverty Relief: Strategies of Vote Buying and Social Policies in Mexico (with Alberto Diaz-Cayeros and Federico Estevez) (Cambridge University Press, 2016) explores how politics shapes poverty alleviation.

Magaloni’s work was published in leading journals, including the American Political Science Review, American Journal of Political Science, Criminology & Public Policy, World Development, Comparative Political Studies, Annual Review of Political Science, Cambridge Journal of Evidence-Based Policing, Latin American Research Review, and others.

Magaloni received wide international acclaim for identifying innovative solutions for salient societal problems through impact-driven research. In 2023, she was named winner of the world-renowned Stockholm Prize in Criminology, considered an equivalent of the Nobel Prize in the field of criminology. The award recognized her extensive research on crime, policing, and human rights in Mexico and Brazil. Magaloni’s research production in this area was also recognized by the American Political Science Association, which named her recipient of the 2021 Heinz I. Eulau Award for the best article published in the American Political Science Review, the leading journal in the discipline.

She received her Ph.D. in political science from Duke University and holds a law degree from the Instituto Tecnológico Autónomo de México.
